Uttarakhand govt gives industry status to

tourism Now tourism sector would get the concessions and benefits extended to micro, small and medium enterprises (MSMEs).

The Uttarakhand cabinet decided to give industry status to tourism, considered a

mainstay of the state economy.

Tourism is a thrust area of Uttarakhand; the Chardham Yatra, an annual pilgrimage,

reportedly attracts around 2 crore of visitors to the state. According to a report of the

Associated Chambers of Commerce and Industry (ASSOCHAM), 2.25 crore domestic

and 1.1 lakh foreign tourists visited the state in 2015 when the state was recovering

from the 2013 deluge that devastated the Kedarnath valley.

The state has witnessed investments worth Rs 35,000 crore in industries since 2003

when industrial estates were set up in Dehradun, Haridwar, Pantnagar, Rudrapur and

Sitarganj by the State Industrial and Infrastructure Development Corporation of

Uttarakhand Limited (SIIDCUL).

Advantage of industry status...

“Uttarakhand is touted as a tourism state and this step (industry status) will go a

long way in increasing revenue from tourism,

“The cabinet has also decided to bring Ayush and wellness centres under the

mega industries investment policy. The concessions in bank loans and state GST

will now be applicable to tourism-related products,”

The tourism industry will only get the benefits of the schemes being operated by

the state government and not that of the Centre as the union government has not

given industry status to tourism.”

New definition of MSME

Section 7 of theMicro, Small and Medium Enterprises Development (MSMED) Act, 2006 will accordingly be amended to define units producing goods and rendering services in terms of annual turnover as follows:

A micro enterprise will be defined as a unit where the annual turnover does not exceed five crore rupees;

A small enterprise will be defined as a unit where the annual turnover is more than five crore rupees but does not exceed Rs 75 crore;

A medium enterprise will be defined as a unit where the annual turnover is more than seventy five crore rupees but does not exceed Rs 250 crore.

The Dehradun International Cricket Stadium was opened on Saturday, 26th May by the

Chief Minister of Uttarakhand, Shri Trivendra Singh Rawat, after a senior delegation

comprising experts from the International Cricket Council assessed the facility last

week. Having evaluated all the facilities, the officials found the standards for player’s

amenities, media and broadcast requirements in compliance to host all three formats of

the international games and called it one of the best venues they have visited recently.

Located in the capital of Uttarakhand, the stadium is set against the backdrop of rolling

hills and rivers and blends with the picturesque landscape of the state. A world-class

facility for 25000 spectators, the intimate seating bowl provides uninterrupted views of

the cricket field.

The design of the stadium reflects local architectural influences, recalling a proud

Designed by Collage Design, the Dehradun International Cricket Stadium is India’s first LEED

(Leadership in Energy and Environmental Design) Gold standard sporting arena. Collage Design,

one of India’s leading sports infrastructure consultants, previously worked on the development

of all six stadiums and 26 training sites (Goa, Guwahati, Kochi, Kolkata, Navi Mumbai and New

Delhi) for India’s first FIFA tournament, the FIFA U-17 World Cup, that took place in October last

year.

The stadium has been selected as the home ground for the Afghanistan Cricket team, and it will

host a three-match T20I series between Afghanistan and Bangladesh on June 3rd, 5th and 7th,

2018.

Uttarakhand to bring special heritage law

Government to survey 45 temples around Badrinath, Kedarnath

To preserve buildings and sites of historic, aesthetic, cultural or environmental

value, the Uttarakhand government is planning to bring a special legislation to

cover unprotected heritage in the state.

The proposed heritage law – now being drafted for tabling it in the state assembly - is aimed at ensuring historic structures in the state remain intact, besides boosting religious tourism.

The tourism and culture departments will survey 45 temples under Badrinath-Kedarnath Temple

Committee (BKTC) to ensure that these historic structures are preserved.

“We will start surveying 29 temples of Badrinath and 16 temples of Kedarnath to review

status of the structures,”

The proposed heritage law – now being drafted for tabling it in the state assembly - is



aimed at ensuring historic structures in the state remain intact, besides

boosting religious tourism.

Temples under the BKTC’s jurisdiction are not listed with the Archaeological Survey of India

(ASI) that’s why a special law is needed to conserve these historic structures, another official

said.“The temples of BKTC are not empanelled with the ASI that increases our responsibility

towards their restoration,”

“The ASI has strict norms. We don’t want these temples to be included in its list as we want to

use them for religious tourism in future.”

The 29 temples under Badrinath are located in Mana - the last Indian village, Pandukeshwar,

Joshimath, Vishnuprayag, Nandprayag, Almora and other places. Those under Kedarnath are

located at Guptkashi, Ukhimath, Kalimath, Tungnath, Tirjuginarayan.

