History is replete with heroic examples of extreme devotion to
duty by the Defence personnel, & the yeomen service to our Great Na-
tion. Many valiant and magnanimous Heroes have given their lives in
guarding our Nation from across the borders and internal threats.
In consonance with the ideals of welfare state, the Government of
India and State government have been taking interest in the various facts
of Reconstruction and Rehabilitation of our Martyrs, Disabled, Sick, Old,
Infirm, Widows, Kith, Kin, Dependents and Orphans of Ex-servicemen.
Having served in Rajya Sainik Board for the last about seven months, I
have gained adequate knowledge about various aspects of R & R Schemes
available for them. I have revised this booklet to serve as a reference book
to enable beneficiaries know their applicable welfare schemes and con-
cessions that are extended to them by Central and State Governments.
I have attempted to make this edition a ready reckoner on various
concessions and welfare schemes for the benefit of Serving Personnel and
Ex-servicemen of this Tripura.

1. The eleventh edition of this “Guide Book” has been
refined as per the requirements and updated to the
latest information available to make it handy and
useful to the Ex-Servicemen, their families and Ser-
vicemen of the state. The book has been designed to
meet the requirements of a guide/reference book for
the beneficiaries and all concerned and not to be quoted
as authority.
2. Efforts have been made to avoid errors but in spite
of it, some might have been crept inadvertently. All
readers are requested to bring the errors of any na-
ture to our notice. All suggestions for further im-
provement of the book will be thankfully acknowledged
and incorporated in our next edition.

ABOUT RAJYA SAINIK BOARD, TRIPURA.
1. A welfare organization named as D.S.S & A’s Board (District Soldiers, Sailors
and Airmen’s Board) was formed in Tripura in the year 1956 to look after the welfare of
Ex-servicemen. It was, subsequently, declared as a permanent Department of the
Tripura administration with effect from 01 May 1963. This Board was upgraded to
‘Rajya Sainik Board’ in the year 1976 headed by a full time officer. Initially, this
Board was functioning in the District Administration Office Building and subsequently
shifted to its present location ie. Nehru Office Complex, Gorkhabasti in the year 1987.
The present building was constructed by the State Government for accommodating
the Office of the Board. The Board functions under the G A (Pol) Department of the
State Government. The Hon’ble Chief Minister and Chief Secretary of the State are the
President and Vice-president of this Board, respectively. His Excellency, the Gover-
nor and Chief Secretary of Tripura are the Chairman and Vice-Chairman of the ‘Amal-
gamated Special Fund’ for Reconstruction and Rehabilitation of Ex-Servicemen of
Tripura.
DEFINITION OF EX-SERVICEMEN.
2. The eligibility of the retired Defence personnel to the status of ex-servicemen
is governed by the definition as laid down by Department of Personnel and Training
Govt of India. The definition has been undergoing changes from time to time. The
following is the broad categorisation:-
(a) Those released before 01 Jul 68. Any person who had served
in any rank (whether as Combatant or not) in the Armed Forces of the
Union and has been released from there other than by way of dis-
missal or discharge on account of misconduct or inefficiency.
(b) Those released on or after 01 Jul 68 but before 01 Jul 79.
Any person who had served in any rank (whether as a Combatant or
not) in the Armed Forces of the Union for a continuous period of not
less than six months after attestation and released from there other
than by way of dismissal or discharge on account of misconduct or
inefficiency.
(c ) Those released on or after 01 Jul 79 but before 01 Jul 87.
Any person who had served in any rank (whether as a Combatant or
not) in the Armed Forces of the Union for a continuous period of not
less than six months after attestation if discharged for reasons other
than at their own request or by way of dismissal or discharge on

