Preface Sami Statistics 2010 presents statistics that are relevant to Sami society in Norway. The statistics have a primarily geographical approach, with emphasis on Sami settlement areas North of the Saltfjellet mountain range, which lies on the Arctic Circle. Some nationwide Sami statistics are also included. The publication is based partly on statistics already collated and published by Statistics Norway, and partly on data made available by a variety of Sami institutions. The publication’s purpose is to provide an up-to-date, single-source presentation of official Sami statistics. The target readership consists of institutions and individuals who have a need for and interest in these types of statistics. This English translation is based on the original Norwegian and Northern Sami edition. The publication is a continuation of similar editions published in 2006 and 2008. Publication is financed by the Sami Parliament of Norway and the Norwegian Ministry of Labour. An updated edition of Sami Statistics is published every other year. 1. Introduction

1.1. Background and data sources The Sami Statistics 2010 yearbook is dedicated exclusively to statistics of relevance to contemporary Sami society in Norway. Publication of the yearbook has its basis in Sami-related statistics in Norway – contents, organisation and operation, a project undertaken between 2003 and 2008 as a collaboration between Statistics Norway and the Nordic Sami Institute (now part of Sámi University College). The project was commissioned by the Sami Parliament of Norway. The statistics which are published are primarily geographically based. This is because information on the ethnicity of Norwegian residents is not recorded. And since there are no data sources for producing individual-based statistics on people of Sami ethnicity, nor are there data available for producing statistics on the Sami as a group, either as a whole or for specific areas. The geographical areas selected for the statistical data sources are those which, under given criteria, are defined as Sami settlement areas in Norway North of the Saltfjellet mountain range. Thematically, the geographically-based statistics mainly cover aspects of the size and composition of the population, education, and business and employment. The publication also includes some statistics which have a nationwide geographical scope, primarily elections to the Sami Parliament, the use of Sami languages in kindergartens and schools, income statistics, reindeer husbandry and sea and river fishing. An updated edition of Sami Statistics will be published every other year. Sami Statistics 2010 is the third yearbook in the series, the first having been published in 2006 (Official Statistics of Norway, NOS D343) and the second in 2008 (Official Statistics of Norway, NOS D384). The object of the publication is to provide a coherent account of available official statistics relevant to the Sami people and Sami society. Equally, the publication illustrates that there are a number of Sami-related statistical areas that are not covered or not

amenable to official release. The aim is for the statistical scope of the yearbook to be gradually extended. This development will depend in part on the requirement indicated above and in part on what it is possible to produce.

1.2. Choice of geographical statistical data basis

In the Sami language, the traditional settlement area of the Sami people is called Sápmi. This is a contiguous geographical area extending through parts of Norway, Sweden, Finland and Russia.

Even though there are no official data on Sami settlement patterns, it is widely known that many Sami now live outside the traditional settlement area, just as many non-Sami live within this area. It is therefore not a given as to what constitutes a geographical statistical data source for Sami-related statistics. A geographical delimitation must however be made. So, in preparing the first edition of Sami Statistics in 2006, it was decided that Statistics Norway’s data sources for geographically-determined Sami statistics should be based on the geographical area of activity of the then Sami Development Fund (SDF). As of 1 January 2009, the SDF was renamed the Sami Parliament subsidy schemes for business development (this publication employs its Norwegian abbreviation, STN). The main argument for selecting this area of activity is that it

covers local communities that are judged as important for the preservation and development of Sami culture and industry, and for which the Sami Parliament has available special development instruments. And in order to be able to plan the use and evaluate the effect of these instru-ments, the Sami Parliament itself needs data to elucidate the current status and changes over time. This means of delimiting Sami settlement areas has a number of obvious weaknesses. One is that the STN’s geographical area of activity covers only areas North of Saltfjellet, which omits all of the Southern Sami settle-ment area. For the time being, no alternative methods have been elaborated to define the Southern Sami communities in a way that permits Sami-specific statistics about them to be produced. Another weakness of the chosen geographical delimitation is that Sami settlement in towns and larger villages is not captured, either to the North or the South of Saltfjellet.

