RUISHTON CHURCH is hosting afternoon tea at the Village Hall on Sunday 15th September. This is to celebrate Harvest. Tea will be served from about 4.30pm but please feel free to come any time after 3.30pm for a cup of tea prior to this. Cost £4 a ticket for adults, family tickets for 2 adults and up to 3 chil- dren (under 12) £10. There will be a free quiz to chat over whilst you eat your tea with small prizes for both adults and children. There will be an organ recital in Ruishton Church on Sunday 1st September at 2.30pm to celebrate the fact that it was given to the church in memory of John and Edwin Thorn a 100 years ago ( 2 Ruishton men who went to America and made a fortune). All welcome, refreshments in the meeting room after the recit- al. VILLAGE DAY 2013 PHEW!! In spite of the heat wave you all came and supported us on Village Day, Thank you. Our “rest awhile” shelter was a great success and we would like to thank Jane of Hairlines for looking after this new project, we will continue to include the seating area in the future. A special thank you to Amy and Tom who stepped in to man the gates and we must say a big thank you to every- one who came down and helped set up and pack away at the end of the day, we would have struggled without them. RUISHTON GUIDING Ruishton Guides completed the Monopoly challenge by getting to know Taunton town centre. They also took part in Ruishton Church Fete and Ruishton Village Day. They finished the term at Huish woods. Brownies completed the Olympic culture badge with a sports evening at the end of term. They also did a lot towards their Mexico badge. Their Young Leader went to one of the Girlguiding International centres in Mexico during the summer holidays and the badge was produced to raise money for the trip. 9 Brownies left to move on to Guides and we look forward to welcoming about 10 new girls in September. If we could obtain extra adult help we may be able to take extra girls. ——————————————————————————————————————————— VILLAGE HALL NEWS At long last our insurers have agreed to the estimates we sent in for the work to repair the flood damage in the Hall, and have no objection to us proceeding with the work on the walls, floor and the redecoration. Work will start on November 1st for about three weeks, the hall will still be open. S Thorne (Chairman) ——————————————————————————————————————————————— Flood Protection News August 2013 The Environment Agency have surveyed the ring bank at the end of Church Lane and around the rest of the village of Ruishton and decided that work was needed to improve it. They have told residents that they will re-store the entire ring bank to it’s original condition. The EA also said that the materials they would use to do this will be high quality clay, onto which top-soil will be placed and seeded with a suitable type of grass which will hold the soil and clay in place. The EA will also carry out modifications to the steps at the end of Church Lane to repair them and to enable a temporary flood barrier to be installed at the top of the steps. Confirmation of the budget for the works is pending. It was noticed that sandbags were still lying around the village, we are advised by the EA that if these were pol-luted by sewage they are a health hazard and should be removed, not tipped onto gardens. Parish Councillors Lowe and Marshall met with Wessex Water who have surveyed the drains around Ruishton and they have plans to improve the pumps at Barton Lane Pumping Station in Goosey Lane to try and prevent sewage entering the village in times of flood. There are also plans to obtain emergency equipment including ‘Road Closed’ signs to be stored in Lower Henlade and Ruishton. Sandra Evans, who owns Bushy Cross Day Nursery, has kindly offered to let us put up a shed in the front garden of her property – this would be used to store the road signs and other equip-ment. Sandra has also proposed that the Day Nursery could be used as an evacuation centre in the event of an emergency, such as the flooding we experienced in November 2012. Links have been established with North Curry Flood Committee to try and get the Rivers Tone and Parrett dredged. Len & Karen Goldstone, Sue Sherry Ruishton, Thornfalcon and Henlade Flood Committee http://epetitions.direct.gov.uk/petitions/45055 Stop the Flooding on the Somerset Levels Responsible department: Department for Environment, Food and Rural Affairs The series of catastrophic floods in the Somerset Levels (and elsewhere in the country) is entirely avoida-ble. It stems, largely, from the Environment Agency's refusal to dredge the river system for the past 25 years. We want to see the rivers in the Somerset Levels and in other flooding hotspots to be properly dredged. Currently large sums of money are being wasted trying to pump water off the fields, many of which have been flooded for over 10 months. Please spend this money on preventative measures, i.e. dredging. Andrew Lee ——————————————————————————————————————————————- DIAMOND JUBILEE COMMITTEE This committee has now been wound up a year after the event! We have now completed all the projects that we set out to do they include the events of last year together with a more lasting memorial to the Queen’s 60 years on the throne in the form of a much improved Goosey Lane, a new bench at the Village Hall end of the playing field, and a tree at the entrance to the playing field. Some monies were left over and they have been divided between the Village Hall and the Parish Council. The Village Hall is to use the money to help towards the cost of improving flood defences at all its en-trances to prevent the ingress of water into the Hall, and the Parish Council will put their money towards the cost of the new play equipment. Many thanks to all who helped over the two years and particularly to Steve Budd the chairman of the committee. Below are pictures of the tree and the new bench which has an inscription commemorating the Diamond Jubilee.

A NEIGHBOURHOOD PLAN FOR THE PARISH? What is a Neighbourhood Plan? In theory, planning was always supposed to give local communities a say in decisions that affect them, but in practice, communities have often found it hard to have a mean-ingful say. The Localism Act 2011 introduced statutory Neighbourhood Planning as a new way of helping local communities to influence the planning of the area in which they live and work. A Neighbourhood Plan can: Decide where and what type of development should happen in the neighbourhood Include policies, for example regarding design standards. A Neighbourhood Plan cannot: Conflict with the strategic policies in the Local Plan prepared by the local planning au-

thority (Taunton Deane). Be used to prevent development that is included in the Local Plan. Typical things that a Neighbourhood Plan might include: Transport and access (including issues around roads, cycling, walking and access for

disabled people). The restriction of certain types of development and change of use. The design of buildings. Protection of open space, nature reserves, allotments, play areas. Protection of important buildings and historic assets such as archaeological remains. Neighbourhood planning is optional, not compulsory. No one has to do it, if they don’t want to; there are alternative actions that a parish can take such as the development of a Parish Plan, Village Design Statement or Community Action Plan. But these are non-statutory planning tools that carry less weight in the decision making process than a formally adopted Neighbourhood Plan.

YOUR PARISH NEEDS YOUR HELP

At this year’s annual Parish Meeting I spoke of the benefit of having a Neighbourhood Plan in place and requested that the Parish Council consider the development of one and how essential it is to involve the wider community. The Parish Council have agreed to investigate the production of a Neighbourhood Plan through a Project group made up of parishioners and parish councillors.
