    Rules and Regulations for the Classification of aFloating Offshore Installation at a Fixed Location

    Introduction

    The Rules are published as a complete set, individual Parts are,however, available on request. A comprehensive List of Contentsis placed at the beginning of each Part.

    Numbering and Cross-References

    A decimal notation system has been adopted throughout. Fivesets of digits cover the divisions, i.e. Part, Chapter, Section, sub-Section and paragraph. The textual cross-referencing within thetext is as follows, although the right hand digits may be addedor omitted depending on the degree of precision required: (a) In same Chapter, e.g. see 2.1.3 (i.e. down to paragraph).(b) In same Part but different Chapter, e.g. see Ch 3,2.1 (i.e.

    down to sub-Section).(c) In another Part, e.g. see Pt 2, Ch 1,3 (i.e. down to Section).

    Rules updating

    The Rules are generally published regularly and changed througha system of Notices. Subscribers are forwarded copies of suchNotices when the Rules change.

    Current changes to Rules that appeared in Notices are shownwith a black rule alongside the amended paragraph on the lefthand side. A solid black rule indicates amendments and a dotted black rule indicates corrigenda. A dot-dash line indicateschanges necessitated by International Conventions, Code ofPractice or IACS Unified Requirements.

    Rules programs

    LR has developed calculation software for floating offshoreinstallations. For details of this software please contact LR.

    Direct calculations

    The Rules require direct calculations to be submitted for specific parts of the unit structure or arrangements and these willbe assessed in relation to LRs own direct calculation procedures. They may also be required for units of unusual form,proportion or speed, or for special restricted service and as sup-porting documentation for arrangements or scantlings alterna-tive to those required by the Rules.

    CLASSIFICATION

    The following explanatory note is offered to assist those concerned in the application of these Rules and Regulations.

    Explanatory Note

    Unit classification may be regarded as the development and worldwide implementation of published Rules and Regulations which,in conjunction with proper care and conduct on the part of the Owner and operator, will provide for:

    1. the structural strength of (and where necessary the watertight integrity of) all essential parts of the hull and itsappendages;

    2. the safety and reliability of the propulsion and steering systems; and

    3. the effectiveness of those other features and auxiliary systems which have been built into the unit in order to establishand maintain basic conditions on board whereby appropriate cargoes and personnel can be safely carried whilst the unitis at sea, at anchor, or moored in harbour.

    Lloyd's Register (LR) maintains these provisions by way of the periodical visits by its Surveyors to the unit as defined in theRegulations in order to ascertain that the vessel currently complies with those Rules and Regulations. Should significant defectsbecome apparent or damages be sustained between the relevant visits by the Surveyors, the Owner and operator are required toinform LR without delay. Similarly any modification which would affect Class must receive prior approval by LR.

    A unit is said to be in Class when the Rules and Regulations which pertain to it have, in the opinion of LR, been complied with, orwhen special dispensation from compliance has been granted by LR.

    It should be appreciated that, in general, classification Rules and Regulations do not cover such matters as the unit's floatationalstability, life-saving appliances, pollution prevention arrangements, and structural fire protection, detection and extinctionarrangements where these are covered by the International Convention for the Safety of Life at Sea, 1974, its Protocol of 1978,and the amendments thereto, nor do they protect personnel on board from dangers connected with their own actions ormovement around the unit. This is because the handling of these aspects is the prerogative of the National Authority with whichthe unit is registered. A great many of these authorities, however, delegate such responsibilities to the Classification Societies whothen undertake them in accordance with agreed procedures.

    Section 1

    1.1 Lloyds Register (hereinafter referred to as LR), which is recognized under the laws of the United Kingdom as aCorporation whose business is conducted for the benefit of the community, was founded in 1760. It was established for thepurpose of obtaining for the use of Merchants, Shipowners and Underwriters a faithful and accurate Classification of MerchantShipping and whilst it still continues to fulfil that purpose, it now also:(a) approves design, surveys and reports on: hovercraft; ships which embody features of a novel kind; non-mercantile shipping;

    yachts; amphibious and land and sea and sea bed installations, structures, plant, etc.; machinery, apparatus, materials, compo-nents, equipment, production methods and processes of all kinds; for the purpose of testing their compliance with plans,specifications, Rules, Codes of Practice, etc., or their fitness for particular requirements;

    (b) acts with delegated authority on behalf of numerous governments in respect of Statutory Requirements;(c) provides other technical inspection and advisory services relating to ships and the maritime industry generally and also in

    respect of land and sea-based undertakings.

    Section 2

    2.1 LRs affairs are under the overall direction of the General Committee, which is composed of persons nominated orelected to represent the world community and industry which LR serves.The General Committee (hereinafter referred to as the Committee), which may at its discretion vary the constitution of such representation, is currently composed of:

    The Corporation of Lloyds (five representatives).

    The International Underwriting Association (two representatives).

    The Chamber of Shipping (five representatives).

    The International Maritime Industries Forum (one representative).

    The Greek Shipping Co-operation Committee (one representative).

    Intercargo (one representative).

    Institute of Quality Assurance (one representative).

    Intertanko (one representative).

    The International Group of P&I Clubs (one representative).

    Nominated members of the Committee are elected for a term of service of three years and are eligible for re-election, subject tothe membership age limit and unbroken membership of the nominating body they represent during their period of membership.

    Six members representing P&I Clubs elected by the Committee for a term of service of one year. P&I Club representatives are eligible for re-election, subject to the membership age limit.

    Such persons specially elected by the Committee for a term of service of one year. Specially Elected Members are eligible for re-election, subject to the membership age limit. The number of Specially Elected Members shall be limited not to exceed thebalance of the maximum Committee membership of 85 persons. A specially elected member will automatically relinquish his/hermembership in this category on being elected as a nominated member of the Committee.

    2.2 The Committee is further empowered to elect as Honorary Members of the Committee such persons of distinction andeminence as the Committee shall from time to time think fit.

    2.3 With the exception of honorary members, any member of the Committee shall automatically retire from the Committeeon reaching the age of seventy years, unless special approval for an additional term of service is recommended by the CommitteesNominations Committee and approved by the Committee each year thereafter.

    3.1 The Committee has power to: Appoint a Board and delegate thereto such of its powers as it may determine; Appoint a General Committee Nominations Committee and determine its powers; Appoint a Sub-Committee of Classification and determine its powers and functions; Appoint Committees in any country or area to form a liaison between LR and the local maritime, industrial and commercial

    communities; Appoint Technical Committees and determine their functions, powers and duties.

    3.2 The Committee has exercised its powers and has appointed such committees and Board.

  • 5.2 All nominations are subject to confirmation by the Committee.

    5.3 In addition to the foregoing:(a) Each National or Area Committee may appoint a representative to attend meetings of the Technical Committee.(b) A maximum of five representatives from National Administrations may, with the consent of the Committee, be

    co-opted to serve on the Technical Committee. Such representatives may also be elected as members of the TechnicalCommittee under one of the categories identified in 5.1.

    (c) Further persons may, with the consent of the Committee, be co-opted to serve on the Technical Committee.

    5.4 The function of the Technical Committee is to consider any technical problems connected with LRs business (see 1.1(a))and with the exception of changes necessitated by mandatory implementation of International Conventions, Codes or UnifiedRequirements adopted by the International Association of Classification Societies, any proposed alterations in the existing Rulesand to frame new Rules for classification as deemed necessary.

    5.5 The term of office of the Chairman and of all members of the Technical Committee is five years. Members may serveone additional term of office with the approval of the Committee.

