EfficientDynamics represents the future of driving pleasure. Since its world pre-miere at the IAA 2009 it has received several awards both for its futuristic design and its ground-breaking engine technology. Just over 4 feet high, the 2+2-seater takes up the characteristic BMW shaping style, geared consistently towards aesthetic appeal and dynamic performance. Wing doors facilitate entry to both rows of seats, while extensive aerodynamic measures reduce the drag coefficient to 0.22. The combination of a 3-cylinder turbo diesel with a hybrid synchronous motor at the front axle and a full-hybrid engine at the rear axle enables an overall system output of 328 bhp. The innovative design of the BMW

ActiveHybrid technology allows perfor-mance figures at the level of a sports car, with just 4.8 seconds required for the sprint from zero to 60 mph. - with an average fuel consumption equal to 75.1 mpg.

This unique relation between dynamic performance and efficiency derives from the high level of efficiency of all engine components as well as intelligent linking of the power output of the three engines, as well as precisely controlled energy management includ-

ing b r a k e energy regeneration. What is more, the study BMW Vision

EfficientDynamics is conceived as a so-called plug-in hybrid. The lithium-polymer rechargeable battery

housed centrally in a longitudinal chassis ele-

ment and designed specially for this hybrid sports car can be

fully charged at a conventional power socket within just two and half hours. The use of electrical energy alone per-mits zero-emissions motoring with a

range of some 31 miles, while a 24-liter diesel tank extends the total action radius of the vehicle to up to 434 miles.

By develop -ing a sports car based on the BMW Vision EfficientDynamics concept study for serial production, the Munich-based premi-um automobile manufac-turer underscores its posi-tion as a global leader in the production of sporty vehicles with exemplary efficiency. All current models are fitted as stan-dard with extensive mea-sures for the reduction of fuel consumption and CO2 emissions. The innovations used for this purpose are based on the develop-ment strategy BMW Ef f icientDynamics, which also includes BMW ActiveHybrid technology as well as purely elec-trical drive sys-tems. With the BMW ActiveHybrid 7 and the BMW ActiveHybrid X6, two serial production vehicles have already been launched in which a BMW-specific combination of combustion and electric drive results in an especial-ly efficient increase in the driving dynamics so char-acteristic of the brand.

The BMW Group is also undertaking extensive field tests in regular traf-fic, which after the MINI E will soon include the BMW ActiveE, so as to prepare for serial production of a purely electrically powered model which is to be pro-duced at the BMW plant in Leipzig from 2013 as the Megacity Vehicle.

At the same time,

the current technology showcase vehicle being

presented to mark the expansion of the BMW Leipzig plant not only demonstrates the consistent further development of BMW ActiveHybrid as a drive concept. It also highlights the expertise of the BMW Group in the

integrated develop-

ment of vehicle concepts which are geared towards the principles of BMW EfficientDynamics in every detail. Like the Megacity Vehicle, the sports car based on the BMW Vision EfficientDynamics study is an example of how future-oriented mobility opens up fascinating perspectives in combination with the driv-ing pleasure characteristic of BMW.n

Ford Motor Company and Progress Energy recently announced a joint effort to help prepare the Research Triangle area of North Carolina for the operation of electric vehicles.

Ford and Progress Energy will work together to develop consumer outreach and education programs on electric vehicles as well as share information on charging needs and requirements to ensure the electrical grid can support the demand.

“There is an incredible excitement for electric vehicles in the Raleigh area. To support the rollout and acceptance of these vehicles in Raleigh and across the country, it is crucial to work with local utilities to make sure the necessary electric infrastructure is ready and to help consumers understand the technology

choices they will have available to meet their transportation needs,” said David Finnegan, Electric Vehicle Marketing manager, Ford Motor Company.

Ford and Progress Energy also plan to work with state and local officials to address issues relating to the permitting and regulations that can support electric vehicle infrastructure. An easy charging station permitting process is considered one of the keys to electric vehicle accep-tance.

Progress Energy is one of 10 utilities that have partnered with Ford to test 20 plug-in hybrid Ford Escapes to obtain data on durability, reliability and safety of the new battery technology.

