A Saanich woman is call-ing foul after three of her chickens were killed and two others injured in a vicious dog attack near Bea-ver Lake Park.

Shauna Payton was at work when the June 20 incident occurred, but her mother, Sharon Ross, and a neighbour witnessed the horrible scene.

“The (dog owner) didn’t leave any information, so I have no idea who they are,” Payton said.

Ross said two women were walking the off-leash dog when it suddenly broke through two fences and made for the chickens. Pay-ton takes in fowl from other homes and has several rare breeds, including an endan-gered Red Dorking, only one of three Payton knows in Western Canada.

“He was attacked ... and he’s in so much pain he can barely walk,” she said.

The dog walkers bor-rowed a leash from Pay-ton’s neighbour to control their pet, but didn’t speak to anyone when they returned

it days later.“They just left the leash

by her front door; they didn’t knock or anything,” Payton said.

Now Payton wants an apology from the dog’s owner, as well as some compensation for the loss of her fowl and the medical expenses she racked up for the injured pets.

“My main concern is these people realizing they’ve done some pretty serious damage and need to take responsibility for it,” she said.

This also isn’t the first time Payton has had issues with dogs in Beaver Lake Park.

“I ride my horse in that park almost every day, and I have constant problems with dogs not being under control,” she said.

If Anastasia Bird could ask her great-grandfather Leonard Horth one question, it’s this: “How did he climb up those rocks (at Curteis Point)?”

The 11-year-old has spent recent months researching her family his-tory with a special focus on Horth who, along with his father Rufus and brother Brownie, were first responders to the sinking of the SS Iroquois near Sidney on April 10, 1911.

Twenty-one people perished in the disaster, including the original founders of St. Margaret’s School, sisters Edith and Isobel Fenwick.

It turns out the men used ropes and a horse saddle to pull peo-ple up the rocky bluffs near the Horth’s family farm in North Saan-ich. The first person rescued that day was Margaret Barton, princi-pal of St. Maragaret’s.

Bird found out last week she’ll be the first to win the newly cre-ated Lakehill Community Scholar-ship to St. Margaret’s, valued at $22,000 over three years.

The scholarship will carry Bird through Grades 6 (which she starts in September), 7 and 8, at a school she otherwise wouldn’t have been able to attend.

“Anastasia went to a lot of trou-ble to research her background to find out as much as she could about her personal connection to the school, and she embodies the all-round student that we’re looking for,” said Kathy Charleson, director of admissions at St. Mar-garet’s.

Until Bird won the scholarship,

there was no certainty that she would attend SMS.

Jennifer Paterson, Anastasia’s mother, initially had reservations about her daughter’s desire to attend the private school.

“Ana was only 10, so I didn’t expect her to understand what it would take. Her marks weren’t strong enough and I also told her I wouldn’t be able to afford it.”

But Bird persevered to be a better student at Millstream ele-mentary, became a leader for Girl Guides and Sparks, and upped her commitment to basketball and swimming.

It paid off, but there was still the matter of the tuition.

“Ana was serious so we approached the school and they explained the different scholar-

ships available, including Lakehill. So we looked up the history of St. Margaret’s and saw that the (Fenwicks) died when the Iroquois sank. After a while it hit me, my grandfather (Horth) had a story of saving people from the Iroquois.”

It was game on then, as they visited The Sidney Museum and Archives. The museum didn’t reveal much about Horth, but led

them to the major breakthrough they needed, the book The Sinking of the Iroquois: Fact and Fiction, by Joan Neudecker of Deep Cove.

“Right away I remembered (Neudecker), she was a teacher and I knew her when I grew up in Deep Cove,” Paterson said.

Turns out Neudecker had spent several hours with Horth before he passed away to conduct part of her research.

“Leonard and his brother Brownie, and a lot of young men from the area were instrumental in rescuing some of the passengers,” Neudecker said.

“Leonard was always known as Loe (pronounced low). He was quite elderly when I took him around the North Saanich district and he told me about every piece of land, who had farmed it, how many kids were there, the whole history. There wasn’t a great num-ber of families around back then, only farms and farmhouses.”

