ABSTRACT
This report presents the application of photogeologic
techniques. Global Positioning System (GPS) technology and
microcomputer photogrammetric techniques to the Saiford Quarry
site, located in Lower Saiford Township, Pennsylvania.
Collateral information supplied by the Environmental Protection
Agency (EPA)'s Region 3 states that waste products from tile
manufacturing, including fired and unfired scrap tiles, and wash
water from the glaze lines and clay filters were disposed within
the quarry. Ground water samples from monitoring wells indicate
the presence of boron, trichloroethylene (TCE) and other
contaminants.
EPA Region 3 requested a photogeologic analysis, locational
coordinates of surrounding residential and monitoring wells, and
photogrammetric characterization and volume measurements to
assist in the remedial investigation of contaminated ground water
at the Saiford Quarry site. The photogeologic analysis consisted
of fracture trace delineation and seeps/springs mapping.. There
were 41 fracture traces and 39 seeps/springs identified and
mapped within the vicinity of the site using aerial photography.
Latitude and longitude readings were collected using GPS
technology for 89 residential wells, 10 monitoring wells, and 4
surface springs. A contour map, three-dimensional block diagram,
and volume measurements representing the approximate volume of
material removed from the quarry, and approximate volume of the
fill material added to the quarry (including the cap) were
generated from the photogrammetric work.
An analysis of historical aerial photography, which focused
on the documentation of activity and features at Saiford Quarry,
was conducted for EPA Region 3 at the request of the U.S.
Department of Justice. This analysis was represented by the
following report: Historical Site Analysis, Saiford Quarry,
Lower Saiford Township, Pennsylvania (TS-PIC-92060).

INTRODUCTION
Photogeologic techniques. Global Positioning System (GPS)
technology, and microcomputer photogrammetric techniques were
applied to the Saiford Quarry site, located in Lower Saiford
Township, Montgomery County, Pennsylvania, approximately 48
kilometers (30 miles) north-northwest of Philadelphia.
Collateral information supplied by the Environmental Protection
Agency (EPA) 's Region 3 states that waste p.roducts from the tile
manufacturing process, including fired and unfired scrap tiles,
and wash water from the glaze lines and clay filters were
disposed within the quarry. Ground water samples from monitoring
wells indicate the presence of boron, trichloroethylene (TCE) and
other contaminants. Photogeologic analysis, locational
coordinates of surrounding residential and monitoring wells, and
photogrammetric characterization and volume measurements were
requested by EPA Region 3 to assist in the remedial investigation
of contaminated ground water at the Saiford Quarry site.
Figure 1 shows the. site location and photogeologic analysis
results within a 3.2-kilometer (2-mile) radius of the site, keyed
to a photo-reproduction of a mosaic of,four U.S. Geological
Survey (USGS) 1:24,000-scale topographic maps. Site boundaries
or areas used in this analysis were determined from observations •
made from the aerial photography in conjunction with collateral
data supplied by EPA Region 3 and do not necessarily denote legal
property lines or ownership.
Aerial photography of the Saiford Quarry site was obtained
to support the photogeologic analysis and photogrammetry
mensuration efforts. Black and white photography from 1948,
March and June 1950, 1957, 1958, 1964, and 1971 was obtained for
these analyses.^ All acquired years of photography were
examined for the photogeology work; however, the June 1950 aerial
photography was selected as the primary year used during the

photogeologic analysis. Fracture trace analysis and
seeps/springs mapping are two photogeologic analyses that were
performed for the Saiford Quarry site. Fracture traces may
represent zones of fracturing in the bedrock which could act as
preferential pathways for contaminant flow away from the site. A
total of 41 fracture traces and 39 seeps/springs were identified
within a 3.2-kilometer (2-mile) radius around the site.
Latitude and longitude measurements were collected using GPS
technology for 89 residential wells, 10 monitoring wells, and
four surface springs.
A contour map, a three-dimensional block diagram, a volume
measurement representing the approximate volume of material
removed from the quarry, and the approximate volume of fill
material (including cap) placed in the quarry were generated
using a microcomputer-based photogrammetric workstation, known as
the Digital Video Plotter (DVP). Photogrammetric work including
the approximate volume of material removed from the quarry (pre-
disposal) was determined using the March 1950 aerial photography.
Approximate volume of fill placed in the quarry was determined
using the March 1950 and 1971 aerial photography.
An analysis of historical aerial photography, which focused

