Your organisation should have a safety assurance practice in place for day to day railway operations.
ONRSR may ask your organisation for a safety assurance whenever you introduce a significant change or a significant incident happens.
> This presentation describes what ONRSR means when it asks for a safety assurance.
> The presentation also outlines the steps you should take to gain and provide a safety assurance.

There are two overlapping dimensions of a safety assurance:

> Good safety assurance, coupled with good safety management system processes lead to:
− better risk management
− improved performance
− reduced loss
> It is a way of demonstrating that you are satisfied that your organisation is managing its rail safety duties.
> It provides:
− a demonstration of due diligence
− information about the management of risks
− identifies opportunities for improvement

A safety assurance is more than just a letter or statement that “she’ll be right”.
It should be:> the demonstration of a process of monitoring and review> supported by evidence
> Evidence may come from a range of sources including:− Audit reports− Inspection reports− Occurrence investigation reports− Fault reporting− Peer review− Risk review− Certification

> A safety assurance is more for your benefit than for the ONRSR. ONRSR will ask how your organisation is satisfied the decision you have made meets your rail safety duties.
> You should think about safety assurance as a core part of your business – not just when something changes or goes wrong.
> A safety assurance must be backed by evidence.
> Plan the evidence you will collect in advance.
> Develop a safety assurance plan and report template to assist you.
