In October 2008, ICAO recommended the setting-up of safety plans within each member State.
These safety plans had to take into account analysis of predictive or proactive safety and set performance targets.

ICAO Definitions
Hazard:Condition or object likely to cause injuries to personnel, damage to equipment or structures, loss of material or reduction of ability to perform a prescribed function.
Risk:Assessment of the consequences associated to any hazard, expressed in terms of anticipated probabilityand severity, with reference to the worst case scenario possible.