The Uttarakhand Heritage Act seeks to conserve landmarks such as the Almora Jail, where

Jawaharlal Nehru was imprisoned, the colonial-era Raj Bhawan in Nainital, historic precincts

and trees, groves and natural fields of environmental significance, an official said.

It aims at preserving and restoring heritage buildings and sites, which are not protected either by

the central law of the Archaeological Survey of India (ASI) or any other existing government

policies, she added.

The Directorate of Culture of the state has formulated a draft legislation and invited public

suggestions on it.

the act would encompass preservation as well as restoration of historical sites which were crucial

to the state's culture.

"The far-reaching legislation will also cover streetscapes and artifacts, besides protecting the

sacred groves, mountains, traditional bridle paths, wetlands and wooded areas,"

The buildings or sites protected under the proposed act would get the "heritage" tag and

development activities around them would be restricted.



Around 71 monuments in Uttarakhand are protected by the state government under the Ancient

Monuments and Archaeological Sites and Remains Act, while another 40-odd archaeological

sites are covered by the central government, through the ASI, under the same act.

Among other modalities, the proposed law also envisaged a heritage authority and besides

designating sites as "heritage", it would grade them according to their significance, Bhatt said.

The heritage authority would have the chief secretary of the state as its

chairman and other key officials, along with experts such as an architect, a

structural engineer, a historian and an environmentalist, as members.

The statute would also cover natural features of environmental significance and sites of scenic

beauty and provide for conservation and protection of areas which are environmentally sensitive.

Uttarakhand has a number of ancient temples and British- era buildings. It is also one of the few

states in the country which can boast of two Raj Bhawans -- one in Dehradun and one in

Nainital.The grand building in Nainital is a Gothic splendour. The foundation stone of the

building was laid on April 27, 1897, and it took two years to complete its construction.Abutting

the Raj Bhawan is 160 acres of forest land which has a number of faunal species, besides a large

variety of flowers.

The Raj Bhawan (Nainital) also has a golf course spread over 45 acres. Built in 1936, it is one of

the vintage golf courses in India.

Noted urban planner and architect A G K Menon welcomed the proposed legislation, saying it

would help save buildings and the traditional architecture of the region.

"Uttarakhand is known for its wooden and stone structures. Also, the state capital of Dehradun

has a lot of institutional buildings, from the IMA to FRI and the Survey of India, besides old

churches and bazaars. So, this law will bode well for the state,"

Menon suggested that besides the state act, the rural and urban bodies should also have their own

legislations to protect the heritage within their jurisdiction.

"Dehradun, Nainital, Haridwar and other cities should also have their own protection laws to

cover heritage buildings and sites,



Tehri Lake Festival

This is 5th edition of festival.

To promote tourism in the state, Uttarakhand government held Cabinet meeting in a floating boat on Tehri Lake. Chief minister Trivendra Singh Rawat with other dignitaries attended the meeting on 16th may 2018.

The three-day Tehri Lake Festival kickstarted amid much fanfare on Friday. The event which will continue till May 27, will showcase a string of adventure and water sports activities along with yoga, spiritual and cultural events and a laser show. Over 400 adventure sports aficionados turned up on the first day of the event. On the occasion, chief minister Trivendra Singh Rawat said that arrangements would be made to

land a sea plane in Tehri lake next year. He added that a survey in this regard has already been completed. Tourism minister Satpal Maharaj was the chief guest for the occasion which also saw participation of sports minister Arvind Pandey. Speaking at the inauguration, Maharaj said, “Tehri lake has great potential and it is our sincere effort to showcase it at a national and international level. The floating huts here lend a special identity to the place. ”

The CM also released a book 'Old and Present Tehri' on the occasion. Among those who attended the inauguration were Tehri Lok Sabha MP Mala Rajyalakshmi Shah.

वा�म�ग को माना जाता है। इस बात का भी अ�ययन �कया जाना चा�हए �क ��त वष� �हमालय के जंगल� म� लगने वाल� आग का

�ले�शयर� पर �या �भाव पड़ रहा है।

रा�यपाल न ेकहा �क उ�राख�ड, भूक�प के �लहाज से अ�त संवेदनशील �े� है। इस�लए यहां �नमा�ण क� ऐसी तकनीक�

�वक�सत क� जाएं िजनपर भूक�प का �यूनतम �भाव हो। वष� 2015 म� नेपाल के भूक�प के बाद उ�राख�ड म� भूक�प के 52

छोटे झटके आ चुके ह�। हालां�क �र�टर पैमाने पर इनक� ती�ता बहुत कम रह�। परंतु �हमालयी �े� इस �ि�ट से अ�त

संवेदनशील होने के कारण इ�ह� ग�भीरता से लेना होगा। यह वै�ा�नक अ�ययन �कया जाना चा�हए �क �या इन भूक�पीय

झटक� का पहाड़� व च�टान� क� संरचना पर कोई �भाव पड़ रहा है।

Uttarakhand will hold its first investor summit during october as the state aims to raise its

investment profile, advertising the hilly region’s cheap electricity, good law and order condition

and an environment-friendly image. “We did have a good going with SIDCUL and our focus on

industries. But now the tax holiday is over. So far we have got investment of around Rs 3,600

crore. But we want to work on enhancing the state’s image as a preferred investment destination.

