Dear Fellow Engineers,
Greetings and happy to share my thoughts once again with you all. We have started our year-long celebrations of Centenary
Year across India from Chennai on 13th Sep, 2019. Request all members to spread this message through many local events,
seminars, technical lectures etc so that we will tell most of the people of Tamil Nadu the long success story of IEI.
As you know, we are organising International Seminars on new technological topics like Block Chain Technology and National
convention Energy Storage. Request you all to spread the news about these events to all your members/associates and many
people can get the benefit by attending these seminars. It also gives lot of scope for technological work and job opportunities
to all engineers across the sectors. Now we are talking about Additive Manufacturing, Artificial Intelligence, Internet of Things,
Advanced Simulation, Cloud Computing, Cyber Security systems, Augmented Reality, Autonomous robotics etc which will
change the way we are working drastically.
As a leading institution for Engineers, it is our responsibility to take the leadership roles and explain these new technologies to all engineers and make
them embrace these new technologies for improving productivity, reduce the cost, etc. We also equip our fresh engineers in these areas so that they
are employable when the job opportunities come across. Transformational change is required so that we can take full benefit of this fourth industrial
revolution.
Let us collaborate, co-operate among various sectors of engineering to develop or implement these new technologies in our operations. This needs
deeper understanding of the different disciplines knowledge and merging the same to our business or, organisation goals. In my opinion, most of the
current regular jobs may get redundant because of these new technologies and all these engineers will be used for high-end work. We are likely to get
many American, European companies coming to India in the changing business scenario. This will give us a lot of opportunities in terms of technological
upgradation, employment & business opportunities.
Let's get ready and welcome these technological change and this will brighten our future in the coming years...

PROCEEDINGS OF THE 52nd ENGINEERS’ DAY
The 159th birth anniversary of Sir M Visvesvaraya was celebrated
as 52nd Engineers’ Day by the IE(I),Tamilnadu State Centre on
Saturday the 14th September 2019. Chief Guest, Chairman, Council
Theme: “Engineering for Change”
14th September 2019Member, Honorary Secretary, and Committee Members offered
flowers to the portrait of Bharat Ratna Sir M Visvesvaraya.
Er R Ramdoss FIE Chairman, IE(I), TNSC welcomed the gathering
and expressed his gratitude to the Chief Guest Padmashree
Dr Mylswamy Annadurai for accepting our invitation to be the Chief
Guests for the Engineers’ Day. Er S Karuppasamy FIE Committee
Member, IE(I) TNSC delivered the glimpses from the life sketch of
Bharat Ratna Dr Sir M Visvesvaraya.
Dr P S Kumar, Co-opt Member of IEI TNSC gave the introduction
about the Chief Guest Padmashree Dr Mylswamy Annadurai, Vice
President, Tamilnadu State Council for Science and Technology and
Chairman, NDRF, IEI.

Er S Ganesh Mani, Director – Production, Hyundai Motor India Ltd.,
and Er Pradeep Kumar Aggarwal, Vice-President, M/s Tractors &
Farm Equipment Ltd., Chennai were felicitated as Eminent Engineers
during the Engineers Day Celebration.
Prof. D. R. Kiran, Corporate Member of IEI has given a corpus fund
for awarding the toppers of Summer & Winter AMIE Examination in
the stream of Mechanical and Production Engineering Division. The
toppers were awarded during the celebration.
Er G M Sasikumar, Managing Director, Salcomp one of the awardee
of topper in production engineering division made an announcement
to the members that from the year 2020 the toppers from Production
Engineering Division in Summer & Winter are to be awarded with a
cash prize of Rs 25000/-.
Padmashree Dr Mylswamy Annadurai delivered the thematic address
on the theme “Engineering for Change” with a power point
presentation. Dr. Mylswamy Annadurai started his presentation, how
our human mind / human intelligence used to imagine things / decide
with half information, without knowing full with his powerful slide
presentations. He discussed about the human evolution and change
agents fire, wheel, electricity, semiconductor, computer, space
exploration and now AI . He has presented a time vs progress curve,
when the future is predictable, how the curve travels, and when there
is exponential growth, the future is not predictable, the surprise factor
can take up highly unexpected up and even downward also. He has
explained ISRO past, present, future projections, how ISRO is
keeping ready with all Industry 4.0 and also with cost per mission
etc.
He has explained different kind of missions, Space to Earth, Space
into Space, Travel through Space, in Moons and Mars. He has
beautifully explained eureka moments which will come in near future
in the passionate presentation. He talked about the future travels,
Road travels, Sea Expeditions, Air travel, space travels and the
motive will be Safe Road, Safe Sea, Safe Air, Safe Space. He also
talked about the human dependence over AI and Gadgets are getting
more and more, if they may forget to use natural god given ability
to think and act. In this stage, there may be 2 kind of people, who
are able to think and act and who are not unable to think. And He
also advised the younger generation to use the technology for benefit
of all at the same time not to over use the same which degenerate
our inner nature.
Er P Gomathi Nayagam MIE, Honorary Secretary delivered the Vote
of Thanks and thanked all the Sister Institutions for joining with us
and thanked the students participated in the celebrations. About 150
members took part in this celebrations.

