The subject of my report this month is litter.

During the summer holidays we are happy to welcome increasing visitornumbers but this can create additional litter problems at the Districtsattractions which include the treats on offer at the Newington Barn andElham Valley Line Trust. Thankfully the visitors to these two attractions doseem to respect them and in the main dispose of their litter responsibilityplus the local volunteers play their part in keeping things tidy.Notwithstanding this it is important to remind visitors to play their part sothe District Council has relaunched its musically based anti litter campaign.

Don't be a litterbug - Pick me up beforeyou go goResidents and visitors to the Folkestone and Hythe area are beingencouraged to take their rubbish home by an anti-litter campaign launchedby the district council this week. A parody of the 1980's Wham! classicheads the campaign which has been revived once again after having a

successful impact last summer.The fun and catchy take on 'Wakeme up before you go go" aims topersuade people to put their litterin a bin or take it home afterthey've visited the district'sbeaches and parks.

Children from a local performingarts group, NEON, star in a musicvideo of the re-worded 'Pick me

up before you go go'.

"If you love our beautiful district then support this message and share it withyour friends. The more people who are aware, the greater the opportunityfor this to make a real impact - and result in less litter."

"Our message is simple - please put your litter in a bin or take it home. Justmake sure you 'pick it up before you go go!'"

Another area of concern is fly tipping in the area and we are remindingresidents of the dangers of paying unregistered and unscrupulous tradersto take away their rubbish.

Most of the time waste iscollected in bins or residentspersonally take their own wasteto the local tip. However,sometimes people offer to takewaste away on a resident's behalfonly to fly tip the rubbish later.

Everybody has a duty to ensuretheir waste ends up in the right

place. Residents that don't take reasonable steps to achieve this will beguilty of a 'Duty of Care' offence. This applies to any waste produced athome including household refuse, garden waste or bulkier waste, such asmattresses or white goods.

To check your rubbish is being disposed of correctly you should ask thefollowing questions: 1. Name and vehicle details 2. Where they aretaking your waste 3. Do they have an Upper Tier Waste Carriers'License

Anyone collecting waste from another person must have a license and youmust ask to see a copy of their license before instructing them to do thejob. You can call the Environment Agency on 08708 506506 to request aninstant waste carrier validation check, or check the public register online at:brokers. If they turn out not to be registered then please report them to theauthorities.

I was pleased to award £500 from my Ward budget to the Friends of StNicholas Church to help towards their wall repairs. There is still a long wayto go but every little helps.

Thank you to those of you who sent me letters in support of mynomination of the Elham Valley Line Trust for a Queen’s Award forVolunteering. I’d be grateful for further support from individuals andorganisations about the positive impact this group has had onNewington parish.

Are we ready for Brexit in Kent? Well if not, it won’t be for lack ofeffort. Plans were put in place for the anticipated date of 31 Marchand have now been updated for 31 October. Over £30m has beenspent on improvements to the road network and there have beendetailed plans agreed with Kent Police and other partners to copewith varying degrees of traffic problems. As ever we are hoping forthe best but planning for the worst and there will be a paper of Brexitpreparedness going to our County Council meeting on 12September (papers available a week in advance on our website).

As I write, we know that Chancellor of the Exchequer, Sajid Javidhas announced an extra £2.1 billion is to be made available for no-deal Brexit preparation across the UK. Within this figure, theChancellor is setting aside £344 million to help get new border andcustoms operations ready. This includes:

* An extra 500 border force officers, meaning up to 1,000 moreofficers this year.

* Boosting capacity to process UK passport applications this year,helping avoid delays.

* Doubling the support made available for customs agents to trainnew staff or invest in better IT so businesses can get the supportthey need to complete customs declarations.

* Improving transport infrastructure around ports and additionalfunding for ‘Operation Brock’ to manage traffic disruption in Kent.

* Enhancing support available on government helplines.

In welcoming this extra funding, KCC Leader Paul Carter said, ‘Wedon’t yet know whether we are going to have an acrimonious or anamicable split from Europe, but we simply must be prepared for alleventualities. Our preparedness for the March 31 EU Exit was pretty

good from a transport perspective – working with the Department forTransport, Kent Police and other partners in preparing for delays atthe ports of Folkestone and Dover. However, there were severalsignificant unresolved issues back in March, and questions that wereunanswered. These were mainly around how the customs clearanceand paperwork system will operate and work.’ KCC will continue toraise this issue until we are satisfied it is fully resolved."

Brexit is not the only matter affecting local government and with anew Prime Minister and team in place KCC has been pressing thecase for more funding for infrastructure, care for the elderly, childrenwith Special Educational Needs and Disabilities as well aspreparations for Brexit. There will be a paper on Brexit at our CountyCouncil meeting on 12 September which will be available on ourwebsite a week in advance