METHODOLOGY
A search of government and commercial sources was undertaken
to obtain' the best available aerial photography of the site
spanning the desired time frame. The photography and other
sources of information used in this report are listed in the
References section.
The photogeologic analyses were performed by viewing backlit
transparencies of aerial photography through stereoscopes.
Stereoscopic viewing creates a perceived three-dimensional effect
which, when combined with viewing at various magnifications,
enables the analyst to identify signatures associated with
different features and environmental conditions. The term
"signature" refers to a combination of visible characteristics
(such as color, tone, shadow, texture, size, shape, pattern, and
association) which permit a specific object or condition to be
recognized on aerial photography.
Fracture trace analysis, part of the photogeologic analysis,
involves the interpretation of aerial photographs to identify
linear features on the Earth's surface. These features may be
surface expressions of vertical to near-vertical fractures or
zones of fractures (fracture traces) in the underlying bedrock.
Photogeologic signatures such as soil-tonal variations,
vegetational and topographic alignments are identified, analyzed
and compared to cultural and geologic information to determine if
they are indeed fracture traces.
GPS is a satellite-based radio and time transfer system that
allows Earth-based receivers to accurately calculate three-
dimensional geographic coordinates. The following is a summary
of GPS technology as taken from the Guide to GPS Positioning
(Wells, et al., 1986) :
The NAVSTAR (NAVigation Satellite Time And Ranging) Global Positioning System (GPS) is a satellite-based positioning system currently under development by the United States Department of Defense which consists of three segments: the satellites, the control system, and the

users. When fully deployed in the mid-1990s, the satellite segment will consist of a constellation of operational satellites including in-orbit spares. The satellites are arrayed in 6 orbital planes inclined 55° to the equator. Each orbit is circular with a nominal altitude of 20,183 km. The corresponding orbital period is 12 sidereal hours, one half of the earth's period of rotation. Each satellite transmits two radio frequencies for positioning purposes: Li on 1575.42 MHz, and L2 on 1227.6 MHz. The carrier, frequencies are modulated by two pseudo-random noise codes and a navigation message. The carrier frequencies and the modulations are controlled by on-board atomic clocks.
The control system consists of monitor stations on Diego Garcia, Ascension Island, Kwajalein, and Hawaii, and a master control station at the Consolidated Space Operations Center at Colorado Springs., Colorado. The purpose of the control system is to monitor the health of the satellites, determine their orbits and the behavior of their atomic clocks, and inject the broadcast message into the satellites.
The user segment consists of all military and civilian users. Appropriate receivers track the codes or the phase of the carriers (or both) and in most cases also extract the broadcast message. By aligning a receiver-generated replica of the code with the arriving signal, the range to the satellite can be determined. If the ranges to four satellites are combined with the orbit descriptions the receiver can determine its three-dimensional geocentric coordinates. For precise geodetic work, carrier or code frequency phase is measured and recorded for future processing.
As of the date of this fieldwork, 16 GPS satellites have been launched. Extensive civilian positioning tests and even production work have been carried out. Although the primary goal of GPS is to provide ground, sea, and air units of the U.S. And its NATO allies with a unified, high-precision, all-weather, instantaneous positioning capability, in its present test phase GPS is freely available to anyone to use. GPS will continue to be available to civilians, once the system is declared operational.
In the planning stage of the GPS collection of locational
data for wells and springs in the Saiford Quarry area, satellite
prediction tables were consulted for the period between October
15-18, 1991, to determine the optimum windows for receiving
satellite signals to obtain the highest degree of accuracy. The
user-defined parameters for PDOP and satellite evaluation mask

utilized to generate these tables were 12 and 10 degrees,
respectively.
The latitude and longitude measurements of the wells and
springs were obtained using two GPS units as remote data
collectors. The remote units collect data at each location for
observation times of 3 minutes on the average. A third GPS unit
was operated as a base station at a first-order monument located
within 915 meters (3,001 feet) of the Saiford Quarry. The
latitude and longitude coordinates for this monument were
obtained from the National Geodetic Survey (see Appendix A). The
base station was used to correct the field data collected by the
remote units, using a post-processing technique known as
differential correction in which the time-tagged locational data
collected by the remote units are compared to that collected by
the base station.
Since the remote units and the base station utilize the same
constellation of satellites to compute a static position, and
since the monumented location at the base station is known to a
high degree of accuracy, linear corrections can be applied to the
remote data from the known errors at the base station. This
'differential correction' technique will generally yield
accuracies in the 2-5 meter range with navigation-grade GPS
receivers.
To provide a method for the assessment of the accuracy of
locational measurements, a quality control procedure was
conducted throughout the data collecting period. This procedure
entailed the collection of GPS locational measurements at known
geodetic benchmarks within or near the study area. These
measurement readings were recorded at various times throughout
the data collection periods, which enabled field personnel to
verify the expected accuracy of the satellite signals.
The Digital Video Plotter (DVP), a microcomputer-based
analytical stereoplotter, uses conventional aerial photographs
converted to a digital format by scanning. The digitized imagery

