Heavy drinking is defi ned as consuming fi ve or more standard drinks in one sitting. It is also considered "high-risk" drinking due to the health concerns associated with drinking excessive amounts of alcohol.

Many stories about heavy drinking are glamorized, not pub-licized or forgotten altogether, so behaviors don't change.

Here's a story that illustrates the many problems and risks associated with heavy drinking. Can you pick them out? Have you been on the “Highway to Disaster?”

It was a perfect day on the Mississippi coast to take a swim in the pool, so a Keesler Air Force Base Airman decided to have a party one Sunday afternoon at his house. He invited some of his buddies over to join him – the more the merrier. Some of his buddies invited a few of their friends to the gathering, which quickly turned into a party. The Airman coordinated what everyone would bring, including a keg of beer, beer pong to play and music to enjoy.

By 5 p.m., guests arrived and the designated keg operator was letting the beer pour freely for everyone who wanted it without verifying the ages of the guests.

Other attendees brought hard liquor and many were taking shots between drinks and playing beer pong.

The host was tired and had gotten a little too much sun, so he went into the house to take a short nap.

Several guests were hungry so one of the guests drove to get pizzas from a nearby restaurant. The impaired driver had

a friend who had not been drinking as much ride along with him. The driver had done this before and had never been ar-rested for impaired driving.

A young female who had been playing beer pong was noticeably intoxicated near the pool. One of the guests asked her if she was OK, but she did not respond, so he yelled for someone to call 911. Some of the guests left in a hurry. Mean-while, a neighbor called local law enforcement due to the loud music and noise.

There were many mistakes made throughout the course of the afternoon and the consequences were great.

This scenario identifi ed issues of underage drinking, con-tributing alcohol to minors, public intoxication and driving under the infl uence. Most importantly, this scenario illustrates the lack of wingmanship.

Here are tips for responsible party planning:• Plan ahead.• Have a non-drinking designated driver.• Limit drinking.• Check identifi cation to prevent underage drinking.• Be a responsible host.• Provide food, activity and oversight.• Offer water and non-alcoholic beverages.• Leave your vehicle at home.• Know your guests.• Ensure guests have a safe way home.• Remember 0-0-1-3. That means 0 underage drinking, 0

drinking and driving, 1 drink per hour, no more than 3 drinks per sitting.

• Call a taxi or Airman Against Drunk Driving at your in-stallation for a safe ride home.

Military members who have survived a sexual assault have to deal with emo-tional and physical scars and feelings of shame and powerlessness that come af-ter the assault.

Dealing with the repercussions of sexual assault or harassment can make survivors feel isolated and alone with no one to trust or turn to. Three Joint Base San Antonio military members who have survived sexual assaults are hoping to in-still change by coming forward and tell-ing their stories.

The three survivors, Master Sgt. Nicole Hicks, Air Force Personnel Center mis-sion support assignments NCO in charge at JBSA-Randolph; Chief Master Sgt. Katie McCool, 323rd Training Squadron superintendent at JBSA-Lackland; and Capt. Jacqueline Just, chief admissions and dispositions at JBSA-Fort Sam Hous-ton, are working with staff members from the JBSA Sexual Assault and Prevention Response Program and are using their voices to advocate and help members throughout JBSA.

The SAPR program focuses on rais-ing awareness and sexual assault prevention in the military, while pro-

viding services and support for sexual assault survivors.

Even before she entered the Air Force, Hicks experienced the traumatic effects of sexual assault. Her assault occurred when she was a teenager and for years, Hicks said, she blamed herself for not do-ing enough to stop the assault.

When Hicks encountered sexual ha-rassment on several occasions as an Air-man, she decided she had enough and stood up for herself and reported each of the incidents.

“I came forward to let folks know there are ways to say, ‘Hey, that’s not appropri-ate. You can’t talk to me that way,’” Hicks

said. “I’ve been told, ‘Sgt. Hicks, because of your story, it makes it okay for me to come forward.’”

