    1. Airport regulations

    1.1 General

    1.1.1 Avoid tight wheel turn at the runway. Utilize turn around pad at the end of either runway.

    RPVA AD 2.22 FLIGHT PROCEDURES

    1. Helicopter Operation

    1.1 General

    1.1.1 The procedures for the control of VFR and IFR traffic shall apply to all helicoptersflying within the established helicopter traffic pattern when departing and arrivingat the Daniel Z. Romualdez Heliport.

    1.1.2 Except when a clearance is obtained from an air traffic control unit, VFRhelicopter flights shall not take-off or land at the Daniel Z. Romualdez PrincipalAirport within its control zone, or enter its aerodrome traffic zone:

    a. when the ceiling is less than 90 meters (300 feet);

    b. when the ground visibility is less than 1.5KM (1 mile).

    1.1.3 Helicopter operating VFR may be allowed outside controlled airspace with flightvisibility below 1.5KM (1 mile) provided that:

    a. the helicopter is clear of clouds and the ground or water is in sight at all times.

    b. the helicopter shall be maneuvered at a speed that give adequate opportunityto observe other traffic or any obstruction to avoid collision.

    1.1.4 It shall be the responsibility of pilots concerned for the proper interpretation ofthe meaning of light gun signals directed from the Tower.

    1.2 Taxiing/holding maneuvers 1.2.1 Except when clearance is obtained from Tacloban ADC/APP, taxiing/holding

    maneuver within airport maneuvering area shall not commence.

    1.3 VFR Arrival Procedures 1.3.1 Landing at North or South of ramp: contact Tacloban tower when entering control

    zone. Join the circuit within one (1) mile west of Tower not above 300FT.

    1.3.2 Helicopter without two-way radio communications: when landing south, hover atHotel Sierra at desired altitude. Observe light signal from the Tower, thenproceed to designated landing area at ramp.

    1.4 VFR Departure Procedures 1.4.1 Departure (Civil): lift-off to desired altitude but not above 300 feet towards Hotel

    Sierra, thence towards destination.

    1.4.2 Departure (Military): lift-off to desired altitude but not above 300 feet towardsHotel Sierra, thence towards destination.

    1.4.3 Pre-flight briefing at the Tower is a pre-requisite for helicopter without two-waycommunication.

    1.5 IFR Arrival and Departure Procedures 1.5.1 Helicopter desiring to fly IFR shall adhere to the procedures provided for,

    provided that:

    a. the helicopter is IFR rated;

    b. the pilot is IFR rated; and

    c. the helicopter and pilot meet all other IFR requirements.

    1.6 Deviations 1.6.1 Any deviation from these departure/arrival procedures shall have prior approval

    from Tacloban ADC/APP.