    5.6 In the case of continuous non-attendance of a member, the Committee may withdraw his/her membership.

    5.7 Meetings of the Technical Committee are convened as often and at such times and places as is necessary, but there isto be at least one meeting in each year.

    5.8 Any proposal of the Technical Committee involving any alteration in, or addition to, Rules for classification is referredto the Committee and may be finally approved at the next meeting of the Board if the General Committee so direct.

    5.9 The Technical Committee is empowered to:(a) appoint sub-Committees or panels of the Committee; and(b) co-opt to the Technical Committee, or to its sub-Committees or panels, representatives of any organization or industry or

    private individuals for the purpose of considering any particular problem.

    Section 6

    6.1 The Naval Ship Technical Committee (hereinafter referred to as NSTC) is at present composed of not more than 50 members to include nominees of: The Royal Navy and the UK Ministry of Defence; The Defence Evaluation and Research Agency; UK Shipbuilders, Ship Repairers and Defence Industry; Overseas Governments and Governmental Agencies; Overseas Shipbuilders, Ship Repairers and Defence Industries; Various maritime bodies and institutions, nominated by the NSTC; The Chairman and Chairman of the Sub-Committee of Classification who are ex officio members.

    6.2 All nominations are subject to confirmation by the Committee.

    6.3 All members of the NSTC are to hold security clearance from their National Authority for the equivalent of NATOCONFIDENTIAL. All material is to be handled in accordance with NATO Regulations or, for non-NATO countries, an approvedequivalent. No classified material shall be disclosed to any third party without the consent of the originator.

    6.4 The term of office of the NSTC Chairman and of all members of the NSTC is five years. Members may serve oneadditional term of office with the approval of the Committee. The term of the Chairman may be extended with the approval ofthe General Committee.

    6.5 In the case of continuous non-attendance of a member, the Committee may withdraw that persons membership.

    6.6 The function of the NSTC is to consider technical issues connected with Naval Ship matters and to approve proposals fornew Naval Ship Rules, or amendments to existing Naval Ship Rules.

    6.7 Meetings of the NSTC shall be convened as necessary but there shall be at least one meeting per year.

    6.8 Following approval by the NSTC, details of new Rules (or amendments) will be submitted to the Committee foradoption.

    7.1 The Committee has power to adopt, and publish as deemed necessary, Rules relating to classification and has (in relation thereto) provided the following:(a) Except in the case of a special directive by the Committee, no new Regulation or alteration to any existing Regulation relat-

    ing to character of classification or to class notations is to be applied to existing ships.(b) Except in the case of a special directive by the Committee, or where changes necessitated by mandatory implementation of

    International Conventions, Codes or Unified Requirements adopted by the International Association of Classification Societiesare concerned, no new Rule or alteration in any existing Rule is to be applied compulsorily after the date on which the contractbetween the ship builder and ship owner for construction of the ship has been signed, nor within six months of its adoption.The date of contract for construction of a ship is the date on which the contract to build the ship is signed between theprospective ship owner and the ship builder. This date and the construction number (i.e hull numbers) of all the vesselsincluded in the contract are to be declared to the Committee by the party applying for the assignment of class to a newbuild-ing. The date of contract for construction of a series of sister ships, including specified optional ships for which the optionis ultimately exercised, is the date on which the contract to build the series is signed between the prospective ship owner andthe ship builder. In this section a series of sister ships is a series of ships built to the same approved plans for classificationpurposes, under a single contract for construction. The optional ships will be considered part of the same series of sisterships if the option is exercised not later than 1 year after the contract to build the series was signed. If a contract for construc-tion is later amended to include additional ships or additional options, the date of contract for construction for such shipsis the date on which the amendment to the contract is signed between the prospective ship owner and the ship builder. Theamendment to the contract is to be considered as a new contract. If a contract for construction is amended to change theship type, the date of contract for construction of this modified vessel, or vessels, is the date on which the revised contractor new contract is signed between the Owner, or Owners, and the shipbuilder. Where it is desired to use existing approvedship or machinery plans for a new contract, written application is to be made to the Committee.NOTESister ships may have minor design alterations provided that such alterations do not affect matters related to classification.

    (c) All reports of survey are to be made by Surveyors authorised by LR to survey and report (hereinafter referred as the Surveyors)according to the form prescribed, and submitted for the consideration of the Committee, or its Sub-Committee ofClassification, but the character assigned by the latter is to be subject to confirmation by the Committee or by the Chairmanacting on behalf of the Committee.

    (d) Information contained in the reports of classification and statutory surveys will be made available to the relevant owner,National Administration, Port State Administration, P&I Club, hull underwriter and, if authorized in writing by that owner, toany other person or organization.

    (e) Information relating to the status of classification and statutory surveys and suspensions/withdrawals of class together withany associated conditions of class will be made available as required by applicable legislation or court order.

    (f) Notwithstanding the general duty of confidentiality owed by LR to its clients, LR will participate fully in the IACS Early WarningSystem which requires each IACS member to provide its fellow IACS members with information on serious hull structuraland engineering systems failures, including the name of the ship and its IMO number, to enable such useful information tobe shared and utilised to facilitate the proper working of the IACS Early Warning System (which is aimed at enabling (i) sisteror similar ships to avoid similar problems and (ii) the shipping industry generally to learn from failures and mistakes).

    (g) A Classification Executive consisting of senior members of LRs Classification Department staff shall carry out whatever dutiesthat may be within the function of the Sub-Committee of Classification that the Sub-Committee of Classification assigns to it.

    Section 8

    8.1 No Lloyds Register Group employee is permitted under any circumstances, to accept, directly or indirectly, from anyperson, firm or company, with whom the work of the employee brings the employee into contact, any present, bonus, enter-tainment or honorarium of any sort whatsoever which is of more than nominal value or which might be construed to exceedcustomary courtesy extended in accordance with accepted ethical business standards.

    Section 9

    9.1 The Committee has power to:(a) determine the amounts to be charged for the services provided by LR or for any of its publications;(b) withhold or, if already granted, to suspend or withdraw any class (or to withhold any certificate or report in any other case),

    in the event of non-payment of any fee.

    10.1 In this section:(i) Services means the services provided by LR; and(ii) Contract means the contract for supply of the Services; and(iii) the LR Group includes LR, its affiliates and subsidiaries, and the officers, directors, employees, representatives and agents

    of any of them, individually or collectively.

    10.2 LRs services do not assess compliance with any standard other than the applicable LR Rules, international conventions,and other standards agreed in writing by LR and the Client.

    10.3 In providing Services, information or advice, the LR Group does not warrant the accuracy of any information or advicesupplied. Except as set out herein, the LR Group will not be liable for any loss, damage or expense sustained by any person andcaused by any act, omission, error, negligence or strict liability of any of the LR Group or caused by any inaccuracy in any information or advice given in any way by or on behalf of the LR Group even if held to amount to a breach of warranty.Nevertheless, if the Client uses LR's Services or relies on any information or advice given by or on behalf of the LR Group and as aresult suffers loss, damage or expense that is proved to have been caused by any negligent act, omission or error of the LR Groupor any negligent inaccuracy in information or advice given by or on behalf of the LR Group, then LR will pay compensation to theClient for its proved loss up to but not exceeding the amount of the fee (if any) charged for that particular service, information oradvice.

    10.4 Notwithstanding the previous clause, the LR Group will not be liable for any loss of profit, loss of contract, loss of useror any indirect or consequential loss, damage or expense sustained by any person caused by any act, omission or error or causedby any inaccuracy in any information or advice given in any way by or on behalf of the LR Group even if held to amount to abreach of warranty.

