    INTRODUCTION

    The Vishaka Container Terminal (VCT) was set up under the Visakhapatnam Port Trust as a joint

    venture between DP World and United Liner Agencies of India (Private) Ltd and it commenced operations on

    26th

    June03.This all- weather Container Terminal, With a natural depth of 16.5 metres alongside, VCT is the

    only container terminal in India that can accommodate, at any time of the year, the largest container vessel

    sailing today. In June 2009, VCTPL signed an MoU with Vedanta Aluminium at Jharsuguda in Orissa and the

    project cargo will be routed through its terminal.

    Vct is equipped with postpanamax gantry cranes, modern RTGs, Reach Stackers and a fleet of

    modern ITV (Internal Transfer Vehicle) capable of handling all type of containerized

    cargo including reefer and out of gauge equipments.

    VCT is located in Visakhapatnam, situated at center of East Coast of India 329 NM North of Chennai

    and 404 NM South of Kolkata. Located on the centre of the East Coast of India, VCT is ideally located to cater

    to its vast hinterland covering seven states within 700 KM and extending up to North and North East India.

    With an excellent rail and road connectivity established, it is an ideal alternative especially for shipments to

    and from Far East and South East Asian regions to Delhi and other nearby ICDs of Hyderabad, Nagpur and

    Raipur. Since Vizag is on the Golden Quadrilateral and has exclusive Port road connecting National Highway

    it has high connectivity. The Berth Length is 450 M, Channel Width is 220 M, Channel Depth is 18.5 M, Jetty

    Pocket is 16.5 M, Turning Basin is 610 M Diameter, and the distance from Pilot Station is 2 NM with a

    Terminal Capacity of 0.7 Million TEUs and total ground slots of 2500 TEUs. VCT has a provision of rail

    sliding within terminal with the fastest rail handling time as10 minutes and an average rail handling time of 2.5

    hrs.

    Total Container Traffic handled during 201112 is 1,45,426 TEUs.

    Locational Advantages of VCTPL:

    Geographically, Visakhapatnam lends itself to be the natural conduit of trade from the fast growing

    markets of Andhra Pradesh, Orissa, Chhattisgarh, Jharkhand, MP, UP, north India and West Bengal The

    transshipment of traffic to and from Kolkata/Haldia, could be at VCTPL instead of either at Colombo or at

    Singapore as at present. If VCTPL becomes the transshipment point in preference to Singapore/Colombo, then

    fewer vessels would be needed for feedering, and the steaming time would also be much less. There was

    considerable potential for transshipment of cargo to and from Bangladesh, he added. Container Corporation ofIndia (Concor) has to play a key role to provide the crucial connectivity to VCTPL's berth. By providing the

    necessary connectivity, the congestion problem on the Delhi-JNPT/NSICT corridor can be removed

    Containers to the Far East countries , can be routed through the VCTPL's terminal at Visakhapatnam instead of

    being routed through the west coast ports as at present,Already many containers to the south east nations are

    routed through VCTPL at present.There is already rail connectivity (Delhi-Bina/Katni-Bilaspur-Raipur-

    Vizag)It is capable to handle over half a million TEUs. VCTPL is already in the process of adding new cranes

    to its existing set-up in anticipation of wide spectrum of cargo. During the first three years of operation, it

    handled 20,000 to 22,000 of TEU a year. It is well supported by customs, rail and road connectivity to thehinterland of northern, central, eastern and southern India. During 2011-12 it had handled 1,45,426 TEUs of

    cargo.

    Around 70 per cent of the containerised cargo was being routed through Mumbai and Chennai, even

    though there were other terminals ready to cater to the needs of exportersand importers. The terminal has

    necessary facilities for handling cargo, good rail connectivity to the hinterland, ample warehousing space and

    many distribution points.There will be a distinct cost advantage for the industries by exploiting the facilities

    and advantages offered by VCTPL. Cargo originating from Andhra Pradesh, Orissa, Chattisgarh, MadhyaPradesh, Jharkhand, and Bihar was being routed through the terminal.

    Services Provided By VCTPL:

    Handling of Transhipment Containers. Handling of ICD Containers Reefer handling.

    2. Container storage in the yard.3. EDI connectivity.4. Online Container Tracking.5. Bunkering and Fresh Water Supply.6. Weigh Bridge.7. Use of terminal facilities by Non Container Vessels.

    OPERATIONS

    Vessels

    Information with respect to vessels calling at the VCT to discharge or load containers have to be provided to

    the VCT Operations Department by the VOs Central Planning Group or center or VO at Visakhapatnam.

