As your 2007 President, I am pleased to write some words of wisdom to the 3500 Dis-trict 27 members . My greatest wish is that you play a more active role in your organiza-tion and encourage others to join the membership in Ottawa-Carleton . We have been very fortunate over the years to have excellent leadership from all our Presidents, Ex-ecutive and Board Members and I hope that I may continue that path of success. You have elected a very committed Executive and Board of Directors for 2007. Sue Jones was elected Second Vice President after Andre was unable to serve and Geoff Sheppard has joined as a Director-at-Large.

In January, we organized a Retirement Planning Workshop for prospective retirees. Some 200 teachers who are expecting to retire in the next 5 years attended to listen to information about our organization and to receive answers to questions about Teacher Pension Plans, and health insurance.. Several of our board/ executive members recounted strategies to prepare for and keep busy in retirement. Along with this event, we had a display booth at the Congress Centre for the Ottawa Carleton Elementary Teachers (OCETF) Feb-ruary PD Day and conducted presentations to the members in attendance. District 27 is well represented at the Provincial level of RTO/ERO with five of our members serving on pro-vincial committees. Their names and responsibilities are listed in this newsletter. In October there will be a provincial election and, while RTO/ERO does not support actively any of the pro-vincial parties, it does work to promote issues that are important to retirees. District 27 has awarded bursaries to four outstanding teachers-to-be at the Faculty of Education at the University of Ottawa. The winning candidates will be invited to our March luncheon to congratulate them and to launch them into their new careers. Beginning next year our bursaries of $500 each increases to $1000. If you have suggestions for our CELEBRITY AWARD, which will be given at our May luncheon at Camelot, please contact any member of the Executive and we will help you fill out an application form. This year, for the first time, our district will act as host to the Senators and Observers from Eastern On-tario prior to the May senate or annual general meeting of the provincial RTO/ERO. Many of us were involved in a great deal of volunteer work over the years when we were teaching and con-tinue to do so since we have retired. It is important for all of us to remember that our organization can only be as effective as we make it together. Please note the times of our luncheons/excursions in the newsletter and on the website and show your intent to participate. I look forward to seeing members at many of our events this year. I personally enjoy the freedom to ‘do lunch’. I also enjoy that the days are over worrying about school buses and snow days. On behalf of the Executive and Board I offer you all our best wishes in 2007 to enjoy spending time with family and friends. Let us know about your travel experiences. It would be great to have some of your sto-ries to read. You may send them to Fran Cooper for our website or to Lyndi McDonald for the newsletter. Il me fait plaisir d’adresser ces mots de sagesse aux quelques 3 500 membres du District 27. Mon plus grand souhait est que chacun joue un rôle plus actif dans notre organisation et encourage d’autres à se joindre à nous. Nous avons la chance d’avoir eu historiquement d’excellents présidents, conseils exécutifs et d’administration et j’espère que cela continuera avec moi. Vous avez élu pour 2007, des membres de l’exécutif et un conseil dé-voués. Sue Jones a été élue deuxième vice-présidente après que André Montreuil eut démissionné. Geoff Sheppard s’est joint à nous comme membre sans portefeuille. En janvier dernier, nous avons organisé des ateliers de préparation à la retraite. Environ 200 professeurs qui se préparent à se retirer dans les cinq prochaines années y ont assisté pour en savoir plus sur notre organisa-tion et pour entendre des réponses à leurs questions au sujet du Régime de retraite des enseignants et le Ré-gime d’asssurance-santé. Plusieurs membres organisateurs ont partagé leurs expériences et idées sur l’emploi du temps durant la retraite. Parallèlement à cet événement, nous avons tenu un kiosque d’informations et donné un exposé au Centre des conférences d’Ottawa lors de la journée pédagogique des enseignants de l’élémentaire d’Ottawa--Carleton en février. Notre District 27 est bien représenté au niveau provincial de ERO/RTO grâce à nos cinq membres qui siègent auprès de divers comité provinciaux. Leurs noms sont inclus dans ce numéro. On prévoit des élections provincia-les en octobre, et, même si ERO/RTO ne favorise aucun parti politique, nous encourageons l’implication pour l’avancement de causes qui nous semblent importantes. Le District 27 a aussi décerné quatre bourses à de futurs enseignants de la Faculté d’éducation de l’Université d’Ottawa. Les lauréats seront invités à notre dîner du printemps afin d’être honorés et encouragés dans leur jeune carrière. Et, dès l’an prochain le montant de ces bourses passera de 500 $ à 1000 $. Si vous avez des suggestions pour notre Prix de la célébrité qui sera remis à notre dîner de printemps au Club de Golf Camelot, veuillez contacter un membre de l’exécutif et nous vous aiderons à remplir le formulaire ap-proprié. Cette année et pour la première fois, notre District sera l’hôte d’un atelier des sénateurs et observateurs juste avant le sénat provincial ERO/RTO de mai 2007. Nous étions nombreux à être impliqués dans des activités bénévoles lors de notre carrière d’enseignants et nous continuons encore aujourd’hui, à la retraite. Il est important de nous souvenir que l’efficacité de notre organisation passe par l’efficacité individuelle de nos membres. Veuillez noter les dates et horaires de nos ac-tivités en consultant Horizons 27 ou notre site web et indiquez votre intention de participer dans les délais prévus. J’espère vous y voir nombreux! J’apprécie particulièrement la possibilité de dîner dans une ambiance détendue. J’aime aussi le fait de ne plus avoir à me soucier des autobus scolaires et des tempêtes de neige. Enfin, je voudrais vous souhaiter en mon nom personnel et de la part des Conseils exécutif et d’administration une excellente année 2007 en compagnie de vos familles et amis. Bienvenue à notre nouveau président, Gary Zinck, qui apporte à notre orga-nisation une riche expérience comme syndicaliste et activiste politique. Le fait que cinq membres de notre Dis-trict fassent partie de comités pro-vinciaux nous met en bonne position pour rester informés en priorité sur les affaires politiques, du service aux membres, la communication, les assu-rances-santé et le Régime de rentes. Votre Conseil d’administration a prévu plusieurs dî-ners, activités et excursions pour 2007 et un peu plus, ce qui promet de nous offrir plusieurs occasion de renouer des liens et colorer notre vie sociale en compagnie de membres d’ERO/RTO et d’amis. Ainsi, on pourra visiter le Musée de la Guerre en avril, amé-liorer sa technique au bridge en mai ou s’immerger dans l’histoire des comtés de Stormont, Dundas et Glengarry en juillet. On pourra aussi élargir ses hori-zons en croisière aux Îles de la Madeleine, explorer St-Jacob’s et voir trois pièces au Festival de Strat-ford en Septembre ou faire des projets plus éloignés et aller voir la Virginie (E.U.) ou Moscou et faire une croisière sur la Volga en 2008. Welcome to our 2007 president, Gary Zinck, who brings to our orga-nization a wealth of experience with federation and political action activities. The fact that we have five of our District 27 members serving on provincial committees connects us with the provincial group for timely information on political action, communication ,