When Bird and Paterson vis-ited, Bird was reluctant to talk, Neudecker said, but it was clear she’d done a lot of research.

“Ana needed to tie it up, and obviously she did a good job.”

St. Margaret’s also awarded the Centennial Scholarship to Olivia Burbee, who enters Grade 10 in the fall.

Burbee’s success in academics, leadership, service and extracur-ricular involvement have won her full tuition until graduation.

Saanich is in need of dozens of volunteers for its youth summer camp programs.

Volunteers generally need to be 16 years of age and experience is helpful for many of the activities, such as skateboarding or swimming, as many of the day camps include a pool visit, though experience is not always necessary.

Commitments are usually one week at a time, throughout the summer, depending on the camp.

Art, cooking, dance and floor hockey camps are still in need of assistants, among others.

Owners, managers and staff members with the Island’s own Quality Foods welcomed invited guests to the un-veiling of their 12th store in the chain Tuesday night in Langford.

A few rules for summerSummer burst into its full glory this week in

Saanich. Time to fire up the barbecue, head to the beach and enjoy the sun.

However, without becoming a total buzz kill, here are a couple of points that seem to need repeating every year.

First: Be careful out there.Our regional beaches and lakes are inviting

on hot summer days as they are potentially deadly. Under tow, large waves and underwater snags, hot sun, can turn fun at the beach into a tragedy. And keep it alcohol free. Water and alcohol simply do not mix. Not only is it unsafe, it’s illegal.

The summer sun is great, but remember it can also can be a killer. Don’t leave your pet in a vehicle for any reason, for any length of time. An open window and a bowl of water won’t help an animal trapped in a hot car.

Remember, too, that the sun we miss so much during the winter rains packs a wicked punch. Recent reports indicate that instances of skin cancer remain high, despite years of warnings. So if you’re going outside, even if the clouds creep in, wear some sunscreen.

Second: Be respectful.The simple rule – pack it in, pack it out – seems

lost on far too many people. Enjoy that early morning coffee by the lake, but don’t leave the empty cup on the bench for someone else to dispose of.

Gathering up all the garbage and leaving it in a green garbage bag by the roadside is a nice thought.

And speaking of which: if it’s your dog, what’s left behind is your responsibility. Greater Victoria has some spectacular parks and walking trails; they’re not made better studded by dog feces.

Saanich is a great place to be in the summertime. A couple of simple rules can make it even better.

YOUR VIEW

Just some clarifications regarding Tom Fletcher’s column, Life after the Tsilhqot’in decision (B.C. Views, July 2).

1. Federal and provincial authority may vary with the strength of an aboriginal title claim, as Fletcher contends, in the sense that the obligation to consult and accommodate is proportional to the strength of the claim.

But this is not so once aboriginal title has been proved in court (as the Tsilhqot’in have done).

Once such title is established it is no longer a matter of a “claim” and the aboriginal owners must consent to any development proposal respecting their land – unless the government supporting such a development meets the stringent constitutional test for limiting aboriginal rights and title in the absence of consent.

2. A finding of aboriginal title does not necessarily “lock in” communal ownership.

Just as treaty First Nations may agree to convert land to fee simple title, aboriginal title holders may agree to surrender land to the federal Crown on the condition that it be re-conveyed to them for the purpose of conversion to fee simple.

I suspect that obtaining such agreement is no easier in the former scenario that the latter, but it may be.

3. The Tsilhqot’in had a long history of keeping others out, and were the only First Nation that was hostile even to the fur trade.

But they did not fight a war in the 1860s to defend their territory from a “wave of gold seekers.” They expelled everyone.

In 1864, after being threatened by the foreman of a crew building a wagon road through their territory – he had warned darkly of bringing back the small pox that had killed at least one third of their population two years earlier – they killed nearly all the crew and then killed or expelled all white settlers from their territory.

Once again, a writer to you misinterprets King Canute’s demonstration at the tide’s edge.

His intent was to demonstrate to fawning courtiers that he could not stop the tide. In that, he succeeded very well. Unfortunately, modern generations have misunderstood the moral Canute intended for his subjects.

Free tennis lessons offered to Saanich youth in need

Watching the Royal family and Hollywood celebrities rub shoulders at Wimbledon last weekend could incline some people to think tennis is an elitist sport, but Sy Silverberg wants to change that.