We wanted to do an investor summit in 2017, but as other states were are also organising, so we

decided to hold it in 2018.,” Uttarakhand CM Trivendra Singh Rawat told FE.

State Industrial Development Corporation of Uttarakhand has developed seven industrial estates

in Pantnagar, Haridwar, Kotdwar, Selaqui, Dehradun, Sitarganj and Kashipur with companies like

Hero MotoCorp, Ashok Leyland, Tata Motors, Wipro, Parle, HP, HCL, Bajaj Auto, ITC, Nestle

India, Hindustan Uni Lever and ABB establishing units there.

“Uttarakhand is well placed to attract more investment as power is cheap. Besides, human

resource is qualified and the law and order is very good. Out of the top 10 police stations in India,

two are from here. We are second in law and order in the country. These aspects attract

industrialists. Also, we are environment-friendly. We are also working on developing a state-of-

the-art convention centre in Rishikesh.”

“Our main focus is on services sector. It will provide employment and will generate revenue for

the state through taxes. We’re also focusing on tourism and hospitality. We’ve come out with the

programme ’13 districts, 13 new destinations’. We’ll invite private players to develop these areas,”

he said.

After its formation in 2000, the state embarked on developing industries by offering tax holidays

and other incentives. It helped to attract investments as well as develop the services sector. The

state has around 50,400 SMEs, 1,000 khadi/gramadyog units & 2,950 factories providing

employment to more than 6.3 lakh people. However, after 2014, when the tax holidays and

incentives got over, investments started drying up

��तपूरक वनीकरण �कया जाएगा।

फलदार �जा�त के रोपण को �ाथ�मकता द� जाएगी। भू�म और जल संर�ण के �लए �व�भ�न �मता के 950 जल

�नकाय� का सजृन �कया जाएगा। 3761 चेकडमै और चाल खाल, 339 �ाकृ�तक जल �ोत� का पुनरो�धार �कया

जाएगा।

Notes on ANR?WHAT IS Assisted natural regeneration (ANR)

Assisted natural regeneration (ANR) is the human protection and preservation

of natural tree seedlings in forested areas. Seedlings are, in particular,

protected from undergrowth and extremely flammable plants such as Imperata

grass. In addition to protection efforts, new trees are planted when needed or

wanted (enrichment planting). With ANR, forests grow faster than they would

naturally, resulting in a significant contribution to carbon sequestration efforts. It

also serves as a cheaper alternative to reforestation due to decreased nursery

needs.

ANR is labor-intensive and requires nearly constant maintenance of selected

forest areas. can be effective as a community project, and people involved may

see significant benefits and jobs if funding is available. However, if the

forestation is not a positive change, for example if the land is needed for food,

the people of the community will be unlikely to get involved and produce

successful ANR.

The most effective way to implement ANR is very site-specific, and many

nations provide guidebooks on how to select and maintain an ANR project

पंचायत� म� पलायन क� ि�थ�त पर अतं�रम �रपोट�) के �वषय म� बताया �क उ�राख�ड के 7950 �ाम पंचायत� का

सव��ण जनवर� एव ंफरवर�, 2018 म� �ा�य �वकास �वभाग के मा�यम स ेकराया गया। आयोग क� ट�म न ेसभी

िजल� का दौरा करके लोग� स े�ा�य �वकास एव ंपलायन के �व�भ�न पहलओु ंपर परामश� �लया। सव��ण के

अनसुार �ाम पंचायत �तर पर म�ुय �यवसाय कृ�ष 43 ��तशत एव ंमजदरू� 33 ��तशत है। उ�ह�न ेकहा �क इस

�रपोट� के अनसुार �पछल े10 वष� म� 6338 �ाम पंचायत� स े3,83,726 �यि�त अ�थाई �प स ेपलायन कर चुके

ह�। यह लोग घर म� आत-ेजात ेरहत ेह�, ले�कन अ�थायी �प स ेरोजगार के �लय ेबाहर रहत ेह�। इसी अव�ध म�

3946 �ाम पंचायत� स े1,18,981 लोग �थायी �प स ेपलायन कर चुके ह�। �रपोट� के अनसुार �ाम पंचायत� स े

