Rule 66 reads:-

“Points allocated for Rookie of the Year are awarded on encourage, novice and open trials, points are the same as in rule 65. A competitor may only win Rookie of the Year once”.

As Improver Trial results (a win or placing) should be included and at the present time are excluded; rule 66 should be amended to read.

New Rule

To foster and provide for competition amongst Encourage Handlers each year within the State of New South Wales. Winner of the Encourage Handler of the Year, to receive a small award/trophy or even a certificate.

Rule 67 (?Provided it has not been used)

A competitor must be a resident of New South Wales and shall be a member of NSWSDWI to compete for Encourage Handler of the Year, points score will run from 1 January to 31 December each year and only at any affiliated trials (encourage, novice, improver and or open) within the State of New South Wales. Pointes shall be as stated in Rule 65.

Articles of the Incorporate 2.1

Currently the Council of NSWSDWI has 16 positions (including the Patron and Public Officer). To alleviate pressure on the membership to fill these positions and improve efficiency within the council, I propose to reduce the size of the Council as follows and should be implemented at the nomination of the new Council in this meeting:

The Council shall include:a) A Patronb) A Presidentc) A Vice Presidentd) A Secretarye) A Treasurerf) A Registration Secretaryg) 5 Ordinary Councillorsh) A Public Officer

The Council will now have 12 (twelve) positions as detailed above.

The Secretary, Treasurer and Registration Secretary will have no voting responsibilities during ordinary Council meetings. These positions will remain an essential part of the Council executing the daily business of NSWSDWI. They still have voting rights as members during the AGM, Special General and/or General Meetings of the membership.

Rule 31 currently reads:A Novice dog is a dog which has not won an affiliated novice trial or better. A novice dog winning a special prize in any trial where no entry fee has been charged does not break its’ novice status.

To remove confusion around non-affiliated trials, a novice dog should break its status at affiliated trials only, so the amended rule should read and take effect at the conclusion of the NSW Championships 2019:

Rule 35 currently reads:An encourage dog will be allowed to have one cross per encourage trial,points will be deducted at judge’s discretion.To assist in maintaining consistency in judging, and as is common practice, the onecross that is allowed in the encourage trial, ten (10) points are deducted. Theamended rule should read and take effect at the conclusion of the NSWChampionships 2019:An encourage dog will be allowed to have one cross per encourage trial, ten(10) points will be deducted for this cross.

Rule 42 currently reads:

A novice or improver dog breaks its’ status by winning a novice, improver, open trial

or Trans-Tasman event in a trial affiliated with New South Wales Sheepdog Workers Incorporated or comparative working sheepdog organization in New South Wales or any other state of Australia, or the world. The winning of an Utility Trial has no effect on a dogs status for competition levels within NSWSDWI trials i.e. Encourage, Novice, Improver, Open.

The amendment should include the word “Territory”. Therefore rule 42 should read as follows, and take effect at the conclusion of the NSW Championships 2019:

(C) Where possible each lot of sheep should not be used more than once for open trials. Sufficient sheep should be obtained to allow three sheep for each dog competing and each dog in the final, plus extras for emergencies that may arise. Reason

The words “Where possible” covers a trial committee where they cannot source enough sheep. Then under the new wording of the rule they can still run a trial, the committee could then put on

the entry form due to conditions some sheep may have to be reworked? competitors can then decide if they would like to participate or not with possible reworked sheep.

Motion 8 – Moved Nick Ryan, seconded Mick Hudson To rescind the motion from 2018 AGM to have a publicity officer so rule 2.1 will read

2.1 At each Annual General Meeting, Incorporate shall elect a Council, which such Council shall, between Annual General Meetings, have the day to day running of the Incorporate.

The Council shall include: a. A Patron b. A President c. A Senior Vice President d. A Junior Vice President e. A Secretary f. A Treasurer g. A Registration Secretary h. Seven Ordinary Councillors i. A Public Officer

The Patron remains as a member of the Council, not the Auditor.