Institution to conduct examinations for serving the interest of a large
number of working professionals to upgrade professional skills and
thereby facilitate their career enrichment. The Royal Charter also
empowers Institution to adopt equitable forms of contract with the aim
of settlement of arbitration disputes by appointing empanelled
arbitrators.The need to ensure fairness in all dealings associated with
the profession of engineering has also been clearly laid out in the charter
which culminated in the establishment of “Professional Conduct Rules”
which later came to be known as ‘Code of Ethics’ in October 1954.
The Institution of Engineers (India) Tamilnadu State Centre celebrated
the Royal Charter Day on 9th September 2019 at IEI TNSC Auditorium
Chennai. Er P R Seshadri, Past Chairman, IEI TNSC briefed about the
Royal Charter Day and welcomed the gathering.
Dr P S Kumar, Managing Director, ETAsmart Pvt Ltd., was the Chief
Guest and delivered his lecture on the topic “Royal Path to implement
Industry 4.0”. He started his speech, that the first Industrial revolution
(Industry 1.0) mechanisation through water and steam power happened
around 1784. Second Industrial revolution (Industry 2.0) happened to
produce through mass production and assembly lines using electricity
in 1870. Around 1969 the automation, PLCs and computers were
inducted in to manufacturing thereby created third industrial revolution
(Industry3.0) and now the fourth industrial revolution (Industry 4.0)
enhance it with using IoT (sensors attached machines & products), AI
and other smart and autonomous cyber physical systems in
manufacturing System. Coupling all these manufacturing elements and
making the data transfer through Cloud computing & Use smart
programmes to analyse the data and take decision with or without human
interventions. Industry 4.0 will benefit the manufactures in various forms
– it reduces cost by 20 to 30%, increase the efficiency by 15 to 20%
and make our manufacturing system is completely flexible. All the major
manufacturing companies are moving or in the process of migration to
this Industry 4.0 environment to make use of the benefits. Industry 4.0
can be applied once our processes are well defined and the
manufacturing & operating systems are created and being followed
systematically by all people – starting from engineer to manufacturing
director. It is highly needed for India which is likely to grow faster than
any country across the Globe in coming years.

Royal Charter Day
The ultimate aim of the founding fathers of the Institution – the grant
of the Royal Charter of Incorporation, which was vigorously pursued
by Sri Rajendra Nath Mookerjee and followed up strongly by
succeeding Presidents, Mr Jwala Prasad, Dr A Jardine and Sir
Guthrie Russell, was realised on 9th September 1935 during the
Presidency of Rai Bahadur B P Varma, and was ultimately granted to
the Institution at The Court at Buckingham Palace of His Majesty King
and Emperor George V. The grant of the Royal Charter was an
outstanding event in the history of the Institution, as it was the first such
recognition extended to a professional body which had its origin and
functions in India. This endowed the Corporate Members of the
Institution with the right to use the title “Chartered Engineer” after their
names, implying that they are qualified engineers deemed worthy to hold
a Charter.
Incorporation of The Institution of Engineers (India) by Royal Charter
was done envisaging the role that the Institution was expected to play
towards establishing the profession of engineering in the right
perspective. The Charter comprehensively enumerates the very purpose
of the establishment of the Institution which includes promotion of the
trade of engineering, ensuring equal rights and opportunities to members
as well as those engaged in the profession, diffusion of engineering
knowledge through activities, active research and publication, advising
policy makers on issues related to engineering education, accreditation
and establishing engineering standards.
Importantly, the Charter also has provisions which authorizes the