account of misconduct or inefficiency and not less than 5 years of
service if discharged at own request.
(d) Those released on or after 01 Jul 87. Any person who had
served in any rank (whether as a Combatant or not) in the Armed
Forces of the Indian Union and was released / retired with any kind
of pension from Defence Budget or released on completion of spe-
cific terms of engagement with gratuity other than at his own request
or by way of dismissal or discharge on account of misconduct or
inefficiency.
(e) Govt. of India, Ministry of Defence (Deptt of Ex-Servicemen Wel-
fare) vide their Office Memorandum No. 12/1/2005/D (Res) dated 01
Feb 06 has conveyed that it has been decided with the approval of
Hon’ble Raksha Mantri that such Recruits who were boarded out/
released on Medical Grounds and granted Medical/Disability
Pension, will also be covered under the category of Ex-Servicemen
for all practical purposes. The following are to be noted :-
i) Officer cadets boarded out of training academies will be
treated as ex-servicemen only for the purpose of employment
in civil services.
ii) The eligibility of the person to the status of ex-service-
men will be governed by the definition in vogue at the time of
his discharge and will not be affected by the changes in the
definition subsequent to his discharge.
iii) In addition the personnel of TERRITORIAL ARMY (TA) of
the following categories viz. pension holders for continuous
embodied service; persons with disability attributable to mili-
tary service; and gallantry award winners retired on or after
15th November 1986 and the personnel of the Army Postal
Service (APS) who are a part of the regular Army and retired
from such service, i.e. directly from the Army Postal Service
itself without reversion to P&T Department with a pension or
who have been released from such service on medical grounds,
attributable to military service or circumstances beyond their
control and awarded medical or other disability pension are
also covered within the definition of ex-servicemen with effect
from19 Jul 89.
iv) Armed Forces of the Union means the Army, Navy and
Air Force of the Indian Union including Armed Forces of the
former Indian States but excludes the persons who have served

in Defence Security Corps, General Reserve Engineering
Force, Lok Sahayak Sena and Para Military Forces (PMF).
EX-SERVICEMEN IDENTITY CARD.
3. All categories of Ex-servicemen (Officers / JCOs / OR) are required to obtain
Ex-servicemen Identity Card from Rajya Sainik Board. This is to facilitate establish-
ing the identity of retired defence personnel as Ex-servicemen. Possession of Iden-
tity card will be beneficial for availing various concessions for which Ex-servicemen
are entitled to. Besides, identity cards form a basis for working out Ex-servicemen
census. Documents required for issue of initial Ex-servicemen I Card and widow I
card are given in Appendix - C
THE NETWORK OF RAJYA SAINIK BOARD TRIPURA.
4. The office of the Rajya Sainik Board is located at the state Capital Agartala.
Unlike other states it has no Zila Sainik Board functional under it at the District / Zila
Lavel. However one welfare organiser of RSB Tripura has been attached with the
office of the DM and Collector of each District (Excpt West Tripura District), to look
after the matters related to Ex-Service men. The address of RSB Tripura and Welfare

TOUR PROGRAMME.
5. The Secretary Rajya Sainik Board visits the District & Sub-division in a quarterly tour
programme and ex servicemen rallies are organised. In addition the welfare organisers
are also sent to sub-Divisions by the Secretary RSB Tripura, every month which are inti-
mated in advance to the Sub - Divisional Magistrates

CASH GRANTS BY STATE GOVERNMENT TO THE GALLANTRY AWARD
WINNERS.
8. a) Cash grants are awarded to the personnel of the Army. Navy and Air Force
belonging to Tripura who are awarded various decorations for acts of gallantry. A
cash grant at the following rates will be granted to the all ranks of three service.
i. Param vir Chakra Rs. 22,500/-
ii. Ashok Chakra Rs. 20,000/-
iii. Sarvottam Yudha Medal Rs. 17,000/-
iv. Mahabir Chakra Rs. 15,000/-
v. Kirti Chakra Rs. 12,000/-
vi. Uttam Yudha Seva Medal Rs. 10,000/-

b) The terms and conditions for grant of each reward to the recipients will be on
lump sum basis. The recipients for the cash reward must be a permanent domicile
resident of Tripura. If the gallantry award is conferred posthumously, the cash
reward will be granted to the surviving wife or children. If the recipient is conferred
lower award but subsequently conferred higher award, he will be eligible for the
difference of cash reward between the two awards.

