205/13 – CRISIS SITUATION DURING THE HOLIDAYS 1. During the block leave period of 14 December 2013 to 5 January 2014 inclusive, the offices of this Headquarters, Regional Cadet Support Unit (Pacific), will be at minimum staffing or closed. 2. Any crisis situation related to Pacific Region cadet activities that involve cadets, COATS members, CIs, and/or volunteers shall be reported to the Commanding Officer of the Regional Cadet Support Unit (Pacific) as soon as possible. 2. 2. Personnel are advised that completion of a VSS check can take up to three or four months, therefore it is important that the process be initiated well in advance of the expiry date. Fingerprints are now required to complete a VSS when the gender and date of birth of an applicant matches a pardoned sex offender record. 3. A current PRC/VSS is required for all adult supervisors, therefore, personnel who do not submit an updated PRC/VSS prior to the expiry date will not be authorized to parade until a PRC/VSS is received and approved at RCSU (Pac). 4. (SO3 Admin) 212/13 – PROCUREMENT OF RIFLES Ref: CATO 14-41 1. In accordance with CATO 14-41, Annex B, no rifle of any type is to be brought onto cadet customer accounts, or otherwise utilized in cadet sponsored training/activities unless approved by

both the D Cdts & JCR Life Cycle Maintenance Manager (LCMM) and the Director Soldier System Program Management 5 (DSSPM 5) prior to acquisition/procurement. 2. This approval will not normally be granted, as rifles/firearms needed to support the cadet program will be provided by NDHQ. All rifles/firearms, including Daisy Air Rifles, are centrally procured and controlled by NDHQ. 3. All Corps and Squadrons are to advise their sponsoring bodies that they cannot accept the donation or provision of rifles/firearms of any type from any source outside of the DND supply chain. (SO3 Sup) 213/13 – SECURITY OF SA/SAA EXPLOSIVES OR ANY PROHIBITED WEAPONS - TWO PERSON OPENING PROCEDURES Refs: A. Security Bulletin 002/08 dated 7 Mar 08 (Annex A) B. National Defence Security Policy, Chapter 28 C. CANFORGEN 032/99 dated April 1999 D. National Defence Security Policy, Chapter 4 1. A couple of recent incidents have revealed that not all cadet corps/squadrons holding No 7 rifles, Anschutz rifles and .22 calibre ammunition have been following the regulations requiring that two persons be present to open separate locks with separate keys whenever these items are accessed. 2. As prescribed in Security Bulletin 002/08, which is attached as Annex A, all cadet corps and squadrons in Pacific Region holding any of these assets are to comply with the procedures specified under option 1 for the “Two Person Opening Procedures”. Although the bolts for No 7 rifles are held by RCSU (Pac), these rifles can be made functional and therefore are subject to the same requirements. It cannot be emphasized strongly enough that we must take our responsibility to safeguard rifles and ammunition seriously or we risk losing the authority to hold these items at the local level. 3. Questions regarding the required procedure should be directed to your elemental office. Confirmation of compliance is part of the annual security verification and increased scrutiny to this important security requirement will be made during ACA visits. (CO) 214/13 – REVISED REGISTRATION PROCESS FOR THE CAFJOD PROGRAM 1. As a result of the ability to self-register on Internet-based PCs for CAFJOD courses, effective immediately there will no longer be the requirement to follow the registration process as detailed in previous RO entries. Note that this change in process will take effect for the Winter 2014 semester. 2. This decision was made to allow more flexibility for members to register for these courses thus reducing the registration process and bring it in line with the rest of the CAF. Note that the CIC CDL will still act as the POC with the CAFJOD team for the CIC. 3. To assist all CIC officers on how to register, a bilingual Job Aid has been created that guides with step by step instructions on how to register via the DLN. This guide was posted on Cadet Net. 4. Any CIC officers who experience difficulty in accessing their DLN account (i.e. not able to login in, password issues, etc), may send an email to [email protected] in which the issue will be dealt with within a 24 hour period (48 hour period for weekends/holidays). 215/13 – COATS INACTIVE LIST DISBANDMENT Refs: A. CANFORGEN 033/10 041732Z Feb 10 B. CANFORGEN 192/13 CMP 084/13 041411Z Nov 13 1. In addition to announcing the creation of two new MOSIDs for the Cadet Organizations Administration and Training Service (COATS), ref A also announced in para 8, the formation of an Inactive List (IL) for COATS. The purpose of this list was to hold non-parading members of COATS who might return to service in Corps/Squadrons. 2. Since the creation of the IL, very few members on the list have returned to service. Despite this, the number of members on the list has reached more than 2450, to the point that the IL has become an administrative burden for the COATS Organization. 3. As a result, the decision has been taken to disband the COATS IL. Members on the COATS IL will be offered the following options:

a. CIC members will be advised that they have six months to find a Cadet Corps/Squadron and become active or be released. Members will be released 5(c) (service completed); and

b. COATS GS Officers and NCM s will be given the option of transfer to the Supp Res,

providing that they meet the minimum requirements (under 60 years of age and satisfactory medical category) or they will be advised that they have six months to find a Cadet Corps/Squadron and become active or be released. Members will be released 5(c) (service completed).

