Letter from School Place Good news! Orkney Ferries' fares and freight charges are frozen for the forthcoming financial year. This was passed by an overwhelming majority of councillors at a special Policy & Resources Committee meeting for setting the Council's 2013/14 budget, despite amendments to increase charges tabled by Cllr Rob Crichton (Stromness & South Isles) and Cllr David Tullock (Kirkwall West & Orphir). I called for a “recorded vote” so that the public can see which councillors supported the fare freeze and which opposed it. Continuing on the theme of ferries, on Friday 18th January, because of bad weather, the middle of the day sailing to Sanday, Stronsay and Eday was cancelled, meaning that more passengers than usual were needing to board the evening sailing, and 21 foot passengers had to be turned away. I contacted the Ferry Operations Manager about this, and this was his reply: "Our outer North Isles Ships are certificated to carry 100 persons on board as laid down by the MCA during the winter months from the 1st November until 31st of March. This has had a small impact on us in the past before I became the operations manager. On being informed of this particular shortcoming the company has approached MCA with a request to permanently raise our winter certificate numbers by 25. This request will be evaluated by the MCA and they may well turn it down as the certificate is based on the sea conditions and the length of available daylight, we will just have to wait and see." It was decided at the Inter-Island Ferry Services Consultative Committee meeting to leave next year's winter timetable and refit timetables the same as this year's. I reiterated my conviction that the refit timetables need radical reform in order to spread the "pain" of the refit more fairly between the eastern North Isles and Westray, but I was a lone voice. After the meeting, the chairman, Cllr James Stockan said to me that if the community-council transport reps in attendance from the islands concerned refrain from expressing any discontent with the status quo, then it is difficult for him to justify progressing any reform. At the Inter-Island Air Services Consultative Committee meeting, I requested details of the recent arrangement between the Scottish Ambulance Service and Loganair for the latter to provide non-emergency ambulance cover. It transpires that this cover only caters for the "walking wounded", who may use spare seats on scheduled flights, or have a plane chartered to pick them up if this does not interfere with the scheduled services. I suspect this is not what most of us had envisaged, and I am in correspondence with Liam MacArthur MSP on the matter. It was refreshing to hear Eric Shortland's thoughts on a future inter island transport system utilising seaplanes and flying boats. At the Education, Leisure and Housing (ELH) meeting, it was reported that under the "Phase 2 Development", four council housing units are destined for the Isles. I asked which isles, and was informed that Rousay and Sanday will be among them. Bad news - At the same ELH meeting, we were informed that the new Papdale Halls were designed to accommodate only 70 residents, and so places will be restricted. There will be a scheme of prioritisation to entitlement, and Leslie Manson will be undertaking an "engagement exercise" with the relevant parent councils to explain this. I urge parents to get involved in this engagement. Since my last “Letter”, I have attended community council meetings in Stronsay and in North Ronaldsay, each lasting, respectively 4 hrs 23 minutes and 5 hours! However, at least at the latter they provided tea, coffee, biscuits and cake. On Saturday 23rd February I am due to attend my first meeting of the Rousay, Egilsay, Wyre & Gairsay CC. Since September, OIC has had a complaints procedure. Complaints can be made by post to the Council Offices, School Place, Kirkwall KW15 1NY, by telephone 01856-873535 or by e-mail [email protected] . This event will take place during the afternoon of Saturday 13th July The first event will be a non-engine buggy race for children, followed by an engine buggy race for adults. Any interested parties for the buggy race can you please attend a meeting on Saturday 9th March 3pm at the Pier Restaurant to set the guidelines for this event.