member services, health and pensions. Your Board of Directors has planned several lun-cheons, activities and excursions for 2007 and beyond, which promise to offer many opportunities to renew acqauintances and to enhance our lives with RTO/ERO members and friends. You may choose to visit Ottawa’s War Museum in April, sharpen up your bridge skills for the Bridge Extravaganza Encore in May, or immerse yourself in the history of the Stor-mont, Dundas and Glengarry area in July. Expand your horizons with a cruise to the Magdalene Islands in July, explore St. Jacobs and take in three plays in Stratford Ontario in September and make some long range plans to tour through beautiful Virginia, USA or travel to Moscow and take a cruise on the Volga River in 2008. ALIGHT AT NIGHT Annetta Ryan

Fifty retired teachers, true Canadians,undaunted by the onset of a winter that was to prove strange and challenging, traveled by bus to Upper Canada Village to view the Christmas lights last November. Despite rain and drizzle throughout the day, enthusiasm and spirits were not dampened. We were welcomed to the MacIntosh Inn by”The Herald of Good Will” where we enjoyed a sumptuous Christmas meal after which we traveled the last six kilometers to the village. The ride in horse drawn wagons and the 200,000 lights illuminating the village were a sheer delight; a fairyland. Before boarding the bus to re-turn home, the village store provided some unusual purchases. We hope to repeat this enjoyable outing next season, hopefully with some snow.