    10.5 LRs omission or failure to carry out or observe any stipulation, condition, or obligation to be performed under theContract will not give rise to any claim against LR or be deemed to be a breach of contract if the failure or omission arises fromcauses beyond LRs reasonable control.

    10.6 Any dispute about the Services or the Contract is subject to the exclusive jurisdiction of the English courts and will begoverned by English law.

    1.1 General

    1.1.1 Steel units referred to in this Chapter are defined in Parts 3, 4 and 8. Machinery referred to in this Chapter is defined in Parts 5 and6.Safety systems, hazardous areas, and fire safety referred to inthis Chapter are defined in Part 7.Drilling and process plant referred to in this Chapter aredefined in Pt 3, Ch 7 and Ch 8.Concrete units referred to in this Chapter are defined in Part9.Materials referred to in this Chapter are defined in Part 2.

    1.1.2 A floating offshore installation operating at a fixedgeographic location and built in accordance with LloydsRegisters (hereinafter referred to as LR) Rules andRegulations or in accordance with requirements equivalentthereto, will be assigned a class on the ClassDirect Livewebsite and will continue to be classed so long as they arefound, upon examination at the prescribed surveys, to bemaintained in accordance with the requirements of the Rules.Classification will be conditional upon compliance with LRsrequirements for materials, structure, machinery, equipmentand other safety considerations.

    1.1.3 The basic LR class notation for the installationwould normally include: Description of the installation, facilities provided

    and field location. Structure and marine systems. Positional mooring system. Propulsion (where applicable)Process facilities are not required to be classed, however, anoptional class notation PPPF (process plant facility) can beassigned at the request of the owner (see 2.4.9). Detaileddesign, procurement, construction, site integration andcommissioning activities regarding topsides facilities aretypically subjected to certification by LR to recognisednational and international codes, or equivalent engineeringstandards. Alternatively, the topsides could be subject toverification to an agreed written scheme. These facilities willbe installed on a vessel with a LR classed hull, marine systemsand mooring system. Certification or verification of thetopsides facilities is the minimum requirement for assignmentof an LR class notation for a complete floating offshoreinstallation. Other optional class notations are also given inSection 2.

    Classification Regulations

    1.1.4 Installations designed and constructed to standardsother than the Rule requirements will be considered forclassification subject to the alternative standards beingconsidered by LR to give an equivalent level of safety to theRule requirements. It is essential that in such cases LR isinformed of the Owners proposals at an early stage in orderthat a basis for acceptance of the standards may be agreed.

    1.1.5 As an option, the Owner may request LR toconsider performance standards determined by riskassessment as the basis for design, construction, andinspection/maintenance. Guidelines for classification of anoffshore installation using risk assessment to determineperformance standards are provided in Part 1A. Definitions ofrisk assessment terms are also given in Part 1A. Performancestandards determined by risk assessment may be accepted byLR as the alternative basis for classification, provided that: LR approval is obtained at all key stages detailed in Part

    1A; and LR verifies that all elements which are critical to the

    safety and integrity of the installation meet their requiredperformance standards, as outlined in Part 1A.

    Where a Formal Safety Assessment or Safety Case is preparedas a requirement of a National Administration or of theOwner, the Owner may request LR to consider the results as abasis for determining the performance standards to be usedfor classification. In such cases, the Formal Safety Assessmentor Safety Case will be reviewed by LR to confirm that itconsiders all hazards to the safety and integrity of theinstallation which are relevant to classification. The Guidelinesin Part 1A will then apply.

    1.1.6 The Committee, in addition to requiringcompliance with LRs Rules, or other agreed performancestandards, may require to be satisfied that units are suitablefor geographical or other limits or conditions of the servicecontemplated.

    1.1.7 Although the specified design environmentalcriteria on which classification is based is the responsibility ofthe Owner, assessment of an installations suitability forservice at a particular offshore location will be undertakenand agreed by LR.

    1.1.8 Loading conditions and any other preparationsrequired to permit a unit (whether self-propelled or not) witha class notation specifying some service limitation toundertake a sea-going voyage, either from port of buildingto an offshore location or from one location to another, areto be in accordance with arrangements agreed by LR prior tothe voyage.

    1.1.9 Any damage, defect, breakdown or grounding,which could invalidate the conditions for which class hasbeen assigned, is to be reported to LR without delay.

    1.1.10 The Owner is solely responsible for the operation ofthe unit. The Rules are framed on the understanding that theunit wil l be properly loaded and operated, and theenvironmental conditions are no more severe than thoseagreed for the design basis and approval, without prioragreement of LR.

  • application of the 2001 MODU Code and/or the InternationalConventions referred to in 1.1.13 or their standards are notconsidered acceptable for classification purposes then LR willapply the relevant parts of the 2001 MODUCode/International Convention Regulations and otherrecognized standards as applicable to the intended use of theunit as a prerequisite to classification.

    1.1.16 Where an on-board computer system havinglongitudinal strength computation capability, which isrequired by the Rules, is provided on a new unit or newlyinstalled on an existing unit, then the system is to be certifiedin respect of longitudinal strength in accordance with LRsApproval of Longitudinal Strength and Stability CalculationPrograms.

    1.1.17 Where an onboard computer system having stability computation capability is provided on a new unit,then the system is to be certified in respect of stability aspectsin accordance with LR's document entitled, Approval ofLongitudinal Strength and Stability Calculation Programs.When provided, an onboard computer system having stabilitycomputation capability is to carry out the calculations andchecks necessary to assess compliance with all the stabilityrequirements applicable to the unit on which it is installed.

    1.1.18 Self-elevating units as defined in Section 2 willnormally be assigned class in accordance with LRs Rules andRegulations for the Classification of Mobile Offshore Units(hereinafter referred to as the Rules for Mobile OffshoreUnits), but when the unit is intended to operate permanentlyat a fixed location for its service life class may be assigned inaccordance with these Rules.

    1.1.19 When a unit fitted with a conventional rudder is tooperate at a fixed location, it is the Owners responsibility toensure that suitable arrangements are provided to preventdamage to the steering gear and propelling machinery.Special consideration will be given by LR to the requirementsfor the steering gear and propelling machinery, see Pt 4, Ch11 and Pt 5, Ch 18 and Ch 5.

    1.1.20 Steel units referred to in this Chapter are defined inParts 3, 4 and 8.

    1.1.21 Machinery referred to in this Chapter is defined inParts 5, 6 and 7.

    1.1.22 Drilling and process plants referred to in thisChapter are defined in Pt 3, Ch 7 and Ch 8.

    1.1.23 Concrete units referred to in this Chapter aredefined in Part 9.

    1.1.24 Materials referred to in this Chapter are defined inPart 2.

    1.2 Interpretation of the Rules

    1.2.1 The interpretation of the Rules is the soleresponsibility, and is at the sole discretion, of LR. Anyuncertainty in the meaning of the Rules is to be referred to LRfor clarification.

    1.1.11 When longitudinal strength calculations arerequired for ship units, loading guidance information is to besupplied to the Master by means of a Loading Manual and inaddition, when required, by means of a loading instrument(see also 1.1.12). Loading Manuals and loading instrumentsfor ship-type units are to be in accordance with Pt 3, Ch 4,8of LRs Rules and Regulations for the Classification of Ships(hereinafter referred to as the Rules for Ships).

    1.1.12 It will be the responsibility of the Owner to provideinstructions and set down limits for the operation of the unitto ensure that the loading and environmental conditions onwhich classification is based will not be exceeded. Theseinstructions and limitations are to be contained in anOperations Manual and a Loading Manual for ship units. TheOwner should ensure that the Manuals are kept up to dateand contains appropriate data required by the relevantNational Administration.