is recorded as pixels, each assigned a numerical shade of grey
and an x,y position in a two-dimensional matrix.
A stereo model is set up after the aerial photographs are
scanned and displayed on a monitor. The digitized photos are
then viewed through a mirror-type optical train as a three-
dimensional terrain model. Relative and alisolute orientations
are established in order to set up a model standard interior
which is similar to a conventional stereo plotter.
Once the stereo model is set, a variety of digital mapping
operations can be performed. These include contouring, profiling
and feature delineations by means of digitizing points, lines,
rectangular features, arcs and circles. The digital linework
created is recorded in to files which can be converted to ASCII
code for transferring to Geographic Information System (GIS)
format files, whereby numerous mapping operations can be
performed.
Photogeologic and GPS findings are annotated on overlays to
base maps. DVP volumetric measurements are represented by a
three-dimensional block diagram and a contour map. All findings
are described or discussed in the accompanying text. Site
boundaries or areas used in this analysis were determined from
observations made from the aerial photography in conjunction with
collateral data supplied by EPA Region 3, and do not necessarily
denote legal property lines or ownership.

PHOTOGEOLOGIC ANALYSIS
The Saiford Quarry site is located in the Piedmont
Physiographic Province and rests on Triassic rocks of the Newark
Group. The Newark Group, within southeastern Pennsylvania,
consists of sedimentary rocks of the Stockton, Lockatong and
Brunswick Formations. The site and associated 3.2-kilometer (2-
mile) radius study area are underlain by the Lockatong and •
Brunswick Formations. The Lockatong is characterized as a dark
grey argillite, and the Brunswick Formation consists of red shale
and siltstone with minor amounts of sandstone and conglomerate
occurring in localized areas. Both formations are characterized
as having poor primary porosity and developed fracture systems.
Ground water movement within the Lockatong and Brunswick
Formations is mostly confined to the•fracture systems.
Fracturing within the Lockatong Formation differs from the
Brunswick Formation in that fractures are "narrower" and more
widely spaced (Longwill and Wood, 1965). Geologic data from
Longwill and Wood (1965) was transferred to overlays and is
represented by Figures 1 and 2. To show the relationship between
the site location and the local .geology, the Lockatong Formation
strata that run adjacent to the site have been shaded.
The photogeologic analysis represented by Figure 1 (3.2-km
or 2-mile radius) and Figure 2 (1.6-km or 1-mile radius)
consisted of two parts: fracture trace analysis, and
seeps/springs mapping. Geologic structure, lithology and
stratigraphy represent primary considerations when modeling or
characterizing ground water or contaminant movement through an
aquifer. The purpose of a fracture trace analysis is to examine
one aspect of geologic structure: fractured bedrock. In certain
bedrock aquifers, ground water is stored and transmitted through
secondary openings (e.g., fractures) in the bedrock. Major
fractures and zones of fracturing can act as conduits for ground
water flow, increasing flow rates and in some cases redirecting
flow away from "normal" flow direction. These fractures are of

particular environmental concern because they represent specific
pathways by which contaminants may move through an aquifer.
A total of 41 fracture traces were identified within the
study area (Figure 1). Monitoring wells located along a fracture
trace or, more importantly, at the intersection of two fracture
traces, should produce higher yields and give a more accurate
indication of ground water conditions around a site than randomly
placed wells.
Lithology and structure are two aspects of geology that can
control the occurrence of seeps/springs. Physical descriptions
of the Lockatong and Brunswick Formations, in addition to well
yield data (Longwill and Wood, 1965), hint at potential
lithologic and structural controls on seeps/springs within the
Saiford Quarry study area. A total of 39 seeps/springs were
identified. Many seeps/springs appear to be located along the
local bedding structure within the study area (Figures 1 and 2).
Characterization of ground water movement may only be
achieved through extensive hydrogeologic investigations, which
are beyond the scope of this work. This report, and the
techniques described therein, are designed to support ground
water investigation efforts.

GLOBAL POSITIONING SYSTEM DATA
The study area surrounding the Saiford Quarry was
prioritized by EPA Region 3 for the GPS collection of well and
spring locational data. The latitude and longitude coordinates
of the wells and springs were recorded by the GPS units
(differentially corrected from base station data) and later
transferred to a Geographical Information System (GIS). The GIS
was then used to generate the proper location of the wells and
springs onto a map base representing a 1.6-kilometer (1-mile)
radius surrounding the Saiford Quarry (Figure 2: GPS Well
Location Overlay). There are discrepancies between the aerial
photographic derived seeps/springs locations and their GPS
derived counterparts. These discrepancies are due to the
different methods of locating the seeps/springs and the spatial
variability of seasonal ground water discharge within seep/spring
areas.
The latitude and longitude measurements of 89 residential
wells, 10 monitoring wells, and 4 seeps/springs were taken
between October 15-18, 1991. Six of the residential well
measurements were only approximate locations of the wells due to
the well heads not being visible and no occupant at the home to
indicate the well's location.
Table 1 correlates the designated number of each of the
located wells to. the names and addresses of the land owners. In
certain instances the address and/or name corresponding to a well
location was not available in the field. In these cases-, a
description of the well location was provided.
Appendix B provides, the GPS field data sheets with
differential corrections printed on the back of each sheet.

