History of Higher Education in the State
Employability: Education, skills Development and Technology1 Bridging Knowledge Gaps:
A brief note that covers the major trends in higher education in your state such as emergence of private colleges, growth of professional education, neglect of any particular faculty areas; any other pertinent information that explains the topography of the State’s higher education sector today and how it effects future plans for the state.
The State of Chhattisgarh, comprising 27 districts with 146 Blocks, was carved out of the State of Madhya Pradesh on 1st November, 2000. The nascent State had 42% of the land covered with forests, rich in bio-diversity and endowed with enormous mineral wealth. With a population of about 2.5 crores, comprising about 32% Schedule Tribes, the State has one of the highest shares of S.T. population, within a State, perhaps next only to the hilly States of the North East. Besides that, it has a sizeable OBC and Schedule Caste population. A fairly low population density provides ample opportunity to make rapid strides. However, with a substantial population living below poverty line, presents a strange paradoxical situation which is being attended to forthwith, like any other welfare State.
At the time of inception, the State inherited 03 State universities with 116 government and 90 private colleges affiliated to them. In a period of one decade the scenario has undergone substantial change with the establishment of 9 more state universities and 6 private universities. The government has also opened 85 more Government colleges, mostly in the tribal blocks and rural areas. Moreover, with a view to giving an impetus to the private sector, permission has been granted to open 119 private colleges. These steps taken by the State has been carried out to provide a platform for increasing the GER, keeping in mind the factors of inclusiveness, equity and Quality. Emphasis on quality education has been given due importance and necessary steps in this direction are being taken. It is one of the few States which has taken the initiative of filling up of all the vacant faculty positions in higher education institutions, while undergoing expansion.
However, in the backdrop of Globalization, there has been a paradigm shift in the trends as well as the bench marks for quality education as per the requirement, in the wake of availability of new technologies etc. This calls for constant maneuverability as well as an urge for adaptability to the changing scenario. This, in turn, requires a special and a whole hearted effort culminating in a concerted action. Under the present dispensation, it is the conventional courses and scheme of evaluation etc., pursued by the University system that rules the roost. This has the obnoxious tendency to increase the number of educated unemployed and under-employed, where as the need of the hour is trained human resources, in tune with the actual requirement, for a sustained economic growth of the State and in turn the Nation as whole.
It is the perception of the State that globalization places a high premium on education & skills because it has intensified competition between companies and countries in products and services, their designs, distribution and cost resulting in developing high quality labour force. The State also endeavors to breakout the low skill, low productivity, low range, low investment trap which requires:

Developing general skills like ability to communicate, capacity for analysing and solving problem related to production, high quality standard of work, proper behavioral attitude and acquiring specific competence in the chosen occupation where ever necessary to face the stiff challenges.
School/College based education and training systems have limited capacity to develop the more specific work-related competencies. Hence work place learning and company training is sine-qua-non. Thus reforming the system by ensuring a strong public-private partnership on education and training is the need of the hour.
Against this back drop, the scenario of Education, Skill Development and Employability both in respect of the Department of Higher Education and Department of Technical Education in the State, without taking into account the prevalent shortages of teaching staff vis a vis the sanctioned posts, almost at every level, for reasons beyond the control of the State, are as under :
There is a mismatch between the abilities developed in Universities and Colleges and the competencies required in work resulting in under education for production work and over education for jobs. Even in Technical Education, more than 70% of the Engineering Graduates are known to be unemployable. To bridge the skill gap, concomitant changes in teaching-learning process is required. Also required is the paradigm shift in the pedagogical style from teacher-centric to student-centric mode of imparting the learning process.
There is no general shortage of human resources in the State. However, there are shortages, in some sectors, required both by the industries and the market in general and also in emerging areas. Private Sector has failed to deliver the goods to circumvent this problem.
♦ Links between Higher Education and the world of work is relatively loose or disjointed.

♦ Changing economic scenario necessitates that Higher Education should continuously adapt to it.