(SO3 Pers) 216/13 – 2014 TRI-ELEMENT CADET INSTRUCTORS CADRE BRANCH DINNER – VANCOUVER 1. The 16th Annual Tri-Element Cadet Instructors Cadre Branch Dinner will be held on the evening of Saturday, 1 March 2014 at 1830 for 1930 hours at the Bessborough Armoury, 2025 West 11th Avenue Vancouver. This event always draws a capacity crowd to enjoy a meal and the camaraderie of colleagues. A Guest of Honour will be invited. 2. All Officers, Civilian Instructors, and Civilian Volunteers are invited to attend. It is recognized that attendance will be primarily from the Lower Mainland and Fraser Valley; however, those from further afield are most welcome to attend. As this is a self-funded event, all costs for attendance at the dinner will be the responsibility of the individual. This event is intended for serving/retired officers and serving civilian instructors/civilian volunteers, along with League and affiliated support personnel; therefore, spouses/partners/others who are not in the aforementioned categories should not be invited. 3. This is a formal event. Dress for Officers is mess kit with miniature medals or CF DEU with plain white shirt/bow tie and oxfords (when wearing DEU to an evening function only ribbons are worn and ankle boots are never worn with mess kit or with DEU to an evening function). (Coordinating Officer, Annual CIC Dinner) 217/13 – REIMBURSEMENT – GOVERNMENT SHARE OF PROVINCIAL HEALTH CARE PREMIUMS Reference: Annex F to 5060-1 (ADM(PER)) 1. IAW reference, members of the Reserve Force presently on Class B or A Reserve Service, resident in British Columbia who pay the entire monthly provincial health care premium without assistance from the employer or from any level of government, are entitled to a premium share of up to 50% from the Federal government. Members who had any period of Class B Reserve Service during calendar year 2013 may be eligible to claim this benefit. Note that this is a taxable benefit. 2. To claim the benefit, your submission must be received by RCSU (Pac) not later than 17 Feb 14 in order to be processed by the deadline of 1 Mar 14. No late submissions can be processed. You are required to submit:

a. a completed CF 52;

b. a completed “Reserve Health Benefit Plan Provincial Premium Rebate Form”; and

c. a copy of your Medical Services Plan (MSP) account invoice, confirming that it has been paid in full for 2013.

3. The required forms have been posted in the elemental office conferences on CadetNet. Completed claims are to be submitted to RCSU (Pac) through your elemental office. (SO3 Admin) 218/13 – SUMMER CONTACTS – TRANSPORTATION 1. All corps and squadrons are required to have a responsible adult to perform the duties and responsibilities of a Corp/Squadron Summer Contact. The Summer Contact shall be an officer or civilian instructor of the corps/squadron who will be available for the period from the beginning of May through the end of September 2014. 2. The Summer Contact is the single Point of Contact (POC) for each cadet corps/squadron with the Movements Section during the time period indicated above. Any cadet travel changes and/or travel issues will be communicated only between the Movements Section and the Summer Contact. 3. Corps/Squadrons are to submit a Cdt #168, Summer Contact – Transportation to Staff Officer 3 Movements, through the elemental offices, by the end of February 2014. (SO3 Mov)

219/13 – DND 404 DRIVER’S LICENCE 1. A COATS member who is required to operate a DND vehicle in the performance of their duties shall be qualified and in possession of a valid DND 404 Driver’s Licence. A COATS member may apply to the appropriate elemental ACO for a new DND 404. Following authorization, the member will receive an email from the Movements Office with the applicable instructions, policies, tests, answer sheets and/or links to websites. 2. The following prerequisites are required for COATS members to qualify for a new DND 404:

a. successful completion of the Driver Information Test (DIT); b. successful completion of the BC Supplementary Test (BC Sup); c. successful completion of the Defensive Driver’s Course (DDC); d. submit an up-to-date BC driving record search (abstract) from ICBC; and e. be in possession of a valid unrestricted BC Driver’s Licence (BCDL).

