SPEAKER BIOGRAPHY
Mr. Seymour is entering his 46th year in Civil Engineering, Land Planning, Land Surveying, and Land Development and his 37th year as a professional land surveyor, holding licenses of regis-tration in Kansas since RLS-1978, Colorado since PLS-1979, and California since LLS-1991.
He has surveyed in Kansas, Nebraska, Missouri, Oklahoma, Colorado, Wyoming, Utah, Arizo-na, Alaska, and California. He has prepared in excess of 11,000 legal descriptions, performed 2,000 full Sectionalized-Land-Boundary-Surveys in multiple states, and has supervised and prepared over 3,000 ALTA/ACSM Land Title Surveys in his career. Mr. Seymour has been an Expert Witness in Boundary Disputes in both Colorado and California. He currently develops his own seminars with Professional Land Consultants, Inc., a company he has owned since 1984.

CLSA Sacramento Chapter proudly announces our dinner program for the August 7, 2014 dinner meeting.
Our speaker will be, Jay Kay Seymour, RLS, PLS, LLS, who is our current state secretary. His presentation will be on CLSA-Past-Present-Future-Come Share the Vision!
Having been on the state executive Committee since 2009, he will bring his experiences and exposure at the state level to our meeting. He will take some of the mystery out of the organization and explain how CLSA works, and how we as chapters can contribute to the state organization, and grow our local chapters in the process!
He will reflect on the history of CLSA, focusing on the vision of the Original-31 and bring us to the pre-sent! He will explain the function, goals, and aspirations of the organization, and will take some of the mys-tery out of the BOARD. Highlights will include:
the value of CLSA to its members (Why Join)
the programs and opportunities available to the members (Saving Money)
how to grow the local chapter (increase membership)
What is on the horizon for CLSA for 2013 and beyond? (Where are we going)

As July winds to a close, the Sacramento CLSA Chapter Officers are scrambling to fill our
roster with members who are both a state member as well as a member of our local
Chapter. If you have not paid your state dues yet, please do so immediately, and be sure
to get your Sacramento Chapter membership form mailed in to PO Box 162846, CA 95816
-2846, or scan and email the form to [email protected].
Of particular importance to the Chapter are the Professional Land Surveyors. The number
of PLS members determines the number of Directors our Chapter sends to the quarterly
Board of Directors meetings. This directly relates to our ability to represent your interests
with CLSA, and through CLSA, both state and local governments. Also, your membership
in CLSA increases our organizations bargaining power as we negotiate for membership in
the National Society of Professional Surveyors (NSPS) as an included member benefit for
all CLSA members. CLSA’s membership in NSPS gives us a seat at the national table.
I hope you attend the August 7th Chapter meeting, and the Sacramento Chapter Golf
Tournament the following evening, August 8th. Our speaker is CLSA President-Elect Jay
Seymour. He will be talking to us about the present and future of CLSA, and possibly a
briefing on the meeting he is scheduled to attend the morning of August 7th here in
Sacramento with other professional societies.
Changes are happening in the industry. I recently read in the Wall Street Journal the news
of a major acquisition. Los Angeles
based AECom is in the process of
purchasing San Francisco based URS
Corporation to the tune of approximately
$4 Billion. How that will affect staff is
unknown at this time. I hope the best
for the good people of URS.

to support the GPS
III Network Communications Element (NCE) for space vehicles seven and eight (SV 07-08).
This commitment fills out that aspect of the current Lockheed Martin bevy of eight bought by
the U.S. Air Force.
Many if not all components of the GPS III constellation beyond the Initial Eight have been
called into question recently, with the U.S. Senate, the Air Force, and Lockheed itself keeping
open minds about alternatives.
General Dynamics’ NCE components provide the communications functions for the GPS III
satellites, including the ground-to-space command and control channel, the space-to-space
inter-satellite channel and the command and telemetry communications channels within each
satellite. General Dynamics is now under contract with Lockheed Martin for GPS III SV 01-08.
Delivery of the NCE components for SV03 and SV04 are scheduled for this summer.
Compared to prior GPS vehicles, the Air Force’s GPS III satellites will deliver three times
better accuracy, provide up to eight times more powerful anti-jamming capabilities and
include enhancements that extend spacecraft life 25 percent further. GPS III-series satellites
also will carry a new civil signal designed to be interoperable with other international global
navigation satellite systems, enhancing civilian-user connectivity.
The majority of the work under contract will be performed at the General Dynamics Advanced
Information Systems facilities in Scottsdale, Arizona, and Bloomington, Minnesota.

I’ve heard that change is the only constant in life. Just this month I’ve changed
jobs and office locations, returning to work in the Caltrans Headquarters Office of Land Surveys (OLS) here in Sacramento as the Chief of Surveys Coordination.
Although I miss the talented staff and exciting projects I had in Oakland, it is great to be back working to improve on statewide issues with the dedicated staff
of the OLS. So far I am finding the 10 mile commute between home and office much easier to handle than my 92 mile preferred route to the bay area.
I hope to see you at the next Chapter meeting!
