Introduction

1 The 2019 amendments to the IBC Code were adopted as resolutions MEPC.318(74) and MSC.460(101) and are expected to enter into force 1 January 2021. These amendments include a complete revision of the carriage requirements for all products listed in chapters 17 and 18 of the IBC Code, following their assessment in accordance with chapter 21 of the IBC Code.

2 During the twenty-fifth session of the PPR Working Group on the Evaluation of Safety and Pollution Hazards of Chemicals (ESPH 25), the Working Group discussed how to review the products in Lists 2 and 3 of the MEPC.2/Circular (PPR 7/3, paragraphs 6.1 to 6.8) in order to ensure that the carriage requirements are assigned using the most up-to-date GESAMP Hazard Profiles and the revised Criteria for assigning carriage requirements for products subject to the IBC Code (chapter 21 of the IBC Code). 3 In this context, the Group noted it was important to shorten the Lists of products in the MEPC.2/Circular and discussed possible approaches on how to achieve that. As a way forward, in order to identify products that should have had their carriage requirements updated since they were included in the MEPC.2/Circular, the Group requested the Secretariat to submit to PPR 7 or ESPH 26 an overview of the GESAMP Hazard Profiles that have been amended since the 2004 amendments to the IBC Code and a list of the products that currently only have a pollution (P) hazard rating but have been assigned an additional safety (S) hazard rating in the 2019 amendments to the IBC Code. 4 To that end, the following information is provided in the annexes to this document:

.1 in annex 1 there is a list of products that have had their GESAMP Hazard Profiles amended since the 2004 amendments to the IBC Code (resolutions MEPC.119(52) and MSC.176(79));

.2 in annex 2 there is a list of the products that currently have a pollution (P)

only hazard rating in chapter 17 or 18 of the IBC Code or are "Other Substances" (OS) in chapter 18 of the IBC Code, but have been assigned an additional safety (S) hazard rating in the 2019 amendments to the IBC Code; and

.3 in annex 3 there is a list of products in list 2 (pollution hazards only) of the

MEPC.2/Circular that have a component with a safety hazard in the contains name.