    Berthing Planning

    VCT will prepare its quay-wall planning considering:

    Pro-Forma Vessel schedules. Initial Vessel Berthing request. Detailed vessel call information. Availability of quay-wall space. Vessel Connections. Submission of the Import Bay Plan and Export Pre-stowage.

    Pro-Forma Vessel Schedules

    The pro-forma berth windows for the particular lines vessels are negotiated between the VO and VCT. The

    berth window is related to an estimated number of container lifts and the required day and time of the week

    Unless otherwise agreed vessels will be planned to arrive and depart on the pro-forma berth window arrival

    and departure times.

    In case a vessel is delayed on the pro-forma schedule, VCT will try to sail the vessel as close to the pro-forma

    sailing time as possible provided this will not negatively affect other vessels schedules.

    In case a vessel is arriving ahead of pro-forma but is not required to sail ahead on the pro-forma schedule, VCT

    will try to accommodate the vessel at the quay-wall provided this would not negatively affect other vessels

    schedules.

    In case a vessel has to sail ahead of the pro-forma sailing time VCT will try to accommodate this requirement

    provided this would not negatively affect other vessels schedules.

    The VO has to request out-of pro-forma handling requirements in writing to the VCT Operations Department

    Vessels arriving within the agreed berth window and within the agreed number of container lifts will always

    have priority over vessels out of pro-forma or incidental vessel call. If it concerns vessels of the same VO only

    this VO may set its own priorities, provided that it does not impact the berth windows of other VOs.

    Initial Vessel Berthing Request

    The VO is responsible to provide vessel arrival information for vessels under their control to the VCT

    Operations Department.

    A Vessel Identification Advice form has to be filled in by the VO and submitted to VCT Planning Section

    not more than 10 days before vessels arrival. In case, the VO wishes to apply for VIA No. earlier, the samecan be done only after prior permission from the VCT Operations Dept.

    All the containers shall enter VCT CY for a particular vessel only after the VIA number is taken. The VIA

    number will be used for all the correspondence between VCT and VO/ SL.

    Detailed Vessel Call information

    Detailed vessel call information needs to be given by VO in the daily pre-berthing meeting and also send the

    message to VCT Planning Section. The VO shall give the exact ETA and the required information below at

    least 24 hours before arrival at the Port, failing which the berthing program of the vessel may be changed

    depending upon other vessels schedule.

    The required information consists of:

    Vessel name ETA

    Required ETD Expected number of moves per vessel call split in :

    Total discharge / load moves, Off-standard discharge / load moves, Working reefer discharge / load

    moves, Empty container discharge / load moves, IMO class discharge / load moves.

    Containers with Over dimensional consignments (will be handled only if the VO / SL takes prior

    permission from VCT). 20ft/40ft split per hatch/bay.

    Upon receipt of this information, VCT will prepare the final berth, equipment and advise the VO of the

    vessel ETA / ETD. In case of required changes in the requested ETA / ETD, the VCT Operations Department

    will contact the VO to create the best workable solution.

    Availability of Quay-Wall Space / Berth

    If due to delayed vessels etc. berth congestion causes problems with the quay-wall capacity at the terminal, the

    GM(O) of VCT will consult the VO to discuss priority setting for the lines vessel calls.

    Vessel Connections

    Critical connections of other vessels that may influence the vessel operation have to be announced preferably

    48 but ultimately 24 hours before ETA to ensure proper priority setting for the quay-wall. The informationmust contain the total number of transshipment containers.

    Discharge Operations

    The VO is responsible for communicating the discharge, re-stow and/or remain-on-board instruction at least 8

    hours prior arrival of the vessel. On basis on the supplied instructions, the VCT Planning section will prepare

    the discharge plan. The instructions must contain:

    Import Advance List Import Bay-plan Hazardous Cargo Manifest Reefer Manifest Out of Gauge Manifest

    Discharge Checking Activities

    During the discharge process VCT will perform a visual check on the following items:

    Container prefix and number.

    Out of gauge.

    Damages, if any, limiting to the container sides which are visible while performing the operationalactivity.

    Seal (Yes or No) and Seal Number Check. Containers without bottle seal will be affixed with VCT seal. A charge for affixing seal will be levied

    as per the tariff.

    Loading InformationThe VO is responsible for communicating the vessel loading instructions at least 6 hours prior arrival of the

    vessel. On basis of the supplied loading instructions, VCT Operations department will prepare the loading

    sequences for the subject vessel.