26th October 2018at 6.00 pm at Hotel Le Royal Meridien, Chennai.
Before taking up the agenda, Dr G Ranganath, Chairman, IE(I) TNSC listed out the activities
done for the past two years with power point presentation. The Membership Growth of IE(I)
TNSC has been increased to 25553. The IE(I) TNSC conducted technical activities like
18- Lecture Meetings, 12 - Statutory Meetings, 3 - All India Seminars,1-Two days Workshop,
2- State Level Students’ Chapter Conventions,32nd Indian Engineering Congress, 1-
Industrial Visit and1- Interdisciplinary Activity.He is very much proud and happy to announce
that 6 National Conventions were organized by Tamilnadu State Centre & Local Centres.
At last he read out the financial report for the past two years.
1. To Confirm the Minutes of the 95th Annual General Meeting of the Tamilnadu
State Centre held on 14th October 2017
Chairman informed that the minutes of the 95th Annual General Meeting held on
14th October 2017 was circulated to the members through the Bulletin of Dec. 2017
and was republished in the Oct. 2018 issue which may be taken as read.
As no comments were received, Dr J Arivudainambi, FIE proposed that the Minutes
may be confirmed. Er R Periasamy, FIE seconded the same.
The Minutes of the 95th Annual General Meeting was confirmed.
2. To Approve the Audited Accounts and the Annual Report for the year ended
31st March 2018
Chairman informed that the Audited Accounts and the Annual Report for the year
ended 31st March 2018 was circulated to the members vide Bulletin October 2018
issue and may be taken as read.
A comment received from the Corporate Member to publish the schedules of the
balance sheet for their reference. As the comment was taken into consideration.
Maj V V Chandrasekharan MIE proposed that the Audited Accounts and the Annual
Report for the year ended on 31st March 2018 may be confirmed. Er Purushottam
P. Doijode, MIE seconded the same.
The Audited Accounts and the Annual Report for the year ended 31st March 2018
was approved.
3. To Appoint the Auditors for the year 2017-2018 and to fix their remuneration
Chairman informed that confirmation was received from M/s S Shankar & Associates,
Chartered Accountants& Associates, Flat No: 1, M N R Apartment No : 7A/1, Nadar
Street, Velachery , Chennai – 600 042 to continue as Auditors for the year 2018 -
2019 at the remuneration of Rs.17500/= + GST 18%.
Er A Sekar, FIE proposed that the services of the existing Auditors may be continued
for the year 2018-19 at the remuneration of Rs.17500/= + GST 18%. Er S Kannan,
FIE seconded the same.
4. To Report on the composition of the Committee for the sessions 2018-2020
Chairman informed that the New Committee will take charge for the session 2018-

9. EXAMINATIONS:
The number of candidates who appeared for the Section A (Diploma & Non Diploma
Streams) and Section B during Summer 2018 was 900 and Winter 2018 was 1000
both the examinations were conducted at Sri Lakshmi Ammal Engineering College,
Selaiyur, CHENNAI - 600126.

NOTICE OF 97TH ANNUAL GENERAL MEETING
Notice is hereby given that the 97th ANNUAL GENERAL MEETING, Tamilnadu State Centre on 19th October 2019 at 7.00 PMat the Institution premises, 19, Swami Sivananda Salai, Chepauk, Chennai - 600 005 to transact the following:
1. To confirm the Minutes of 96th Annual General Meeting held on 26th October 2018.
2. To approve the Audited Accounts and Annual Report for the year ended 31st March 2019.
3. To report about the composition of the Committee for the session 2019-2020.
4. To appoint Auditors for the year 2019-2020 and to fix their Remuneration.