Silverberg, a retired physician, recently established the Society for Kids at Tennis, a non-profit group partnering with Saanich Neighbourhood Place to provide free tennis lessons to kids and teens who otherwise couldn’t afford lessons.

“This was just an idea eight months ago, and now we’re fully operational. It’s my first

venture into the not-for-profit arena and I’ve been so amazed by how accommodating everybody is,” said Silverberg, who retired to the Island from Ontario six years ago.

Similar programs held at Vic West Community Centre and Quadra Village Community Centre are showing strong turnout, but kids haven’t been showing up for the Saanich lessons in the same way, Silverberg said.

“I think it’s just a matter of getting the word out,” he said.

The volunteer instructors are mostly retired tennis players, and Silverberg recently completed his Tennis Canada certified instructor course in Nanaimo.

“I’m 72 and I think I’m the oldest student they’ve had,” he said.

Silverberg is looking for more volunteers with tennis experience as the program expands. He’s also arranged a

training session for interested volunteers with PISE CEO Robert Bettauer on July 19 at Cedar Hill Rec Centre.

“My wife and I wanted to do something to give back other than by sending a cheque,” Silverberg said.

Tennis BC, a provincial division of Tennis Canada, and the South Island Tennis Association have been supportive of Silversberg’s venture, while the TLC Fund for Kids and Victoria Real Estate Board are financial supporters.

Society for Kids at Tennis holds free lessons on Wednesdays at Hampton Park tennis courts. Classes for kids aged eight to 12 take place at 4 p.m. on Wednesdays, while a teen program (ages 13 to 18) starts at 6 p.m. No registration is required.

Saanich Fusion FC teams won big at the A and B Cup provincial soccer championships this past weekend with five medals including three gold.

The Fusion U14 girls team lost to Port Moody 1-0 in the A Cup final, settling for silver, while the Fusion U16 girls fell to fourth after a 2-1 loss in extra time to Burnaby.

Saanich Fusion won B.C. championships in B Cup play, as the Fusion Girls U16 Gold beat Chilliwack 1-0 in that final, the Fusion Boys U17 Gold squeaked past Penticton 3-2 in a shoot-out, and the Fusion Boys U13 Gold team beat North Vancouver 3-1.

The Fusion Boys U18 Gold defeated Surrey 2-1 for bronze.

The provincials took place in Burnaby and Richmond, July 3 to 6.

Turf Burn to raisefunds for Fusion

Saanich Fusion Soccer club is holding its sixth annual Turf Burn seven-a-side adult co-ed soccer tournament July 25 to 27 at the lower fields of Juan De Fuca Recreation Centre.

Turf Burn is held annually in support of upgrading facilities and programming for soc-cer players of all ages in the Greater Victoria.

Since inception, the event has raised nearly $50,000 to subsidize youth soccer fees, as well as the addition of player benches at Lochside Park. The co-ed round robin tournament also includes a beer garden, silent auction and beer garden. Register online at turfburn.ca.

Edgy Lexus looker enters crowded crossover marketWhere has the modern station wagon gone? Nowhere, it’s just called some-thing else–a crossover or small SUV. The traditional family station wagon has been replaced with taller, more practical SUVs that provide similar interior space but add functionality, like a power rear lift gate, all wheel drive (AWD) and better outward visibility. Automakers have taken notice and, with a few exceptions, have abandoned the traditional station wagon and produced a small SUV instead. This market has exploded in popularity to the point that it is the fasted growing segment in the market today.This is a tough battle-ground but Lexus hopes its track record of building high quality products will attract a new buyer to the NX.Looks“Bam, look at me. No, look at me,” screams this new NX. The edgy design will turns heads and gar-ner attention but I have come to realize two things about the car business. First, when a design is rather edgy, it can date quickly. The second is that the initial “bam, look at me” wears off, and the product just becomes part of the vehicular landscape, losing the initial pop. If you squint your eyes, just a bit, you can see the Toyota RAV4, the vehicle the NX is based on. The “spindle” grille that has now migrated across the Lexus family is very prominent, especially the F-Sport version of the NX. The F-Sport is the upscale, sportier model that Lexus hopes will attract the same youthful buyers that have moved into the Lexus IS compact car. The base