50 ��तशत लोग� न ेआजी�वका एव ंरोजगार क� सम�या के कारण, 15 ��तशत न े �श�ा क� स�ुवधा एव ं 08

��तशत न े�च�क�सा स�ुवधा के अभाव के कारण पलायन �कया है।

�ा�य �वकास एव ंपलायन आयोग के उपा�य� �ी नेगी न ेबताया �क �ाम पंचायत� स ेपलायन करन ेवाल� क�

आय ु26 स े35 वष� वग� म� 42 ��तशत, 35 वष� स ेअ�धक आय ुवग� म� 29 ��तशत तथा 25 वष� स ेकम आय ुवग�

म� 28 ��तशत है। �ाम पंचायत� स े 70 ��तशत लोग �वा�सत होकर रा�य के अ�य �थान� पर गए तथा 29

��तशत रा�य स ेबाहर एव ंलगभग 01 ��तशत देश स ेबाहर गए। उ�ह�न ेकहा �क रा�य म� लगभग 734 राज�व

�ाम/तोक/मजरा 2011 क� जनगणना के बाद गैर आबाद हो गए ह�। इनम� स े14 अ�तरा��य सीमा स ेहवाई दरू�

के 05 �क.मी. के भीतर ह�। रा�य म� 850 ऐस ेगांव ह�, जहा ं�पछल े10 वष� म� अ�य गांव/शहर/क�ब� स ेपलायन

कर उस गांव म� आकर लोग बस ेह�। रा�य म� 565 ऐस ेराज�व �ाम/तोक/मजरा ह�, िजनक� आबाद� 2011 के बाद

50 ��तशत घट� है। इनम� स े 06 गांव अ�तरा��य सीमा स ेहवाई दरू� के 05 �क.मी. के भीतर है। �रपोट� के

आधार पर 09 पव�तीय िजल� के 35 �वकास ख�ड �चि�हत �कए गए ह�, िजनम� आयोग क� ट�म जाकर

लघ/ुम�यम एव ंद�घ� अव�ध क� काय�योजना बनाएगी, िजसस ेबहु�े�ीय �वकास तेजी स ेबढ़ सके|



उ�राख�ड लोक सेवा आयोग अ�य�थ�य� से ऑनलाइन पर��ा आवेदन प�

लेगा।

आयोग अ�य�थ�य� का एक डेटा ब�क तैयार करेगा। आयोग क� प�र�ध म� आने वाले पद� पर आवेदन करन े

के इ�छुक अ�य�थ�य� को आयोग क� वेबसाइट पर �थाई पंजीकरण करान ेह�गे। वन टाइम रिज��ेशन के

समय स�पूण� बायो डेटा और अ�भलेख अपलोड करना होगा। आयोग जब कभी भी कोई �व�ापन

�का�शत करेगा तब अ�यथ� को पर��ा के �लए आवेदन कर सक� गे। बायो डेटा और अ�भलेख अपलोड

करने क� ज�रत नह�ं होगी। यह �नण�य स�चवालय म� मु�य स�चव �ी उ�पल कुमार �सहं क� लोक सेवा

आयोग के अ�य� मेजर आनंद �सहं रावत के साथ हुई बैठक म� �लए गए।

�थाई पंजीकरण करने पर अ�यथ� को लॉ�गन आईडी और पासवड� �दया जाएगा। जब भी कोई �व�ि�त

�का�शत होगी, अ�यथ� को इसक� सूचना �वतः ह� �मल जाएगी। मु�य स�चव ने कहा �क दरू दराज �े��

म� रहने वाले अ�यथ� भी नजद�क के सीएससी या अपने मोबाइल से पंजीकरण करा सक� गे। इससे आयोग

का समय बचेगा और भत� ��या म� तेजी आएगी

YAMUNOTRI

The Sacred Jewel of the Himalayas

The Shrine of Yamunotri at the source of river Yamuna is the western -

most shrine in the Garhwal Himalayas. Atop is a flank of Bandar Poonch

peak (3615 m). The actual source, a frozen lake of ice and glacier

(Champasar Glacier) located on the Kalind Mountain at the height of 4421

m above sea level is about 1 km further up is not easily accessible. Hence

the shrine has been located on the foot of the hill. The Temple of divine

mother Yamuna was built by Maharaja Pratap Shah of Tehri Garhwal. The

tiny Yamuna has icy cold water and its absolute innocence & the infantile

purity heightens that deep feeling of reverence, which Yamunotri has for

the devout. According to the legend ancient sage Asit Muni had his



hermitage here. The trek to Yamunotri is truly spectacular, dominated by a

panorama of rugged peaks and dense forests.

The Yamunotri Temple opens every year on the auspicious day of the

Akshaya - Tritiya ( in April - May ) & closes on the sacred day of Diwali (

Oct. - Nov. ).
