    CONTRACTOR SAFETY GUIDELINES

    INTRODUCTIONPPG Industries, Inc., is committed to thesafety and health of its employees, includingall contractors and their employees workingon PPG projects. The purpose of theinformation contained in this booklet is todefine the environmental compliance,health, and safety responsibilities of thecontractor while performing work at the PPG

    Science & Technology Centers (PPG S&TCenters) and to provide minimum guide-lines. If questions arise at any time as to theinterpretation of these responsibilities, thesite representative should be contacted. Theinformation contained in this booklet isintended to supplement the requirementsissued by the PPG Purchasing Department.

    REQUIREMENTSIt is the responsibility of contractors toassure that their employees comply with allapplicable provisions of federal, state, and

    local environment, health and safety lawsand building codes. The contractorsresponsibility remains independent fromPPG, and the contractors must maintaintheir obligation under the 1970Occupational Safety and Health Act.

    Pre-Job MeetingPrior to the commencement of work, thecontractor shall meet with the site repre-sentative for a pre-job meeting in order toensure a correct understanding of theapplicable PPG environment, health, safety,security, fire protection, and operatingrequirements.The contractor shall:_ Supply the site representative with a copyof the contractors safety manual._ Provide a project safety plan (if requiredby the scope of work) and applicable docu-mentation of training for the contractorsemployees who will be working at PPG S&TCenters._ Provide a list of any chemicals that maybe brought on-site to the site representative._ Become familiar with the PPG EHSrequirements and transfer this information

    through training to his employees. Asrequired by the Hazard CommunicationStandard (29 CFR 1910, 1200).

    _ Transfer to his employees information onhow to access Material Safety Data Sheetswhile on-site.The site representative will provide assist-ance as needed to meet the requirementslisted above.

    Asbestos NotificationPPG S&T buildings may contain a variety

    of asbestos-containing materials (ACM) inthe following areas: thermal insulation, labbenchtops & hood liners, transite walls, floortiles, ductwork, electrical wiring insulation. Acomplete inventory of all ACMs is availablefrom the local EHS department. ACMs arenot to be disturbed without appropriatetraining. If there is any doubt about whetheryour work will disturb ACMs, please contactthe project site representative or EHSdepartment.

    Badge System

    Upon arrival at the site, contractors arerequired to check in with Security and obtaina visitors badge. For safety and security,the badge is to be worn visibly at all times.

    Confined Space EntryContractors are required to comply with allrequirements of the PPG S&T CentersPermit Required Confined Space Entrystandard operating procedure, availablefrom the site representative. Prior to entryinto a PPG permit-required confined space,a confined space entry permit must be com-pleted and documentation of employeetraining must be provided to the site repre-sentative. The contractor is responsible forentry and work performed in all confinedspace areas and must assure that adequatesteps have been taken to eliminate orcontrol any hazards.

    Designated Smoking AreaSmoking at S&T facilities is only permitted indesignated areas. Your site representativeor Security will inform you of the locationswhere smoking is permitted. Smoking insideany building or within 5 of an entrance is

    strictly prohibited.

    incident to Security. Do not call 911 as thiswill delay on-site first responders and couldcause delays and confusion for off-siteresponders. Calls to the emergency numberare answered immediately 24 hours a dayand start a chain of necessary actions bythe Security Officer. When you dial thisnumber, inform the Security Officer of theemergency and the location.

    Emergency Evacuation ProceduresPrior to the commencement of work activi-ties, contractors and their employees are

    required to review the emergency evacua-tion procedure with the site representative.

    Environmental ConcernsAny spill or release of any chemical sub-stance, including oils, grease, antifreeze,etc., as a result of contractor activities mustbe reported to the PPG site representativeimmediately. Spills requiring any emergencyresponse must be reported by calling theemergency number provided to the con-tractor for the S&T Center where work isbeing conducted. Chemicals are not to bedisposed down any drain or on the property.For chemical disposal assistance, contactthe site representative.

    Fall Prevention/ProtectionThe use of full body harnesses, shockabsorbing lanyards, and approved lifelinesare mandatory when working 6 feet or moreabove a lower level, in any type of man liftequipment or when working over opentanks, machinery, or impalement hazards.

    Fire PreventionThe site representative will communicate

    specific fire prevention and protectionrequirements to the contractor. The informa-tion discussed may include, but not belimited to: the construction and use of

    temporary buildings, temporary and portablespace heating devices and equipment,transportation of flammable liquids, andprecautions for specific hazard areas. Openfires are prohibited. Contractors are requiredto maintain ABC type fire extinguishers onthe job whenever there is a fire potential.

    Firearms Prohibited

    Firearms are strictly prohibited from beingbrought onto PPG property.

    Fork Truck OperationWhen authorized by the site representative, the contractor may use the PPG ownedfork truck provided the contractorsemployee can provide verification of currentfork truck training and demonstrates theability to operate the truck safely. Thecontractor shall be responsible for alldamage caused by their operation.

