Robinson and Drill Victorious at Murray Downs Golf Victoria News

Round one joint leader Stephanie Robinson from Sanctuary Lakes has won the Ruby McKenzie Trophy with a 79 today for a 36-Hole gross total of 158. Robinson went head to head today with playing partner and round one co-leader Helen Pascoe (Buninyong), who carded 81 today to finish runner-up on 160. The pair was neck and neck throughout the day, until they reached the par 3 140m 15th hole where Robinson made par and Pascoe struggled with a double. Robinson then went on to birdie the 16th and 18th holes to secure the titles by 2 shots from Pascoe. Next year's Autumn Country Tournament will be held at Hamilton Golf Club on April 29-30. Brett Hawkey - US Open Our Course Superintendent has been selected as only one of three international volunteers to work at the US Open at Merion Golf Club, Pennsylvania in June. This is an opportunity for Brett to obtain valuable experience from other greens people so he is able to continue to maintain our course to the high standards expected. The Club would like to offset some of his expenses in the following manner; It is proposed to help Brett by having a voluntary $10 golf competition fee for the week commencing Saturday 11 May. The $5 extra will assist Brett with his airfare. There will also be a donation box provided for those who would like to assist further. MEN'S AND COLTS PENNANT The result we all did not want occurred last weekend with our Men's team losing 5/2 to Woodlands. As a result we have been relegated to Division 2 for the 2014 season. With the quality of players we have, I feel we should be able to be back up into Division 1 the following season. The Colts missed out on the final by just 1 match, which is a blow but it is a great credit to the boys for even putting themselves into the position that they could have been in the final. Well done and lets see the next step next year. I would again like to thank the sponsors for the uniforms supplied. Without them the look of being a team would not exist which makes it even harder to have everyone perform as a team member. So thank you again.

Rules in Focus - During the Round Recent Rules in Focus articles have focused on factors relating to the Rules before the player starts the round. This week we take a look at some factors during that can occur during the round:

ADVICE During the stipulated round, don't ask for advice from anyone except from your partner (i.e. a player on your side) or your caddie. Also, don't give advice to anyone except your partner (Rule 8-1). Advice is any counsel or suggestion that could influence a player in determining his play, the choice of club or the method of making a stroke. For example, seeking guidance from a fellow-competitor as to the type of shot to

play or the most suitable club to use for the next stroke is not permissible. However, information regarding the distance between two objects is public information and is not advice and it is permissible for players to exchange information relating to the distance between two objects. For example, a player may ask anyone the distance between a bunker and the hole. Equally, providing information on the Rules of Golf or the position of a hazard or the flagstick, is not advice. While it is not possible to ask or receive advice from anyone except your caddie, partner or partner's caddie, it is worth noting that in team competitions the Note to Rule 8 allows the Committee to include a condition of competition to permit each team to appoint one person who may give advice to the members of that team.

For example, during the Ryder Cup, the team captain is appointed to give advice to the members of his team. So while team members not involved in a match are prohibited from giving advice to those playing on the course, the team captain can pass advice to anyone playing.

PRACTICE During the round, don't play any practice shots during the play of a hole; a player must not practice during the play of the hole. However, between the play of two holes, a player may practice putting or chipping on or near the putting green of the hole last played, any practice putting green or the teeing ground of the next hole to be played (Rule 7-2).

If a player chooses to practice in this manner, he must not play a practice stroke from a hazard and he must ensure that he does not delay play. It is worth noting, that in order to keep play flowing, the Committee may, in the conditions of competition, prohibit practice on or near the putting green of the hole last played. At the 2010 Ryder Cup, Captains Corey Pavin and Colin Montgomerie took the decision to prohibit practice during the round in an effort to ensure that the matches could be completed in the diminishing autumn daylight. The condition of competition was therefore introduced to prohibit practice on or near the putting green of the hole last played (see Note 2 to Rule 7-2) A condition of competition such as this is also adopted at The Open Championship and on most professional tours.

DEVICES Also, during the round, don't use any artificial devices, unusual equipment or use your equipment in an unusual

manner (Rule 14-3). While there is no restriction on listening to music or other broadcasts while practicing, listening while making a stroke or for a prolonged period during a stipulated round could assist the player in making a stroke or in his play. Therefore, the use of an artificial device to listen to music or a broadcast while making a stroke or for a prolonged period of time during a round would result in a breach of Rule 14-3, the penalty being disqualification (see Decision 14-3/17). Although a course guide providing distances is actually an artificial device, its use has been traditionally accepted and is permitted; however, the use of a device that can gauge distance is contrary to Rule 14-3. Only when the Committee has established a Local Rule allowing players to use devices that measure

distance - and distance only - are such devices permitted (see Appendix 1, Part B, 9 for the recommended Local Rule.) Click Click here to read more on DMDs. It is worth noting that if the Committee has established a Local Rule for the use of distance-measuring devices, information on distance obtained from such a device can be shared as this is public information. Equally asking for information which has been obtained by a distance-measuring device is not a breach of Rule 8-1. However, there is no obligation on the person who has the device or yardage book to share it. Key Points:

