1 INTRODUCTION

HSE communication is an important component of all procedures developed under the Construction HSE Plan (CHP). JGC will implemented the following communication programs during the Construction Phase of the Dolphin Project:

• HSE Committee Meeting.

• Pre-Construction Meeting.

• Toolbox Talk/Meeting.

• Ad-Hoc HSE Meeting.

2 PURPOSE & OBJECTIVE

HSE communication is used to disseminate important information and instruction to the workforce for the following purpose:

• Maintain awareness

• Expand knowledge

• Motivate behaviors and work safety culture

• Encourage participation

The objectives of this HSE Communication Procedure is to:

• Keep workforce abreast of current HSE legislations, regulations and requirements.

• Prevent incident/accident through dissemination of safe operating procedures, work method statements and hazard and risk analysis reports.

• Instill safety cultures through organizing and participating in meetings, talks and incentive/promotional programs.

• Improve overall project HSE standards through monitoring and analyzing of incident/accident data, safe operating procedures and training requirements.

3 ROLES & RESPONSIBILITIES

3.1 JGC Site Manager

• Provide resources to allow effective implementation of this HSE Communication Procedure.

• Delegate JGC employees to participate in all communication programs established.

• Chair Monthly Site Management HSE Committee Meeting.

• Monitor compliance and participation in this HSE Communication Procedure.

• Inform Subcontractors of HSE Requirements through Pre-Construction Meeting or Ad-Hoc Meeting.

3.2 JGC Site HSE Manager

• Keep an update of all current HSE legislation, regulations, requirements and any other HSE related information and inform the workforce through the HSE Communication programs.

• Delegate Safety Officers, Environmental Coordinator and HSE Supervisors to participate in all HSE Communication programs established.

• Monitor participation of the workforce in this HSE Communication Procedure.

• Chair Weekly Subcontractor HSE Committee Meeting.

3.3 JGC Construction Manager

• Notify Subcontractors and the workforce on the requirements of this HSE Communication Procedure.

• Chair Weekly/Daily Construction HSE Committee Meeting, Pre-Construction Meeting and Ad-Hoc Meeting.

• Delegate Construction Superintendents and Supervisors to participate in Pre-Construction Meeting, Ad-Hoc Meeting and Toolbox Meeting.

• Monitor compliance and participation from JGC and Subcontractor employees in this HSE Communication Procedure.

• Organize Ad-Hoc Meetings for all new, non-routine and critical construction activities.

3.4 JGC Site HSE Team (Environmental Coordinator, Safety Officers & HSE Supervisors)

• Participate in all HSE Communication Programs assigned by JGC Site HSE Manager.

• Provide HSE related information such as updated HSE legislations, regulations, requirements, procedures and other HSE related information such sensitive period where rare and endangered species would mate, spawn and incubate to the workforce.

• Evaluate understanding of workforce attending Toolbox Talk/Meeting.

• Monitor compliance and participation from Subcontractor employees in the HSE Communication Program assigned.

3.5 Site Supervisors (JGC and Subcontractors)

The HSE compliance and adherence by the workforce lies directly under the responsibility of the Site Supervisors. Site Supervisors are responsible for instilling HSE awareness into his workforce. The specific responsibilities of the Site Supervisor will include but not limited to the following:

• Conduct Daily Toolbox Talk/Meetings to the workforce.

• Participate in Weekly Subcontractor HSE Committee Meetings and Ad-Hoc Meetings.

• Perform Ad-Hoc Meetings with workforce for new, non-routine and critical construction activities.

• Evaluate understanding of workforce attending Toolbox Talk/Meeting and Ad-Hoc Meetings.

• Monitor compliance and participation from the workforce in Toolbox Talk/Meeting and Ad-Hoc Meetings.

3.6 Workers (Subcontractors)

• Participate in Toolbox Meeting, Ad-Hoc Meetings for new, non-routine and critical construction activities and any other meetings as required by JGC Site HSE Team.

• Report any unsafe conditioning, act or need for the improvement of safe operating procedure to the Supervisor conducting Toolbox Talk/Meeting.