    1.1.13 For units, the arrangements and equipment ofwhich are required to comply with the requirements of the: IMO Code for the Construction and Equipment of

    Mobile Offshore Drilling Units, 2001 (2001 MODUCode),

    Load Lines convention, International Convention for the Safety of Life at Sea,

    1974 and its Protocol of 1978, International Convention for the Prevention of Pollution

    from Ships, 1973, as modified by the Protocol of 1978relating thereto,

    and applicable Amendments thereto, the Committee requiresthe applicable Convention Certificates to be issued by aNational Administration, or by LR, or by an IACS Memberwhen so authorized. Safety Management Certificates inaccordance with the provisions of the International SafetyManagement Code (ISM Code) may be issued by an organization complying with IMO Resolution A.739(18) andauthorized by the National Administration with which theunit is registered. Cargo Ship Radio Certificates may be issuedby an organization authorized by the National Administrationwith which the unit is registered. In the case of dual classedunits, Convention Certificates may be issued by the otherSociety with which the unit is classed provided this isrecognized in a formal Dual Class Agreement with LR andprovided the other Society is also authorized by the NationalAdministration. In the event of a National Administrationwithdrawing any units Convention Certificate (referred to inthis Section) then the committee may suspend the units class.However if a unit is removed from the NationalAdministrations Registry then the committee will suspend theunits class. In the event of ISM Code certification beingwithdrawn from a unit or Operator then the Committee willsuspend the units class.

    1.1.14 For units which are outside the scope of applicationof the 2001 MODU Code and/or the internationalConventions referred to in 1.1.13 above, then compliancewith any prescribed standards of the applicable Coastal StateAuthority is to be demonstrated by the issue of appropriatecertification by that Coastal State Authority or LR where soauthorized.

    1.1.15 Where National Administrations have no prescribedstandards for units which are outside of the scope of

  • 1.2.2 In many instances these rules require that particularcomponents, systems and equipment etc. must also complywith applicable sections of the Rules for Ships. Every effort hasbeen made to avoid potential conflicting requirements,however, where such a conflict becomes apparent therequirements of these Rules shall take precedence.

    1.3 Advisory services

    1.3.1 The Rules do not cover certain technicalcharacteristics, such as stability, trim, hull vibration, etc., butthe Committee is willing to advise on such matters althoughit cannot assume responsibility for them.

    1.3.2 Where a unit is so badly damaged that class has tobe suspended, LR is prepared to assist the Owner with adviceif requested.

    1.4 Legislative verification

    1.4.1 LR has been authorized by a number of NationalAdministrations to carry out verification of offshore units andinstallations in accordance with statutory Regulations. Fulldetails will be supplied to Owners and other interested partieson request. (See also 2.7 and 2.8.3).

    1.4.2 LR has also been authorized on behalf ofgovernments of a large number of nations to issue certainstatutory, safety and other certificates. LR is willing to act,when requested, in respect of such certification.

    1.4.3 Where machinery and equipment are to complywith EC Directives, LR as a notified body can issue EC TypeCertification. Full details will be supplied to manufacturersand other interested parties on request.

    Section 2Definitions, character of classificationand class notations

    2.1 General definitions

    NOTEFor the purpose of class notations, the definitions given in2.1.1 to 2.1.20 will apply.

    2.1.1 Offshore unit means a unit engaged in offshoreoperations including drilling, oil/gas production and storage,accommodation and other support functions and whichgenerally operate within the territorial waters of a CoastalState Authority but excluding the ship types defined in Part 4of the Rules for Ships.

    2.1.2 Floating Offshore Instal lations. From theclassification aspects means a floating offshore unit and itsintegral associated offshore mooring facility as defined in Pt3, Ch 2.1. When the mooring facility is independent of the

    offshore unit, e.g. buoy or mooring tower, classification ofthe floating offshore installation will normally be subject tothe buoy or mooring tower being classed separately by LRunless agreed otherwise by the Committee, see also Pt 3 andPt 4, Ch 4 and 5.

    2.1.3 Coastal State Authority is the Authority responsiblefor the safety standards of units operating in or adjacent totheir territorial waters.

    2.1.4 National Authority is the Marine Authority in thecountry in which a unit is registered.

    2.1.5 National Administrations are those Authoritiesdefined in 2.1.3 and 2.1.4.

    2.1.6 Owner. In the context of these Rules, the Owner isdefined as the party responsible for the installation includingits operation and safety.

    2.1.7 Self-propelled means that the unit is designed forunassisted sea passages and is fitted with propellingmachinery in accordance with LR Rules.

    2.1.8 Ship units are units with a ship or barge hull form ofsingle or multiple hull construction built for operation afloat.Such units may be self propelled or be built without primarypropelling machinery.

    2.1.9 Self-elevating units are floating units which aredesigned to operate as sea bed-stabilized units in an elevatedmode. These units have a buoyant hull with movable legscapable of raising its hull above the surface of the sea. Thelegs may be designed to penetrate the sea bed, or beattached to a mat or individual footings which rest on the seabed. See 1.1.18.

    2.1.10 Semi-submersible or column-stabilized units haveworking platforms supported on widely spaced buoyantcolumns. The columns are normally attached to buoyantlower hulls or pontoons. These units are normally floatingtypes but can be designed to rest on the sea bed, see also 2.2.3.

    2.1.11 Tension-leg units are offshore units which arelinked to a fixed foundation by means of tensioned mooringtethers or other parallel, near vertical, connections in such amanner that the unit is constrained to float at a draughtgreater than that consistent to its displacement when floatingfreely.

    2.1.12 Deep draught caisson units are single columnfloating units which operate at a deep draught in relation totheir overall depth.

    2.1.13 Buoy units are floating units used as a mooringfacility for a ship or an offshore unit and are secured by aflexible tether or tethers to the sea bed.

    2.1.14 A disconnectable unit is a self-propelled floatingunit which normally operates at a fixed location but isdesigned to disconnect from its moorings in order to avoidhazards or extreme storm conditions.

    2.1.15 Other definit ions for mooring faci l it ies arecontained in Pt 3, Ch 2 and Ch 10.

    2.1.16 Support units are units whose primary function isto support other offshore installations engaged in petroleumactivities.

    2.1.17 Accommodation units are support units whoseprimary function is to provide accommodation for more thantwelve offshore personnel who are not crew members.

    2.1.18 Clear water. Water having sufficient depth topermit the normal development of wind generated waves.

    2.1.19 Fetch. The extent of clear water across which awind has blown before reaching the unit.

    2.1.20 Sheltered water. Water where the fetch is sixnautical miles or less.

    2.1.21 Reasonable weather. Wind strengths of force six orless in the Beaufort scale, associated with sea statessufficiently moderate to ensure that green water is taken onboard the units weather deck at infrequent intervals only ornot at all.

    2.2 Modes of operation

    2.2.1 A mode of operation is a condition or manner inwhich a unit may operate or function while on location or intransit, see also 2.4.8. From the classification aspects themodes of operation of all unit types excluding ship units shallinclude the following:(a) OOperating condition

    A condition when a unit is on location, for the purposeof carrying out its primary design operations, and thecombined environmental and operational loadings arewithin the appropriate design limits established for suchoperations. The unit may be either afloat or supportedon the sea bed, as applicable.

    (b) SSurvival conditionA severe storm condition during which a unit may besubjected to the most severe environmental loadings forwhich the unit is designed. Production, drilling orsimilar operations may have been discontinued due tothe severity of the environmental loadings. The unit maybe either afloat or supported on the sea bed, as applica-ble.