**NEW Stone Chippings Scheme** The Board are pleased to announce the launch of a Stone Chippings Scheme Grant Fund. At the end of another hard and wet winter, £5,000 of turbine income money has been put aside to assist in redressing private roads or tracks with scalpings. Residents of Rousay, Egilsay and Wyre can apply for a grant from the Development Trust by using the Stone Chippings Scheme Grant Application Form which, together with the Scheme’s terms and conditions can be downloaded from the Trust’s website, www.orkneycommunities.co.uk/rewdevtrust or by phoning 821 229, or by calling into the Trust’s offices at The Manse. This Scheme is open from 1st March 2013 and has a Closing Date of 15th April 2013. It is planned that scalpings will be delivered from May 2013. Broadband: Next Generation Access We are working closely with other Orkney Development Trusts, OIC & HIE (Highlands and Islands Enterprise) on this long-term project, and will keep you all informed on our progress. In the meantime, it may help you to determine what your download speed from the internet is by going on the internet and typing in the website address www.broadbandspeedchecker.co.uk Once on the website, click on the box under the two dials which says “Start Speed Test”. You will get a download speed and an upload speed. If you get your broadband via satellite, sorry, we know it’s awful for you! To help us map the actual download speeds of households around the islands, it would be really helpful if you could email the download speed for your broadband connection to us at [email protected] Water Taxi The required specifications have been submitted to the boatyard and two vessels have been priced. An options appraisal has been produced and presented to the Board for final approval before consolidating into a business case for the Big Lottery Fund. We are seeking advice from Marine Coastguards Agency on coding and skipper tickets, and from our accountants on the appropriate business model and tax implications. We are always happy to hear your views and anyone who is interested in discussing the operation of this service should contact Chris at the Development Trust. Rousay Wi-Fi Centre Unfortunately, there is still issues with the line at the Rousay Wi-Fi Centre, and we are waiting for BT to fix the problem. Grant Applications and Education Bursaries The Board would like to continue to encourage individuals and organisations/businesses to consider if they have a funding need that would meet any of our Development Plan targets (see our website for further information). If you do, please think about applying for a grant or loan from the Trust to cover these costs. In addition to this, the Board has agreed to fund an Annual Bursary Fund for individuals wishing to partake in education, training or development courses during the 2012/13 academic session. This is for support towards the training costs only, on vocational or development courses or for professional qualifications. If equipment or travel/accommodation costs are a barrier to you starting a course, the Trust will consider contributing towards these costs under a separate application. Turbine Productivity Report (from our trading subsidiary REWIRED Limited) As you will see, we have exceeded our annual productivity target of 37% on which our financial model is based. Once again we have had a number of problems with the broadband connection at the turbine site, with the router losing the broadband signal on 5 occasions over the month. This is both frustrating and time consuming. Fortunately, Enercon themselves have come up with a solution to install a satellite back up system, which we are now going to try. The substation is also now sporting a number of aerials, assisting our community colleagues in Eday to receive a microwave communications signal, as their turbine is too far away from their exchange for an affordable telephone line. Our substation is acting as a relay station in an increasing network of turbines linking and sharing signals across Orkney. Please find below item that have come to the attention of the members this month and which you might be interested in. If you have any comments, contact the members of the REWGCC: Mr Angus Firth, Mr Mark Hull, Ms Chris Cox, Ms Vanessa Garrett, Mr Richard Koster, Mr Eric Shortland and Mr Richard Tipper. Points of Interest Orkney Islands Council Development and Infrastructure Committee – Island Visits and Public Meeting – 18 March 2013, Rousay Community School, 11am-1pm The Council’s Development & Infrastructure Committee intend to visit island communities in Orkney to see at first hand the issues and challenges that each community faces, and through a series of public meetings with Councillors and Council Officials address these issues and compile a strategic plan to implement actions and delivery which fall under the jurisdiction of this committee. The date for the trip to Rousay has been set for the 18 March 2013. The Councillors are looking to have a quick trip to Wyre on the way to Rousay, unfortunately due to the ferry timetable a trip to Egilsay is not going to be possible on this occasion. However, the Council is looking to make contact with the Community Associations on Egilsay and Wyre to encourage attendance at the Rousay public meeting and will do what they can to help facilitate this. The topics the Committee will be covering on the trip include:- * Transport, ferries and piers * General roads infrastructure and sea defences * Economic development * Tourism, core paths and natural heritage * Renewables If able, please attend and voice your opinions. Orkney Islands Council: Sustainable Communities Feasibility Study (Spyria Partnership carrying out study) Project Objective To review the delivery of services within the Development & Infrastructure and potentially other services in the Council in light of the savings yet to be made and of any opportunity identified through the recent engagement with CC’s. To undertake a feasibility study and prepare a business plan which will include the identification of resources required to establish pilot schemes within isle communities to investigate opportunities to deliver a range of Council Services in innovative ways, with focus on efficiencies and multi-task working for employees on the isles. Importance of baseline information – Council activities in the isles It is estimated that there are in excess of 50 different activities carried out by OIC across the isles, and in order to consider whether any of these activities could be better carried out directed by the CC’s, it is vital to capture a comprehensive picture of what, how and by whom each of the activities happen at present. From the study the Partnership is looking to understand the:- *Variations between the isles in the way in which activities are provided. *What does and does not work at present. *Whether there are obvious inefficiencies. *Where skills might exist for a service provider or member of staff to provide additional services for example. How you can help REWGCC in responding to the initiative A framework listing the known activities is available (PDF version available from the Clerk at email: [email protected] and a hard copy can be viewed on the boat, shop, Pier, Taversoe, Triangle Club and Post Office). The Partnership is looking for the CC’s input on describing how each activity is provided on the isles. (Not all on the list may be relevant to REW&G). What the REWGCC requires is your input to answer these questions as accurately as possible and also for you to consider some of the following and feed back to the members: *Are there obvious inefficiencies in the way in which services are provided at present? *Are there quick wins in order to improve the way some services are delivered on our isles? *Are there any opportunities whereby different departments of OIC and/or other groups are undertaking the same or similar activities that could be linked up? *Could groups, agencies or organisations other than OIC be considered for the delivery of some activities on our isles? Please can you get your responses to a member of the REWGCC (members listed above) by the 6 March 2013 as information needs to be passed to the Clerk for collation by 8 March 2013.