St Andrews Links Trophy 2013 Kath Griffith, our Ladies Club Champion, has qualified to play in the St Rule Trophy St Andrews, Scotland. Last year she qualified to play in the Ladies British Amateur Championship at Carnoustie. The St Rule Club is a ladies club in St Andrews, Scotland, which was established in 1896. The St Rule Trophy, inaugurated in 1984, is an international tournament for amateur lady golfers. Now accepted as one of the leading competitions for national and international orders of merit it also qualifies for World Amateur Golf Ranking points. The field is restricted to 60 players. Played over 54 holes, 18 holes on The New Course and 36 holes on The Old Course, it is held annually at the end of May or in early June. This year the St Rule Trophy is to be played over Saturday June 1 and Sunday June 2 this year. Many previous winners have gone on to become leading players on the professional circuit. Among these are Annika Sorenstam and Catriona Matthew, both of whom were made Honorary Members of The St Rule Club in 2007. Good luck from all of us at Sanctuary Lakes and enjoy. Mixed Pairs on Sunday 26 May The mixed competition to be held on Sunday 26 May will be a four person game called Hartball; players are numbered 1 to 4. This a type of Ambrose game where between the tee and green, all players hit their shot from the best position. However, for each hole only two players drive and the other two players putt. All combinations of pairs rotate three times through the 18 holes. Before playing, remember to pick up your Hartball Score Sheet from the Golf Shop, it tells you who drives and putts on each hole. This week rather than providing a rule I thought it proper to give some information as to what the Foundation has been doing. Graeme Glasson has written the following for your information. SANCTUARY LAKES FOUNDATION INC. A few weeks ago the Foundation held an informal gathering of major sponsors to thank them for what they had contributed to the success of the Foundation and in turn to the lives of young achievers in the west of Melbourne. At that forum I made some comments about the funds raised and where those funds had found their way. Some of the attendees suggested I share those comments with the broader Sanctuary Lakes community and therefore I have written this paper to recapture what I said. It is a loose interpretation so bear with me. I started by saying that I am not a historian and if I had been I would have trawled through the 8 binders of history that live in a filing box on my office floor (much to the chagrin of my wife, Ronda) to provide precise data on what I intuitively believe. So here is my intuition. The Foundation began some time in 2000 in order to provide support to a young female golfer named Kate McIntosh, who was very good player and a great person too. Including our first golf day in that time frame we have probably held 12 golf days over the period until now. My memory says we have raised in excess of $22,000 for each of those golf days. Not bad at $264,000. But that is not all.

