Inconjunctionwiththederegulationofthegasandelectricutilityindustries,Mr.Feingoldhasassistedutilitieswiththeevaluationanddevelopmentofnewenergy‐relatedproductsandservices.Theseassignmentstypicallyincludeanassessmentofcompetitorsandthestrategicopportunitiesandthreatsposedbyfuturemarketconditions,anassessmentofcustomerneeds,developmentofhigh‐levelproductandservicestrategies,developmentofprototypeproductsandservices,anevaluationoftheirexpectedfinancialperformance,preparationofmarketrolloutstrategiesandaspecificationofthecorporateinfrastructurerequirementsassociatedwiththeirmarketrollout.

Onbehalfofanunregulatedenergymarketingaffiliate,Mr.FeingolddirectedaprojecttoassesstheclaimsmadebytheU.S.DepartmentofJusticethatthemarketingaffiliateviolatedantitrustlaws.Specifically,theclaimsfocusedontheimpactthatthecompany’sformationhadoncompetitionrelatedtosecondarycapacityrightsoninterstatenaturalgaspipelinesandwhethertherewasanyattempttomonopolizethatcapacity.
WithinthebroadercontextoftheNorthAmericangascommodityandpipelinetransportationmarkets,adetailedmarketpowerassessmentwasconductedthatevaluatedthepipelinecapacityheldbythemarketerrelativetothecapacityheldbyothercompetingshippersonthepipeline.Basedonhisanalysis,itwasconcludedthattheenergymarketerwasnotinapositiontoexerciseanylevelofmarketpowerunderanyeconomicorlegalstandard.
OnbehalfofamajorNewEnglandcombinationutility,Mr.Feingolddirectedaprojecttoconductacompetitiveassessmentofvariousunbundledservices,includingcustomerbilling,callcenteroperations,meterservices,meterreading,streetlighting,anddistributionservice(bothgasandelectricfunctions).Theworkconsistedofthefollowingactivities:
Identifytheservicesprovidedbygasandelectricdistributioncompanies;

ForaSoutherngasutility,Mr.Feingoldperformedastrategicandoperationalassessmentofitsmarketing,pricingandgassupplyoperations,aswellasemergingopportunitiesinthenaturalgasandelectricpowermarketingindustries.
Mr.FeingoldparticipatedinaprojectforaMidwesterngasutilitytodevelopcomprehensiveintegratedleast‐costplansforfilingbeforeitsstateregulatorycommission.Thisprojectdealtwithallaspectsofintegratedresourceplanning,includinggassupply‐sideplanningandstrategies,DSMprogramscreening,developmentandimplementation,evaluationofcostrecoverymechanisms,supply‐anddemand‐sideintegrationactivities,andregulatorypresentationandacceptance.OthergasutilitiesforwhichsimilarserviceswereprovidedincludeaMidwesterngasutility,aSoutherngasutilityandanEasterngasutility.
Mergers, Acquisition, and Corporate Restructuring
Mr.FeingoldservedastheoverallProjectOfficerforalong‐termassignmentwithDetroitEdisonCompany,MichiganConsolidatedGasCompany(MCN)andtheFederalTradeCommission(FTC)inconjunctionwithDetroitEdison’sacquisitionofMCN.Specifically,heservedastheAuditorofa20‐yearEasementAgreement(forgasdistributionassets)betweenMCNandExelonEnergytoimplementacompetitiveremedyrequiredbytheFTC,asapre‐conditionofthemerger,pertainingtothesupplyofnaturalgastoanyelectricdisplacementloadsinthemergedutilityserviceterritories.
Mr.FeingoldservedasProjectManagerinprovidingassistancetoanEasternutilityholdingcorporationduringitsproposedacquisitionofanEasterngasandwaterutility.Hisresponsibilitiesincludedtheidentificationofthepotentialsavingsthatwouldresultfromtheacquisition,thedevelopmentofaninter‐jurisdictionalgascostallocationmethodologyandrelatedassistancedealingwithobtainingthenecessaryregulatoryapprovaloftheacquisition.
OnbehalfofIndianaGasCompany(VectrenEnergy)andCitizensGas&CokeUtility,heprovidedstrategicandlitigationsupportinconjunctionwiththeirformationofanunregulatedgasmerchant/marketingcompany(ProLianceEnergy,LLC).Hisresponsibilitiesincluded:

OnbehalfofaSoutherngasutility,Mr.Feingoldparticipatedintherestructuringofanexistingcorporateorganizationintogasdistribution(intrastate)andgaspipeline(interstate)operatingdivisions.Heassistedintheoperational,regulatory,legal,financial,andaccountinganalysesthatdevelopedfinancial,gassupplyandmarketforecastsnecessarytodeterminetheeffectsofthereorganization.