Publicity officer was created for the Supreme and no need to keep this position

16 All dogs competing in sub-committee trials must be registered with the NSW Sheep Dog Workers’ Incorporated or the official Sheep Dog Workers’ Association of other states. Day membership dogs to be exempt from this rule. Day members may only work sheepdog breeds and the dog/dogs are to be inspected by and approved by the organizing committee

we should make day members dogs exempt from having to be registered. I cannot see the point of having day/event membership then having to plan ahead and register their dog(s) with us. For example, at a show trial etc. If a yard dog worker comes on the day and asks if he can enter an affiliated trial, we should be able to take his day/event membership money let him have a run and encourage him to join in the future. At the moment we cannot help him if his dog is not registered

Motion 10 – Moved Nick Ryan, seconded Mick Hudson Because of the importance of having all rules consistent we need to first decide if want only affiliated trials to count or all 3 sheep trials count including small show trials like Sofala and Gundagai etc and larger ones like the Tamworth Spectacular If the majority of members want all trials to count affiliated and Unaffiliated then we can withdraw the affiliated only motions as they have no chance of passing If members vote that they only want affiliated trials to count and not the small show trials etc then we will withdraw the rules for all trials count and only put up the rules where only affiliated trials count Do the members want all 3 sheep trials to count towards breaking your dogs /encourage handlers status for encourage novice and improver trials and for the points to be counted towards rookie, handler of the year and dog of the year. so, you would break status at all small show trials or any 3 sheep trials where there is 3 sheep used and a judge but not necessarily a proper course or approved judge Notice of Motion

An encourage worker may be allowed to work one dog, improver or better in an encourage trial and as many novice dogs as they like.

Each encourage handler can only win one encourage trial per improver or open dog or Novice dog not owned by the encourage worker to a maximum of three wins. An encourage worker can win more than one or all their (3) Encourage trials with a Novice dog/Dogs that are registered in their name. Reason

The word affiliate has been removed and the part about special prize has been removed to keep it simple I am sure everyone knows highest scoring dog in the first round will not break status. Also adding in see rule 42 is needed as they go together with what is a novice/improver dog is and how they break their status.

This just adds in affiliated to the encourage to bring it in line with rules 31 , 32 and 42 . It also allows an encourage worker to win all 3 of their encourage trials with a Novice dog they own themselves.

Reason:

With more one run trials occurring, sometimes the 4th round is starting on a Friday, with the possibility of a worker who has entered their dogs in the last 2 rounds missing their 4th round run.

The intention of this rule when brought in was allow people who were tied up from Monday to Friday the opportunity to work two dogs on the weekend.

Thus my proposal to changes in rule 11 and Rule 12.

I have highlighted the proposed changes to the rules in bold text

11. Any handler with more dogs than five (5) rounds should be drawn equally throughout the draw. One(1) in the first round and one(1) in the 5th round and the remainder spread evenly between remaining rounds. Any handler with two or less dogs, may nominate the rounds in which they work, but not the day.

Thought behind this.

After much discussion a lot of members felt that there is a lot of confusion overaffiliated and unaffiliated trials. What should count and what shouldn’t.They also felt that things should all be in line with each other to remove confusionabout breaking statusThis rule will mean that ANY unaffiliated trial will not count towards status andmembers can therefore compete at any of these without fear of breaking their status.NSWSDWI and their affiliated clubs run trials. These events are a test of you level ofskill and training and all other level of events have their status broken with A win.This will bring Encourage in line with this.This also means results from show trials etc do not matter and therefore no need formembers to notify council when other members win somewhere etc.

An encourage worker may be allowed to work one dog, improver or better in an encourage trial and as many novice dogs as they like. . Each encourage handler can only win one encourage trial per dog to a maximum of 2 wins

Thought behind this:

The standard of the encourage event has improved exponentially over the last 8-10years and in order to win one of these event, more often than not involves running avery good score. This demonstrates that the handler has an understanding of therules, handling a dog, reading sheep and has an understanding of the use of a dogcan now be promoted to the next level. Novice.Often the same competitors are entered and frequently placing on the Novice `andimprover that demonstrate a level of competence that exceeds the “Encourage”expectation.

