• Accelerate SANDAG “RTP” Corridor Planning efforts

• Historically, operational focus has been on the optimization

of individual networks

• Limited capability to respond to demand from

other networks

• philosophy to operate and optimize the entire

system as opposed to the individual network

• The corridor will give travelers the opportunity to make seamless and convenient shifts among modes.

• Enhanced mobility for people, goods, and services. • Enhancing current levels of existing interoperability between field

elements and functional environments or systems.• Focus placed on improving throughput, productivity, connectivity,

safety, and accessibility.

Operational – How ICM will help our Site

Page 11: SAN DIEGO I-15 INTEGRATED CORRIDOR MANAGEMENT PROJECT Alex Estrella, SANDAG.

11

• The San Diego I-15 ICM transportation corridor will be managed collaboratively and

cooperatively through on-going partnerships among the San Diego Association of

Governments (SANDAG), the California Department of Transportation (Caltrans), the

Metropolitan Transit System (MTS), the North County Transit District (NCTD), the

California Highway Patrol (CHP), and the Cities of San Diego, Poway, and Escondido.

Institutional – Who are our ICM Stakeholders

Page 12: SAN DIEGO I-15 INTEGRATED CORRIDOR MANAGEMENT PROJECT Alex Estrella, SANDAG.

12

Institutional – How our Site defined Roles and achieved Buy-in among ICM Stakeholders

• Improve level of institutional coordination among stakeholders by developing and executing a Memorandum of Understanding (MOU) among ICM Corridor partners /PROJECT CHARTER

• Leveraging to Existing Institutional Organizational Model – SANTEC – ITS CEO – RAMS

• Strengthen existing communication linkages among all Corridor institutional stakeholders

• Enhance the Regional/Joint Operations concept throughout the corridor• Balance the needs of I-15 through traffic and local communities

• Institutional

– To facilitate enhanced mobility for people, goods, and services.

– Prescriptively Operate / Manage across disciplines, across jurisdictions

• Operational

– Able to more actively measure throughput, productivity, connectivity, safety, and accessibility.

– Able to provide travelers seamless and convenient shifts among modes based on ‘real-time’

predictive capabilities.

• Technical

– Enhance existing interoperability between field and functional environments.

Lessons Learned –