9. In addition to the gallantry awards, the Government of Tripura has approved
the grant of cash to the service awards winners at the rate indicated below :-
i) Param Vishisht Seva Medal (PVSM) Rs. 15,000/-
ii) Ati Vishisht Seva Medal (AVSM) Rs. 7,000/-
iii) Vishisht seva Medal (VSM) Rs. 3,000/-

MONTHLY MAINTENANCE ALLOWANCE FOR WORLD WAR - II VETERANS &
WIDOWS.
10. Monthly Maintance allowance to II nd World War veterans, their widows and widows
of decased ex servicemen are given at the following rates wef. 01 Nov. 2008 from
amalgamated special fund of R & R of ESM.

11. A lump-sum Ex-gratia grant of Rs. 2,500 /- (Rupees Two thousand five hundred
only) is extended to the Next of Kin / War Widows of deceased defence personnel
who are killed / disabled in action, belonging to the state of Tripura from Amalgamated
Special Fund for Reconstruction and Rehabilitation of Ex-Servicemen of Tripura.

DEATH RELIEF GRANT.
12. The state Managing Committee has approved Rs. 3000/- (Rupees three
thousand) only as Death Relief Grant to the widows / next of kin on the demise of ex-
servicemen for performing the last rites of the deceased Ex-servicemen w.e.f. 01 Jan.
2003.

GRANT OF MERITORIOUS SCHOLARSHIP TO THE WARDS OF EX-SERVICEMEN.
14. The wards of Ex-servicemen are given Meritorious Scholarship from Amalgamated
Special Fund on securing 80% and above marks in class X / XII (Board examination for
onwards higher studies). This scholarship is over and above the other stipend etc.
Scholarship has to be stopped on securing less than 60% marks in subsequent
Examinations.

LAND ALLOTMENT
ALLOTMENT OF LAND TO THE GALLANTRY AWARD WINNERS OF THE STATE.
15. Allotment of land may be made to Gallantry Award Winner of the Armed forces
belonging to this state.

16. Allotment of land may be made in favour of family of Battle casualty belonging to
the state of Tripura.

ALLOTMENT OF LAND ON PRIORITY BASIS.
17. The Government of Tripura has decided to allot land to ex-servicemen on priority
basis and the priority of allocation of land to ex-servicemen is given just after the
Scheduled Tribe and Scheduled Caste.

EDUCATIONAL
RELAXATION TO EX-SERVICEMEN IN THE MATTER OF EDUCATIONAL
QUALIFICATIONS WHEN THEY SEEK RE-EMPLOYMENT.
18. Tripura Government, after due consideration, have decided that for group – C
(Class III post) in Police Organisation Viz. Constable etc. Jail Organisation, the
Government of India’s rules may be followed as far as re-employment of ex-servicemen,
is concerned.
As regards re-employment of ex-servicemen in group - D (Class -IV) posts in
Tripura, the educational qualification as provided by the Government of India, will also
be applicable in Tripura.

ADMISSION OF CHILDREN OF EX-SERVICEMEN FOR IMPARTING GENERAL
EDUCATION.
19 It has been decided by the Govt. of Tripura that wards of ex-servicemen may
be allowed to avail the opportunity for pursuing their studies in all the degree Colleges
of Tripura for general education.

20. The following seats are earmarked for the wards of ex-servicemen

EMPLOYMENT
EMPLOYMENT OF DEPENDENTS OF DEFENCE PERSONNEL DIED / DISABLED IN

22. It has been decided by the Govt. that one dependent member of those defence
personnel belonging to this state who died / disabled and boarded out due to the
attributable reasons with 50% or more disability may be considered for employment on
priority.,

RESERVATION OF 2% VACANCIES FOR EX-SERVICEMEN IN CLASS III AND
CLASS IV POST UNDER GOVERNMENT OF TRIPURA, AND CARRYING
FORWARD OF UNFILLED VACANCIES.
23. 2% vacancies in class III and class IV posts under Govt. of Tripura have
been reserved for ex-servicemen. In case of direct recruitment regarding the unfilled
reserved vacancies: “In case appropriate category of Ex-servicemen are not available
in a recruitment year to fill up the posts reserved for them, the vacancies would be
carried forward to the next recruitment year. If no suitable candidate is available in
the second recruitment year, the vacancies will be again carried forward to the third
recruitment year. Even, If no candidate is available in the third year, the post will be
filled up by a person of appropriate category.”