“We are committed to developing the necessary infrastructure to enable widespread use of electric vehicles to

help our customers save money and reduce their impact on the environment,” said Bill Johnson, chairman, president and chief executive officer of Progress Energy and co-chairman of the Edison Electric Institute CEO Taskforce on Electric Transportation.

“Although our companies are involved in two different industries, the work Progress Energy and Ford do is more closely aligned than ever before,” he added. “Both companies are finding new ways to meet our customers’ evolv-ing needs, and both are doing so while also seeking greener alternatives. This partnership will help us better serve our customers when electric vehicles become widely available.”

Progress Energy has one of the most advanced utility plug-in electric vehicle

programs in the nation. In addi-tion to testing two plug-in hybrid Ford Escapes, the company owns seven other plug-in electric vehi-cles for research purposes includ-ing the Southeast’s first plug-in hybrid electric utility bucket truck, and it is expanding its partnership efforts with the auto industry to test additional vehicles. Progress Energy is developing a charging station pilot program as part of a $200 million smart grid grant it received from the U.S. Department of Energy. This will include install-ing about 600 stations across the company’s territory in the Carolinas and Florida. The company has also partnered with several universi-ties on electric transportation ini-tiatives, including the University of North Carolina at Chapel Hill, North Carolina State University and the University of Florida.

The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) has proposed issuing an interpretation of the term “feasible administrative or engineering controls” as used in the General Industry and Construction Occupational Noise Exposure standards, and intends to mod-ify its current enforcement policy accord-ing to the interpretation. Under the stan-dard, employers must use administra-tive or engineering controls rather than personal protective equipment (PPE) to reduce noise exposures that are above acceptable levels when such controls are feasible. OSHA proposes to clarify that “feasible,” as used in the standard, has its ordinary meaning of “capable of being done.” Comments are open for submis-sion on or before Dec. 20, 2010.

OSHA’s early interpretive guidance in 1975 of 29 CFR 1910.95 (b) (1), the Occupational Noise Exposure regulation, indicated that feasible engineering or administrative controls must be used to reduce noise to acceptable levels and that PPE must be used as a supplement when such controls are not completely

OSHA Proposes New Noise Exposure Requirementseffective in achieving this objective. Years later, OSHA issued citations to employers for failure to use affordable engineer-ing and administrative controls to reduce noise levels. The Occupational Safety and Health Review Commission issued a series of decisions swinging back and forth between a cost-benefit interpre-tation of economically feasible controls and a broader, plain-meaning definition of the term as “capable of being done.” The Commission ultimately settled on the cost-benefit interpretation. Although OSHA has not changed its interpretation of the standard, its enforcement policy since 1983 has allowed employers to rely on a hearing conservation program based on PPE if such a program reduces noise exposures to acceptable levels and is less costly than administrative and engineer-ing controls.

The Supreme Court has held that the term “feasible,” as it is used in the provision of the Occupational Safety and Health Act, has the plain meaning of “capable of being done” and does not permit cost-benefit analysis. The Supreme Court, through its analyses, concluded

that Congress’ use of the word feasible “defined the basic relationship between costs and benefits, by placing the ‘ben-efit’ of worker health above all other considerations save those making attain-ment of this ‘benefit’ unachievable.”

OSHA’s current enforcement policy virtually eliminates the requirement to use administrative or engineering con-trols since such controls almost always cost more than hearing protectors. OSHA now proposes to interpret the term feasible administrative or engi-neering controls as “capable of being done” or “achievable,” and proposes to consider administrative or engineering controls economically feasible if they will not threaten the employer’s abil-ity to remain in business or if the threat to viability results from the employer’s having failed to keep up with industry safety and health standards. OSHA fur-ther intends to change its enforcement policy to authorize the issuance of cita-tions requiring the use of administrative or engineering controls when these con-trols are feasible in accordance with this interpretation.n

Two out of every five drivers (41 percent) admit to having fallen asleep at the wheel at some point, with one in ten saying they’ve done so in the past year, according to a new AAA Foundation for Traffic Safety study. Eighty-five percent of drivers sur-veyed felt it was “completely unaccept-able” for someone to drive if they are so tired they are having trouble keeping their eyes open. Unfortunately, drivers may not always be aware of the effects of fatigue resulting from a lack of sleep. In recognition of this week’s Drowsy Driving Prevention Week®, hosted by the National Sleep Foundation, AAA wants all drivers to recognize the seriousness of this dangerous, yet underestimated, driv-ing practice.

of a car, being sleepy is very dangerous. Sleepiness decreases awareness, slows reaction time, and impairs judgment, just like drugs or alcohol, contributing to the possibility of a crash,” said AAA Chicago Regional President Brad Roeber. “We need to change the culture so that not only will drivers recognize the dangers of driving while drowsy but will stop doing it.”