We also held 2 mini golf days ($5,000 each) for Stacey Keating and one humungus day where we raised $25,000 for the darling girl and isn't she is doing us proud. So that's another $35,000. For the very popular Daniel Valente we had another big day and raised $19,000 to get him out there doing his best and what a great ambassador for Sanctuary Lakes he is. On top of that we have had sportsman's lunches, raffles and other fundraisers which I reckon have got us close to a total of about $350,000 raised. An impressive total indeed. Over the first 7 or 8 years of our existence we accumulated funds due to a number of factors including keeping some money for a rainy day, to help our income through interest earned, and not too many applicants in the early days. So in 2013 we run between $90,000 in the account up to $110,000 depending on the proximity of our fundraiser the golf day. Over the last 4 or 5 years we have spent what we have raised and expect a continuation of this situation for the next few years. From the golf day and some interest income this works out to be about $27,000 each year, so where is it going? Obviously golf has been the major area of expenditure as that is where they funds are raised however we have also helped young achievers not only in other sports but also in the arts as well. We fund the activities of the Junior Golf Committee to the amount of $6,000 per year. We expect the parents of the kids to pay their fair share of the costs but The Foundation is willing to subsidise and encourage the youngsters into the game. We believe Sharon Hughes and Paul Bamforth's team are doing a fantastic job with the youngsters and that Junior Pennant is the primary school of match play which is the fundamental platform for good golf. As the youngsters progress we hold clinics for the improvers and fund these activities ahead of junior pennant and colts pennant seasons. The cost varies but we spend about $3-5,000 per annum in this area. For the youngsters that are willing to work toward the elite levels we have developed a cadetship program that helps the youngster and their family deal with the heavy costs of competition fees, travel, lessons and equipment costs. This currently costs around $15,000 each year. We have found the way to adapt this program to encompass young athletes, young soccer players and other young achievers who need support. We also believe that it helps to teach these young people how to manage their financial processes. So our total investment back into the community has been about $250,000 over the past 13 years. What has our program achieved? Stacey Keating - Now entrenched on the European Ladies Tour and current holder of the French and Spanish Open titles. She also recently won the Victorian Open. Daniel Valente - A fine young man who is doing his very best to succeed and to whom we gave a shot at it. James (Jimmy) Jeggo - A young soccer player now at Melbourne Victory. Mixed Pairs on Sunday 26 May The mixed competition to be held on Sunday 26 May will be a four person game called Hartball; players are numbered 1 to 4. This a type of Ambrose game where between the tee and green, all players hit their shot from the best position. However, for each hole only two players drive and the other two players putt. All combinations of pairs rotate three times through the 18 holes. Before playing, remember to pick up your Hartball Score Sheet from the Golf Shop, it tells you who drives and putts on each hole. Here are a few examples from our archive: Should Tiger have been allowed so much help to move a boulder in that famous incident? David Rickman: The relevant Decisions - 23-1/2 and 23-1/3 - were both in the Decisions book before the Tiger incident, which occurred in the 1999 Phoenix Open. Tiger's ruling was right on the basis of these published Decisions, but we did look at Rule 23 and these interpretations in light of that case, and another one shortly after on the European Tour. We certainly talked at committee level about a possible limit - two people, the player and his caddie, the player's 'side', everyone in the group? And we ultimately decided to leave it alone. I think the feeling was that the Woods case was an extreme example, and as the old saying goes, 'hard cases make bad law'. You could have a very strong caddie being able to move something, and a weaker caddie not. It did seem strange, but is it fair, is it equitable? Well, it's just how it is. We felt that the Rules ended up being right - a stone is a loose impediment and it's down to whether or not you can move it if it's not embedded. If you think of a big branch, where it may not be it's heaviness as much as its awkward shape that's the issue, getting a number of people to move that perhaps doesn't seem so unreasonable. The back of the Rules book encourages golfers to 'do what is fair', but sometimes certain Rules just don't seem fair. David Rickman: People want fair answers - answers where everyone watching thinks, 'Yes, that's the right thing to do'. But simplicity and fairness don't always pull in the same direction. What they've got to remember is that what seems fair to them may not be fair on the rest of the field. But I do accept that to 'do what is fair' can be open to interpretation. Why are you penalised for touching the line of a putt even lightly, perhaps to guide your partner? David Rickman: It's interesting looking at this because Rule 8-2/b has remained essentially unchanged for 100 years. It was certainly in the 1908 Rules. I imagine it's there on the basis that if you don't touch, you can't damage or improve the putting surface, so there's no question of there being an issue. The last well-known case was Richie Ramsay, who lost a hole in the quarter-final of the 2006 US Amateur when his caddie touched his line. It's a tough prohibition - if you touch it lightly what harm can it do? But it's not a question we're often asked -

not many people seem to have an issue. You could never really define 'lightly' either. So how is the Nick Price putting style, in which he first places the putter on the ground in front of the ball, deemed okay? David Rickman: A lot of people do it. I was interested to see when this permission came in and it was actually in the first general set of Rules The R&A issued in 1899. So it's a very traditional method of addressing the ball on the green, and I think Rule 16-1a(ii) is simply drafted to say that as long as you do it lightly and don't press anything down, there's no problem. That seems at odds with the line of putt's 'sacredness'... David Rickman: It's been around a long time and I think it's one of those thought-to-be-reasonable exceptions the Rules do allow. The Rules Committee is not without heart - it does allow people to try and play the game. It's a bit like grounding the club lightly behind the ball through the green - technically, are you improving its position marginally? I think the answer probably is, yes.

Transition Board Update

The much awaited transition from the current developer board to a member representative board has progressed significantly in recent times and could now be only days away. This will certainly be the biggest governance change since the inception of our Club and will offer members the exciting opportunity to have input and ultimately, shape future direction. This imminent shift should not be underestimated and all members are urged to take note and support this historic move. As a consequence subscription notices are expected to be mailed late next week. The incoming board would like to invite members to attend an information update meeting on Thursday 13 June 8.00pm in the Clubhouse.

4BBB Matchplay The 4BBB Matchplay Championships is a knockout competition. Matches to be completed by a specific date, which will be on the draw. All matches will be played on a Handicap basis off the Matchplay index. Handicap status - Each player's handicap at the time of playing the 1st round for this event will remain until the event is completed. 6.3 Match Play In Matchplay, the game is played hole by hole using the Matchplay Index. A hole is won by the player or side that holes the ball in fewer strokes. In Handicap Matchplay, the lower nett score wins. The score is kept by the term "holes up", "holes down" or "all square". A hole is halved if each side/player holes out in the same number of strokes or the same nett score. A player/side may concede a hole or a match at any time before to the conclusion of the hole or the match. Concession of a stroke, hole or match may not be declined or withdrawn. BY-LAWS AND REGULATIONS A player/side are "dormie" when as many holes are up as there are holes left to play. A match is won by the player/side when the number of holes "up" is greater than the holes remaining to be played. Note: (a) Scratch Events - A match that ends all square shall be continued hole by hole from the hole where the match began, until one side wins a hole. (b) Handicap Events - As in scratch events, but with strokes being allowed as if the match has been recommenced and strokes are allocated using the Matchplay Index on the scorecard. (c) Handicap Matchplay - The method of ascertaining each player's Handicap is that the lowest marker, in any particular match, goes back to scratch and then the other player or players are given the difference in their respective handicaps, with the strokes allocated using the Matchplay Index on the scorecard.