SELF EMPLOYMENTSEWING MACHINE.
24. Every year, on 26th January (Republic Day) widows of deceased ex-
servicemen are given hand operated sewing machines as a measure of self
employment from Amalgamated Special Fund.
SEMFEX II AND III.
25. To implement semfex II and III in the state of Tripura the screening committee
meetings are held in every quarter in the office of the Rajya Sainik Board Tripura. In
that applicant ex-servicemen are interviewed based on their applications received
in response to advertisement made by RSB Tripura, for their suitability to take on a
project and acordingly recommended for bank Loan.
OTHER CONCESSIONS AND FACILITIES
EQUATION OF CIVIL SERVICE TRADES FOR RE-EMPLOYMENT OF EX-
SERVICEMEN.
26. The government of Tripura has decided that the similar Armed forces trades
should be treated as equivalent to similar civil trades for the purpose of employment
of ex-servicemen in state Government and public sector under takings.

RELAXATION OF AGE LIMIT FOR RE-EMPLOYMENT OF EX-SERVICEMEN IN
GOVERNMENT SERVICES.
27. The Government of Tripura has decided that every ex-servicemen who has
put in not less than 3 years in the formation shall be allowed to deduct the period of- 12 -

service from his actual age and if the resultant age does not exceed the maximum
age limit by more than 3 years (as on 1st day of July of the year in which he is being
considered for enrolment appointment or employment), he will be deemed to satisfy
the condition regarding age limit.

28. The secretary, Rajya Sainik Board Tripura has been given sponsoring power

Rajya Sainik Board.

GRANT OF SPECIAL CASUAL LEAVE TO THE EX-SERVICEMEN IN CIVIL POSTS
FOR REPLACEMENT/TREATMENT OF THEIR ARTIFICIAL LIMBS.
30. The Govt. of Tripura has decided that ex-servicemen who are employed by
the Government of Tripura, may be granted special casual leave for a maximum
period of 15 days in a calendar year if they require such leave for the purpose of
replacement /treatment of their artificial limbs. This leave may be granted either on
one occasion or on more then one occasion subject to the maximum limit specified
therein.

LEGAL PROTECTION TO SERVING SOLDIERS / EX-SERVICEMEN / WIDOWS
THE TRIPURA BUILDING (LEASE & RENT CONTROL) AMENDMENT ACT 1982.
31. The Tripura buildings (lease & Rent control) Amendment Act. 1982 has
been suitably amended by providing scope for serving soldiers / ex-servicemen /

widow to recover possession of any premises owned by him or her, and the
Amendment Act. 1982 has been named as Tripura Act. No. 13 of 1983.

EXEMPTION FROM PRODUCTION OF CITIZENSHIP CERTIFICATE.
32 The Government of Tripura has decided that the bonafied ex-servicemen
(except the Nepalese nationals) who possess discharge certificate are exempted
from production of citizenship certificate as proof of their nationality as Indian citizens.

EXEMPTION FROM PAYMENT OF MUNICIPAL TAXES.
33. Ex-servicemen residing within Agartala Municipal Council area will be allowed
following exemption w.e.f. April 2005: -
(a) 50% fees for Building Plan need to be paid by the Ex-Servicemen.
(b) Exemption from paying Property tax (@ 3% of House Tax) by the ex-
Servicemen but they should continue to pay, necessary charges for
conservancy, lighting and domestic water connection as usual.

ROUTE PERMIT.
34. Transport route permits are made available to the ex servicemen on priority,
who are desirous of plying various types of vehicles for carrying passengers by bus,
minibus and autorickshaw
RESERVATION OF HOUSE SITES/HOUSES TO ESM, WAR WIDOWS AND
SERVICE PERSONNEL.
35. It has been decided by the Govt. that as and when Houses/Flats are allotted
by the Housing Board of Tripura, 10% of such allotment will be reserved for the Ex-
servicemen/Dependents of ex-servicemen including war widows and widows of the
defence personnel.