• Clarify any matters relating to HSE during Toolbox Talk/Meeting.

• Understand, observe and adherer to all information and instruction shared during Toolbox Talk/Meeting.

4 HSE COMMUNICATION PROGRAMS

4.1 Pre-Construction Meeting

Pre-construction meeting is the first contact made between Dolphin, JGC and the designated Subcontractor.

Prior to the commencement of work by a newly appointed Subcontractor in the Dolphin Project, JGC Construction Manager will arrange for a meeting.

Participants of this Pre-construction meeting will include the following personnel:

Dolphin JGC Subcontractor

Construction Manager Construction Manager Site Manager

HSE Manager Construction Superintendent Construction Manager

Environmental Specialist HSE Manager Construction Superintendent

Environmental Coordinator HSE Manager/Officer/Supervisor

The main purpose of this meeting will include the following:

• Inform the designated Subcontractors of the following:

- Current and applicable HSE Legislation and Regulations of the State of Qatar, Supreme Council of the Environment and Natural Reserves (SCENR) and Ras Laffan Industrial City (RLC).

- Current and applicable HSE Requirements of Dolphin.

- Current and applicable HSE Requirements of JGC.

• Study of Work Method Statement and Hazard & Risk Analysis (HAZID).

• Review of construction plants and equipment intended for used on the project prior mobilization to ensure compliance and condition. This will include verification of the following:

- Test certificates (e.g. cranes, piling rig, wire ropes, chain/lever blocks, pressure vessels, etc.).

- Maintenance certificates.

• Review of key project personnel, their qualification and experience. This will include verification of the following:

- Operator’s/Driver’s certificate or license.

- Competent person’s certificate (e.g. scaffold supervisor, lifting supervisor, rigger, first aider, safety officer/supervisor, etc.)

• Review of health, safety and environmental provision. This will include a detail study on the following:

- First aid boxes or station.

- Emergency facilities (e.g. fire extinguishers, fire blankets and etc.)

- Welfare area (e.g. rest shelters, eating facilities, accommodation facilities, etc.).

- Hygiene area (e.g. toilets, wash area, waste disposal and collection facilities and etc.).

JGC will provide an overview of the CHP to the workforce of all Dolphin, JGC and Subcontractors employees during the HSE Induction Program prior to access or within their first two (2) weeks after arrival, but before commencing work.

4.2 HSE Committee Meeting

HSE Committees Meeting will be organized into 3 levels to effectively manage all activities throughout the duration of the construction phase. A organization chart of the 3 levels are shown in Appendix 1.

Level 1, Monthly Site Management HSE Committee Meeting

JGC Site Manager will chair this HSE Safety Committee and JGC Site HSE Manager will resume as the committee secretary.

The organization of the HSE Committee will be as such:

Secretary - JGC Site HSE Manager

Members - Dolphin Employer Representative

- Dolphin HSE Representative

- JGC Construction Manager

- JGC HSE Staff

- Subcontractors Project Manager

Invitation to participate in this meeting will be extended to Dolphin Construction / HSE representatives.

Appendix 6 provides a typical Field HSE Committee Organization Chart.

4.2.1 Roles and Responsibility

The HSE Safety Committee has the responsibility to ensure construction activities are effectively managed throughout the duration of the Construction Phase in order to achieve the Project HSE Targets and Goals (e.g. KPIs).

The specific responsibilities of the HSE Safety Committee will include:

• Analyze injury and accident record and statistics and report and make recommendation to mitigate recurrence.

• Perform site physical inspection and analyze inspection and non-conformance report and make recommendation to mitigation non-conformances.

• Monitor performance standards achievement against HSE Targets and Goals.

• Organize regular HSE promotional events and activities to motivate and instill HSE consciousness into the workforce.

• Organize regular HSE training programs to educate and keep workforce abreast of current hazards and HSE awareness

• Review major and critical activities and coordinate necessary measures among parties involved to eradicate hazard presence.

4.2.2 HSE Meeting and Inspection Schedule

HSE Committee will meet in accordance with the following schedule:

• Monthly - Project Management HSE Committee (Level 1).

