TOPIC:ELIMINATING ILLEGAL SMALL ARMS TRADE IN MIDDLE EAST TO COMBAT PREVAILING THREAT FROM NON-STATE ACTORS. INTRODUCTION: In this civilized world, if we want to ensure the safety of our people for generations to come, we must address one of the most pertinent problems of our era, the illegal trade of small arms and light weapons that threatens the security of all nations. Throughout the free world, nations have worked very hard to implement strategies for having legal and transparent trade of weapons. Nevertheless, underneath the veil of the legal trade there is a world of black markets and corruption that threatens the safety of all of these nation’s inhabitants, which must be dealt with. Middle East has been one of the major victims of this illicit arms trade and world has been trying very hard to disarm the parts of the middle east particularly conflict affected areas in which the misuse of these small arms has brought about large amounts of terrorism and violence. ROLE OF CHINA IN THIS REGARD: China as a leading exporter of SALWs, has established a strict system from preventing the proliferation of these weapons to illegitimate owners. There are only four enterprises in China licensed to export SALWs, all of which are under state and military control. The process of licensing, even according to impartial non-governmental sources, involves examination by authorities of whether the export “is conducive to the self-defense capability of the recipient country, its impact on regional and world peace, stability and security, and

TOPIC:ELIMINATING ILLEGAL SMALL ARMS TRADE IN MIDDLE EAST TO COMBATPREVAILING THREAT FROM NON-STATE ACTORS.

The process of licensing, even according to impartial non-governmental sources, involves examination by authorities of whether the export “is conducive to the self-defense capability of the recipient country, its impact on regional and world peace, stability and security, and whether it could interfere with the recipient country’s internal affairs.” In fact, China’s sales of SALWs strengthen the military capabilities of developing, “fragile, and conflict-affected states in particular,” thus allowing them to be more successful in fighting instability and preventing the rise of armed non-governmental actors and terror groups. China would also urge other nations that produce SALWs to adopt similar export standards. However, China recognizes and supports the right of every sovereign state to determine its internal policies and practices.China played an integral role in the negotiation of the 2013 Arms Trade Treaty (ATT or the Treaty), but sadly, in the end, China could not accede to the treaty in its final form, due to the fact that the treaty did not enjoy full consensus, “a modality” which China does not desire to see as standard operating procedure in multilateral negotiations, furthermore the Treaty did not address several of China’s concerns, and thus China was forced to abstain. However, China voted in favor of the only Security Council resolution regarding the trade of SALWs, and remains fully committed to further United Nations action to combat the spread and use of illicit SALWs.

SOLUTIONS PROPOSED BY CHINA IN THIS REGARD:China would like to reiterate the framework it expressed at the 2012 Review Conference of the Program of Action to Prevent, Combat, and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects. The issue must be handled in four distinct policy arenas. First, in the policies of sovereign governments regarding the manufacturing, possession, transfer, and stockpiling of Small Arms and Light Weapons (SALWs). Second, in the policies of the United Nations regarding the enforcement of existing treaties and facilitating discussion and coordination. Third, in intergovernmental policies regarding coordination and cooperation. Fourth, in international policies regarding the underlying causes of the misuse of SALWs, namely poverty, lack of education, and social instability. China proposes that an international fund be created through the United Nations for distributing money and humanitarian aid in exchange for SALWs that are turned-in to the United Nations. The nations which contributed to the fund may then decide the providence of the weapons in accordance to their contributions. Additionally, individual nations and the United Nations should continue their efforts to increase global standards of living, provide for proper education, and peaceful social situations.In conclusion, China restates that “All states need to work together, share weal and woe and pursue a win-win situation, so as to meet the common security challenges confronting mankind.” China is certain that this type of solidarity and cooperation will be evident in the upcoming gathering of our committee.-)Headings aren’t necessary.