WOOLEN BLANKETS.
36. Ex-servicemen/Widows of deceased Ex-servicemen who are not in receipt
of any pension and are in distressed financial condition are given woolen blankets
on 26th January, REPUBLIC DAY every year.

37. Ex-servicemen have been exempted from payment of road tax (2nd Time) for
their personal vehicle on entry to Tripura.

FINANCIAL ASSISTANCE FROM ARMED FORCES
FLAG DAY FUND
40. Health Care. For serious ailments financial assistance of up to 90% for PBOR
and 75% for officers is being provided by KSB to the non pensioners/pensioners.
Rs.75000/- per year is provided for dialysis and cancer. Ex-servicemen and families
could take’treatment for serious disease at empanelled leading civil hospitals. The
ECHS will cater for the Health Care of defence pensioners who as per estimates are
60% of the ex-servicemen and widows registered with the ZSWO/ZSBs. The remain-
der non-pensioner ex-servicemen and families, World War II veterans will continue
to be provided financial support for medical treatment by KSB through AFFD Fund.
Details are as follows: -
(a) The Financial Assistance to ESM pensioners/non pensioners/ widows/ de-
pendents will continued till 31 Mar 2008 viz, cut of date for ECHS membership.
Financial Assistance to serious diseases (Pensioners ESM/Dependents) would
be supported with ECHS Card/MRO receipt which is an mandatory requirement of
the KSB. The serious diseases for treatment of which financial assistance is
provided are: -
(i) Bypass surgery, angiography,
angioplasty, open heart
surgery, valve replacement,
pace maker implant,
kidney/renal transplant.
(ii) Stroke, arterial surgery,
prostate surgery - do -
and total joint replacement.
(iii) Cancer/spastic paraplegic, Maximum of
dialysis Rs.75, 000 per year.
(b) The financial grant from KSB would be limited to the non pension holder for
the following serious diseases:-
(i) Brain Tumor
(ii) Spinal injury
(iii) Electrophysiology Studies (EPS) towards Heart Treatmen
(iv) Radio frequency Ablation (RFA) towards Heart Treatmen
(v) Road or other accidents requiring emergency treatment fo life saving.
(vi) Renal Arteries/Angiography/Angioplasty with Stenting
(vii) Neural Surgery
(viii) Non-curable diseases

Notes
(i) The list of serious diseases is being updated.
(ii) Those ex-servicemen who have been members of AGI/AFGI Medical Ben-
efit Scheme and have already availed financial benefits from them are con-
sidered for financial assistance from KSB if they go in for subsequent treat-
ment of serious disease and are not eligible for availing AGI/AFGI benefits for
any further financial assistance.
(iii) As and when ECHS facilities are in position, all ex-servicemen and wid-
ows eligible to join ECHS will not be entitled to finance from AFFD Fund.
Non-pensioner ex-servicemen continue to receive financial assistance from
AFFD Fund as hitherto fore. All pensioner ex-servicemen and family
pensioners are therefore, advised to join ECHS.
(iv) The claims beyond the jurisdiction of the KSB will be forwarded to the
DGAFMS for advice. Therefore, all claims be forwarded to the KSB for con-
sideration.
(v) An undertaking will have to be given by the applicant availing the medial
assistance/grant from RMDF/AFFDF as follows: -
“I (Name)__ (Rank)___(No.) ____have clearly understood the provisions/
guidelines of RMDF/AFFDF that these are not reimbursement schemes
and are merely ex-gretia grants meant for medical assistance/grants to
the maximum amount of Rs. 30,000/- and Rs. 1.0 lakh respectively and I
will not resort to any litigation in any court to calim the full re-imbursement
of his treatment
41. Disabilities. There are quite a few ESM who become disabled during action or
due to accidents and other causes and are invalided out from service. These ESM are
provided special medical care and trained to become self-reliant. The care and reha-
bilitation is undertaken in specialized institutions supported financially by KSB. these
are: -
(a) Queen Mary’s Technical institute, Pune.
(i) The Queen Mary’s Technical Institute (QMTI) for disabled soldiers, Range
Hills, Pune was established in 1917. It is a private Charitable Institution. It
conducts IT! recognized vocational trades training courses for disabled ser-
vicemen, ex-servicemen and their dependents. The Institute received the
recognition from the National Council for Training, Ministry of Labour, Gov-
ernment of India, in 1971.