Gas Supply Planning and Procurement
Mr.Feingoldhasconductednumerousstudiesrelatedtogassupplyprocurementandplanningforlocaldistributioncompaniesandcombinationutilities.Thesestudieshaveanalyzedawiderangeofissues,includingtheavailabilityandcostoffuturesupplies;evaluationofalternategassupplyanddeliverabilityresources;gassupplyplanning,procurementandmanagementprocessesofautility;supplyreliabilityandpeakday/winterseasoncapacitylevels;andtheappropriatenessofacapacityreservemargin.
Additionally,hehasbeeninvolvedingassupplymodelingactivitiesrelatedtoleast‐costplanningandtheevaluationoftransportationprojectalternatives.Mr.Feingoldhasprovidedtheseservicestovariouslocaldistributioncompanies,includingthreeMidwesterngasutilities,aWesterngasandelectricutility,aSoutherngasutility,aMidwesterngasandelectricutility,anEasterngasandelectricutilityandaMidwesterngasutility.
Mr.Feingoldworkedwithnumerousgasdistributionutilitiestoanalyzeandsupportthroughexperttestimonytheirdesigndaydemandandcapacityrequirementsbeforeutilityregulators.TheseincludedSouthJerseyGasCompany,EquitableGasCompany,DominionPeoplesandDominionEastOhioandPGEnergy.
OnbehalfoftheGasResearchInstitute(GRI),Mr.Feingolddirectedacomprehensivestudytoevaluatethefutureroleofpeak‐shavingingasutilityoperations.Theobjectiveofthestudywasto:
Evaluatetheroleofpeak‐shavingsuppliesinrelationtostorageanddeliverabilitywithinthelargercontextoftheevolvingdemandprofileinthenaturalgasindustry;

Summarizetrendsinutilitydecisionpracticesthatinfluencethevalueofpeak‐shavingsupplies;
Assesstheopportunitytorealizesynergieswithutilitypeak‐shavingandnew‐enduses,suchaspowergenerationandtransportation;
Projectfuturedemandforpeak‐shavingsupplies;and
Isolateanyissuesorbarrierstoincreasingthebenefitofutilizationofpeak‐shavingsuppliesandidentifyanyR&Dopportunities.
Mr.Feingoldhasalsoadvisedelectricutilityclientsontheprocurementofgassupplyandinterstatecapacityresourcesforuseinelectricgeneration,includingNevadaPowerCompanyandanEasterncombinationutility.

Mr.Feingoldledaprojectteamonanassignmentforamajormid‐Atlanticgasutilitytoreviewandanalyzethelostandunaccountedfor(LUF)gaslevelsexperiencedhistoricallyonitsgassystem.Theeffortrequiredtheteamtoreview,analyzeandvalidatethedataandproceduresusedbytheutilitytoreconcileandaccountforthegasreceivedintoitsgassystemandthegasdeliveredtoitscustomers.Bothaccountingandoperationalissueswereconsideredintheproject,andacomprehensivestructuralprocesswasdevelopedformonitoringandevaluatingLUFinternallyonanongoingbasis.
Mr.FeingoldservedasProjectManageronanassignmentforaSoutherngasutilitytoevaluateitsaccountingproceduresandbusinesssystemsfortransportationservice.Inaddition,Mr.FeingoldwasresponsibleforconductingadetailedreviewtoidentifyimprovementsintheCompany’spracticesandmethodsformanaginglostandunaccounted‐forgaslevels.
ForaNortheasterngasutility,Mr.Feingoldperformedacompletefinancialreview,withanalysisandrecommendations,dealingwithfinancialandsalesforecastingmethods,revenueinstabilityproblemsandreturnoninvestment.