NX 200t doesn’t have as large a front grille but the side accent lines, swept front windshield and defined rear lights all make a statement. Other than the bigger grille, the F-Sport model also gets larger wheels, a sportier suspen-sion and LED headlamps on both low and high beam where the base model gets LED lamps only in the low setting.InsideThe exterior might be an acquired taste but the inside is a refined and practical

place to spend time. The same “spindle” motif is carried into the centre console, with aluminum accents pieces that frame the high-mounted centre stack. The shifter and computer controller are placed to perfection making it easy for the driver to interact with the NX without having to look down. The base con-troller is a rotary knob, similar to Audi’s MMI system, the optional Remote Touch system has a track pad that lets the driver scroll and press the pad, the same

way we all use a laptop touch pad. Above the controller is a 7-inch screen that displays the information and is positioned well, helping to keep the attention on the road ahead. The inside of the cabin might not look that invit-ing because of the sweeping roofline but in practice, it really is a comfortable 5-seat vehicle with standard 8-way power and heated front seats. The rear seats sit higher off the floor for good outward visibility and the headliner has been scooped out to help maximize the interior space. Cargo is on par with others in this class and a power litigate is optional.

DriveThe worldwide launch of the NX was held right here in B.C., driving between ultra modern Vancouver and the rustic resort of Whistler. International guests were exposed to the two sides of the NX, the polished city vehicle and the weekend getaway SUV. Powering around the mountain resort, I got my first shot at the all-new 2.0L direct in-ject turbocharged 4-cylinder that Lexus will use in a number of its vehicles. With 235hp and 258 lb.-ft. of torque this new power plant does a good job once the NX 200t is in motion; it is get-ting away from a stop that could use a bit more snap. AWD is standard across the lineup but the system is designed to run in front wheel drive as much as possible to help save fuel. Lexus has made no bones about its target; it sees the Audi Q5 as the benchmark in this class. Audi has been at the small turbocharged game a lot longer and it shows, plus the handling of the NX isn’t sharp at all. In fact, all the passen-gers inside the base model test vehicle noticed the top-heavy body roll.VerdictWhat Lexus (Toyota) has been up to over the past ten-plus years is

producing hybrid cars in numbers nobody else can touch. This new NX is also available as a hybrid, but don’t expect any kind of show-stopping performance. Rated at just 194hp, the heavier NX 300h hybrid might be outclassed by just-as-thrifty diesel options in the market. The price of the NX 200T has not been set but if you look at the Audi Q5 as a target, expect the price to start at roughly $41,000 when it goes on sale at the end of 2014. Fuel economy has also not been set but with a direct injection turbo-charged 4-cylinder under the hood, this new Lexus should be better on fuel than the larger RX350 equipped with a V6 engine. As the small SUV market continues to grow, and this new NX certainly is one of the most eye-catching to come along in a while.

Island student tops trades vid competitionA hands-on ability, whatever the skill, is a talent that tends to go unrecog-nized and too often, it is under-appre-ciated, even by those who possess the talent. That’s why I was delighted to be asked again to participate as a judge (one of five) in the annual “Show Us Your Skills” competition organized by Discover Skills BC for high school students. Students create a short video about a trade or skill that they are interested in pursuing. Prizes for the top three videos are presented to both the student and the high school that they attend.The high level of expertise that some of these kids already possess was remarkable and the video entries this year were outstanding. First prize this year went to Connor Shaw, a student at Traditional Learning Academy in Nanaimo. He was taught to weld by his uncle and at age twelve he fabricated a flat deck for a truck he was given. More recently he added a hydraulic lift system that gives the flat deck a dump feature. Shaw loves welding and plans to pursue a career in a related trade. Shaw will get an Apple MacBook Air and his high school will receive $2,000.The second prize winner was Albert Leung, of Richmond, who an iPad Air 16GB and $1,000 for his school.