(ii) Prior to 1996, the Institute imparted training in low technology trades
such as dyeing and printing. In 1996, some new courses were added to
provide a wider scope for training and placement. Presently, the Insitution
conducts courses in handloom weaving and leather goods marketing, fitter,
electrician, mechanic diesel, mechanic radio, TV repair, stenography, etc.
(b) Paraplegic Rehabilitation Centres (PRO at Kirkee and Mohali)
(i) Paraplegic Rehabilitation Centres at Kirkee and Mohali with a capac-ity of 80 and 30 beds respectively are being run for rehabilitation ofParaplegic and Tetraplegic ex-servicemen. The institutes are autono-mous in their functioning and all decisions regarding pay and allow-ances of the staff, Board of Trustees/Managing Committee takes man-agement of the establishment and expenditure on inmates.
(ii) A lump sum annual grant of Rs 9,60,750/-for PPH Kirkee andRs 4,34,375/- for PPH Mohali is being granted for upkeep of the estab-lishment by KSB and also provides Rs 14,600/- p.a per inmates.
(c) St Dunstan’s After Care Organisation. St Dunstan’s Organisation wasformed to provide psychological support to overcome the devastating shock ofblindness as well as to impart vocational training to the blinded ex-service-men, to enable them to find a place in the society and to set them up in theirhomes and also after care services. The administration is looked after by theAfter Care Organisation under the overall control of the Sub Committee atDehradun. Sub Area Commander,.’Dehradun is its Chairman. Presently Rs 12lac is provided as annual budget from KSB.
(d) Cheshire Homes. Cheshire Homes look after leprosy patients, mentallyhandicapped patients, and chronic spastic/paraplegic and TB patients. Thegrants provided by the KSB to Cheshire Homes/Raphael Ryder InternationalCentre have been standardized, to have uniformity across all the establish-ments. The grants are as follows:

(v) Cheshire Home, Vellore
(e) Indian Red Cross Society. KSB pays to Indian Red Cross Society for
welfare Services provided by the Society to sick and wounded servicemen /
ex-servicemen in the Armed Forces Hospitals. An annual grant of Rs 6,5 lakh
has been earmarked for the Society.
Supply of Motorised Tricycles to ESM Paraplegics.
42. The KSB provides Honda Activa (Self Starter) Scooter to the disabled ESM with

authorities. All requests for the above be forwarded to the KSB for consideration.
Tool Kit for ex-servicemen Technicians.
43. Out of Armed Forces Flag Day Fund, tool kits are provided against a cost not
exceeding Rs.2,000/-.
Duty free import of Therapeutic gadgets for paraplegic ex-servicemen patients.
44. (a) Under Custom Notification No.208/81-Cus dated 22 Sep 1981, items required
by the disabled and other categories of physically handicapped are permitted to be
imported duty-free by any person. A perusal of the notification shows that it specifically
covers the following items: -
“Instruments and implants including self curing acrylic Bone Cement for
replacement and bonding of hips, knee and other joints for severely ciippled
and handicapped”.
(b) The following items required by spinal patients and other categories of physi
cally handicapped people are covered: -
(i) Wheel & other chairs: -
(aa) Folding wheel chairs with detachable arms and foot rests.
(ab) Special light wheel chairs for easy handling.
(ac) Motorised wheel chairs.
(ad) Special purpose chairs for stairs climbing for tetraplegic and paraplegic
workers.
(ii) Aids for disabled namely, folding walking frames.
(iii) Aids to extend reach to pick up small items (with small pick up).
(iv) Specialised fixtures for orthopaedic and spastic tetrap manoeuvring and
providing dexterity to fingers and wrist.
(v) Turning beds for prevention of pressure sores.
(vi) Emulsion cushions for tetrapiegic and paraplegics pressure sores.
(c) Further, under the same notification any other drug, mec equipment which is
certified by the DGHS/DDGHS/ADGHS to be a Ii1 drug, medicine, equipment,
etc., can also be imported duty-free by any person.
(d) Similarly, under notification No.63/88-Cus and 64/88-Cus date-88, Government
hospitals and certain categories of charitable hosp permitted to import their re-
quirements duty-free.
Grant to Traininq-cum-Productions Centres in Military Hospitals & other places.
45. Annual grants are given to hospitals and other places for rehabitation training
of ex-servicemen.