3. A COATS member who wishes to renew their DND 404 must submit their request via email to [email protected]. Upon receipt of the request, the member will receive an email with the applicable renewal instructions. 4. The DND 404 is a privilege not a right, and may be suspended or permanently revoked at any time in the interest of safety of the Base Transportation Authority or the Director of Transportation. Factors that could necessitate this administrative action include:

a. offences under the Criminal Code of Canada; b. numerous preventable collisions; c. suspension of the BCDL; d. failure to submit an abstract upon renewal of the BCDL (every 5 years); e. failure to renew the DDC; and/or f. unsafe driving practices or any other unsafe act.

(SO3 Mov) 220/13 – WINDOWS 7 ROLLOUT 1. Currently, the RCSU (Pac) IT Support Cell is upgrading the Operating System platform of all DND workstations / laptops used on the Cadet network. The goal is to have all equipment upgraded by end of October. If machines are not upgraded, following the completion of the rollout, the laptops still remaining on Windows XP will no longer function. 2. It is requested that corps/squadron attempt to accommodate requests by the IT Support Cell to either provide attendance at upcoming common exchange sites which will be advertised through wide-broadcast email, or contact the IT Support Cell to raise a request for an Operating System upgrade. 3. (SO2 Land) 223/13 – NADEN BAND OF THE ROYAL CANADIAN NAVY CHRI STMAS CONCERT 1 The Naden Band of the Royal Canadian Navy Christmas Concert is taking place on 12 December 2013 at 1930 hrs at the Vogue Theatre, 918 Granville Street in Vancouver. 2. (CC) 224/12 – CO’S CORNER 1. It has been a tremendously busy month and it is hard to believe that we are already approaching Christmas. Let me start off by congratulating the BC Cadet community for persevering through a number of challenges to continue to deliver a safe, fun and challenging program for our cadets. I am particularly impressed with the professional way that you have responded to the unfortunate situation related to cadet clothing and pulled together to find solutions to ensure that cadets have a uniform of some type. I know that we haven't achieved 100% in this area but Corps and Squadrons are talking to each other and with our office to find solutions and I appreciate your patience and can-do attitude. 2. I wish to remind the BC Cadet community of the importance of properly safe-guarding rifles and ammunition in our care. I recently signed revised letters so that every Corps and Squadron has clear and concise written orders that permit a CO to authorize an officer to carry a rifle (air, No 7 or .22 calibre Anschutz) or its component parts (bolt and/or .22 calibre ammunition in the case of Anschutz rifles) in their personal vehicle for the purpose of training or a competition. These letters have been sent to every Corps/Squadron and it is important that the proper authorization is made every time one of these assets is transported outside of a parade location to another training or competition site. I also draw your attention to RO entry 213/13 of these orders specific to the two-person opening procedure detailed in Security Bulletin 002/08 for accessing any rifle that can be made functional (No 7 or Anschutz) and .22 calibre ammunition where authorized to be held. It is absolutely vital that these procedures be followed at all times. Failure to adhere to these procedures may result in the confiscation of your assets, which will preclude training, and administrative or possibly disciplinary proceedings may be considered. If you have allowed your procedures to lapse, then I demand that corrections are made and proper attention be paid to ensure that you are in compliance at all times. 3. For those of you holding .22 calibre ammunition there was a ruling from the Directorate of Transportation that indicated a Transport of Dangerous Goods certificate was required by all persons transporting ammunition to a training location. With the intervention of DCdts, a favourable ruling

has determined that COATS personnel do not require this certification at least until the regulations and policy can be looked at in more detail. Personnel transporting ammunition still require written authorization from the Corps/Squadron CO as noted in para 2 above and other sections of these ROs. 4. You will note that a website has been created on Cadet Net so that you can track the progress of Cadet Renewal. I encourage you to visit it periodically and contribute your ideas as the opportunity presents. 5. CIC officers who completed the Abseil Instructor Course between 1 Oct 10 and 31 Mar 13 will be receiving an email asking them to take part in a 10 minute survey. COs of corps and squadrons who have officers who completed the Abseil Instructor Course in this period will also be asked to take part in a separate survey. Since abseiling takes part largely outside of the local training program, personnel who supervise abseil activities at a CSTC, Expedition Centre or RCIS will be contacted by either SO2 Land or SO3 Expn inviting that they complete the survey as well. It is important that if you receive one of these invitations to participate that you take part as the information obtained will be used to shape the direction of future courses.