Using the Hartball Rules for each hole, two players hit tee-shots, with the better shot used. Ambrose is then played, with all four players playing the next shot from within one club length of the marked ball. Note, if the chosen ball is in the rough (or a bunker), all other balls must be placed in the rough (or the bunker). Once on the green, only the two players listed in the Hartball Rules putt. They putt from within one card width of the chosen ball. Principal Changes Introduced into the 2012 Code Rules of Golf Definitions Addressing the Ball The Definition is amended so that a player has addressed the ball simply by grounding his club immediately in front of or behind the ball, regardless of whether or not he has taken his stance. Therefore, the Rules generally no longer provide for a player addressing the ball in a hazard. (See also related change to Rule 18-2b)

Rules Rule 1-2. Exerting Influence on Movement of Ball or Altering Physical Conditions The Rule is amended to establish more clearly that, if a player intentionally takes an action to influence the movement of a ball or to alter physical conditions affecting the playing of a hole in a way that is not permitted by the Rules, Rule 1-2 applies only when the action is not already covered in another Rule. For example, a player improving the lie of his ball is in breach of Rule 13-2 and therefore that Rule would apply, whereas a player intentionally improving the lie of a fellow-competitor's ball is not a situation covered by Rule 13-2 and, therefore, is governed by Rule 1-2

Rule 6-3a. Time of Starting Rule 6-3a is amended to provide that the penalty for starting late, but within five minutes of the starting time, is reduced from disqualification to loss of the first hole in match play or two strokes at the first hole in stroke play. Rule 12-1. Seeing Ball; Searching for ball Rule 12-1 is reformatted for clarity. In addition, it is amended to (i) permit a player to search for his ball anywhere on the course when it may be covered by sand and to clarify that there is no penalty if the ball is moved in these circumstances, and (ii) apply a penalty of one stroke under Rule 18-2a if a player moves his ball in a hazard when searching for it when it is believed to be covered by loose impediments. Rule 13-4. Ball in Hazard; Prohibited area Exception 2 to Rule 13-4 is amended to permit a player to smooth sand or soil in a hazard at any time, including before playing from that hazard, provided it is for the sole purpose of caring for the course and Rule 13-2 is not breached. VIDEO: Rule 13-4 Explained Rule 18-2b Ball Moving After Address A new Exception is added that exonerates the player from penalty if his ball moves after it has been addressed when it is known or virtually certain that he did not cause the ball to move. For example, if it is a gust of wind that moves the ball after it has been addressed, there is no penalty and the ball is played from its new position. VIDEO: Rule 18-2b Explained Rule 19-1. Ball in Motion Deflected or Stopped by Outside Agency; The note is expanded to prescribe the various outcomes when a ball in motion has been deliberately deflected or stopped by an outside agency. Rule 20-7c. Playing from Wrong Place; Note 3 is amended so that if a player is to be penalised for playing from a wrong place, in most cases the penalty will be limited to two strokes, even if another Rule has been breached prior to his making the stroke. Appendix IV A new Appendix is added to prescribe general regulations for the design of devices and other equipment, such as tees, gloves and distance measuring devices. This happened on a desert golf course in the upper Scottsdale area. Trying to hit the shot, he fell backwards into the cactus. It took paramedics over 3 hours to pull cactus out before he could go in an ambulance to the hospital. He should have taken a "drop."

Golf Course Monthly Report - May 2013

With a little bit of rain mid-month things started to tick over again but with some drier conditions again to finish off the month we were left wondering how long these conditions can last. As I write this we are expecting some downfalls so fingers crossed we get what they are predicting! Most greens are pretty good but there are still a few with a bit of recovery left. We have been busy replacing some turf with a couple of small areas to go. My trip to the US Open is coming up and I am looking forward to it. I have a meeting on the Sunday as soon as I arrive in Philadelphia to outline the week ahead and get our uniform and security passes. We will be straight into it on the Monday with very early starts and late finishes. I expect to be doing numerous jobs while I'm there as they are very fastidious with their preparations and the detail is incredible. It will be a good experience to see how one of the 'majors' is set up and to work on a golf course that is high in the world rankings.