Inspired to help other military mem-bers who have been sexually assaulted or sexually harassed, Hicks became a certifi ed SAPR victim advocate. As a victim advocate, Hicks provides support and helps fi nd resources for survivors of sexual assault.

Hicks said being a victim advocate allows her to reach out to survivors of sexual assault who may feel helpless and have no one else to turn to.

“It’s basically helping those who need to regain that strength and power and let them know they are not alone,” she said. “You are not just a number; you are not just a statistic. You are important, you matter.”

McCool said she had no intention of coming forward with her survi-vor story until after the NCO who had assaulted her was convicted and sentenced at a military trial at JBSA-Lackland.

“I don’t think I can stop sexual as-sault from happening,” McCool said. “But if I’m not willing to talk about it, then I can’t even come close to being of help to be part of the solution.”

McCool said she hopes her survivor story will lead to an honest conver-sation about sexual assault, which includes not pinning the blame on the survivor.

“I hope that people will start hav-ing real conversations about sexual assault,” she said. “Sexual assault occurs in many different ways to many different people. “There are predators that you would not expect

or suspect.”“In my case, a lot of people were

saying, ‘No way, he could never have done that,’” she said. “He had mul-tiple victims spanning many years.”

McCool said the military has taken steps to make it easier for service members who have been sexually as-saulted or harassed to come forward and get the help needed.

“The Air Force is working to en-sure victims aren’t being ostracized and that when a victim comes for-ward the leadership chain protects the victim throughout the process,” she said.

Just spoke at the Sexual Assault Awareness and Prevention Month proclamation signing ceremony in April at the Medical Education and Training Campus Academic Center at JBSA-Fort Sam Houston.

At the ceremony, Just told the audience that she had reported her commander at her last duty station for sexually assaulting her and her friend. Just said she is sharing her story to encourage other survivors of

sexual assault to come forward.“It’s important that survivors know

to get help, you can’t do this alone,” Just said. “I know I couldn’t. If you don’t get help, you won’t be able to function in your unit.”

Just credits the SAPR program for connecting her to mental health pro-fessionals who helped her overcome the depression and anxiety she felt after her assault.

“I want them to take away that justice does prevail and that help is a phone call away,” she said. “While the road may not be easy, the joy at the end of the journey comes with the conviction, and hopefully they get it.”

Hicks, McCool and Just were provid-ed a survivors’ flight in a T-1 Jayhawk by the 12th Flying Training Wing at JBSA-Randolph May 1. “Soaring Over The Storm: The Survivor’s Story,” was the theme for the flight.

Lt. Col. David Leazer, 12th Opera-tions Group deputy commander, said the survivors’ flight came about in a discussion between him and Ber-

nadette Villa-Morris, JBSA-Randolph SAPR victim advocate.

Leazer said the flight was a way to show solidarity for sexual assault survivors.

Participating in the survivors’ flight had a symbolic meaning for Just.

“I’m soaring above the problems I had last year,” she said. “I’m soaring above the sadness; I’m soaring above the setbacks. I look at this flight as taking me to a new destination this year.”

The Tuskegee Airmen exhibit offi -cially opened up to the public Monday during a ribbon-cutting ceremony at the Joint Base San Antonio- Lackland Airmen Heritage Museum.

During the event in which original Tuskegee Airmen attended, Airmen dressed up in old uniforms that resem-bled those worn by Tuskegee Airmen and joined a fl ight of Airmen in modern-day uniforms to symbolize “One Air Force.”

“Today is an amazing day for me to be here. I’m just so honored,” said Gen. Robin Rand, commander, Air Ed-ucation and Training Command, host for the ceremony. “We owe a debt of gratitude to the Tuskegee Airmen; they paved the way for us.

“Thank you for your service to our nation; I’m honored to be in your presence.”

Other activities included a perfor-mance by the U.S. Air Force Band of the West and an autograph session with the Tuskegee Airmen.

“This event was more than what I could have hoped for,” said Eugene Derricotte, a pilot and original Tuskegee Airman. “It was nice to come and reminisce and be remembered for this historic event.”

