STAR Program Overview

California Standards Tests (CST)Grades 2-8 for most students, includes separate writing test in grade 7

Districts must double-rate at a minimum of ten percent (10%) of the CAPA students per level, per site (including NPS)

STS Overview

Required for English learners (ELs) in grades 2-8 whose primary language is Spanish and who either:Receive instruction in Spanish regardless of the length of time they have been enrolled in the U.S.; or

Have been enrolled in a school in the U.S. less than 12 cumulative months.

Not to be administered to English-only, I-FEP, R-FEP, or dual immersion who do not meet the inclusion criteria stated.

Students taking the STS must also take CSTs or the CMA

Students who take CAPA do NOT take STS

Test Examiners Responsibilities-Before Testing

Attend training by Test Site Coordinator (TSC)

Read and sign 2012 STAR Test Security Affidavit

Review Directions for Administration (DFA) ahead of testing day. DFAs are available from TSC prior to the test for grades 2-8 and posted at http://www.startest.org/dfa.html

Removed or covered instructional materials related to content being tested prior to testing

Pre-ID Document:

Check student name and give to correct student. You do not have to hand-bubble any demographic information, only A2, A3, or A4, if applicable after each testing section.

Blank Document:

A pre-ID label will be ordered and may arrive late. Make sure to complete at least #1, 3, 5, 7. When label arrives, place label on answer document and treat as pre-ID document.

On the first day of testing, per teacher-read instructions, all students must complete Section 1

Standardized Test Practices

Test administration is standardized.• Students may use only materials specified

in the DFA.• Test preparation and administration

procedures must be followed exactly so that all students will have an equal opportunity to demonstrate their academic achievement.

STAR Test Security

Testing materials must be locked in secured storage.

Materials must be checked out and returned daily using inventory control forms.

2012 STAR Test Security Affidavit must be completed by anyone having access to STAR tests.

Test administrations are monitored by test site and district staff.

Security audits may be conducted by Global Compliance.

Any irregularities/administration incidents must be reported to test site coordinator at _________________________.

Test Administration Errors

• Failure to administer the test according to the directions in the DFA

• Randomly distributing Pre-ID test booklets or answer documents rather than distributing each document to the student listed on the bar code• Note: If this occurs, you will have to

transcribe all documents!

How to Ensure Test Security

• Keep the tests secure at all times• Limit access to the test materials to

only the testing period• Collect and account for all test

materials BEFORE dismissing students

• Return all test materials to the STAR test site coordinator upon completion of testing

• Administer the test in accordance with the DFA

Breach of Test Security Examples

• Review any test items independently or with students before, during, or after testing

• Disclose, or allow to be disclosed, the contents of the test to anyone through verbal, written, or any other means of communication

• Copy any part of the test or test materials

• Permit students to remove test materials from the testing room

• Review or score any student responses