    Stowage Approval

    The VCT Planning Department shall submit the Stowage Pre-Plan (Bay-plan) in Hardcopy or EDI format

    (Baplie) to the Vessel Chief Officer and seek the requisite approval prior commencing the loading operations.After completion of the operations, the final Bay plan hard and/or soft copy shall be handed over to the

    VO/Vessel Chief Officer.

    Pro-Forma Cargo Deadline

    In principle all containers for a particular vessel will have to arrive before the declared cut off of the vessel

    The cut off of the vessel will be 8 hours prior vessel arrival and any changes in the same shall be declared in

    the daily berthing meeting or by email / fax.

    Loading Checking Activities

    During the loading process VCT will perform a visual check on the following items:

    Container prefix and number.

    Seal Number Check. (Seal Yes or No).Containers without seal will not be loaded. The Line / VO will have to get the customs clearance for the same

    prior loading.

    LAND SIDE OPERATIONS

    Gate & Rail operations, including visual inspection and seal checks are subject to landside container handling.

    The Gate and Inspection facilities will be manned by VCT/Customs and Security officials.

    Terminal Access ControlVCT controls access of transporting companies to the terminal. A transporting company is only allowed to the

    terminal with the truck having Insurance and PUC certificate and the driver having valid driving license. It is

    mandatory for the transporters to get registered with VCT.

    Container Exit and Access validation

    VCT performs a Container Exit and Access validation. Containers are only allowed to leave or enter the

    terminal upon instructions received from the Line, provided that VCH does not restrict the container(s) from

    leaving or entering the terminal.

    Export Containers(s).

    All the export containers arriving the terminal have to report through Pre Gate located outside the terminal.

    The SL directly or through their appointed CFS Operator or Transporting company will have to provide the

    VCT Pre-gate personnel with a form.

    Trailers carrying containers without Form 13 and shipping bill shall stay in the pre gate parking area till such

    time these documents are ready for submission.

    VCT staff posted at pre gate area shall verify the form and shipping bill. On verification of documents and if

    found in order, VCT staff shall enter the container details in the computer system Trailer shall then proceed to

    VCTPL along with the container and shall report at VCT main gate within 1 hour from leaving the pre gate

    area.

    Container shall be allowed entry inside the terminal with Form 13 duly signed by Customs official posted at

    VCTPL. Trailers on arriving inside the terminal shall directly proceed towards the gate lane in the gate

    complex.

    Gate Clerk in the In Gate at VCTPL shall verify the form and generate EIR for entering the container inside the

    terminal CY.

    Import Container(s)

    SL will have to provide the VCT Planning Section with a written release for delivering the container out of

    VCT indicating the destination of the container to be delivered. If the container is to be delivered to a CFS, the

    snot able to be exchanged.

    The SL directly or through their appointed CFS Operator or Transporting company will have to provide VCT

    Planning Section with Customs endorsed Form 13, which shall be a consolidated list of all containers at least 2

    hrs prior to the arrival of trailer for pick up of the container. The VCT Planning Section will generate a

    delivery sequence list based on the stacking of the container in the CY and hand it over to the authorised

    transporter of the shipping line. The transporter shall provide delivery ticket to the VCT gate personnel as per

    the sequence list given by VCT for the trailers arriving for picking the containers.

    CONTAINERISED BREAK-BULK CARGO

    Break bulk requirements

    The Shipping Line has to inform VCT, about any break-bulk activities required on vessels. Information has to

    be provided to the VCT Planning Section at least 48 hours before arrival of the vessel at VCT.

    The information must consist of:

    Transportation via water/via land. Handling by Container Gantry Crane/external crane. Piece count. Length / width / height. Position on board.

    Description/drawing. Customs approval confirmation. Planning.

    Break-Bulk Restrictions

    The waterside handling restrictions are:

    Height 6.5 Meter

    Length 14.5 Meter

    Width 4.75 Meter

    Weight 35.6 M T

    DIRECT DELIVERIES

    For exceptional cases (IMO cargo or Value transport), there will be a possibility to deliver the container(s)

    under the quay-crane for direct loading/discharging. For safety reasons this activity will have to comply with

    the VPT rules and regulations.

    VCT needs the following information at least 24 hours before the arrival of the vessel at VCT:

    Number of container(s). Time of delivery. Contents of the container(s).

    VCT will inform the VO/SL about the expected time of loading/discharging of the container

    Three (3) hours before arrival of the vessel the requested direct deliveries have to be confirmed to VCT.

    Three (3) hours before the agreed time of loading, the containers (s) will have to be present at the terminal.