Fernando Cortez, senior exhibit spe-cialist for the Airmen Heritage Museum, was also impressed with the event.

“The turnout was amazing,” Cortez said. “Everybody had a great time and got to learn a little about an important part in history.”

Along with the help of a few volun-teers, Cortez, who has been with the Air-men Heritage Museum for 17 years, led the group in researching the exhibit and tracking down the items that would help make it look and feel authentic.

Efforts started in early 2014 at the Air Force Historical Research Agency, a repository for Air Force historical docu-ments at Maxwell Air Force Base, Ala. The agency provides research facilities for professional military education stu-dents, the faculty, visiting scholars and the general public. It consists of more than 70 million pages devoted to the history of the service and represents the world’s largest

and most valuable organized collection of documents on U.S. military aviation.

Extreme detail was used while putting together the exhibit, from the Italian style stucco on the wall to the tiles on the fl oor, and the group made sure the exhibit was as accurate as possible.

“The uniforms came from our muse-um, but a lot of the other items like the desk and typewriter came from friends, family or volunteers who donated to the museum,” Cortez said.

As for the items that friends and family cannot provide, Cortez says he fi nds items driving around the local area and fabricates them to make them look ‘more authentic.’

“The items we need could be any-where,” he said. “You never know what you can fi nd.”

The exhibit was fi nished in early this year and is based on Master Sgt. William Harris, a line chief with the 332nd Fighter group and killed in World War II, and de-picts a scene where he is calling a me-chanic with instructions to ready a fi ghter plane for combat while his administrative typist documents the phone call.

Air Force Recruiting Service at Joint Base San Antonio-Randolph completed a 62-day study March 31 which took an intensive look at their organizational cul-ture and ways to improve their policies and processes.

The Recruiting Professional Standards Team, comprised of 25 Airmen, recommended 131 changes centered around 46 key themes.

“The challenges created by more than seven years of signifi cant resource reductions have seri-ously impacted AFRS’ ability to professionally ac-complish the recruiting mission, and reduced man-ning, vehicles, transportation, critical temporary duty travel, infrastructure, information technology support, and operations and marketing funding have taken their toll on its recruiters,” said Brig. Gen. James C. Johnson, AFRS commander. “We are committed to take all necessary steps to provide our Airmen with the proper manning, transporta-tion, technology, and operations support required to most effectively execute the Air Force mission to inspire, engage, and recruit future Airmen.”

Some of these recommendations have already taken effect, while some initiatives will take up to 18 months to be fully implemented. Changes will impact across nu-merous fronts: leadership and culture challenges; goals

and incentives; organization; special duty vs. career model; manning, screening and selection for duty; and job resources and training.

Changes are expected to improve internal pro-cesses, policies and accession requirements in an effort to reduce stress on the recruiting mission and improve effi ciencies.

The recruiter survey data conveyed that the recruit-ers’ No. 1 complaint was duplicative and excessive docu-mentation. Recommendations include: allowing certifi ed recruiters to determine their own planning mechanism; documenting lead generation in one source; establishing requirements to visit schools once per school year; and allowing health professionals and line offi cer applicants to follow up via video telephone conferencing versus face-to-face interviews.

These changes will allow for more fl exibility to ac-complish the mission with reduced stress and give time back to the recruiters for higher priorities.

Despite 60-70 hour work weeks and inadequate re-sources, recruiters have not failed to meet Air Force ac-cession requirements for more than 15 years. And while accessions requirements for each individual recruiter have remained relatively unchanged the past 15 years, recruiting authorizations have decreased to the lowest numbers since 1999, when AFRS last missed its annual accession requirements.

“The RPST was a tool to further develop professional, resilient recruiters who are inspired by our heritage, committed to Air Force core values, and motivated to deliver the right Airmen of this next generation to join America’s Air Force,” Johnson said.

One of Joint Base San Antonio-Randolph’s landmarks is undergoing a transformation.