    (c) TTransit conditionAll unit movements from one geographical location toanother.

    NOTEFor ship units the mode of operation will be defined by theloading conditions stated in the approved loading manual.

    2.2.2 Linked means connected while operating at asingle point mooring facility, fixed structure or otherwiseattached or resting on the sea bed.

    2.2.3 Sea bed-stabilized means designed to operateunder normal operating and survival conditions while thefootings, mat or pontoons rest on the sea bed.

    2.3 Character symbols

    2.3.1 All installations, when classed, will be assigned oneor more character symbols as applicable. For the majority ofinstallations the character assigned will be |OI 100AT or |OI100AT (1).

    2.3.2 A full list of character symbols for which offshoreunits may be eligible is as follows:

    | This distinguishing mark will be assigned, at the timeof classing, to new units constructed under LRs SpecialSurvey, in compliance with the Rules, and to thesatisfaction of the Committee.

    This distinguishing mark will be assigned, at the timeof classing, to new units constructed under LRs SpecialSurvey, in accordance with plans approved by anotherrecognized classification society.

    OI These character letters will be assigned to all offshoreinstallations built in accordance with LRs Rules andRegulations for the Classification of Floating OffshoreInstallation at a Fixed Location

    100 This character figure will be assigned to all installationsconsidered suitable for operating at exposed locationsoffshore or for seagoing conditions.

    A This character letter will be assigned to all installations,which have been built or accepted into class inaccordance with LRs Rules and Regulations, and whichare maintained in good and efficient condition.

    T This character letter will be assigned to all offshoreinstallations which have, in good and efficientcondition, anchoring, mooring or linking equipment inaccordance with the Rules, see Pt 3, Ch 10.

    (1) This character figure will be assigned to:(a) Disconnectable units having on board, in good

    and efficient condition, anchoring and/ormooring equipment in accordance with Pt 4,Ch 10 of the Rules.

    (b) Installations classed for a special service, havingon board, in good and efficient condition,anchoring and/or mooring equipmentapproved by the Committee as suitable andsufficient for the particular service.

    (c) Disconnectable units equipped with a classeddynamic positioning system which hassufficient power, redundancy of componentsand duplication of controls, to supplement orreplace the anchoring equipment on boardsuch that the combined system/equipment isapproved by the Committee as equivalent tothe anchoring equipment necessary duringvoyages, transfer moves or under normaloperating conditions, see Pt 3, Ch 9.

    N This character letter will be assigned to installations onwhich the Commitee has agreed that anchoring andmooring equipment need not be fitted in view of theirparticular service.

  • 2.3.3 Non-propelled units which are required to maketransit voyages from one operating site to another are to befitted with towing arrangements in accordance with Pt 4, Ch10.

    2.3.4 Self-propelled units which are required by theOwners to make transit voyages from one operating locationto another or are disconnectable to avoid severe storms orhazards are to comply with the requirements of 2.3.2 for theassignment of the character figure ((1) which will be assignedafter the character letter TT.

    2.3.5 In cases where the anchoring and/or mooringequipment is found to be seriously deficient in quality orquantity, the class of the unit will be liable to be withheld.

    2.3.6 The character figure 1100 will be omitted for unitsoperating in protected waters such as harbours, inland lakes,etc., and the requirements of the Rules may be relaxed orotherwise amended as considered appropriate by theCommittee.

    2.3.7 Units will not be classed unless the primarypropelling machinery and/or the essential auxiliary machineryof the unit is also classed.

    2.3.8 LR classed tankers being converted for service as afloating offshore installation in accordance with therequirements of these rules will be eligible for an offshoreinstallation class notation, see also 2.4 to 2.8 below. Specialconsideration will be given to the class notation assignedwhen the tanker to be converted is not classed with LR, see also Pt 4, Ch 4.

    2.4 Class notations (hull/structure)

    2.4.1 When considered necessary by the Committee, orwhen requested by an Owner and agreed by the Committee,a class notation will be appended to the character ofclassification assigned to the unit. This class notation willconsist of one of, or a combination of the following: A type notation. A special duties notation. A special features notation. A specified operating area. An operating limits notation.

    2.4.2 Type notation. A notation indicating that the unithas been arranged and constructed in compliance withparticular Rules intended to apply to that type of unit, e.g.Floating Production Installation. Typical type notations aredefined in Part 3.

    2.4.3 Special duties notation. A notation indicating thatthe unit has been designed, modified or arranged for specialduties other than those implied by the type notation, e.g.Well intervention. Units with special duties notations are notthereby prevented from performing any other duties forwhich they may be suitable.

    2.4.4 Special features notation. A notation indicatingthat the unit incorporates special features which significantlyaffect the design, e.g. PPF, see 2.4.9.

    2.4.5 Specified operating area. A notation indicatingthat the unit has been classed on the understanding that itwill be operated only in suitable areas which have beenagreed by the Committee, e.g. North Sea service (AbbotField).

    2.4.6 Operating limits notation. A notation indicatingthe significant design criteria on which structural approval ofthe installation is based, for example: Maximum operating environmental design limits for ship

    units, semi-submersible units and self-elevating units. Maximum ship dimensions and displacements which may

    be assigned to a single point mooring facility. Maximum hawser load. Limiting sea state and/or wind speed during which a

    vessel may remain moored to a single point mooring.

    2.4.7 A typical example of character of classification andclass notations is |OI 100 AT Floating production and oilstorage installations, PPPF, North Sea service (Abbot field).

    2.4.8 The assigned character symbols of class and theappropriate class notations will be entered in the ClassDirectLive website. For all unit types except ship units, the limitingstructural design criteria on which classification is based willalso be entered on the ClassDirect Live website.

    2.4.9 The following special features class notations areoptional and may be assigned as considered appropriate bythe Committee:

    PPF This notation will be assigned to units which havespecialized structures and an installed processplant facility which has been constructed,installed and tested under LRs Special Survey andin accordance with LRs Rules and Regulations.See Pt 3, Ch 8.

    DRILL This notation will be assigned to units which havespecialized structures and an installed drillingplant facility which has been constructed,installed and tested under LRs Special Survey andin accordance with LRs Rules and Regulations.See Pt 3, Ch 7.

    PRS This notation will be assigned to units whichhave a product riser system which has beenconstructed, installed and tested under LRsSpecial Survey, in accordance with LRs Rules. SeePt 3, Ch 5.

    OIWS This notation for In-water Survey may be assignedto an offshore unit where the applicable require-ments of LRs Rules and Regulations are compliedwith. See Pt 1, Ch 3,4.3, Pt 3, Ch 1,2.1.2 and Pt8, Ch 1,1.3.

    2.4.10 The application of the OOIWS notation to existingunits wil l be subject to special consideration by theCommittee.

    2.4.11 LI. This notation will be assigned where anapproved loading instrument has been installed as aclassification requirement.

    2.4.12 Details of unit types and additional special featuresclass notations for which special Rules apply are alsoincorporated in Part 3, see also 2.8.

    2.4.13 The following class notations may be assigned toship units as considered appropriate by the Committee:

    (a) SShipRight-FOI SDA. This notation can be assigned toboth new build ship units and tanker conversions whenstructural strength of the hull has been assessed forenvironmental loads assuming unrestricted service as aship. The structural strength of the hull is to be verifiedusing the finite element method.

    (b) SShipRight-FOI RBA(S). The response based analysis(structure) class notation will be assigned to both newbuild ship units and tanker conversions when structuralstrength has been verified by performing directcalculations (finite element analysis) for hull structure inaccordance with the LR ShipRight procedure for floatingoffshore installations (FOI).