Bernice Chung, of Vancouver, came third and gets an iPad Mini and $500 for her school.Trades can offer a rewarding and ful-filling career path with a higher than average wage level and a solid future. The trades sector in B.C. is expected to face an overall labour shortage by 2016 that will deepen in the following years, according to WorkBC Trades Occupations Outlook (2010-2020) report (workbc.ca).A goal of this video competition is to encourage more B.C. students to simply consider a trade as a rewarding

career alternative and entice more teachers and high schools to include trades as a career option in the classroom. In the auto service industry, the highly regarded Ford ASSET technician training program is a good example. Locally, apprentices spend four months at BCIT and four months in a B.C. Ford dealership (mainly in the service sector) on a rotational basis. They can also choose to specialize in a specific area, such as auto electronics, and get additional upgrade certification courses through Ford training.Most apprentice programs are four years and on-the-job training is on-going, especially in the auto industry. Changes in new technology are rapidly transforming trades, as well as other occupations. Looking even further ahead, our growing and evolv-ing job market will require skilled, capable people who can adapt to new challenges and new technologies. Discover Skills BC is an initiative, funded by the B.C. government, to help provide easy access for secondary students to opportunities in trades and technology training. When it comes to water safety, summer is the most dangerous time of the year.

More than 500 Canadians drown every year, many of them children and teenage males. Bruce Andrew, Victo-ria-based manager of com-munity development for the Canadian Red Cross, said that number is high, espe-cially when many of the fatali-ties are preventable.

“Children can drown in inches of water. That is one of the dangers they don’t under-stand that can happen,” he said. “It only takes one mis-take and it could be your last mistake. People aren’t taking the risk around water seri-ously enough.”

A recent report by the Cana-dian Red Cross documenting 20 years of data between 1991 and 2010 showed 20 per cent of drowning fatalities are children between age one and four unexpectedly falling around water. With children, Andrew said, the key to water

safety is parental supervision and life jackets.

“One of the main issues is people are not wearing life jackets or Personal Floatation Devices (PFD). Many lives can be saved, yet people still aren’t doing that. (Also) 80 to 90 per cent of drownings on boats happen when people are not wearing one.”

A sense of fun in the water lets people’s guard down, Andrew said. Because of that, many don’t heed posted warnings or acknowledge the potential dangers around water, either for themselves or family members.

Regardless of one’s ability to swim, many risk factors

can take that ability away.“In cold water, it doesn’t

matter how good a swimmer you are, hypothermia sets in in four to five minutes and you don’t have the ability to swim. The water can be a dangerous place,” he said.

“It is a fine line. Water is such a unique environment. You can have so much fun in water and you don’t want to discourage (the public) from using that, but they need to understand when they need to be safe and understand the dangers there.”

He encourages people to go out on the water and enjoy themselves.

At the same time, he advises to be especially care-ful of fun and sun masking potentially dangerous situa-tions. Those can include acci-dental slips or falls, an issue exacerbated by water making surfaces more slippery than normal.

“There are so many pre-ventable drownings,” he said. “You have to treat the water with respect, because it can be a dangerous situation.”

Sometimes when my kids were preschoolers, I tossed aside the Lego, the 100-piece puzzles, the games of “let’s pretend I’m a cute fluffy kitty and you, Momma, are a ferocious, two-headed alien,” and found something really useful to play with my daughters.

By then they were curly-headed blondes with will power and endless energy. I created two games, one for periods of exhaustion, the other to coincide with rare bursts of energy.

“Let’s play naturopathic physician,” I’d suggest, giving a modern spin to the old favourite as I eyed the couch and pictured myself prone.

Then I’d plop down on its cushiony surface and attempt to doze off while the girls used a mixture of shamanism, medieval doctoring equipment and ancient crystal-stone-wood techniques to cure me of whatever ailment (usually death) had overtaken me on this day. They opened my mouth to check my heart. They placed a badminton racket on my face. They used lotion (after I removed the jar of vapour rub) to coat my feet.

Often they’d chant little healing

verses while I slipped off into another world, only to emerge refreshed and to find my now-

bored physicians happily arguing about whose turn it was to be the princess and who must be the dreaded prince.