The star on the traffi c island in Washington Circle – one of the earliest features of the Army Air Corps’ Randolph Field more than eight decades ago – will soon become a distinctive hardscape fi lled with ter-racotta paver bricks and bordered by multi-colored river stones and decomposed granite while retain-ing its fi ve-pointed appearance.

“The star will look stately and will maintain a clean appearance for years to come,” John Howry, JBSA landscape architect, said.

Howry, who designed the star, said JBSA leaders approved a hardscape version because the yaupon holly that formed the previous star required too much water and maintenance when water conser-vation is essential.

“The difference with the new design as opposed to the old design is that we are changing with the times,” he said. “Droughts and water restrictions are requiring us to make more happen with less. The benefi t of the fi nished product will be govern-ment savings in maintenance, water usage and any irrigation repairs over the years and the overriding benefi t is permanent sustainability.”

The shrubbery was removed in March, and construction of the new star began immediately, Howry said. The project, which is being handled by workers assigned to JBSA, is scheduled to be completed by June 1, but it may be extended a week or two due to weather delays, he said.

The project will affect traffi c around the circle, Howry said.

“Traffi c will be designated to one lane during construction times, which are typically from 9 a.m. till 3 p.m. Monday through Friday, weath-er permitting,” he said. “During construction, cones will be placed out to direct incoming and outgoing traffi c.”

Howry said the colors of the new star will complement the Taj Mahal, which is directly south of it.

“The star will be elevated 18 inches above grade and will have a terracotta brick infi ll – refl ecting the terracotta roofs – as its surface,” he said. “The brick will consist of three different patterns to create interest. The fi nish on the perimeter beam forming the star will be fi nished in white stucco to match the Taj Mahal.”

Three individual sizes of multi-colored river stones will encircle the star and form part of the border for the wings of the star. A 4-foot-wide concrete sidewalk with a broom fi nish will wrap around the river stones on the outside of the star. Access sidewalks are planned for the east and west sides of the island so visitors will

stay off the granite.In addition, decomposed granite will be locat-

ed in the triangular sections between the star’s wings and in the area between the sidewalk and the existing curb.

Howry said the new design will accommodate the Christmas tree that is displayed each year.

“Hot-dipped galvanized eye bolts will be inserted into the concrete to receive the tie-downs for the Christmas tree and electrical connections shall be provided for the lighting of the tree,” he said.

The star has shone at JBSA-Randolph since its Randolph Field beginnings. Aerial photographs show that the star was already a prominent fea-ture while the administration building, which later became known as the Taj Mahal, was being con-structed circa 1930.

Lane Bourgeois, 12th Flying Training Wing his-torian, said a magazine called The Service News in its Randolph Field edition described the star in a November 1931 article titled “A Spin Around the Base”: “The Air Corps insignia, a white star on a blue background with red center, worked out in a 40-foot circle, acts as the central feature; the fi eld marker directly behind, indicating with concrete letters of regulation size, the name of the fi eld.”

“So the star’s signifi cance is directly tied to the Air Corps insignia,” Bourgeois said. “That’s what it actually was when the base was constructed. In those days everyone would have immediately recognized the insignia.”

Erin Rice, Air Education and Training Com-mand historian, said a document from Novem-ber 1932 indicates that shrubbery may have been used to create the star, and a photograph from that period shows what appears to be a low-lying topiary sculpture.

The document, a report from the post garden-er’s offi ce to Capt. Norfl eet Bone, Randolph Field’s landscape architect and engineer from 1929-33, mentioned an “entrance circle hedge” that should be watered every other day, Rice said.

A photograph in the 12th FTW history offi ce also shows that the star was removed at least once in JBSA-Randolph’s history.

The star is missing in a photograph taken sometime after the completion of the Missing Man Monument in 1977. Bourgeois speculated that the star may have been removed when the “Randolph Field” marker in front of the Taj Ma-hal was changed to “Randolph AFB” sometime in the early to mid-1950s and reinstated when the marker was changed back to “Randolph Field” between 1983 and 1985.