PHOTOGRAMMETRY
The DVP, a microcomputer-based analytical stereoplotter, was
used to determine the approximate volume and depth of Saiford
Quarry at the largest extent visible on 12,000-ft. flight-height
aerial photographs at pre-disposal conditions (March 1950). Two
volumes for the quarry were determined using the March 1950
aerial photographs. The first was the approximate volume of
material,removed from the quarry. The second was the approximate
volume of fill material which was placed into the quarry,
including the cap.
The approximate volume of the quarry, in terms of material
removed, was first determined from 19 cross-sectional profiles.
Each profile comprised a series of measurements that began at the
top edge of the quarry, proceeded to the bottom of the quarry,
along the bottom of the quarry to the opposite side, up the
opposing side, and ended at the opposing upper edge. A point was
digitized at each change in elevation within the profiles. The
area for each profile was computed as the vertical surface
defined by the end points of the profile and the recordings made
along the ground. The total volume was computed as the summation
of the average area for each pair of adjacent profiles multiplied
by the distance between them.
In order to determine the depth of the quarry, points were
digitized in the terrain model at the top of the quarry and at
its base. The spot elevations taken from these points, and
digitized lines of the quarry rim and, quarry floor were used by a
computer to generate the contour map (Figure 3), which best
illustrates various depths of the quarry. Because water was.
noted in the western 1/4 of the quarry, an accurate depth
measurement could not be obtained for this portion of the quarry.
To determine the volume of the fill material (including the cap),
the approximate location of the westernmost edge of the cap was
determined from the 1971 aerial photography and a site visit.
The location of the edge of the cap was superimposed onto the

1950 aerial photography, and digitized by the DVP as a point in
the terrain model. This point or edge of the cap was calculated
by the DVP as having an approximate elevation reading of 69.60
meters (228.35 feet) above sea level. ARC/INFO Triangulated
Irregular Network (TIN) GIS software was used to determine the
approximate volume of material (including the cap) from the
contour of 69.60 meters (228.35 feet) to the average quarry floor
depth of 59.4 meters (194.88 feet) above sea level (Figure 4).
Field-surveyed GPS ground control could not be used, but
since only precise elevation differences were required, arriving
at a precise scale was the critical requirement. All control was
obtained from USGS 7 l/2-minute quadrangle maps, with the
vertical points varying from third-order benchmarks to
interpolation from contours.
The horizontal control was obtained by measuring photo-
identifiable map features on an Altek digitizer and transforming
the digitizer coordinates to Universal Transverse Mercator (UTM)
coordinates. National Map Accuracy Standards specify that 90% of
the horizontal points be within 40 feet of true position. The
absolute accuracy of the map is likely to exceed rather than
equal these standards, and the relative accuracy between points
is likely to be even higher.
As indicators of the model fit to control, the following
statistics are provided for the model setup:
• the largest vectorial sum or resultant R of the residuals V
and Vy;

Model Setup
The maximum residual for fit of model to eleven horizontal
control points was 5.34 meters.
The root-mean-square of the X residuals in the fit to eleven
horizontal control points was 2.33 meters. The root-mean-square
of the Y residuals in the fit to nine horizontal control points
was also 2.33 meters. The root-mean-square of the Z residual in
the fit to ten vertical control points was 1.88 meters.
Accuracy Estimate for Saiford Quarry
The point-coordinate measuring accuracy of the DVP has been
estimated by the manufacturer and tested by EPIC using marginal-
quality photographs taken over a test area, but an evaluation of
the instrument specifically for determining large volumes would
be a sizable undertaking. However, an accuracy estimate range
for the Saiford Quarry determinations can be computed from
manufacturer figures and the point-measuring accuracy tests that
EPIC has done.
The.manufacturer claims an accuracy of each axis of 1/5000
the flight height of the photos, which would amount to 0.8m per
axis for a flight height of 4,000 ft.
The volume V of a mass with dimensions X, Y, and Z is
computed from

and the derivative of V with respect to X is

70 by 10 m for a volume of 42,000 cubic meters. Using these
values and the.manufacturer's accuracy estimate, the volume-
determination accuracy is

The percent of error is
3,440 * 100% = 8%

In real-data tests using poor-quality photos, EPIC found the
accuracy to be 1/1,500 times the flight height of the photos, but
the computations were adversely affected by confirmed systematic
errors that would not adversely affect volume determinations. In
view of the fact that only relative measuring accuracy is of

concern, an estimated accuracy of 2 meters is a conservative
figure.