A new analysis of National Highway Traffic Safety Administration crash data estimates that about one in six (16.5 per-cent) deadly crashes, one in eight crashes resulting in occupant hospitalization and one in fourteen crashes in which a vehicle was towed involve a driver who is drowsy. These percentages are substantially high-er than most previous estimates, suggest-ing that the contribution of drowsy driv-ing to motor vehicle crashes, injuries, and deaths has not been fully appreciated.

“Many of us tend to underestimate the negative effects associated with fatigue and sleep deprivation and, con-versely, overestimate our abilities to over-come them while driving,” said Roeber. “This data underscores the importance of educating drivers on the simple, yet effective steps they can take to prevent a possible tragedy. Unfortunately, too many drivers have adopted the ‘I’m tired, but I can make it’ mentality, often to their own peril or to the peril of others.”

David Cloud, CEO of the National Sleep Foundation, added, “It is shock-ing to consider that one quarter of driv-ers admit to operating a vehicle in the last month in an incapacitated state.” The National Sleep Foundation has been championing better drowsy driv-ing awareness and education since 1991. Cloud adds, “We applaud AAA’s work to elevate this issue for public scrutiny and action.”n

The average length of ownership of new vehicles continues to increase, according to a recent analysis from Polk. Consumers are now holding onto a new vehicle, on average, for 63.9 months based on second quarter 2010 data, up 4.5 months from the same time last year, according to Polk.

Length of ownership has risen each quarter since the end of 2008 (see table A) and serves as an indicator of business opportunities available to the automo-tive aftermarket, based on the increasing numbers of older vehicles in operation that may need service or parts, and an increasing number of vehicles on the

It also highlights opportunities for manufacturers to consider targeting those consumers that are hanging on to older vehicles as potential customers for new vehicle purchases.

According to Polk, the aver-age length of new vehicle ownership increased an average of 3.7 percent annually prior to the economic and auto industry meltdown in late 2008. Since that time, average length of ownership of new vehicles has increased more than 14 percent, with no signs of slowing down.

“Ownership trends are something our customers watch very closely,” said

Eric Papacek, Polk solutions consultant. “Armed with insightful data on these trends, aftermarket and retail customers are able to appropriately plan for levels of service work and parts that may be required based on the increased age of vehicles on the road,” he continued.

When considering registrations for used models, average length of owner-ship also is at a record high -- 46.1 months -- up from 43.8 months from the same period in 2009. New and used vehicles combined have an average length of ownership of 52.2 months based on sec-ond quarter analysis, according to Polk.n

By the end of this week, more than 40 Level 2 (240V) chargers will be installed at dealers. The U.S. Environmental Protection Agency (EPA) is considering analyzing its decisions on rules regarding the dis-posal requirements for industrial wipes and towels used on machinery, vehicles and other equipment that could affect economically disadvantaged and minor-ity communities nationwide. The EPA’s analysis of this rulemaking is part of its bigger picture effort to highlight envi-ronmental justice issues and interests in its regulatory process.

In 2003, the EPA proposed to modi-fy the Resource Conservation & Recovery Act (RCRA) hazardous waste regulations for management of solvent-contami-nated industrial wipes. The agency pro-posed to conditionally exclude wipes

EPA to Consider Environmental Justice Review for Industrial Wipesthat are disposed of from the definition of hazardous waste and to conditionally exclude laundered wipes from the defi-nition of solid waste. The EPA proposed a rule that year to allow disposable sol-vent-contaminated wipes and laundry sludge created from the washing of reus-able wipes to be disposed of at munici-pal solid waste landfills (MSWLFs). The proposal was very broad, and did not specify the requirements of the MSWLFs that could accept the disposable items. In 2009, the EPA issued an edited risk assessment of the wipes rule, which demonstrated that multiple solvents on used wipes may pose a risk if disposed of in basic unlined landfills.