4. Prelude to RUSA:
Signal from the job market is not the determining factor but more often than not, it is the parental and at times societal expectations that determine the course of action, regarding choice of courses et al.
Fast changing technology environment has resulted in higher demand for workers with general skills as compared to (fixed and narrow) vocational skills. This implies that the demand for good Quality General Higher Education is once again on the rise, because of its relevance.
Outdated, outmoded, heavily theoretical curriculum has proved to be the antithesis for meaningful development in Higher Education, in the present context.
The State has already taken up the cudgel of providing higher education facility in respect of access, equity, inclusiveness and quality. It has taken the gauntlet of filling up the vacant faculty positions. Very recently about 600 teachers were appointed on a regular basis in various government colleges. Proposal for filling up another 1000 posts of assistant professors, necessitated due to rapid expansion in higher education, is in the pipe line.
From a mere 116 government colleges, as of 2005, the figure has gone up to 201 in the academic session 2013-14. What is more important, most of these colleges have been opened in the tribal belt of the State, to ensure accessibility and remove regional imbalances. Two State Universities have been established in the tribal predominant areas of Bastar and Sarguja. The State is committed to ensure a policy of providing the facility of higher education for one and all, irrespective of caste, creed, sex and geographical location.
The problem of quality deficiency is an area of major concern that needs to be addressed to, while ensuring growth in higher education. In this regard the State has taken the initiative of imparting teacher training, particularly to the newly recruited teachers so that they can be motivated to deliver the best. The State too has taken initiative in bringing about academic reforms both in the realm of curricula and examinations.
The change in the realm of higher education is clearly discernible. Since its inception, one of its State University viz. Guru Ghasidas Vishwavidyalaya, Bilaspur has been accorded the status of a Central University. A National Law University named after eminent Justice Hidayatullah, who spent his childhood in Chhattisgarh, has been established. A few more institutions of national importance like IIM, AIMS, and NIT are new entries. Efforts are being made to establish an IIT, in the State.

2. All state Universities and almost all the Government Colleges possess adequate land area for future expansion.
5. The State has surplus power and has good economic growth rate.6. The State has been endowed with rich biological and mineral resources.7. Many colleges offer multi-faculty programs both at UG and PG levels.8. HEIs in Chhattisgarh hardly encounter student and teacher unrest.

1. 11 out of 27 total districts of the state are having GER lower than 5. 21districts have GER lower than 10.
2. Institutional Density is less than 5 in 18 Districts. It is less than 1 in 8 Districts.3. The PTR is abysmally low (example, 1:54 in Kabirdham district).
5. Graduates have very less employability.6. The teaching faculty are not capable to cope with 21st Century technologies related to pedagogy.7. Institution-Industry linkages are totally missing.8. MIS is not in place in all most all colleges and universities.9. Poor Computer and Internet coverage10. Research orientation of the teaching faculty at most of the colleges is appallingly small.
SWOT Analysis should bring out the Strengths, Weaknesses, Opportunities and Threats of the respective States. The analysis must be done across the four objectives of access, equity, excellence and governance. The information provided should be quantified/substantiated by evidence wherever possible. It is expected that the broad objectives and the expected results reflected State Perspective Plan will have a strong coherence with the SWOT Analysis

3. 126 Government Colleges (63 %) housed in their own building and for 55 Government Colleges (27 %) buildings are under construction. Budget allocation for construction of building has been made for rest 22 Government Colleges (10 %).4. 9. 44% land of the state is covered with Forest and thus these Districts with tribal dominance are rich in Bio-diversity and therefore immense scope for study and research in Flora and Fauna, Forestry, Herbal Medicine, Anthropology, Tribal Art and Traditions and linguistic diversity.
11. In Government Colleges Girl Students outnumber the Boy Students. Gender Parity Index in Government Colleges is 1.17 (Girls-67802 & Boys-57854 in session 2013-14).12. Durg and Raipur Districts with GER 34.30 and 27.82 respectively are emerging as Education Hub in Chhattisgarh state.Weaknes

4. Inadequate, archaic and poor-quality infrastructure (student support mechanisms, laboratory, library and sports facilities) in the possession of most of the colleges.
11. Deficiency in infrastructure and insufficient number of teachers in Universities and colleges lead to poor quality of higher education. There is not a single A grade accredited university in the state. Only 2 colleges have obtained A grade.

The State plan of RUSA was prepared by the Department of Higher Education Govt. of C.G.. It was presented before the State Higher Education Council (Formed Vide No. 15-49 / 2013 / 38-1 Raipur dated 29 /01/ 2014) and suggestions made by the honourable members were incorporated in the proposal of State RUSA plan.The members of the State Higher Education Council are:
Yes, multiple stakeholders consultation was conducted, which comprised of honourable Vice Chancellors, Principals, Faculty, Acadamic administrators. Industrialists, Alumni. Parameters for preparing the Plan were taken from RUSA guidelines and as advised by the muliple stakeholders. A number of brain storming and interactive sessions were held in participative mode. All the stakeholders were encouraged to express their views. Innovative ideas and feedback of the honourable stakeholders were duly recorded and duly incorporated in the proposal of State RUSA plan.
The suggestions made by the stakeholders in preparation of RUSA state plan were noteworthy. Most of them were of the opinion that a flexible, innovative, academic and research program, easily accessible to a broad range of learners is need of the hour. For this, adequate reserve and provisions is required to establish state of the art A proactive effort for intensive interaction with industries through students’ training, collaborative consultations was suggested by the entrepreneurs and other stakeholders. They also suggested that job-oriented courses including some vocational/skill development programs tailor-made to suit the industrial needs should be taken up by the institutions.
