INTRODUCTION

The main purpose of this project is to improve the safety and traffic flow in Dar es Salaam through improvement of junction performance which have proved to be the main cause of chronic congestion.

We will provide efficient methods of using state of the art automatic traffic control systems to monitor and control movements of vehicles on the main roads and junctions in Dar es Salaam to ensure reliable and safe operation of the vehicle transportation and to provide solution for the chronic traffic jams.

TRAFFIC MANAGEMENT

Due to the geographical location of Dar esSalaam city, most roads are highly congested due to one side of the city is bordered by the Indian ocean. Traffic jam is becoming a very huge problem.

Manual traffic control and management (provided by the traffic police) is not sustainable and cannot provide a solution for traffic jams due to high rate of vehicle increase

Road users and traffic police lack or have limited information concerning the road conditions and traffic demand at any given time.

MAIN TRAFFIC PROBLEM IN

DAR ES SALAAM

Due to lack of automatic traffic control systems, many drivers violate the road rules without getting easily caught by the traffic police due to high number of cars on the roads.

Traffic police also lack some important information of vehicle statistics which will help them in making a decision when the congestion is high or there is an accident somewhere.

To solve this problem a well structured

Traffic management systems should be

established having sufficient traffic

control points. (not less than 100 control

points need to be installed)

PROPOSED SOLUTION

We propose to apply a new and efficient way of planning and controlling traffic flow by:

- maximizing the use of existing infrastructure

- ensuring reliable and safe operation of transport using new traffic control systems and technologies

- to ensure that traffic police are well equipped and they have good access to various information concerning traffic.

The new traffic control and management system will enable the following to be implemented.

– Controlling traffic

– Fixing road violations

– Searching for stolen cars

– Tracing cars without license

– Provide traffic information

– Speed control

– Overall security Control

– Road management

IMPROVED TRAFFIC MANAGEMENT

One of the main objective of this traffic management project is to enforce more discipline and to speed up the movement of traffic on the main roads. Therefore in order to achieve this, the following needs to be implemented effectively:

•Implementing vehicle recognition systems in order to detect any traffic violation and

to enhance more discipline in vehicle transportation.

•Changing and improvement of traffic signs in order to convey more reliable

information and guidance.

•Changing the current road markings into international standards which will help to

reduce delay and keep traffic flowing smoothly and safely through junctions.

Cameras:

• Recognition cameras: Are outdoor security cameras used to recognize vehicle plate numbers with the capability to operate during the day and night time.

• Monitoring cameras: Are special security cameras that will be used to search for stolen vehicles and to view events that take place on roads, they can be remotely controlled and directed to view different angles and distances.

• CCTV camera: Are special cameras that are used to record different activities taking place on the junctions. They transmit video data to the street servers and from street servers data is directly transferred to the main server for storage and analysis.

Computer systems:

• Street server: computers that will be fixed on our junk stations, and will have special software for plate number recognition and for controlling the monitoring and surveillance camera systems and LED screen systems.

These are special Outdoor wide screens which display traffic lights, and signals by using special software and are used to control traffic movement on road junctions.

This is new technology to be applied in Lusaka which can provide a proper traffic control solution due to its capability of effectively controlling traffic and at the same time provide road users information concerning traffic conditions.

Directs the vehicles to move and also shows the driving speed of vehicles and the direction to be taken

Information screen in Red light time: Directs the vehicles to stop and at the same time showing information concerning traffic conditions, road mappings and information to other road users using other modes of transport..

MONITORING CENTER

The control and monitoring system allows full evaluation of the traffic situation in the city of Lusaka. It provides comprehensive information of the current situation which support decision making by managerial entities.

The monitoring center ensures the security of the system operation, generation, distribution and availability of information.

GATHERING STATISTICS OF TRAFFIC

The traffic management system does not only recognize numbers and tracks traffic violations, but also collects statistics of traffic, the software automatically detects and counts:

• The average flow velocity

• The average flux density

• The number of cars drive through the lines

TRAFFIC MANAGEMENT SYSTEM

The proposed traffic management system will improve the flow of traffic and improve safety, using real time traffic data captured by using CCTV cameras mounted at control points.

The system checks in automatic mode all vehicles passing through the check point against the Traffic Safety Department’s databases or against the third party databases: (“databases of “wanted cars”, tax officials,) etc.

Upon matching of a license plate number (LPN) of a vehicle which passed the check point, a KLAD Traffic operator to gather with the Police, TRA receives a notification containing accurate time, place and movement direction of the wanted vehicle.

Webcams will be fixed at certain strategic points with good perspectives of the Roads that are being managed.The Webcams will provide the following services to users:

●Live stream of road activity to assist drivers

●Live stream of special locations that promote the city

●Panorama Image taken from good perspectives showing the beauty of Dar es Salaam and hence encourage urban tourism.

The Safe city project will arrange 24 hours patrol and surveillance of public roads by traffic police using customized vehicles that are specifically designed and fixed with monitoring equipment that will be able to receive data and notifications from the monitoring center concerning vehicles or activities that need police attention.