MISCELLANEOUS FINANCIAL ASSISTANCE FROM KSB.
All India Gorkha Ex-servicemen Welfare Organisation. Dehradun.
46 India Gorkha Ex-servicemen Welfare Association (AIGEWA) was establishedby the British to collect funds for the rehabilitation of soldiers who are to be demobi-lized after the end of the war. The Fund of AIGEWA was amalgamated with ArmedForces Flag Day Fund on 13 Apr 1993. Presently, the said Association is being pro-vided an annual grant of Rs. 8 lakh per year from Armed Forces Flag Day fund.
War Memorial Hostels.
47. The War Memorial Hostels were constructed with a view to provide shelter to thechildren of War widows, war-disabled, attributable cases Location of War MemorialHostels in States/UTs is detailed at Appendix ‘B’. Each Regt. Centre has providednon-recurring grant for construction and furnishing of WMH Recurring grants are pro-vided to the WMH for wards of Defence personnel @ 900/- p.m. and Rs.450/- p.m. forattributable and non-attributable cases respectively. Admission to WMH is open tothe wards of all Defence personnel including those of Navy and Air Force in thefollowing priority.

Sharing cost of construction of Sainik Rest Houses.
48. The basic aim of constructing a Sainik Rest House is to provide suitable &cheap accommodation tc ex-servicemen during their short visit to the State Capital/Distt HQs for settlemer their pension cases and other matter like availing the facilitiesof CSD Canteens, hospital etc. KSB shares with the State Govts 50% of the cost ofconstruction of Sainik Rest Houses. The SRH is thereafter required to be maintainedby genera funds from all sources and help from the State Govts. At present there are243 Sainik Rest Houses in the country. Location of these is given at Appx ‘A’. As faras possible the rest houses, ECHS polyclinic, CSD canteen etc should be housed inthe same complex of the RSB/ZSB offices, to provide a single window facility to theESM; community.
Expenditure in installing FAX machines in RSBs.
49 KSB provide funds to the tune of 50% for the cost of a Fax Machine, for eachStates Department of Sainik Welfare, provided the respective State Govt also share50% of the cost.
Expenditure in installing computers/printers in RSBs.
50 KSB provide fund to the tune of 50% for the cost of a personal Computer andPrinter for each Department of Sainik Welfare provided the respective State Govt alsoshare 50% of the cost.

52. PRIME MINISTER’S SCHOLARSHIP SCHEME UNDER NATIONAL DEFENCE FUND
Introduction.I. To encourage higher technical and professional education for the wards ofwidows and Ex-Servicemen of Armed Forces, Prime Minister’s ScholarshipScheme has been introduced from the Academic Year 2006-07.
II. Number of candidates to be Awarded Scholarship.
A total number of 4000 scholarship will be allotted each year under the scheme.
III. Students eligible for the scholarship.
(a) Wards of Ex-Servicemen and their widows (below officer rank).(b) Wards/widows of Ex-Servicemen died in harness due to causes attributed to military service, irrespective of the rank.
IV. Courses eligible for the Scholarship.
First Year Professional Degree Programme in Engineering, Medicine, Dental,Veterinary, MBA, MCA, Pharma, Nursing, B. Ed, M Ed, BP Ed, MP Ed, UG/PG in physiothraphy and Law etc. duly recognised by the respective govern-ment regulatory bodies, such as All India Council for Technical Education,Medical Council of India etc.
V. The scheme is open for courses mentioned above in recognised institutionsin India only.
Academic RequirementVI. At least 60% marks at the 10+2/MEQ level for the initial sanction. Forrenewal in subsequent years, 50% marks each year.
Duration of Scholarship
VII. Two to five years as approved by the concerned regulatory body for thatprogramme.
Amount of ScholarshipVIII. The amount of scholarship would be as follows:(a) Rs. 1250/- per month for boys. (Paid Annually)(b) Rs. 1500/- per month for girls. (Paid Annually)

