He recently announced his patented on-demand delivery service, Consumeron (www.consum-eron.com), whose incorporation of mobile tele-presence essentially allows consumers to shop remotely, getting anything, from anywhere, any-time. Now Barron is developing what the calls a Hyper-connected Gun Safe, an innovative

idea that can change the gun safety in this and any country in fact.

Barron’s new Hyper-connected Gun Safe is designed to curb the nation’s gun violence epidemic by encouraging responsible gun ownership, while giving law enforce-ment an way to more easily enforce existing gun laws. While Barron favors gun control, he also is a pragmatist, explaining “the Second Amendment isn’t going any-where. So we have to shift the focus from gun restrictions to putting the burden of responsibility on gun owners.

The more guns people have, the more responsibility they have to have.”

The first component of Barron’s plan is to impose sig-nificant penalties on those whose firearms are used in a crime - legislation that, in one form, is being considered in Congress right now, as well as in state legislatures around the country. For example, Delaware is consider-ing legislation that would require gun owners to report the loss or theft of their firearm to police within 48 hours of discovery, punishable by a $100 to $500 fine for the first offense.

Barron, though, wants to take it further: in his plan, a gun owner must file a police report within 24 hours, if a firearm is lost or stolen, unless staying away from home. If an unreported lost or stolen firearm is then used to commit a crime, the registered owner must complete one year of highway cleanup, 5 days a week, 8 hours a

day, wearing a black jumpsuit emblazoned with “I Was Irresponsible With My Weapons” and “1 Year” in large let-ters on the front and back, to set an example for the pub-lic. Those in possession of an unregistered weapon would also be subject to this penalty. Barron believes gun own-ers would be more motivated to secure their guns in the hyper-connected gun safe before leaving home if they knew they’d be subject to one year of highway cleanup otherwise.

Barron was spurred recently to flesh out his gun safe - an idea that, as a futurist, he’d filed away in his “mental attic” years ago - after an otherwise-responsible tenant, a CPA, in one of his Beverly Hills properties, saw his live-in girl-friend jailed after stealing his assault rifle from a safe and selling it to a gang member. His Hyper-connected Gun Safe is an affordable, armed, internet-connected gun locker with which gun owners can secure and keep tabs on their firearms, from any location. Just as funds are directed to gun buyback programs, Barron would like to see subsidies go towards his gun safe, securing the nation’s estimated 300 million firearms. Barron recently filed patent claims on the hyper-connected gun safe, and it is currently in development; he is also developing a ver-sion that can be securely mounted in one’s vehicle.

His gun safe differs substantially from other gun safes in several areas. Each firearm’s serial number is assigned to a particular slot, which is protected by an electronic latch that lets the system know when that gun has been removed. The internet-connected safe includes interior and exterior cameras for still image or video capture, which can stream to a secure website for the owner and be stored on an internal hard drive. If and when the safe is tampered with or breached, information is relayed to the owner via SMS, email, or push notification. This in-formation can include which firearm was removed along with images of the breach - hopefully including the face of the perpetrator. Furthermore, if the owner has added a GPS chip to his or her gun, the system can track its loca-tion.

In addition, the safe can remind gun owners when a gun has been missing from its slot for a set period of time, a life-saving feature that can keep gun owners from

absentmindedly leaving a gun on the dining room table or under the bed.

Underscoring the need for such technology is the unfor-tunate reality that developments in the gun safety realm have been eschewed for decades by gun manufacturers. These innovations have mostly involved “smart guns,” trigger-identification systems that prevent a gun from being fired by anyone other than its authorized user, us-ing RFID chips, fingerprints, personalized grip patterns, and the oldest iteration, magnets.

However, whereas in other industries, such as the auto industry, lawsuits and regulations have forced makers to improve products’ safety, gun makers have been exempt. The Consumer Product Safety Commission, founded in 1972, is explicitly barred from regulating firearms, and President George W. Bush signed a law in 2005 that pre-vents consumers from suing firearms makers. Without any incentive to change, gun makers have proven that they will not add such safety measures.

