The Central Bank of Egypt (CBE) (link here) has reportedly shuttered more
foreign currency exchange bureaus to reach 23, from under 20 at the beginning
of the week. Meanwhile, the USD-EGP rate reaches 12.80-13.00 in the parallel
market on slower demand on USD amidst talks with the International Monetary
Fund (IMF) for a USD12bn three-year loan.

The Ministry of Trade and Industry is negotiating with the Ministry of Finance to
ease the currently-allowed 7% variance from the official Central Bank (CBE)
exchange rate for tax collection. The currently-allowed variance may not be
tenable in the current circumstances, especially amidst a large exchange rate gap
between the official and the parallel markets, Minister of Trade and Industry
Tarek Qabil said.

The new measures requiring the registration of factories that export to Egypt add
uncertainty for foreign investors, which will make it harder for Egyptian
companies to sell to the European market, and lacks transparency, the European
Union ambassador to Egypt said, asserting that this isn't the way to solve the
foreign currency shortage. The next step would mean going to the World Trade
Organization's (link here) dispute panel, which is a long, heavy and
complicated process, he said. The EU hopes that the government will cancel such
unnecessary barrier to trade, he stated. The new measures, allowing the
government to limit imports through selective registration in the aim of saving
foreign currency, were issued in December 2015 and applied in March 2016. The
Egyptian Minister of Trade and Industry Tarek Qabil responded by stating that
Egypt will not turn on the export registry and other import restrictions imposed
this year, and that they are acceptable under international trade agreements. The
registry is mostly populated by European factories anyway, minister added.

Egypt expects to receive the first USD500mn tranche of the USD1.5bn loan from
Saudi Arabia soon, the Minister of International Cooperation said. The loan
agreement, which was approved by the parliament last month but awaiting legal
opinion of the State Council, aims to develop the Sinai Peninsula. A Saudi
delegation will visit Egypt next week to finalise the first tranche of the loan and
will visit Sinai to see on-ground developments, the Minister added.

Government-owned NI Capital (link here) will advise on plans to float shares of
state-owned companies in the domestic and int’l stock market, Investment
Minister Dalia Khorshid said. The programme aims to expand the ownership base
in public companies to improve transparency and strengthen corporate
governance, bringing USD10bn over the next three years, the Minister added. NI
Capital will engage in a three-month planning stage during which they will partner
with local investment banks to set up a preliminary list of companies that could
be listed, and then set timelines and strategy.

Parliament gave the final approval to the Civil Service Act and has referred the
legislation to the Council of State for legislative and constitutional revisions,
Parliament Speaker said. Two controversial articles of the law were approved.
Article 38 states that government employees – who are evaluated as ‘highly
efficient’ over two years- are entitled to receive a 5% financial incentive out of
their basic salaries, instead of a 2.5%, over two years and that they cannot get
this incentive more than one time in three years. The number of employees who
can receive this incentive should not exceed 10% of the total number of state
employees in one year. Article 37 states that salaries of state and government
employees be raised 7% annually, higher than the 5% initially proposed in
January and lower than the 10% or more proposed by some MPs to combat
inflation.

The Value-added tax (VAT) rate has been set at 14%, below an average global
rate of 15-18%, and compared to a previously reported flat rate of 10%,
according to the Minister of Finance Amr El-Garhy. The government expects to
raise tax revenues by around EGP25-30bn upon the implementation of the new
tax, the Minister stated. The VAT may lead to price inflation ranging between
0.5% for low-income brackets and up to 2.3% for the higher brackets, the
Minister said, refuting reports on fuel price hikes and additional tax on cars.
Minister also reiterated that the new tax would replace the currently applied sales
tax, and that production direct and indirect inputs will be deducted from the new

tax bill. Prices of cigarettes and tobacco are being discussed with companies to
reach a compromise, he added.

The Cabinet confirmed, in an official statement, that fuel would not witness any
price hikes, and that the new Value-Added Tax (VAT) bill, which has yet to be

Ministry of Finance listed 52 commodities and services that will be exempt from
the VAT, including crude oil, natural gas, and butane.

has set new conditions for international operators who may be interested in
acquiring the 4G licence in Egypt if one of the local operators backed off from

conditions is payment of the full licence cost in USD. Zain Kuwait, Saudi Telecom
Company (STC) and China Telecom had previously announced their interest in
entering the Egyptian market as a fifth player.

The President has approved the Ministry of Housing’s suggestion regarding the
allocation of 6,000 residential units to a rental scheme, to cater for the housing
needs of the less fortunate families. On a separate note, phases one and two of
the government’s social housing programme is underway, as scheduled. 256,000
units are planned under phase 1, of which 76,000 are completed and 180,000
additional units are to be completed before end of year. For phase 2, 275,000
units are set to be completed by mid-2017, to bring the total number of units to
531,000, which the President, at his meeting with the Housing Minister, had
ordered to increase to 600,000 units.

The French shipping conglomerate CMA CGM announced that it will charge
shipping, loading and unloading fees at Egypt’s ports in USD as it fails to source
FX from Egyptian banks, according to the head of the importers division of the
Cairo chamber of commerce Ahmed Sheeha. The decision will raise shipping costs
on importers by 20-25% given the parallel market conditions, he added.
Meanwhile, the company operates eight key maritime routes connecting Egypt
and Europe, leading to panic among importers that other major shipping lines will
follow suit.