1.3. Description of the geographical statistical data basis

The precursor of the Sami Parliament subsidy schemes for business development (STN) was the Development fund for the central Sami settlement areas. When the Norwegian Parliament created this fund in 1975, it covered the five municipalities in Indre Finnmark and was placed under the Ministry of Agriculture. The fund’s area of geographical activity has subsequently been extended several times, most recently in 2009 (see section 2.2). The fund has also changed its name and come under different administrations. As of 1989, the subsidy schemes have been administrated by the Sami Parliament. This history demonstrates that the geographical boundaries of these instruments are not set in stone. This publication uses the area classification from 2009. Some tables that use time series are therefore liable to include figures that apply to periods before the municipalities and municipal subareas were included in the STN’s area of activity. The geographical area of activity of the STN will henceforth be set out in the Sami Parliament’s annual

budget decision. The Sami Parliament’s own presentation of applicable area of activity is reproduced in its entirety in section 2.1. However, as the basis of Statistics Norway’s Sami statistics, only that section of the area of activity where the entire population is the instrument’s target group is used. At Senja, in the rest of Lenvik municipality and in the Southern Sami area, the instruments are directed exclusively at the Sami population. These areas are therefore excluded from the statistical source. The reason for this is that Sami settlement here is considered to be so scattered that the areas as a whole are not perceived as Sami communities. In this publication, the part of the geographical area that constitutes the statistical source is referred to as the STN area. At present, the STN area comprises 16 entire municipalities and 10 municipal subareas. Of these 26 municipalities, 13 are in the county of Finnmark, nine in Troms and four in the northern part of Nordland. The municipal subareas in question are presented as a set of basic statistical units. Each basic statistical unit is the smallest geographical entity for which Statistics Norway is able to produce statistics. The use of basic statistical units to describe the geographical area of activity of the STN is a direct outcome of the work on developing official Sami statistics in Norway. Note that this method means that only areas and settlements that can be differentiated as one or more distinct basic statistical units can be included in the statistical source (and for this reason the settlement of Sarnes in Nordkapp municipality is excluded).

1.4. Nomenclature of geographical entities

Most of the geographical entities referred to in this publication have both Sami and Norwegian common names. The vast majority also have a standard Sami spelling. For some municipalities and county muni-cipalities, a formal decision has been taken on official bilingual or trilingual naming, occasionally as a combi-nation of both idioms. The names of the Sami Parlia-ment’s electoral constituencies appear in both Sami and Norwegian in the "Act concerning the Sameting (the



Sami parliament) and other Sami legal matters" (the Sami Act). In this publication, the names employed correspond to the context in which they are used; i.e. the Northern Sami name is used when the text is in the Northern Sami language, otherwise the Norwegian name is used. The same applies to those units which have composite bilingual or trilingual names. For areas which do not have a common or familiar Sami name and/or do not have a standard Sami spelling, the source and spelling of the names are as given in the Sami translation of the Sami Act.

1.5. Presentation of the statistics The statistics for the STN area are presented at different geographical levels. The choice of geographical level is determined by what appears most appropriate with regard to information and legibility. The most commonly used levels are a) the STN area as a whole, b) the various municipalities and municipal subareas within the STN are, and c) regionalised STN areas by county. The regionalised areas are designed for use when the figures at municipal level are too small to be published. The regionalised division by county is reproduced in section 2.3. In a few of the tables, the division is based on the electoral constituencies used for the Sami Parliament elections; see section 2.4. In the tables, the abbreviation STN is used for areas within the STN area, i.e. the area of activity of the Sami Parliament subsidy schemes for business development. Other areas denotes areas outside of the STN area. In order to allow comparisons over time to be made, a table needs to contain a time series, i.e. it must include data for several points in time. In all geographically-based statistics issued by Statistics Norway, the potential for time series stretching back in time is restricted by the fact that it only became usual to produce data at the basic statistical unit level from 1990 onwards.



1.6. Mapping Various types of maps of the STN area have been produced. This publication reproduces a general map of the entire STN area, and county maps for the STN area in each of the three counties concerned. It also shows maps of the Sami Parliament’s electoral constituencies, urban settlements in Norway North of Saltfjellet and persons on the Sami Parliament electoral roll by municipality. The “Focus on Sami in Norway” page at http://www.ssb.no/samer_en also has municipal maps reproducing the basic statistical units in the municipali-ties and municipal subareas in question. (Only in Norwegian). The basic statistical units are identified on the maps only by number, but their names can be found by comparing the numbers with maps and tables in the respective municipal booklets from the Population and Housing Census 2001, which are available in Norwegian at http://www.ssb.no/fob/kommunehefte/.

2.4. Electoral constituencies for the Sami Parliament of Norway elections

For the five first elections to the Sami Parliament of Norway, the country was divided into 13 electoral constituencies. As of the 2009 elections, the number of constituencies was reduced to seven. The area comprised by the geographically-based statistics in this publication, namely the area North of Saltfjellet, previously consisted of 11 electoral constituencies. This area is now divided into five constituencies which partially straddle the county boundaries. The two southernmost constituencies have been retained unchanged, former constituencies 12 and 13 corresponding to the present constituencies 6 and 7. Below is a list of which municipalities are included in each of the constituencies. All the municipalities which are wholly or partially within the STN area are shown in italics. Those municipalities which are only partially within the area are additionally identified with *. The number of municipalities which are in the STN area in



each constituency is shown in parentheses after the municipality names. 1.