“If memory serves, we changed ‘AFB’ to ‘Field’ because many of our buildings were being regis-tered as historic buildings, and they wanted to re-turn the base's appearance to its original, historical appearance as much as possible,” he said.

JBSA-Randolph members invitedto celebrate Defenders As part of the 2015 JBSA Police Week, a memorial honoring security forces members who have paid the ultimate price while protecting the U.S. will be held 9-10 a.m. Monday at the JBSA-Randolph Airmen Heritage Park. Ken Evans, Live Oak police chief, will be the guest speaker. The memo-rial will be displayed until noon. In addition, a competition including JBSA security forces and local civilian law enforce-ment members will take place 8:30 a.m. to 5 p.m. Tuesday at the JBSA-Randolph Camp Talon training area. C-17 Globemaster III begins journey to new home, drivers advised of tow-away zones in area

The 502nd Trainer Development Squadron at Joint Base San Antonio-Randolph will be transporting the tail section of a C-17 Globemaster III fuselage off base in one oversized load Sunday. Individuals are instructed not to park along the following streets or around the Air Force Personnel Center between 6 a.m. Saturday to 11 p.m. Sunday:• B Street West by the thrift store• 3rd Street West • North West thruway • 5th Street West Tow trucks will be on call to tow away any vehicles parked along these streets

or blocking movement during wide turns around the AFPC headquarters building, Hangar 76 and building 241. The move will be escorted by 902nd Security Forces Squadron members until the load has cleared the West Gate. The 59th Medical Wing Simulation Center educated staff members and pa-tients on the latest medical simulation equipment used around the Wing April 14 during an open house at the Wilford Hall Ambulatory Surgical Center at Joint Base San Antonio-Lackland.

During the all-day event, simulation specialists gave tours of the facility and described the center's capabilities.

Winston Nicholson, 59th MDW medi-cal simulation specialist, explained how some of the manikins have very realistic characteristics and respond in ways that parallel the sometimes high-stress medi-cal environment.

"Some of the manikins make realis-tic sounds and noises, and a few even talk," Nicholson said. "By screaming, 'Oh, I'm bleeding. It hurts!' It gets the medical personnel to actually talk to the manikin during training, just like they would do in a real-world situation

when interacting with a patient."There was even a dog manikin with an

injured leg on display.Simulation specialist Stacy Kincy stated

how that particular manikin was created to enhance security forces training, who sometimes may have to treat a military working dog for a broken bone or give them an IV.

The Center is constantly working on adding more training scenarios to bet-ter equip the various medical profes-sionals around the Force. An ongoing project is to recreate a sterile operat-ing room.

Kincy explained how the manikins will actually be put under with an-esthesia, and all the equipment will mimic an actual OR.

The simulation center trains more than 3,000 Air Force, Army and Navy provid-ers and technicians annually; their goal to provide the best training possible by diminishing the gap between the simulat-ed training environment and real-world scenarios.

The Air Force has begun conducting the physical eval-uations required to explore opening the last six career fi elds currently closed to women.

When the law prohibiting women in ground com-bat roles was rescinded, 99 percent of the positions within the Air Force were already inclusive of wom-en. The current study is working to open the last one percent, which amounts to a little more than 4,300 special operations positions.

“Ultimately, the initiative to eliminate any remaining gender-based assignment restrictions will improve our readiness and the Air Force’s ability to recruit and retain the most effective and qualifi ed force,” said Secretary of the Air Force Deborah Lee James.

The Air Force has conducted focus groups, assess-ments, and operational observations as part of the re-view and implementation plan directed by then-Secre-tary of Defense Chuck Hagel in June 2013. The thorough review required to meet the directive by Hagel, allowed the Air Force to review standards for all Airmen in the career fi elds previously restricted to women.

“The Air Force is using a scientifi c approach to di-rectly tie and validate standards to mission require-ments,” said Brig. Gen. Brian Kelly, director of Military

Force Management Policy. “This testing and evaluation phase will develop the fi nal physical test components that best predict operational success for these specifi c career fi elds.”

