At last the right platform

The Andhra Pradesh Legislative Assembly has a long history of making path-breaking legislations. The legislations which had been done in this augusthouse during the last 55 years were later followed by other states in the

country. In order to continue this tradition, and to strengthening this democraticinstitution, I feel there should be a permanent mechanism to update the honorarymembers on latest legislative procedures and laws.

There are many opportunities for the university-educated members toimprove their knowledge of house functions.However, I know that there are few opportunitiesavailable for those who have not had the opportuni-ty to undertake higher education. Therefore, I feelthat it is my moral responsibility to provide themembers with full- fledged information on the legis-lature procedures and acts.

I sincerely feel that this objective can beachieved by running a magazine exclusively forMLAs and MLCs. This is an effort to provide themembers with a holistic knowledge of all-roundactivities of the legislative bodies the world over.

Without any party affiliations, the magazinewill provide detailed and impartial information. Itwill act as a platform to explore opportunities forpolicymakers and to exchange ideas on the mostpressing issues concerning the state.

I hope the magazine will help improve the quality and effectiveness of theAndhra Pradesh state legislature. It is an endeavour to promote policy innovationsand enhance communication among state legislatures. I can say it will ensurestate legislatures a strong, cohesive voice in the democratic system.

With this broad aim, I wish to bring out this magazine, and I request all thelegislators to make use of it wisely and make this magazine a platform to interactwith fellow legislators / parliamentarians, academicians and ultimately with peo-ple, and strengthen our great democratic tradition.

Editor’s Note :

A handbook for LegislatorsAfter the latest changes witnessed in the

Arab world and the ongoing movement “occupy

wall-street” in the USA, the democratic institu-

tions elsewhere are also undergoing rapid

changes.

In this background, it is necessary that

members of the legislative bodies have thorough

knowledge of the functioning of law-making

institutions in the country and also the world

over.

We see today that more and more new

faces are entering the corridors of the legislative

assemblies. Given the democratic nature of our

system, we have persons from remote villages,

who are not even well educated, getting elected.

Apparently, they may not be much familiar with

the House procedures and laws. In view of this,

we hereby provide off hand information to the

honorary members through this bilingual mag-

azine, which will be above any political affilia-

tions. It will contain purely the business proce-

dures of the House and various issues involving

in making acts, etc. No political or government

activities will find any mention in the magazine.

We intend to give news and developments

of other legislative bodies as also updates on

House procedures, laws, rights and duties of

people’s representatives, calendars, process of

bills, facilities and security, issues pertaining to

Centre – state relations, business ethics, etc.

Old Assembly Building

This imposing edifice, completed in1913, was the Town Hall in the OldHyderabad State. The citizens ofHyderabad raised money to build it tomark the 40th birthday of NizamMahboob Ali Khan in 1905. This whitegem of Hyderabad's architectural splen-dour was designed by specially-com-missioned architects, who travelledthrough Rajasthan after the Nizamreturned tremendously impressed bythe beautiful palaces there. This blendof Rajasthani and Persian architecturewas the home of the 295 seat AndhraPradesh Legislative Assembly. Newbuildings have been added to accommo-date the Legislative Offices of Ministersand Political Parties.

New Assembly Building

The New Assembly Building ofAndhra Pradesh, adjacent to the OldAssembly Building, is located in apalace surrounded by thick vegetation.The architecture adopted for the exteri-or elevation to the new building is thesame as that of the Old Building,leaving no scope for differentiationbetween the two buildings.

The idea to have a newbuilding to house the

Legislative Assemblywas conceived by Dr.

the then Chief Minister of AndhraPradesh, who laid the foundation stoneon 19th March, 1980. Later it was com-pleted under the inspiring and dynamicregime of the then Speaker Sri G.Narayana Rao. It was inaugurated bythe then Prime Minister of India SriRajiv Gandhi on 3rd August, 1985.

Gandhi Statue

A 22-Feet tall bronze Statue ofMahatma Gandhi, in a posture of medi-tation, was erected in the AssemblyPremises. It is billed as the biggest inthe country. Though the actual size ofthe statue is the same as its replica inthe Parliament premises, the statue heris taller because of its 6-foot pedestal.

The words My Life is My Messageare inscribed on the pedestal of theStatue. Water fountains have been con-structed on the approach road. AboutRs. 55 lakhs have been spent for theinstallation of the statue.

The Statue was unveiled by HisExcellence, the Governor of AndhraPradesh, Dr. C. Rangarajan on15th August, 1998 i.e., 51st

Independence Day, with thehope of inspiring the people,

particularly the legisla-tors, to follow the pathshown by theMahatma.