    Hazard CommunicationCopies of MSDSs for all chemicals beingbrought onto the site must be provided tothe site representative and the EHSmanager prior to the beginning of work.Contractors are to maintain an inventoryof chemicals & volumes they are using atthe site. It is the responsibility of the con-tractor to train his or her employees of thehazards associated with the chemicalsbeing used and to inform his or heremployees of the on-site location of materialsafety data sheets. All containers of chemi-cals brought onto the site must have labelsproviding the identity of the chemical andthe appropriate hazard warning. If hazard-ous chemicals are being used, it is theresponsibility of the contractor to inform hisor her employees of the location of thesafety shower and eyewash station in theimmediate area or provide an alternativeway of providing this protection.

    HousekeepingContractors are required to maintain asafe and orderly work environment freefrom the accumulation of construction

    debris and litter. Daily cleanup of the workarea to the satisfaction of the site represent-ative is required. Contractors performingwork on the roof must remove all

    combustible material and secure all loosematerial at the end of each work day.

    Injury ReportingAny injuries sustained while working at aPPG S&T facility must be reported to yoursite representative within 24 hours ofoccurrence.

    Ionizing RadiationAll contractors are prohibited from bringingionizing radiation sources or ionizingradiation producing equipment on-sitewithout prior approval of the S&T CentersShared Services EHS Manager.

    Ladders and ScaffoldingOnly non-conductive ladders are permittedfor use. Ladders and scaffolding mustconform to applicable OSHA requirements,29 CFR 1910 and 29 CFR 1926.

    Lock-Out, Tag-Out ProcedureThe contractors and the PPG S&T Centerslock-out, tag-out procedures will bereviewed at the pre-job meeting if applica-ble. For information consult the PPG S&TCenters Control of Hazardous Energy(Lock-Out, Tag-Out) standard operatingprocedure.

    ParkingContractors are permitted to park personalvehicles in the employee parking lots. Ifproject work requires vehicles to be parkedin loading docks or other non-routinelocations, contact the facility manager forapproval and coordination.

    Personal Protective EquipmentThe site representative will make a determi-nation on the requirement for contractors towear steel-toes safety shoes. At a mini-mum, the contractors employees must wearthe following personal protective equipmentin any production, maintenance, or con-struction work area, inside or outside of thebuilding:_ Full shirts covering the shoulders.

    _ Ankle length trousers._ ANSI Z87-1 approved safety glasses withside shields.Working in certain areas of the building or

    the tasks being performed by the con-tractors employees may require the use ofadditional equipment such as hearingprotection, hard hats, respirators, fallprotection, etc. The use of and requirementsfor personal protective equipment will bediscussed by the site representative at thepre-job meeting.

    Cell Phone and Camera PolicyPPG Policy specifically prohibits visitors andcontractors from bringing all phones withpicture-taking or recording capability on sitewithout advance written approval from thePPG representative responsible for thecontractor. If there is a need for you or yourassociates to have a cell phone on site, thisrequest must be discussed with your PPGrepresentative well in advance, and anexemption request form must be submittedand approved by PPG Security personnel.

    In addition to security considerations, thereare designated areas marked with cautionsignage where the use of a cell phone orcamera is not permitted even when Securityapproval has been granted due to thepotential presence of a flammable vaporatmosphere.

    Alcohol / Intoxicants PolicyPossession or use of alcohol, illegal drugs,or controlled substances is not permitted oncompany property. Reporting to performwork on-site while under the influence ofalcohol or a controlled substance will because for possible arrest and removal fromcompany property.

    Inspection of Vehicles and ArticlesCarried On-SiteSecurity personnel are authorized to inspectall vehicles as well as hand-carried itemsthat are taken to and from the buildings andparking lots.

    Sub-ContractorsSub-contractors are the responsibility of themain contractor. Transfer of the safetyinformation contained in the booklet to thesub-contractor is the responsibility of themain contractor as if the sub-contractorwere an employee of the contractor.

    Work PermitsSpecial permits are required to performpotentially hazardous activities. Such activi-ties include, but are not limited to the

    following:_ Welding, burning, grinding._ Excavating or digging._ Entry into a permit-required confinedspace.The site representative will provide the con-tractor with details regarding applicablepermits to perform the contractors assignedscope of work.

    Hazardous Waste DisposalContractor personnel are responsible tocomply with all governmental regulatory andPPG requirements for the handling, storage,transportation, and disposal of hazardouswaste generated as a result of contractoractivity. If contractor activities will result inthe generation of hazardous wastematerials, the contractor shall produce acompliance plan prior to the commencementof work for the PPG site representative andsite EH&S personnel to review.

    Working HoursBusiness hours at PPG S&T facilities are7AM to 5PM. Contractors required to be onsite outside these hours must consult with

    their site representative. The nature of thework is to be reviewed and site-specificrequirements must be approved by the EHSmanager.