The testing is slated to take place at Joint Base San Antonio-Lackland. Approximately 200 male and female volunteers will be recruited for the testing. Local Air-men who are interested in participating will be the fi rst selected to participate.

“This effort marks the most stringent process yet by which we are developing occupationally specifi c physical standards, scientifi cally measured against operational requirements to match mission needs,” Kelly said. “All the services and United States Special Operations Com-mand are working with various scientifi c and research agencies to review occupational standards to ensure they are specifi c and current, operationally relevant and are gender neutral.”

“This is not about raising or lowering occupa-tional standards,” Kelly said. “The key is to ensure we have set the right standards for the occupation based on mission requirements. The effort is built upon science and experience, to ensure we continue to maintain our readiness and preserve the quality and capability of our All Volunteer Force.”

"This process is about scientifi cally measuring opera-

tional requirements with a focus on training and stan-dards which correlate to the demands of combat,” said Brig. Gen. Giovanni K. Tuck, director of operations. “We owe it to our Airmen we send downrange to make sure they've got the best training and equipment to be suc-cessful, no matter where they serve."

After the Air Force reviews and validates the sci-entifi cally based standards, James will coordinate her recommendation on currently closed career fi elds and positions with SOCOM and the other services.

"The science behind these standards will inform and further refi ne the measures used to fi nd the right people for these career fi elds. This validation will help ensure our Air Force remains ready and capable, as our battle-fi eld Airmen employs in combat," Tuck said.

The secretary of Defense is expected to announce fi -nal decisions regarding integration of currently closed career fi elds/positions, as well as, any exceptions to policy on or about January 1, 2016. The assignment of women into newly integrated positions and occupations will follow each service’s natural timeline for recruit-ment, accession and training.

Further information for Lackland-area Airmen in-terested in participating in the physical studies will be released from Air Force Education and Training Command.

Service members who are making the transition from the military to a civilian career learned several strategies that could help them make that transition successful at a career seminar April 29 at the Joint Base San Antonio-Randolph Fleenor Auditorium.

The seminar, “Marketing Yourself For a Second Career,” was hosted by the JBSA-Randolph Military & Family Readiness Center.

Retired Army Col. Terri Coles, deputy director of the Military Offi cers Association of America Career Transition Center in Alexandria, Va., told military members preparation and planning are the keys to landing a job in the civilian sector after their service is completed.

Military members should start preparing for their transition into the civilian job sector two years be-fore they plan to leave the service, Coles said. This will give service members the time to familiarize themselves with the resources and tools they need to start their next career.

She said the M&FRC has the tools and resources ser-vice members need to explore their career options.

“The more research you do the better off you are,” Coles said. “Find out what it takes to get from here to there.”

Networking and marketing are important tools for military members seeking jobs in the civilian sector, she

said. Military members should network with friends, family, community and church members in seeking a job by passing out a resume, business card and join LinkedIn, the business networking site.

“Networking is about building relationships to get jobs,” Coles said.

A main point Coles emphasizes was that military

members must learn how to market or promote them-selves to potential employers.

“In this competitive civilian job environment you have to be able to tell me why you are the best candidate and tell me some of the great things you have done,” Coles said.

Other topics covered in the seminar included resume writing, interviewing skills, online resources and negoti-ating a salary once an employer makes a job offer.

Military members have several characteristics that employers are looking for, Coles said.

“Military members bring such a wealth of experi-ence,” Coles said. “They have unique skill sets. We know how to build a team. We have no problem going in and doing more with less, rolling up our sleeves and working as hard.”

Ray Ramos, M&FRC community readiness consul-tant, said the M&FRC provides several resources and programs for military members who are making the transition to a civilian career. Those services include resume writing, job searches, interviewing skills and preparing for an interview.

“This seminar reinforces what we do at the center,” Ramos said. “It further prepares service members for a smoother transition into the civilian sector.”