• Weekly/Daily - Site HSE Committee (Level 2).

• Ad-Hoc - Site HSE Committee (Level 3).

HSE inspections by Committees will be performed in the morning with the meeting in the afternoon.

Level 2 and 3 meetings and inspections will be held on the same day of the week and at the same time. No further notification will be required for these levels of meetings and inspections.

Level 1 meetings and inspections will be notified to the members by JGC Site HSE Manager or his designate in advance of such meetings / inspection.

The inspection will cover the following areas:

• Construction area within the fenced up area.

• Construction area outside the fenced up area.

• Office Building, Accommodation Camp and Temporary Facilities Area.

• Laydown Area.

Inspection by HSE Committees, including joint quarterly, monthly & weekly inspections between JGC and Dolphin Site Representatives is discussed in detail in Section 6.1 of the HSE Audit & Inspection Procedure (Doc. Ref. No.: S-000-1654-102) under the heading, “Planned General Inspection”.

4.2.3 HSE Training

All members of the 3 levels of HSE Committees will attend HSE trainings on the following procedures:

• HSE Communication Procedure

• HSE Incident/Accident Investigation & Reporting Procedure

• Hazard Identification and Risk Analysis Procedure

All HSE Committees will, from time to time, analyze and make recommendation to reinforce the existing HSE Training Program (Doc. Ref. No.: S-000-1654-105) to further enhance and strengthen the skills and knowledge of the workforce in incident/accident prevention.

4.2.4 HSE Promotion

The Monthly Site Management HSE Committee will organize HSE promotional activities and reward program in accordance with the guidelines established in the HSE Promotion & Incentives Procedure (Doc. Ref. No.: S-000-1654-107) throughout the duration of the construction phase.

HSE promotional activities and reward programs will include, but not limited to:

• Safe Driving Award Scheme.

• No Loss Time Award Scheme at 1, 5, 10, 20 million man-hours worked and so on.

• Most HSE Conscious Staff, Subcontractor, Subcontractor’s Supervisor, Foreman and Worker.

4.2.5 Notification

As mentioned in Section 4.2.2, only Level 1 HSE Committee will be notified of its meeting and inspection at least 3 days in advance. Such notification will contain as a minimum the following information:

• Date and Time of Inspection & Meeting.

• Location where Meeting will be held.

• Meeting point for Inspection and Area of Inspection.

• Meeting Agenda.

• Inspection Subject.

• Last Meeting minutes and Inspection report(s).

• Other matters to be discussed.

4.3 Toolbox Talk/Meeting

Toolbox talks and "Stand-up" meetings are absolutely essential on all construction projects. If properly conducted and on a regular basis, it shall effectively disseminate all necessary HSE aspect related to the construction activities to all craft workers and thus increases their safety awareness during the performance of their task.

4.3.1 Roles & Responsibilities

JGC Site HSE Manager will be responsible in ensuring Toolbox Talk/Meetings are effectively and systematically conducted to the workforce on a daily basis.

JGC Site HSE Manager will designate each and every of his Site HSE Team members to participate, observe and provide vital information and instruction to the workforce. Site HSE Team members is also required to assess the effectiveness of such toolbox talk/meeting.

All Supervisors, JGC and Subcontractors, will be held accountable for training and educating their workforces through daily Toolbox Talk/Meeting.

All workers are required to report to their Supervisor-in-charge at the beginning of each shift prior to commencement of work on the site.

4.3.2 Conducting a Toolbox Talk/Meeting

Supervisor-in-charge holds the responsibility in conducting and ensuring full participation of his workforce in the Toolbox Talk/Meeting. He is responsible to ensure the message delivered during the toolbox talk/meeting not only get across to the workforce, he is to ensure the workforce understood the message delivered through random questioning of the workforce.

JGC Site HSE Manager will, through consultation with Dolphin and discussion with the respective Subcontractors, determine the actual meeting time and duration. Toolbox Talk/Meeting will be conducted in accordance with the following guideline:

• Toolbox talk/meeting will be held daily prior to the commencement of each shift work.