However, as good as this game was in theory, it didn’t always weave its intended path; there were dangers, such as the “healing the hair” activity. In this process, a razor-edged club, disguised as a brush, was banged

into the scalp and ripped down the length of the hair. From the carnage emerged several thoroughly knotted shapes called “braids” by the physicians-turned-hair-stylists.

Once, as I relaxed into the couch and let my eyes get a little heavy, I was jolted awake by a burning pain in my arm. Four big, innocent eyes stared at me. “You needed a shot, Momma.” I also endured teeth cleaning, suffocation and nasty comments about stubble growing on my calves.

I drummed-up the second activity in one of those curious moments when I felt inspired to clean the fridge and vacuum the beams. I adopted a French accent, called myself Marie, and explained that I was the royal maid of the royal

princesses here to clean the royal palace. I actually had some success at cleaning the house before I was diverted into preparing royal snacks, de-fleaing the royal hound and mopping up a royal food mess.

Toys and games aside, I loved watching the pure and sweet imagination that went into child play. Most often, the girls would flitter in and about me as I washed dishes and prepared endless snacks, and caught only sparks of conversation. But once in awhile, I’d hear them chattering in the back seat of the car, like the time I picked up one of Sierra’s friends for a playtime. They immediately launched into their latest game.

“Let’s pretend we’re princesses with horses.” / “A black horse and a white horse.” / “All the horses in the world.” / “And a unicorn.” / “All the unicorns in the world!” / “And we didn’t have any parents.” / “Just sisters.” / “All the sisters in the world!”

Later, as I watched the two create a wonderland of very deliberately placed books and blankets and dolls, I suggested that perhaps I should play with the Barbies while they put away the groceries.

The young visitor fixed me with a stern look.

“We are the children. You are the adult,” she said. “We get to play and you have to clean the house.”

A It’s a work in progress, but what I’m learning is about putting it on the calendar and treating it like I would a busi-ness meeting or a commitment with my kids. And my hus-band is highly supportive of me when I do find that time.

Q What is your idea of a great family getaway?

A When we manage a beach getaway it’s always loads of fun. We’ve done it locally and taken a flight together (to San Diego). Anywhere where it’s the five of us and our senses are getting stimulated and we get exhausted from the fun of the experience. That leads to a good night’s sleep.

Q What is your favourite family activity to share together?

A We have a bit of a routine on Sunday morning or one of the weekend days where we cook breakfast together. Dad’s on the stove, we’re all participating and dancing and relaxed with no other interruptions and the kids are up there mixing, tasting and helping dad.

Colwood property comes alive again with young campersYouth learn how to make positive social change

Inspiring children and teens to do something more to pre-serve the environment and act on their outdoor passion is what FUN camps are all about.

FUN, a well-crafted acronym for Friends Uniting for Nature, has been offering environ-mental summer day camps for young people aged six to 16 since 2008 in Victoria and Vancouver. The success of the non-profit society’s camps led them this year to expand to the West Shore, on a Colwood site that has a rich history of connecting kids with the out-doors.

Coast Collective on Heath-erbell Road, now a central part of the arts community on the West Shore, has partnered with FUN to offer a pristine location where campers can learn about their surround-ings and experience activities

that have little to do with elec-tronics.

“We’re definitely not your average summer camp at all,” says Maia Green, execu-tive director and founder of the Friends Uniting for Nature Society. “Kids are inspired to take action. The camp is focused on environmental leadership.”

Summer camps ran at the Havenwood estate, anchored by the historic Pendray House which now houses the Coast Collective’s gallery and programs, between 1977 and 2001.

Shannon Carmen, a Metchosin resident who now works with Coast Collective, remembers fondly the sum-mer days she spent at the for-mer Pacific Centre for Family Services day camp between 1994 and 2000.

“We learned to sail and canoe on Esquimalt Lagoon,” she says. “You were doing archery and tree climbing – that was something you did for an hour.”

Being around the area she played in as a child and teen allows her to relive a part of those experiences every day.

“When I think of it, and working at Coast Collective now, there was something that was so magical about that place.”

Carmen, now 32, likes the idea that children are now back and learning valuable lessons while playing.

“We weren’t talking about saving the environment, we just absorbed it by osmosis,” she says.