Following the EPA’s October 2009

risk assessment of disposal of used industrial wipes in unlined landfills, the agency proposed two new approaches to the issue. The first would permit sol-vents that pose no environmental risk in any unlined MSWLF. The second option would require all solvent-contaminated wipes to be delivered to landfills with greater prescriptive requirements such as the ones defined in subtitle D of the Resource Conservation & Recovery Act.

A recent U.S. Environmental Protection Agency (EPA) study has found that there are thousands of high-priority tank cleanups around the country remain-ing uncompleted. There are approxi-mately 607,000 underground storage tanks (USTs) nationwide that store petro-leum or other hazardous substances. The greatest potential threat from a leaking UST is contamination of groundwater, the source of drinking water for most

The EPA study contains data that was collected up to 2009 and includes 14 states. The study shows that 71 percent of these 14 states' backlogged clean-ups have been addressed, but there are 71,814 remaining. Nationwide, the number of underground storage tank

leaks that have been reported since the commencement of the Underground Storage Tank program in 1984 is 491,572. Eighty percent of these cases have been addressed and the storage tank leaks have been cleaned up.

As the debate over fuel econo-my heats up, the National Automobile Dealers Association (NADA) is urging federal regulators to consider carefully the rising cost of vehicles for consum-ers when increasing new federal man-dates.

“NADA has long supported improvements in fuel economy, but it’s also our role to raise some tough questions so there’s no rush to judg-ment,” said NADA Chairman Ed Tonkin, in remarks today to the Automotive Press Association in Detroit.

The Environmental Protection Agency and the U.S. Department of Transportation have circulated a proposal to dramatically increase fuel econ-omy standards to more than 60 miles per gallon by 2025.

“We would all like to believe consumers would be willing to pay whatever it takes to reach such a worthy goal. But will they? Or is this another example of getting ahead of the consumer, pushing too far, too fast? Will huge numbers of consumers be priced out of the market?” Tonkin asked.

Tonkin, a multi-franchise dealer from Portland, Ore., called the consumer “the most important person in the auto industry” and said, “the most important factors for a car buyer are overall price and monthly payment.”

“Nothing happens with-out a buyer,” Tonkin added. “My job is to try to match supply and demand every single month everywhere I have a dealer-ship. And this is true of every dealer in the country. Consumer demands vary from market to market. And consumer prefer-ence always prevails.”

Tonkin said when it comes to buying cars and trucks today, American consumers shop for convenience, predictability and affordability, and that fuel economy is not always a top

During the recent financial ser-vices fight, Tonkin said NADA’s mantra in Congress was to “keep auto credit

affordable and accessible.”“Despite huge odds against us, we

prevailed because a majority of both the House and Senate recognized the auto-mobile is a necessity of modern life,” he said. “[The automobile] is an essential building block of the U.S. economy.”

The U.S. Environmental Protection Agency (EPA) has issued a significant new use rule (SNUR) under the Toxic Substances Control Act (TSCA) for the chemical substance identified as 1-Propene, 2,3,3,3-tetrafluoro, also known as HFO-1234yf. The action requires per-sons who intend to manufacture, import or process the chemical substance for a use that is designated as a significant new use by this final rule to notify the EPA at least 90 days before commencing that activity. The EPA believes this action is necessary because the chemical sub-stance may be hazardous to human health. The required notification would provide the EPA with the opportunity to evaluate the intended use and, if nec-

In a letter to the U.S. EPA earlier this year, the Automotive Service Association (ASA) expressed concern with the sub-stitution of HFO-1234yf because it poses some risk to those persons handling the product, particularly nonprofession-als or do-it-yourself (DIY) consumers. ASA asked that the EPA include both a certification process and an equipment requirement for any purchasers of HFO-1234fy due to the flammability of the proposed substitute.

The EPA significant new use rule states that the substance is to be used only as a refrigerant in new motor vehi-cles, and that any other use must first be

approved by the EPA. The agency is also considering a proposed rule that falls under the Significant New Alternatives Policy (SNAP) that would allow for the use of 1234yf as a substitute for R-12 in new motor vehicles.

