1.  Structure a basic proposal for EDI

2.  Encourage bridges between possible partners

3.  Define their role, possible contribution and potential gain

4.  Invite required partners to participate

5.  Define and sign collaboration agreements

6.  Present the project to various institutions in the Netherlands (RVO) and

in Colombia (Ministries and local governments)