Le 30 novembre dernier, cinquante enseignants re-traités, canadiens dans l’âme, indifférents aux pre-mières attaques d’un hiver qui s’est avéré bizarre et dur par la suite, se sont embarqués pour une prome-nade à Upper Canada Village, voir les Illuminations de Noël. La pluie et la bruine incessantes n’ont pas réus-si à décourager l’enthousiasme ni la bonne humeur des participants. À l’Auberge MacIntosh, nous avons dégusté un succulent repas de Noël. October 4, 2007 is the Jewish holiday of Shemini Atzeret, during which members of the Orthodox Jewish community would not be able to vote. Each case is num-bered and any reference to the case is by number. It is important to understand that only those members who prove to be in dire need will be granted funds. This is not a loan. There is no expectation of repay-ment. This is not considered as earned income and is not to be declared as a taxable income on your yearly income tax return. Often the situation can be re-solved with assistance other than financial.

ÉLECTIONS D’OCTOBRE EN ONTARIO La nouvelle loi électorale fixe les élections provinciales au premier jeudi d’octobre à tous les quatre ans. Canada’s New Food Guide to Healthy Eating

Remember, this plan is ours : Capital, policies, regulations, monitor-ing, it is all ours. Johnson Inc. is only managing it but all major decisions are made by RTO/ERO. The two projected presentations / workshops: Dr. Bray’s (colonoscopy and colon cancer) on February 28 and Taï-Chi on March 21 had to be cancelled because of the small number of registrations. We will try to plan these and/or others in the future. JOHNSON OUT OF COUNTRY HEALTH INSURANCE

Simon Leibovitz: RTO/ERO Information Officer Recently, RTO/ERO Health Plan Members received correspondence from Johnson Inc. outlining the types of coverage they have within their Plan. Beside the item called “OUT OF COUNTRY”, it lists “No Cover-age”, which suggests that members do not have any travel coverage, which is erroneous. Members within the Extended Health Plan receive coverage for an unlimited number of trips up to 62 days in duration. The item should have been listed as “SUPPLEMENTAL OUT OF COUNTRY” coverage, which is optional.

À côté de l’item « Hors du pays », on peut lire : « non-couvert » ce qui signifie que les membres ne sont pas protégés durant leurs voyages, ce qui est erroné ! Les membres qui ont souscrit à l’Assurance-santé complémentaire sont couverts pour un nombre il-limité de voyages d’un maximum de 62 jours chacun en dehors du pays. Cet item aurait plutôt dû figurer sous le titre PROTECTION SUPPLÉMENTAIRE EN DEHORS DU PAYS, ce qui est en fait une option.



RTO/ERO Group Health Claims Appeals Process Changed Doug Carter Chair, Health Services and Insurance Committee

RTO/ERO has made major changes to the process available to members who wish to have a denied health plan claim reviewed. Denied claims will now be reviewed only if one of the following criteria applies:

Information provided to members is ambiguous Incorrect information was given to a member The claims adjudicator has misinterpreted the plan

A member who has a claim denied is encouraged to contact the claim adjudicator whose name is on the letter received from Johnson Inc. If the member is dissatisfied with the explanation, then the member should con-tact Tony Sawinski, RTO/ERO Pension and Benefits Officer. Information regarding the review process and the necessary forms will be sent to the member. Upon receipt of the completed forms the claim will be re-viewed at Johnson’s head office and the member notified of the decision. (See the accompanying chart on page 18)

Changements au processus d’appel du régime d’assurance collective d’ERO/RTO

ERO/RTO a apporté des changements importants au processus permettant aux membres qui désirent faire appel contre une demande de remboursement refusée. Désormais, ces demandes seront révisées seulement si l’un des critères suivants s’applique :

• L’information fournie au membre était ambiguë • L’information fournie était erronée • L’évaluateur de réclamation a mal interprété le règlement

On invite tout membre dont la réclamation a été rejetée à prendre contact avec l’évaluateur dont le nom ap-paraît sur la lettre émanant de Johnson Inc (JI) . Si l’explication reçue n’est toujours pas satisfaisante, on prie le membre de communiquer avec Tony Savinski, responsable ERO/RTO des rentes et bénéfices. On en-verra alors au membre l’information et les formulaires pour enclencher le processus de révision. La documen-tation sera étudiée au siège social de Johnson Inc. et on communiquera la décision au plaignant. ( Voir le tableau ci-joint)