Currently, the Clean Air Act requires the EPA to review alternatives for ozone-depleting substances and to approve of substitutes that do not present a risk more significant than other alternatives that are available. Under that authority, the SNAP program proposes to expand the list of acceptable substitutes for ozone-depleting substances (ODS). The proposed substitute is a non-ozone-depleting gas and consequently does not contribute to ozone depletion.n

driver to concentrate on steering. Crawl Control is also useful to help navigate the vehicle through sand, mud or snow.

When the transmission is shifted into low range, Crawl Control regulates engine speed and output, along with braking force, to propel the vehicle for-ward or in reverse at one of five low-speed settings. This allows the driver to maintain focus while steering over very rough level ground or steep grades, with-out having to also modulate the throttle and brake pedals. Crawl Control also actuates the front and rear “virtual” lock-ing differentials to help reduce tire slip-page and optimize chassis behavior.

Without canceling Crawl Control, the driver can reduce vehicle speed by braking or adjusting the crawling speed with a selector switch. Hill-start Assist Control (HAC) provides additional control for off-road driving by helping to keep the vehicle from rolling back while start-ing on a steep incline or slippery surface.

Downhill Assist Control (DAC) is designed to augment the low-speed descending ability of the transmission’s low range by helping to hold the vehicle to a target speed with no intervention from the driver. Active traction control (A-TRAC) provides the traction benefits of having locking front and rear differen-tials, but with lower weight. The system can apply the brake to a slipping wheel, while transferring torque to the wheels with better traction.

A steering angle indicator in the gauge panel shows the driver at a glance which direction the front wheels are pointing – useful for situations where this can be difficult to discern, such as driving off-road or when parking.

The GX 460 presents a luxurious passenger environment with the fit and finishes expected in a Lexus. Standard features include: ten-way power-adjust-able, heated/ventilated front seats; auto-matic dual-zone climate control; leather trimmed seats and surfaces; steering wheel audio controls; rain-sensing wind-shield wipers; power moonroof; mem-ory system for the driver’s seat, steer-ing wheel and outside mirror positions; and an overhead console with integrated HomeLink® transmitter.

Equipped for family mul-timedia entertainment, the GX 460 comes standard with a Lexus Premium nine-speaker audio sys-tem with iPod®/USB connectivity, Bluetooth® hands free phone capa-bility and music streaming, and an integrated XM Radio receiver (com-plimentary 90-day trial subscription included).

A rear back-up camera is standard and provides the driver a view of what its lens can detect behind the vehicle when engaged in reverse gear, projecting the image on the standard 4.2-inch multi-information display, or the optional navigation system’s LCD display.

The GX 460 provides the luxury appointments and workmanship of a Lexus sedan. Reduced drivetrain noise, espe-cially in the 3,000-4,000 rpm range, combined with sound insulat-ing, dampening and absorbing materials used throughout the frame and body, pro-vide a quiet cabin. The GX 460 uses one-touch power windows with motors that reduce speed near the closure point to minimize the sound of the window closing.

The instrument panel is designed to

appear as if formed from a single metal bar and is arranged to place all vital controls within easy reach. Optitron® instrument gauges are a traditional and functional Lexus design element. Leather-tr immed

seat facings, headrests, armrests, door trim, shift knob and steering wheel also add to the Lexus touch. Wood trim, instrument panel stitching and soft-touch surfaces enhance the luxury feel.n

"We believe it's important to give back to our local communities and Recycled Rides allows employees to use their time and talents to make a significant difference in the lives of many."

The Recycled Rides program got its start five years ago following Hurricane

Katrina. The collision repair industry as a whole responded to the needs of the many displaced individuals by offering employment, tools, equipment and in some cases, housing. The collision repair industry has since collaborated on a pro-gram to provide refurbished vehicles to people and organizations in need. Although the concept was initiated to help victims of Katrina, it has continued as a national program.

Last year NABC members came together to give away approximately 80 vehicles just before the Thanksgiving holiday. This year, the organization hopes to nearly double that, with a goal of gift-ing 150 vehicles to families and non profit organizations.n