    (c) SShipRight-FOI FDA (years). The fatigue design assessment(design life) class notation will be assigned to both newbuild ship units and tanker conversions when fatigue lifeof critical connection details has been assessed inaccordance with the LR ShipRight procedure for floatingoffshore installations (FOI).

    (d) SShipRight-FOI CM. The construction monitoring classnotation will be assigned to new build ship units andtanker conversions when agreed enhanced inspectionmeasures have been implemented and verified duringconstruction to ensure that at critical locations theconnection details are within the agreed tolerances.Critical locations are to be agreed with LR on a case bycase basis. A plan showing critical locations is to besubmitted for approval, in accordance with the LRShipRight procedure for floating offshore installations(FOI).

    (e) CCSR. This notation indicates that the structure has beenverified as fully compliant with IACS CSR. This notationcannot be assigned retrospectively. It may only beassigned to new build units or units which already had aCSR notation assigned before conversion or redeploy-ment.

    Assignment of these notations will be project specific anddepends on whether the unit is a new build or tankerconversion; whether the unit is permanently moored ordisconnectable and the site specific environmental conditions,See Table 2.4.1. The design procedures given in the LRShipRight Procedure for Floating Offshore Installations (FOI),are required to be applied for hull strength, fatigue andconstruction aspects.

    2.4.14 The ShipRight SDA notation may be retained by LRClassed tankers after conversion to an FOI for service in amoderate environment as defined in Pt 4, Ch 4.1

    2.4.15 Special consideration will be given to assignment ofadditional notations given in Pt 1, Ch 2 of the Rules for Shipsat the request of the owner. The assignment of suchnotations wil l be conditional on compliance with allapplicable requirements relevant to the unit type and service.

    2.5 Class notations (machinery)

    2.5.1 The following class notations are associated withthe machinery construction and arrangements, and may beassigned as considered appropriate by the Committee:

    | OMC This notation will be assigned to non-propelledunits when the essential auxiliary machinery hasbeen constructed, installed and tested under LRsSpecial Survey and in accordance with LRs Rules.

    OMC This notation will be assigned to non-propelledunits when the essential auxiliary machinery hasbeen constructed under the survey of arecognized authority in accordance with the Rulesand Regulations equivalent to those of LR. Inaddition, the whole of the machinery will berequired to have been installed and tested underLRs Special Survey in accordance with LRs Rules.

    OMC This notation (without |) will be assigned tonon-propelled units when the essential auxiliarymachinery has neither been constructed norinstalled under LRs Special Survey but the existing machinery, its installation and arrange-ment, has been tested and found to beacceptable to LR.

    | LMC This notation will be assigned when thepropelling and essential auxiliary machinery havebeen constructed, installed and tested under LRsSpecial Survey and in accordance with LRs Rules.

    LMC This notation will be assigned when thepropelling and essential auxiliary machinery havebeen constructed under the survey of a recog-nized authority in accordance with the Rules andRegulations equivalent to those of LR. In addition, the whole of the machinery will berequired to have been installed and tested underLRs Special Survey in accordance with LRs Rules.

  • LMC This notation (without |) will be assigned whenthe propelling and essential auxiliary machineryhave neither been constructed nor installed underLRs Special Survey but the existing machinery, itsinstallation and arrangement, has been testedand found to be acceptable to LR.

    IGS This notation will be assigned, when a unithaving facilities for the storage of crude oil inbulk is fitted with an approved system for produc-ing gas for inerting the crude oil storage tanks.

    2.5.2 The following class notations are associated withthe machinery control and automation, and may be assignedas considered appropriate by the Committee:

    UMS This notation may be assigned to self-propelleddisconnectable units where the arrangements aresuch that the unit can be operated with themachinery spaces unattended. It denotes that thecontrol engineering equipment has beenarranged, installed and tested in accordance withLRs Rules, or is equivalent thereto. This notationwill normally be suspended when the unit isoperating at a fixed location.

    CCS This notation may be assigned when the arrange-ments are such that the machinery may beoperated with continuous supervision from acentralized control station. It denotes that thecontrol engineering equipment has beenarranged, installed and tested in accordance withLRs Rules, or is equivalent thereto.

    ICC This notation may be assigned when the arrange-ments are such that the control and supervisionof the units operational functions are computerbased. It denotes that the control engineeringequipment has been arranged, installed andtested in accordance with LRs Rules, or is equivalent thereto.

    IP This notation may be assigned to a unit classedwith LR when the arrangements of the machin-ery are such that the propulsion equipment andall the essential auxiliary machinery are integratedwith the power unit for operation under allnormal sea-going and manoeuvring conditions.The system is to be bridge controlled and thepropulsion equipment is to incorporate anemergency means of propulsion in the event offailure in the prime mover. It also denotes thatthe machinery and control equipment have beenarranged, installed and tested in accordance withLRs Rules.

    2.5.3 The following class notations are associated withdynamic positioning arrangements and may be assigned asconsidered appropriate by the Committee:

    DP(CM) This notation may be assigned when a unit isfitted with centralized remote manual controls forposition keeping and with position referencesystem(s) and environmental sensor(s). It denotesthat the machinery and control engineering

    equipment has been arranged, installed andtested in accordance with LRs Rules, or is equiv-alent thereto.

    DP(AM) This notation may be assigned when a unit isfitted with automatic main and manual standbycontrols for position keeping and with positionreference system(s) and environmental sensor(s).It denotes that the machinery and controlengineering equipment has been arranged,installed and tested in accordance with LRs Rules,or is equivalent thereto.

    DP(AA) This notation may be assigned when a unit isfitted with automatic main and automaticstandby controls for position keeping and withposition reference system(s) and environmentalsensor(s). It denotes that the machinery andcontrol engineering equipment has beenarranged, installed and tested in accordance withLRs Rules, or is equivalent thereto.

    DP(AAA) This notation may be assigned when a unit isfitted with automatic main and automaticstandby controls for position keeping, togetherwith an additional/emergency automatic controlunit located in a separate compartment and withposition reference systems and environmentalsensors. It denotes that the machinery andcontrol engineering equipment has beenarranged, installed and tested in accordance withLRs Rules, or is equivalent thereto.

    2.5.4 The foregoing dynamic positioning notations canbe supplemented with a Performance Capability Rating (PCR).This rating indicates the calculated percentage of time that aunit is capable of holding heading and position under astandard set of environmental conditions (North Sea), see Pt3, Ch 9.

    2.5.5 Machinery class notations will not be assigned tounits the hull/structure of which is not classed or intended tobe classed with LR.

    2.5.6 The notations | LMC, LMC and LLMC (without|) will, in general, not be assigned to non-self-propelledvessels, but individual cases may be considered on theirmerits.

    2.5.7 Special consideration will be given to assignment ofadditional notations given in Pt 1, Ch 2 of the Rules for Shipsat the request of the owner. The assignment of suchnotations will be conditional on compliance with all applicablerequirements relevant to the unit type and service.

    2.6 Class notations (Environmental Protection)

    2.6.1 The following class notations are associated withthe design and operation of a unit and may be assigned asconsidered appropriate by the Committee, on applicationfrom the Owners (see Pt 7, Ch 11 of the Rules for Ships):

    EP This notation will be assigned when a unit is designedand operated in accordance with the relevant require-ments of the Rules for Ships.

    EP This notation will be assigned when the environmentalprotection arrangements are in accordance with therequirements of another recognized classification soci-ety and are essentially equivalent to Rule requirementsand the unit is operated in accordance with the relevantrequirements of the Rules for Ships.