So Barron’s aim is to work around them, as he did with the S-1 GARD and MDZ Shield. After finding institutional-ized complacency in the bus OEM industry, Barron took his products to the transit agencies and school districts who find themselves responsible for injuries or deaths caused by the rear-wheel rollovers these safety products aim to mitigate.

The Farah Khan Fine jewelry new store is spread over two floors and is a visual delight that one must experience.  The show windows will have new themes in jewel-ry that tell a story be-hind every creation as well as create an emo-tional connect with the customer that goes beyond the retail experience. The store is done up in a neo classical feel to create a comfortable warm am-bience yet keeping a minimal clean look. The vivid orange windows stand out along with the unusual displays that have been created to incorporate the “Alice in Wonderland” theme. Mediation is voluntary.  Even if you have agreed to me-diate before arbitrating or litigating, a judge can’t order you to mediate if you change your mind.  On the other hand, if your agreement gives attorney fees to the win-ner in arbitration or a lawsuit, it may also take the fees away if the winner has refused to mediate first.  The ubiquitous California Association of Realtors residential purchase and sale agreement form has worked that way for decades.

Mediation in one form or another has been around forev-er.  A mediator does not decide a case and make a ruling.  Instead mediators, like village elders, help parties resolve their differences peacefully by mutual agreement.  In the 1960’s mediation proponents thought of it as a warm and fuzzy way to give the urban poor, who could not afford the civil judicial system, access to rough justice.

It did not turn out that way.  Instead mediation became in-stitutionalized in the 1980’s, when the judicial system ap-peared threatened by a tidal wave of litigation.  Lawyers co-opted the flower children, so now it’s hard to tell the dif-ference between mediation and a judicial settlement con-ference.  The pitch is unappetizing, but realistic: you can’t tell how a judge will rule, and you can’t afford to find out.  Mediation may work in most cases, but whether the results are fair or legal is an open question.  If mediation doesn’t work, the parties can arbitrate or litigate.

If the parties have a written agreement to arbitrate, a judge can order them to arbitration, which can be binding or non-binding. The arbitrator does decide the case and does make a ruling, called an Award.  If the parties have agreed to bind-ing arbitration, the winner can easily turn the Award into an enforceable court judgment, which cannot be appealed.  But if they have agreed only to non-binding arbitration and one party refuses to abide by the Award, it’s unenforceable and useless.  Most arbitrations are therefore binding. As a San Diego attorney with over 30 years of experience, I un-derstand the differences and possible outcomes.

When the American Arbitration Association was formed in 1926, arbitration was supposed to be cheaper and fast-er than litigation.  The parties choose the arbitrator, who doesn’t have to be a lawyer or a judge, and the rules of evi-dence used for court trials need not be followed.  However, arbitration has gradually developed its own thicket of rules and procedures rivaling those of the courts, so its superior-ity to the judicial process is often questionable.  Nonethe-less arbitration remains a thriving business in the private sector.  It also thrives in the public sector as a mandatory service provided by the federal government to resolve labor disputes.

If the parties cannot agree to arbitrate, they are left with the courts and lawsuits.  If you think of The Law as a set of rules producing predictable results under similar circumstances, so that who’s right and who’s wrong should be obvious, you are in for an unpleasant surprise if you find yourself involved in litigation.  Decades ago the idea was to narrow the rel-evant facts as much as possible, so that the applicable rule would be readily found.  Typical judicial opinions were only a few pages long.  Our present pursuit of perfect justice has turned this scheme upside down.  Judges want to hear about every fact that could possibly have any bearing on the out-come, and lawyers are happy to oblige them.  Typical judicial opinions are now dozens of pages long.  Consequently each case produces its own rule - which produces the paradoxical result that there are no rules or predictable results.
