PART I: Order and Procedure

RULE ONE: Agenda and Business 1.1 The Chair of the committee shall be responsible for setting the agenda and docket for

each meeting. In the absence of the Chair, the Vice Chair shall assume all official duties of the Chair. In the absence of the Vice Chair, the most senior member of the committee shall assume all official duties of the Chair.

1.2 The committee shall reserve the right to table legislation by majority vote, unlock the calendar by majority vote, and wield all other procedural and legislative powers given

to the committee in the Senate Rules and Procedures and the Student Body Statutes. 1.3 In the event of the Chair or Vice Chair being a sponsor of legislation up for debate in

the committee, the Chair or Vice Chair shall temporarily step down from their position and follow the procedure as outlined in Part 1, Rule One, Section 1.1.

1.4 To pass an amendment to the constitution, the amendment must pass by a 2/3rds majority. 1.5 All other procedures related to agenda and business shall be derived from the Senate Rules and Procedures.

RULE TWO: Debate 2.1 For the purposes of debate, the Chair shall preside over all discussions and be

responsible for yielding time to committee members to speak. 2.2 For the purposes of hearing assigned legislation, the Chair shall afford the sponsors 3 minutes for their opening statements. 2.3 Following opening statements, the committee may move to enter either round table discussion or pro-con debate. In the event neither motion is made, the chair may compel a motion to enter round table discussion. 2.4 Following the cessation of round table, pro-con debate, or both, the committee may move to call the question and afford the sponsors of the legislation the time remaining

from their opening for their closing. 2.5 Non-Senators may be eligible to speak, however, a motion must be made to allow a non senator to speak. 2.6 During round table discussion or pro-con debate, Senators who are not members of

the committee may speak without motion. However, the Chair must always recognize committee members seeking recognition before non-committee members, with the exception of the sponsors of the legislation.

2.7 All other procedures related to debate shall be derived from the Senate Rules and Procedures

RULE THREE: Hearings 3.1 A hearing shall be defined as an opportunity for any organization, student, or SGA

entity to speak to the Judiciary Committee to inform the committee on a specific topic or give the opportunity for the committee to ask questions in a formal setting.

3.2 If a hearing is scheduled for the committee, it shall take place following the

completion of all legislative work for that day. 3.3 The Chair shall yield an amount of time to be determined by the committee to the

group testifying before the committee for an opening statement. 3.4 Following the opening statement, each member of the committee shall be given 3 minutes individually to ask questions or make statements. 3.5 When all committee members have been given the opportunity to speak, the group testifying shall have 3 minutes for a closing statement

4.1 Any and all procedures, guidelines, concerns, or rules not addressed in these rules

and procedures may be derived from the senate rules and procedures and Roberts Rules of Order.