    2.6.2 The class notations defined in 2.6.1 will besuspended on change of Owner or Manager until LR canconfirm by audit that the necessary operational proceduresrequired by the Rules for Ships are established.

    2.7 Class notation (Verification Schemes)

    2.7.1 When an Owner requests classification based on aFormal Safety Assessment, see 1.1.5, and verification iscarried out by LR in accordance with the Regulations of aNational Administration and the Guidelines in Part 1A, theclass notation CCAV may also be assigned to classedinstallations as considered appropriate by the Committee.

    2.8 Descriptive notes

    2.8.1 In addition to any class notations, appropriatedescriptive qualification notes may be entered in Column 1 ofthe ClassDirect Live website indicating the type of unit ingreater detail than is contained in the class notation, and/orproviding additional information about the design andconstruction, e.g. semi-submersible. A descriptive note is nota LR classification notation and is provided solely for theinformation of users of the ClassDirect Live website.

    2.8.2 Examples of descriptive notes are given below:

    2.8.3 When a notation is assigned in accordance with2.7 a descriptive note will also be added on LRs ClassDirectLive website to indicate the applicable NationalAdministration, e.g. Norwegian Verification ((N), UnitedKingdom Verification ((UK).

    2.8.4 Where an approved loading instrument is providedas an Owners requirement a descriptive note LLI may beentered on the ClassDirect Live website.

    2.8.5 Where an Owner elects to undertake hull SpecialSurvey in accordance with the requirements of Pt 1, Ch 3,7 ofthe Rules for Ships, the descriptive note EESP may be enteredon the ClassDirect Live website.

    2.8.6 Where evidence exists that supporting calculationshave been performed in accordance with hull structural finiteelement and fatigue analysis procedures of a recognizedClassification Society, then, on application from Owners, thedescriptive note SShipRight (E) may be entered on theClassDirect Live website.

    2.8.7 Where LRs ShipRight procedures for the followinghave been applied on a voluntary basis to ship units, then adescriptive note will, at the Owners request, be entered onthe ClassDirect Live website (see also Pt 3, Ch 16 and Pt 5, Ch21 of the Rules for Ships):

    Section 3Surveys General

    3.1 Statutory surveys

    3.1.1 The Committee will act, when authorized on behalfof National Administrations, in respect of National andInternational Statutory Safety and other requirements foroffshore installations.

    3.1.2 The Committee will also act, when authorized, inrespect of National Safety, Coastal State Regulations relatingto Offshore Units used for the exploitation of hydrocarbons.

    3.2 New construction surveys

    3.2.1 When it is intended to build a unit for classificationwith LR, construction plans and all necessary particularsrelevant to the hull/structure, equipment and machinery, asdetailed in the Rules, are to be submitted for the approval ofLR before the work is commenced. Any subsequentmodifications or additions to the scantlings, arrangements orequipment shown on the approved plans are also to besubmitted for approval.

    3.2.2 Where the proposed construction of any part ofthe hull/structure or machinery is of novel design, or involvesthe use of unusual material, or where experience, in theopinion of LR, has not sufficiently justified the principle ormode of application involved, special tests or examinationsbefore and during service may be required. In such cases asuitable notation may be entered on the ClassDirect Livewebsite.

  • 3.2.3 The materials used in the construction of thehull/structure and machinery intended for classification are tobe good quality and free from defects and are to be tested inaccordance with the requirements of The Rules for Materials(Part 2). The steel is to be manufactured by an approvedprocess at works recognized by the Committee. Alternatively,tests to the satisfaction of LR will be required to demonstratethe suitability of the steel.

    3.2.4 Materials used in the construction of drilling andprocess plant and riser systems are to comply with 3.2.3 andwith the requirements of Part 3.

    3.2.5 Where classification is to be based on a formalsafety case approach, see 1.1.4, special consideration will begiven by LR to the use of materials in accordance withinternationally recognized Codes and Standards, see 3.2.3.

    3.2.6 New installations intended for classification are tobe built under LRs Special Survey. From the commencementof work until the completion of the installation, the Surveyorsare to be satisfied that the materials, workmanship andarrangements are satisfactory and in accordance with theRules. Any items found not to be in accordance with theRules or the approved plans, or any material, workmanship orarrangements found to be unsatisfactory, are to be rectified.

    3.2.7 For compliance with 3.2.6, LR is prepared toconsider methods of survey and inspection for hullconstruction which formally include procedures involving theshipyard management, organization and quality systems.The minimum requirements for the approval of any suchproposed Quality Assurance methods are laid down in Pt 4,Ch 12.

    3.2.8 Copies of approved plans (showing the unit asbuilt), essential certificates and records, the operationsmanual and loading and other instruction manuals are to bereadily available for use when required by LRs Surveyors, andmay be required to be kept on board.

    3.2.9 When the machinery, drilling/process plants andriser systems of an installation are constructed under LRsSpecial Survey, this survey is to relate to the period from thecommencement of the work until the final test underworking conditions. Any items found not to be in accordancewith the Rules or the approved plans, or any material,workmanship or arrangements found to be unsatisfactory,are to be rectified.

    3.2.10 When remote and/or automatic control equipment,alarms and safeguards are fitted to the machinery,drilling/process plants, and riser systems, the equipment is tobe arranged, installed and tested in accordance with LRsRules.

    3.2.11 The date of completion of the Special Surveyduring construction of units built under LRs inspection willnormally be taken as the date of build to be entered on theClassDirect Live website. If the period between launchingand completion as an installation is, for any reason, undulyprolonged, the dates of launching and completion as aninstallation may be separately indicated on the ClassDirectLive website.

    3.2.12 When a unit, upon completion, is not immediatelycommissioned as an installation but is laid-up for a period,the Committee, upon application by the Owner prior to theunit being commissioned as an installation, will direct anexamination to be made on site or in dry-dock by LRsSurveyors. If, as a result of such survey, the structure,equipment and machinery be reported in all respects freefrom deterioration, the subsequent Special Survey andComplete Survey of the machinery will date from the time ofsuch examination.

    3.3 Existing installations

    3.3.1 Classification of units not built under survey. Therequirements of the Committee for the classification of unitswhich have not been built under LRs Survey are indicated inCh 3,19. Special consideration will be given to unitstransferring class to LR from another recognized ClassificationSociety.

    3.3.2 Reclassification. When reclassification or classreinstatement is desired for an installation for which the classpreviously assigned by LR has been withdrawn or suspended,the Committee will direct that a survey appropriate to the ageof the installation and the circumstances of the case, becarried out by LRs Surveyors. If, at such survey, theinstallation is found to be or is placed in a good and efficientcondition in accordance with the requirements of the Rulesand Regulations, the Committee will be prepared to considerreinstatement of the original class or the assignment of suchother class as may be deemed necessary.

    3.3.3 The Committee reserves the right to decline anapplication for classification or reclassification where the priorhistory or condition of the installation indicates this to beappropriate.

    3.4 Damages, repairs and alterations

    3.4.1 All repairs to hull/structure, equipment, machineryand drilling/process plant which may be required in order thatan installation may retain its class, see 1.1.9, are to be carriedout to the satisfaction of LRs Surveyors. Alternatively, theCommittee may agree, in exceptional cases that qualitycontrol can be enforced by the Owner or repairer, on site, inwhich case the repairs are to be surveyed by LRs Surveyors atthe earliest opportunity thereafter.