• Each toolbox talk/meeting session will not extend more than 10 minutes. _____

• Each meeting will be documented, listing the attendees, topics covered and signed by the person conducting the meeting.

• Both JGC and Subcontractors HSE Officers or HSE Supervisors will keep and file all meeting reports for audit purpose.

• At the end of each toolbox talk/meeting, the JGC participating employee (Supervisor or HSE Officer/Supervisor) will complete the toolbox meeting report daily.

• The report will list the subject discussed, suggestions offered, remarks from the Foreman and his signature. All attendees will be listed along with their badge number or names or whichever is easier.

• Toolbox talk shall be conducted in a language understood by the majority workforce. Interpreters shall be appointed to assist in conveying the necessary information to the workforce.

• All toolbox meetings shall be recorded with the topics discussed, names of attendees and name of person conducting the toolbox meeting. When necessary, the name of the interpreters shall also be recorded. Details will be submitted to JGC Site HSE Manager on the monthly safety report.

JGC Site HSE Manager will appoint an impartial observer (JGC HSE Team) who will complete the toolbox meeting report. He will assess the meeting base on the following three categories:

• Coverage of material;

• Conductor; and

• Quality.

The toolbox meeting report will be kept and filed by the respective Subcontractor’s HSE personnel for audit and inspection purposed.

4.3.3 Toolbox Talk/Meeting Topic

Topics including specific work hazards and its anticipated preventive measures shall be discussed and disseminated to all craft workers.

Topics discussed shall be in accordance with the nature of their work and it’s current construction activities.

Topics for toolbox talk shall include but not limited to the following:

• Safe operating procedures discussed in the Construction HSE Plan (Doc. Ref. No.: S-000-1654-001) and Construction Safe Operating Procedure (Doc. Ref. No.: S-000-1654-114)

• Changes to HSE legislations, regulations & requirements

• Hazard and risk assessment report identified from new, non-routine & critical task

• Work instructions and method of construction from new, non-routine & critical task method statement

• Hazards in the use of hazardous material or substance in accordance with manufacturer’s MSDS.

4.4 Ad-Hoc HSE Meeting

Ad-Hoc HSE meeting may be called for the following purposes:

• Change in construction methodology.

• Hazard identification and risk assessment on major, non-routine and critical hazardous construction activities.

• Irregular/poor safety performance of an individual, a working group or a specific Subcontractor.

• Analysis into the root cause of an incident/accident and the determination of its mitigation and prevention measures.

Ad-hoc meetings will be formally conducted and all matters discussed will be documented, filed and disseminated to all relevant parties including Dolphin.

The objectives of such ad-hoc meetings are:

• Minimize changes in construction methodology that may impact on the health and safety of the workforce and the value environmental component.

• Disseminate critical information to all relevant parties including the workforce in preventing an incident/accident.

• Identify hazard and risk underlying in new, non-routine and major hazardous construction activities.

5 MONITORING AND IMPROVEMENT

5.1 Audit

Audits, as discussed in HSE Audit & Inspection Procedure (Doc. Ref. No.: S-000-1654-102) will be executed in accordance with the planned schedule to ensure HSE Communication Procedure complies with Dolphin HSE Requirements and JCG CHP.

5.2 Performance Monitoring (KPIs)

In meeting the Key Performance Index (KPIs) for HSE Communication agreed between Dolphin and JGC; JGC Site HSE Manager will monitor the performance in accordance with the following and report such to Dolphin on a monthly basis:

• 100% of the meeting schedules planned in accordance with this HSE Communication Procedure is executed.

• 100% of attendance in all meetings planned in accordance with this HSE Communication Procedure.

• 100% attendance from line management in meeting planned in accordance with this HSE

6 DOCUMENTATION

All meetings minutes will be kept and filed by JGC Site HSE Team for a period of not less than 3 years. This will include the following minutes:

• Monthly Site Management HSE Committee Meeting.

• Weekly/Daily Construction HSE Committee Meeting.

• Weekly Subcontractor HSE Committee Meeting.

• Pre-construction Meeting.

• Ad-Hoc Meeting.

• Toolbox Talk/Meeting.
