CHARRETTE SUMMARYA charrett e is a series of meeti ngs and product development working sessions held over a number of consecuti ve

days. The sessions are organized into a series of meeti ngs and interacti ve exercises, building on the previous session with the primary intenti on of translati ng ideas, community identi ty and goals into visual imagery and graphical representati ons of community opportuniti es. The charrett e is intended to be a cross-disciplinary process involving urban planners, architects, landscape architects, engineers, and community members into a collaborati ve, and vision-driven approach to identi fy the needs of the community and develop preliminary design concepts.

The three-day charrett e began on October 4, 2010 at 10 a.m. with a Walk Audit Tour/Charrett e Kick-Off to share and discuss ideas and thoughts regarding the community plan update and community needs. The walking tour included San Ysidro Community Park, West and East San Ysidro Boulevard, and East Beyer Boulevard. The community met again in the evening from 6:00 p.m. to 8:00 p.m. for a Community Workshop, held at Willow Elementary, where the consultant team presented existi ng conditi on fi ndings. At the workshop, the community was asked to parti cipate in an interacti ve exercise to gathering informati on and ideas about diff erent areas within the community. The public was divided into four key area groups including Border Commercial, Community at Large, Pilot Village, and Mobility and were asked to provide comments on how to enhance these areas in the Redevelopment District of San Ysidro.

Facilitators met the following day to combine feedback from each key area and provide graphical representati on of the ideas and opportuniti es collected from the fi rst day of the charrett e. Members of the public were invited back for the second Community Workshop at Willow Elementary from 6:00 p.m. to 8:00 p.m. on October 5, 2010. A brief summary of the previous work session was provided, and then the public broke into the four key areas to review informati on and provide additi onal commentary and feedback. The following summary of materials depicts the initi al public input and ideas, as well as, the refi ned concepts and community feedback. All ideas will need to be further analyzed and refi ned upon additi onal agency coordinati on and economic and environmental input.

The fi nal day of the charrett e took place on October 13, 2010 at 6:30 p.m at Willow Elementary. Following the fi rst couple of days of the charrett e, the consultant team identi fi ed areas where additi onal background data was lacking and where further input was needed. The workshop started out with an update on the process to date and then a presentati on on the Port of Entry project and the future library site selecti on process. Following the presentati ons and a brief questi ons and answer period, RRM Design Group conducted an interacti ve exercise on General Plan land use designati ons as they relate to existi ng commercial centers Results of this exercise as well as one focusing on community and neighborhood gathering spaces can be found in the appendix of this document. Informati ons gathered at the charrett e will ulti mately help to guide future land use recommendati ons and analysis used in the Community Plan Update.

The • illustrati ons here make it more interesti ng to visitThe community (shop owners) do not want one-way • streets – all go vacant aft er awhile. Downtown San Diego has one-way streets and many vacanciesSo many pedestrians cross border and leave. We need to • get people to stop here. A central area with mixed-use will encourage people to stop.Look at alternati ve uses at ITC• More att racti ve street scene and retail needed• If trolley stati on moved onto mid block on San Ysidro • Blvd., it would bring people inParking structures on existi ng open lots w/commercial • fronti ng blvd., is a great ideaWe need to challenge MTS to move ITC to San Ysidro • Blvd., and not let their clients leave without spending ti me in our community