AUDITOR’S REPORT
We report that we have audited the annexed Balance Sheet of the Institution of Engineers (India), Tamilnadu State Centre, Chennai as at 31st March
2019, signed by us under reference to this report and the relative Income & Expenditure Accounts for the year ended on that date which are in agreement
with the books of accounts maintained at Centre.
We have conducted our audit in accordance with auditing standards generally accepted in India. Those Standards require that we plan and perform the
audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An Audit includes examining on a test basis,
evidence supporting the amounts and disclosures in the financial statements. An Audit also includes assessing the accounting principles used and significant
estimates made by management, as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis
for our opinion.
In our opinion and to the best of our information and according to the explanations given to us the Balance Sheet and the relative Income & Expenditure
Account together with the notes thereon and subject to Comments Nil in Annexure (1) give a true and fair view of the state of affairs of The Institution of
Engineers (India), Tamilnadu State Centre, Chennai as on 31.03.2019 and the excess of its Income over Expenditure for the year ended on that date.
Subject to the comments in Annexure (2) we have obtained all the information and explanations which to the best of our knowledge and belief were necessary
for our audit.

Fixed Assets Register agreed with General Ledger Balance and all details, say location of
assets, cost, nature of assets, rate of depreciation etc. are incorporated in the Register. YES

(j) We have physically verified the cash balance and original fixed deposits certificates,
bank confirmations and no exception have been noted. YES
(k) We have physically verified all investments and a copy of details of such investments
attached herewith. YES
(l) Whether tax deducted at source from salary, contractors bill etc. are being deposited regularly
as per Income Tax Rules. Also please ensure whether surcharge on Income Tax is also
being deducted. YES
(m) Besides,the other matters,ifany,cropped up in course of audit which might affect the truth
and fairness of the state of affairs of the Centre and its results for the year 31st March for
relevant year. N.A
2 (a) Has the State Centre taken registration under GST Act and included the names of all
local centres within their jurisdiction as an additional place of business? YES
(b) Whether GST is being collected/deposited regularly as per GST Act and rules. The
details of collection /deposit of GST attached herewith. YES
(c) Whether the Centre has procured goods/services from an unregistered person exceeding
Rs 5000/- per day GSTN wise in its entirety and whether the relevant GST is being
regularly deposited under reverse charge mechanism? N.A
(d) Whether tax invoice/bill of supply is being regularly issued for all taxable /exempted services? YES
(e) Whether the outward register/inward register is being properly maintained? YES
(f) Whether the Centre has been regularly submitting the monthly/annual returns within due
dates? If not details to be provided. YES
(g) Whether special GST audit has been conducted by the State Centre in case of turnover of
the State centre along with the local centre is more than Rs 2 crore during the financial
year? If yes whether GST audit report and a reconciliation statement in Form GSTR 9C

3. (a) Progress/completion of construction work as on 31stMarch in respect of addition made
during the year to the existing building to be checked. N.A
(b) Contingent liability in respect of suits filed against the Centre, if any, to be ascertained. N.A
(c) We have obtained external confirmation for all the year end balances with bank (including
current account, savings account, cash credit, overdraft, loans, fixed deposit and accrued
interest) directly from the banks/financial institutions concerned at our office. YES
4. Matters which do not really distort the truth and fairness of the accounts should not form
part of the report and report separately : N.A
(a) Balance in advance schedule lying unadjusted for quite some time to be scrutinized
and adjustments, if any, to be given effect to or amount if material to be reported upon. N.A
(b) Utilization of fund transfer from headquarters for construction of building and acquiring of
other assets to be checked and reported upon. N.A
(c) Statement of closing stock of stores/stationery to be certified by the management and to be
attached along with audit report. N.A
5. Whether the centre has adhered to the Royal Charter, Bye-Laws, Regulations and code of ethics
and Financial Norms and Rules? If not details to be provided. YES