There are ample dog schools, club training days, private lessons, training at friendsplaces that are the training grounds for dogs and handlers. The trials are that.TRIALS. Its an opportunity to gauge your level of expertise and success under trialconditions. We should be aiming to move up the ladder of levels and see the win asa success not a punishment

Rule 31    Rule 31  as stands.  a Novice dog is a dog which has not won an affiliated Novice trial or better. A dog winning a special prize in any trial where no entry fee has been charged does not break its Novice statusI would like to move a motion to; delete the second sentences so  the rule reads;A novice dog is a dog which has not won an affiliated trial or betterMy reason is that 

1. The second sentence confuses the issue & has no bearing on the outcome of the trial .

Rule 33             RULE33.       I would like to delete Rule 33 which Reads;      A member of NSWSDWI and/or dog registered with NSWSDWI winning a Encourage or Farmers trial in NEW South Wales or any other state of Australia the win will be counted  towards breaking their Encourage. status. Trials restricted to local dogs by invitation are to be considered as encourage trials. A dog winning a trial of this description shall break its encourage status.and replace it with

RULE 33. An encourage dog is a dog which has not won an AFFILIATED encourage trial or better. An Encourage trialler is a person who has not won 3  AFFILIATED  encourage trials or better.

My reason is that this will bring the encourage event in line with the Novice & Improver events. As it stands I feel that doesn’t encourage  encourage workers & actually discriminates against them.

Rule 65Rule 65 reads. Points allocation to handler & dog of the year are for open, affiliated only.  !st---6 points, 2nd---5 points, 3rd—4 points, 4th—3 points,  5th—2 points, all remaining finalists – 1 point I would like to amend Rule 65 to read;

Points allocated to handler & dog of the year are for open affiliated trial, Supreme Championships & National Trials.  1st—6 points, 2nd 5-points, 3rd—4 points,  4th—3 points, 5th—2 points, all remaining finalists—1 point. My reason; as rule 64 says they should be included it seems logical that they be mentioned in Rule 65--Motion 33 – Moved Mick Hudson, seconded Nick Ryan

NOTICE OF MOTION Amendment to Rule #52

Should the sheep negotiate (proceed through and clear an obstacle before the worker is in the circle), such obstacle does not have to be reworked. but the competitor must stop with both feet in the ring before continuing to the next obstacle. At the pen, if all 3 sheep are clear of the front of the pen, the competitor must stop with both feet in the ring before proceeding to shut the gate.

Explanation

Queensland already incorporates this rule and I believe dog trialling was brought about to showcase stockmanship, top dogs and the day to day running of a farm. Therefore if sheep go through a gate or onto a trailer on the farm or into a pen we do not bring them back out to re do it.

NOTE: As there is talk of a new rule book being printed in 2019, I (Mick Hudson) have put the attached motions forward to try and tidy up the current rule book before printing.

That NSWSDWI sends 3 representatives to the Supreme for the interstate challenge and test selection.

Explanation:

This is to give more people experience. Hopefully the Australian Body and other states will do the same to allow larger competition for Test selection. I would envisage the interstate challenge could still be won by the 2 highest combined scores from each state. If NSW were to vote for this, then the delegates from NSW could push for this to be adopted by the Australian Body,

This rule is allowed at the Supreme Australian Championships. I would also like to encourage workers to have a go at higher classes and if they are good enough to make the top 20 or Open final I think it would be a great result for them, There is no extra time put onto the organising committee if they enter both events. Also extra entry fees for the Club.

Motion - New Event Membership Form

Explanation of Changes:

1 Change name from Event Day membership to Event Membership as it becomes confusing if people are paying for one day or each day in the event. Under event membership it would start from the beginning and finish at the end of the event, as most events are more than one day,

2 Increase from 3 trials per year to 5 trials per year. This would allow the person to have more chances to trial the sport.

3 Handlers entering Event membership do not have to have their dog registered with NSWSOWI, but dogs will have to be inspected prior to working in the event. Only recognized working sheepdog breeds will be allowed to compete. This would allow some Clubs to affiliate as in the past they wanted the farmer. or yard dog trialler or cattie dog trialler to compete at a 3 sheep event and this will make it easier for event members to not have to register their dog. With at least 2 events organized already this year for 3 sheep, yard and cattie and possibly more events to be organized, i think it would help our association gain more members for the future.

4 Change price from $10 to $20 as event membership for the Yard Dog and NSW Stockdog

Association is $20, so this will keep it in line with the other Associations. This will also allow NSWSDWI to put $10 towards our association as the other $10 has to be sent to the Australian Body for insurance. The $20 may also encourage people to join our Association as an Encourage worker

5 Event membership dogs are allowed to enter any event ie encourage/novice/improver or open and not just encourage events.