XIII. The payment of scholarship will be granted after the successful completionof each academic year, as per the percentages mentioned in the academicrequirement.
Notes:
(a) The amount of scholarship including any other scholarship or financial as-sistance from any other source will not exceed the total amount of scholarshipavailable under this scheme.
(b) All students are to open Bank account in SBI or PNB only the banks with theElectronic Transfer facility (E transfer). This would facilitate error free transfer ofthe scholarship money and avoid delay in receipt. The detail of the bank ac-count is to be intimated to the KSB, in the application form.
Renewal of Scholarship
XIV. Once the scholarship is awarded, the candidate is required to apply forrenewal of scholarship for the subsequent year in the prescribed proforma, (at-tached with brochure). A certificate from the College/Institute indicating that thecandidate continues to study in the subject course and State of Marks indicat-ing the percentage is a mandatory requirement. The details of the studentswould also be verified by the KSB through the RSB/ZSBs.
XV. Number of candidates to be Awarded Scholarship .
A total number of 4000 scholarship will be allotted each year under the scheme.

MI ROOM FACILITIES.
53 Ex. Servicemen, widows and their dependants are extended with Primary Medical
Treatment, free of cost from MI Room Rajya Sainik Board of Tripura. One pharmacist from
Directorte of Health is posted in this MI Room for the purpose, who is also extending the
facility to the Govt. employees, employed in this Nehru Office complex.
FREE EDUCATION FACILITIES TO WARDS (MAXIMUM TWO BOYS) OF DISTRESSED EX-
SERVICEMEN.
54. In every two years two boys of distressed ex-servicemen of Tripura will be admitted
to the War Memorial Boys Hostel of Assam Regimental Centre, Shillong, where these boys
will be permitted to study upto XII class free of cost.

PUBLICATION OF NEWS THROUGH PRAKTAN SAINIKER COLUMNE.
55 Almost all local daily news papers mainly (Dainik Sambad & Daily Desherkatha) ,
all India Radio, and Door darshan (as and when required) are extending the facilties to
publicise the information relating to ex servicemen through ‘Praktan Sainiker Columne‘ free
of cost on request from Rajya Sainik Board, Tripura.
DISTRIBUTION OF PAYMENT RATION AND CSD ITEMS TO EX-SERVICEMEN AND THEIR
FAMILES.
56 Under the aegis of the station HQ payment ration and CSD (I) items are being
distributed amongst eligible ex-servicemen w.e.f. from February 1987. At present, the payment
ration and CSD (I) items are distributed once a month, consecutive two days at Agartala,
Udaipur, Amabassa, Bagbassa & Teliamura.
EX SERVICE MEN CONTRIBUTORY HEALTH SCHEME (ECHS).
57. This Health scheme is introduced for the pensioner Ex servicemen, widows and
their dependants, wef. 01 April 2003. With the introuduction of this sceheme the Group
insurance Scheme (MIS) existing in Indian Army, Navy and Air Forces has been ceased. The
premium contributed by the Armed Forces personnel for MIS Sceheme are being refunded
on fulfilling the required formalities. All pensioners will forfeit the medical allowance of Rs.
100/- per month admissible to them with pension on joining the scheme. There will be total
of 227 polyclinics in the country under the ECHS.
RATE OF CONTRIBUTION FOR ECHS.
58 All ESM are required to make one time contribution based on their basic monthly
pension (excluding DA) Pension means uncommutted pension & the rates of contribution
are :