As part of the summer pro-grams, which see all ages engage in activities together, campers are encouraged to follow their heart and create their own “passion project.”

“It gets them thinking about what do they really love and what would they like to do to make the world better,” Green says.

Past projects have ranged from a boy designing a book sharing program for his school to a girl creating a fun-draiser project for wolf con-servation.

One Grade 5 student at Crystal View elementary in Langford planned out and started an Eco Club at her school.

“Right away they had over

30 kids coming to every meet-ing,” Green says. “They did art projects on their favourite ani-mals, made bird feeders, used outdoors as a learning place. The nice part is the school has committed to keep it going.”

At a summer’s end gala, campers particularly excited about their projects can pitch them to a panel of judges, with the potential to win a FUN Champs Social Change Award. Winners receive seed money to follow up on their dream and are assigned a mentor for a year.

Last year, 10 Champs were funded in each of Victoria and Vancouver.

FUN also prides itself on the fact its day camps are acces-sible to low-income, disadvan-taged and at-risk children and youth through their scholar-ship program, which enables one third of all campers to attend free of charge.

A 13-bed youth mental health treatment facility is undergoing major renovations to add two more beds for urgent care.

Safety and security upgrades to Ledger House, located in Saanich’s Queenswood neighbourhood, will be taking place until January 2015. The work includes putting in capacity for four beds in the facility’s Special Care Unit, which treats kids and teens who require urgent service or short-term stabilization for conditions like active mania, sui-cidal attempts and psychosis.

The current Special Care Unit has two beds, with a third internal bed for youth admitted to other Ledger units who require short-term cri-sis stabilization, said Sarah Plank, Island Health spokesperson.

The two additional beds won’t be filled upon

completion unless additional funding is secured to operate them, Plank said.

“[The beds] can be available based on organiza-tion and community priorities and human and fis-cal resources in the future,” she said.

Farmers Construction was awarded the work, while Topline Construction is completing a concur-rent two-month roofing project at Ledger House.

“We are maintaining full operations during both construction projects, mindful of strict safety con-siderations,” Plank said.

Ledger House is for kids aged six to 16 who require hospitalized psychiatric care as a result of mental health issues such as trauma, anxiety, complex ADHD or depression.

Ledger serves all of Vancouver Island. Most patients are voluntarily admitted, with the recom-mendation of a doctor, and the average stay is about a month.

Saanich manager joins provincial engineer council

Saanich’s street operations manager, David Sparanese, has been appointed to the Applied

Science Technologists and Technicians of B.C. council for 2014 and 2015.

The eighth largest professional organization in B.C., based in Surrey, includes over 10,000 engineers, technicians and specialists, and is the certifying body for technology practitioners.

Sparanese attended Camosun College and

worked at the City of Victoria before moving to Saanich 11 years ago.

Of the estimated 9,000 secondary suites across the District of Saanich, less than 100 of those are legal suites. But those numbers should be taken with a grain of salt, as demand for suites remains strong from students, young professionals and others who need affordable housing in a suburban market.

“Most of my buyers are looking for suites,” said Meyer, a real estate agent with RE/MAX Camosun. “If people want a legal suite, you’re either moving to Langford or downtown Victoria.”

Meyer said nine out of 10 of his buyers don’t actually care if a suite is legal, because

“we all know most of those suites aren’t legal.”

Following a lengthy consultation process, Saanich council legalized secondary suites south of McKenzie in June 2010.

In the nearly four years since, only 98 homeowners have received a permit for a legal suite.

Now, Saanich is considering allowing homeowners to

legalize secondary suites in most neighbourhoods north of McKenzie Avenue as well.

Meyer said the move is a positive one, but new buyers should still ensure any unauthorized suites contain at least two exits, have a sizeable window in the bedrooms and

have proper fire alarm wiring throughout the residence.

“The advantage to having an authorized suite is you don’t need to fear being shut down, because for a lot of homeowners, they need that rental income to pay their mortgage,” Meyer said.

Meyer said buyers from outside the

region tend to be most concerned with legal suites, as they don’t want to run into any problems upon moving to Saanich.

Regardless, suites can help generate income to cover mortgage payments and allow first-time buyers a bigger slice of the real estate pie.