To stop smoking for good is not easy, but… Norbert Boudreau

When I was younger, I smoked a lot, like many of us. It seemed like a natural thing to do. I also smoked for a long time. However, one day I decided to quit. I was short of money and I started to have a sore throat. Two very good excuses to quit, don’t you think! It wasn’t easy but I persisted. I haven’t touched a cigarette since. I knew then that if I had one puff, I would go back to my old habit. I always had a craving for a cigarette especially after a good meal or even worse when I had a drink or two. Today, with what we know about the problems caused by tobacco, I have no regrets as I feel healthier. I now have difficulties with the foul smell caused by smokers. Having said that, I fully under-stand the problems that smokers have when wanting to stop smoking. However, it’s do-able with a little encouragement and lots of motivation. It’s even eas-ier with nicotine patches that can be purchased in any drug stores. When you quit smoking there are tremendous benefits for your health. I have friends, who tell me that at their age it’s too late to stop smoking, that the damage has already been done. Yes, I agree, in certain cases, cancer has already started to ravage the body. For those peo-ple, I wish them a lot of courage as they suffer through their illness. You may want to read Lucie Turgeon’s Be a quitter! at www.canadian-health.ca Turgeon tells us that, even if we’ve been smoking for 50 years, there are short and long term benefits to butting out. What’s encouraging is that after a few weeks you will find that walking or climbing stairs will be easier and that the wheezing and coughing will gradually disappear after a few months. After only one year, heart attacks are reduced by half and after fifteen years the risks of heart failure are the same as that of a non smoker

Arrêter de fumer pour de bon, ce n’est pas facile, mais…

Quand j’étais plus jeune, je fumais beaucoup! J’ai fumé longtemps aussi, mais un jour, faute d’argent et surtout parce que je commençais à avoir mal à la gorge, j’ai tout simplement arrêté. Ça n’a pas été facile, mais j’ai persisté. Je savais que si je prenais une bouffée, je retomberais dans mes vieilles habi-tudes. J’avais toujours cette envie de fumer surtout après avoir mangé un bon repas ou pire encore, quand je prenais un verre. Aujourd’hui, avec tout ce qu’on peut lire sur les pro-blèmes causés par la cigarette, je n’ai aucun regret. Même que j’ai du mal à supporter l’odeur de la ciga-rette sur les personnes qui fument ou dans un édi-fice quelconque. Cela dit, je comprends les diffi-cultés des gens qui essaient d’arrêter de fumer. Mais, c’est faisable avec un peu d’encouragement et de motivation. C’est plus facile aussi avec des pro-duits pharmacologiques qu’on peut se procurer assez facilement. Perdre l’habitude de fumer est un gain énorme pour la santé. J’ai des amis qui me disent que rendus à leur âge, il est trop tard pour arrêter de fumer, que les domma-ges sont faits. Oui, peut-être, dans certains cas le cancer a déjà commencé à faire ses ravages. Pour ces derniers, je leur souhaite beaucoup de courage. Allez lire l’article de Lucie Turgeon, Arrêter de fu-mer pour de bon! www.santecanadienne.ca Mme Turgeon nous dit que même si ça fait 50 ans que vous fumez, les bénéfices d’arrêter de fumer sont évidents à court terme. Ce qui est encoura-geant, c’est qu’après quelques semaines, vous trouve-rez que marcher ou monter les escaliers se fera plus facilement et qu’après quelques mois, la vilaine toux que vous aviez développée et les sifflements dispa-raîtront graduellement. Après un an, les risques de crise cardiaque seront réduits de moitié et après quinze ans ces risques sont les mêmes que pour une personne qui n’a jamais fumé.