    3.4.2 When at any survey the Surveyors consider repairsto be immediately necessary, either as a result of damage, orwear and tear, they are to communicate theirrecommendations at once to the Owner, or hisrepresentative. When such recommendations are notcomplied with, immediate notification is to be given to theCommittee by the Surveyors.

    3.4.3 When at any survey it is found that any damage,defect or breakdown (see 1.1.9) is of such a nature that doesnot require immediate permanent repair, but is sufficientlyserious to require rectification by a prescribed date in order tomaintain class, a suitable condition of class is to be imposedby the Surveyors and recommended to the Committee forconsideration.

    3.4.4 If a unit which is classed with LR as an installation isdamaged to such an extent as to necessitate towage whilstin a damaged condition to a suitable repair facility, it shall bethe Owners responsibility to notify LR at the first practicableopportunity.

    3.4.5 Plans and particulars of any proposed alterations tothe approved scantlings and arrangements of hull/structure,equipment, machinery or drilling/process plant are to besubmitted for approval, and such alterations are to be carriedout to the satisfaction of LRs Surveyors.

    3.5 Existing installations Periodical Surveys

    3.5.1 Annual Surveys are to be held on all installationswithin three months, before or after each anniversary of thecompletion, commissioning or Special Survey in accordancewith the requirements given in Chapter 3. The date of thelast Annual Survey will be recorded on the ClassDirect Livewebsite.

    3.5.2 Intermediate Surveys are to be held on allinstallations instead of the second or third Annual Surveyafter completion, commissioning or Special Survey inaccordance with the requirements given in Ch 3,3. TheIntermediate Survey maybe commenced at the second AnnualSurvey and progressed with completion at the third AnnualSurvey. The date of the last Intermediate Survey will berecorded on the ClassDirect Live website.

    3.5.3 The Owner should notify LR whenever a unit whichis classed as an installation can be examined in dry-dock.Units are to be examined in dry-dock in accordance with Ch3,4. The Committee will accept In-water Surveys in lieu ofDocking Surveys on installations assigned an OOIWS (In-waterSurvey) notation, see Ch 3,4.3. The frequency of DockingSurveys and In-water Surveys are to be in accordance with3.5.4.

    3.5.4 The underwater parts of an installation are to beexamined in dry-dock or by an In-water Survey at intervals of21/2 years but the survey may be held within six months eitherside of the due date provided the maximum period betweenDockings Surveys or In-water Surveys in lieu of DockingSurveys and the Special Survey required by 3.5.9 does notexceed three years.

    3.5.5 One of the two Docking Surveys or In-waterSurveys in lieu of Docking Surveys required in each five yearperiod is to coincide with the Special Survey, see 3.5.9.Consideration may be given in exceptional circumstances toan extension of this interval not exceeding three monthsbeyond the due date. In this context exceptionalcircumstances means unavailability of dry-docking facilities,repair facilities, essential materials, equipment or spare partsor delays incurred by action taken to avoid severe weatherconditions.

    3.5.6 The date of the last examination in dry-dock or In-water Survey will be recorded in the Survey Records.

    3.5.7 Attention is to be given to all relevant statutoryrequirements of the Coastal State Authority in the area wherethe installation is to operate and/or the Authority in the

    country in which the installation is registered.

    3.5.8 When LR is to carry out verification on behalf of aNational Administration, classification surveys required by theRules, will, where practicable, be combined, and aligned, withthe surveys required by the National Administration.

    3.5.9 All installations classed with LR are also to besubjected to Special Surveys in accordance with therequirements given in Chapter 3,5. These surveys becomedue at five-yearly intervals, the first one five years from thedate of build or date of Special Survey for Classification asrecorded on the ClassDirect Live website, and thereafter fiveyears from the date recorded for the previous Special Surveys,see also 3.2.11. Consideration may be given at the discretionof the Committee to any exceptional circumstances justifyingan extension of the hull classification to a maximum of threemonths beyond the fifth year. If an extension is agreed thenext period of hull classification will start from the date of theSpecial Survey before the extension was granted. A definitionof exceptional circumstances is given in 3.5.5.

    3.5.10 Special surveys may be commenced at the fourthAnnual Survey after completion, commissioning, or previousSpecial Survey, and be progressed during the succeeding yearwith a view to completion by the due date of the SpecialSurvey.

    3.5.11 Special Surveys which are commenced prior to theirdue date are not to extend over a period greater than 15 months, if such work is to be credited towards the SpecialSurvey. Where the Special Survey is completed more thanthree months before the due date, the new record of SpecialSurvey will be the final date of survey. In all other cases thedate recorded will be the fifth anniversary.

    3.5.12 At the request of an Owner, the Committee mayagree that the Special Survey of the hull/structure is carriedout on the Continuous Survey basis, where all compartmentsof the hull are to be opened for survey and testing, inrotation, with an interval of five years between consecutiveexaminations of each part. In general, approximately onefifth of the Special Survey is to be completed each year andall the requirements of the particular Special Survey of thehull/structure must be completed by the end of the five yearcycle. If the examination during Continuous Survey revealsany defects, further parts are to be opened up and examinedas considered necessary by the Surveyor. For examination ofitems listed in Ch 3,2.2.13, 2.6 and Ch 3,3.2.3, 3.2.4, 3.2.6,3.2.8, 3.2.9 and 3.2.11 the intervals for inspection willrequire to be specially agreed. Units which have satisfactorilycompleted the cycle will have the date of completion enteredin the Survey Records which will not be later than five yearsfrom the last assigned date of complete Survey of thehull/structure. The agreement for surveys to be carried outon Continuous Survey basis may be withdrawn at thediscretion of the Committee.

    3.5.13 The Owner is to prepare a planned surveyprogramme for the inspection of the hull/structure after eachSpecial Survey before the next Annual Survey is due. Thesurvey programme is to cover the requirements for AnnualSurveys, Intermediate Surveys, Special Periodical Surveys,Special Continuous Surveys, Docking Surveys and In-waterSurveys in lieu of Docking Surveys and is to be submitted to

  • LR for review. A copy is to be kept on board and madeavailable to the Surveyor. The programme should includeplans, etc., for identifying the areas to be surveyed, the extentof hull cleaning, locations for non-destructive examination(including NDE methods), nomenclature, and methods for therecording of any damage or deterioration found. Theplanned survey programme, as agreed by LR, will be subjectto revision if found to be necessary at subsequent surveys orwhen required by the Surveyor. See Ch 3,1.6.

    3.5.14 The requirements for survey and the schedule ofsurveyable items may be amended when any variation inservice duties, usage or change in type notation areproposed, by agreement between the Owner and theCommittee.

    3.5.15 Machinery is to be subjected to the surveys detailedin Chapter 3, Sections 6 to 12, see also Section 20.

    3.5.16 Drilling/process plants, riser systems, safety andcommunication systems and hazardous areas are to besubjected to the surveys detailed in Chapter 3, Sections 13 to16.

    3.5.17 Complete Surveys of machinery and drilling/process plants and riser systems become due at five yearlyintervals, the first one from the date of build or date of firstclassification as recorded on the ClassDirect Live website andthereafter five years from the date recorded in the Surveyrecords for the previous complete survey. Consideration canbe given at the discretion of the Committee to anyexceptional circumstances justifying an extension ofmachinery class to a maximum of three months beyond thefifth year. If an extension is agreed to, the next period ofmachinery class will start from the due date of CompleteSurvey of machinery before extension was granted. Surveyswhich are commenced prior to their due date are not toextend over a period greater than 12 months, except with theprior approval of the Committee. Where the complete surveyis completed more than three months before the due date,the new date recorded will be the final date of survey. In allother cases the date recorded will be the fifth anniversary.