Did you know that about 300 000 Canadians are hospitalized every year because of heart problems and that nearly 74 000 die from it? Diabetes, cholesterol and high blood pressure are among the leading causes of strokes and heart attacks. Very often a heart attack is caused by a blood clot in an artery blocking the blood circulation to the heart. A stroke on the other hand is caused by the rupture of a blood vessel that supplies blood to the brain. Both heart attacks and strokes are serious enough to warrant our attention. What’s important is to control the causes with medication. Your first step is your annual medical examination. Over and above medication, there are non-pharmaceutical means to control or to slow down these illnesses. Watch your weight and stay away from a regular diet of junk food. Choose instead the recommended amount of fruits, vegetables and fiber rich cereals. Watch your salt intake and exercise regularly. If you don’t smoke, if you drink alcohol in moderation, your chances of avoiding a stroke or a heart attack are greater. Most of us are unfortunately at risk. Be smart and take care of yourself. Don’t be discouraged when your first attempt fails. We all agree it’s not easy. Saviez-vous qu’à peu près 300 000 Canadiens sont hospitalisés à cause de problèmes cardiovasculaires et pres-que 74 000 y meurent chaque année? Le diabète, le cholestérol et l’hypertension artérielle sont tous des cau-ses de crises cardiaques et d’accidents vasculaires cérébraux. Très souvent, une crise cardiaque ou un infarctus est causé par un caillot de sang dans une artère; celui-ci blo-que la circulation du sang vers le cœur. Un accident vasculaire cérébral (un AVC), par contre est causé par la rupture d’un vaisseau sanguin à l’intérieur du cerveau. Ces deux maladies sont très sérieuses, ce qui me porte à dire que si nous voulons rester en santé, il faut y voir. Ce qui est important, c’est de contrôler les causes avec des médicaments. Donc, un examen médical annuel est de mise. En plus des mesures pharmacologiques, il y a plusieurs moyens non-pharmacologiques de contrôler ou ralentir ces maladies. Un poids santé, une saine alimentation sans gras saturé, riche en fruits, légumes, céréa-les, moins de sel et l’exercice physique régulier vont certainement vous aider à vivre une bonne longue vie. Ceux qui ne fument pas et ceux qui prennent de l’alcool en modération ont plus de chances d’éviter un infarctus ou un AVC. School-for-all/ École pour tous (SFA/ÉPT) is an Ottawa-based, not-for-profit non-governmental organization that recruits and trains educators who can share their experience and expertise with others, either teachers or students, in refugee camps or displaced peoples areas. Since its inception in 2004, SFA/ÉPT has sent vol-unteers to Kenya, Tanzania and Mali where we have trained teachers in student-centered methodologies, school administrators in leadership and management strategies, as well as students in both classroom settings and hands-on trades training.

Our volunteers, who participate in the cost of the mission, receive training prior to departure from Canada by SFA/EPT staff. This preparation reflects the precise needs expressed by our partners. DEMANDE DES BÉNÉVOLES School-for-All / École-pour-Tous (SFA/EPT) est une organisation non-gouvernementale basée à Ottawa, qui recrute et forme des éducateurs pour partager leur expérience avec d'autres éducateurs privés de formation professionnelle dans les camps de refugiés ou des zones de personnes déplacées. Nos missions de formation durent de 2 à 3 semaines et sont offertes en français ou en anglais. Depuis 2004 SFA/EPT a envoyé des volontaires au Kenya, en Tanzanie et au Mali et, présentement, nous for-mons les volontaires qui partiront sous peu. Au cours de ces années nous avons formé des éducateurs en mé-thodologies d'apprentissage basées sur l'enfant , en technique de résolution non-violente des conflits, des di-recteurs d'écoles en techniques de direction et d'administration, ainsi que des étudiants en classe ou en situa-tion d'apprentissage technique.

Nous recherchons aussi des volontaires qui seraient libres pour partir en mission après avoir reçu notre forma-tion qui est donnée en fonction des besoins exprimés par les organisations non-gouvernementales qui nous re-çoivent. In 2003 RTO/ERO District 27 established the Celeb-rity Award. This award is presented at the spring luncheon to a well known member of the community who has contributed to the well being of children and young people in the Ottawa area. The purpose of the award is to recognize a non-teaching celebrity who has generously offered his or her time to support causes which improve the lot of children and adolescents. Previous recipients were: Suzanne Pinel, Dave Smith, Max Keeping and Dominic D’Arcy. Forms must be returned before March 31, 2007. The recipient will be invited to the spring luncheon at Camelot Golf and Country Club, on Wednesday, May 23rd, 2007.