Easter I’m one of those fortunate people that at my age!! still have one of my parents alive. My mother turned 97 last Boxing Day and it was good to see her in such good spirits. But whenever I look back on my life and the wonderful experiences I’ve had, I remember that it all started at school leaving age before I really knew what I was going to do. Apparently my mother said that as a baby someone came and looked at me and said, “One day this boy will either be a Jockey or a Bishop!!” Well I did become a Christian, but have not risen to the dizzy heights of being a Bishop! Then a Jockey was out of the question, as I don’t think there are 5ft 11” Jockeys. Well, one day my father saw an advert in the local paper that was offering a course in Radiotelegraphy. After some thought this is what I decided to do. Then before I knew it I was boarding my first ship as a Radio Officer. This work took me round the world and opened my eyes to the tremendous need that there is in the world today. I’d never seen starving children before. I’d never seen homes that were not much better than my garden shed at home. And so as I travelled the world I began to see such a diverse world, and yet in many ways a wonderful world. I saw the world in a similar way to Louis Armstrong when he sang that lovely song, “It’s a Wonderful World”. I see trees of green........ red roses too I see em bloom..... for me and for you And I think to myself.... what a wonderful world. I see skies of blue..... clouds of white Bright blessed days....dark sacred nights And I think to myself .....what a wonderful world. The colors of a rainbow.....so pretty ..in the sky Are also on the faces.....of people ..going by I see friends shaking hands.....sayin.. how do you do They're really sayin......I love you. I hear babies cry...... I watch them grow They'll learn much more.....than I'll never know And I think to myself .....what a wonderful world And so the world to me as a young man was new and exciting. But not so exciting as the time when I met the creator of this world. I had been brought up to go to church and Sunday School, and so I was familiar with stories about God and Jesus. But it stopped there. I didn’t know Him. I didn’t even know if you could know the one who created the universe we live in. However, that all changed one day and the world became an even more glorious place as I began my life as a Christian. Now Jesus was real. Not just someone I heard about . And I loved to serve Him and worship Him. I always wish I was more like Jesus, but I’m content in the fact that God’s not finished with me yet. I want to finish by telling you about a man I know who lived near to where I lived in Cape Town. However, he lived in the poorer part of the city. He was White and English and had gone out to Africa to minister to the Coloured people in the Cape. But to do that in the days of the Apartheid you would have to become like the Coloured folk. And the only way he could do that was to reclassify himself as Coloured. If you did that you forfeited all your rights as a White person and became in effect one of the Coloured people. And you know as I thought of this man, he reminded me so much of Jesus. For when Jesus came to this world he also forfeited all that was rightfully His and became like one of us. Why did He do it? He did it firstly because he loved us so much. How do we know He loved us? The answer is the Easter message, “While we were still sinners, Christ died for us.” That’s the message of Easter. That’s the good news that we long to share with everyone; that everything is not hopeless. That we believe in a God who is passionate about us and longs to break down the barriers between us. And so the message of Easter is found in one of the most well know passages in the Bible. In John chapter 3v16, which says, “God so loved the world, that He gave His one and only Son, that whoever believes in Him, shall not perish, but have everlasting life.” That’s the good news we have to share with everyone. And I still believe that it’s the best news that you can give to anyone this Easter. God bless you and may you have a very happy Easter, Rev David Brown (Locum)

Rescheduled Allotment meeting As the weather was so coarse on the night of our meeting in February it was cancelled. It will now be held on Wednesday 6th March at The Manse at 8pm. We welcome any new ideas to improve the allotments, and wish to discuss a few issues, including plans for developing the allotment site and the way forward with site maintenance. Refreshments will be served. Hope to see you there. Polytunnel News Unfortunately the polytunnel suffered some damage during the storm at the end of January. Both ends were affected above the doors, with the polythene ripping into the roof at the shore end. Thanks to Callum who came to the rescue, once the wind had calmed down to save the day! He has temporarily repaired and strengthened the ends, but we will need to do look at the best way to repair the hole in the roof!! Seeds Members have now started sowing seeds indoors, such as tomatoes and peppers, although it is still a bit early in the tunnel. Hopefully this month the weather should calm down so we can get growing! Compost The compost was very popular last year so I will arrange for a new load to be delivered next month. If you do not have an allotment but would like to take advantage of this and other benefits, why not join as an associate member, only £5 a year. Drainage The ground is drying out now so if we don’t get any rain in the next few days, hopefully it should be fit to get the drainage work done. Bulk Seed Orders Tattie Seed catalogue from Shearers is now available, if you would like to order seed tatties, I can send you an electronic copy or have a couple of paper copies. I still have some packets of free seeds – carrot, cabbage, lettuce and radish if anyone can use them this year. Equipment Hire Members can hire the equipment from the Allotment Association. The prices are as follows. Rotovator - £10 a day plus fuel used. If you require someone to do the rotavating for you this will be £10 an hour for the man. Strimmer - £2.50 an hour plus fuel used. The trailer is available at £10 a day or £2.50 an hour. Islands View Surgery

Changes to how your prescription drugs are dispensed

Islands View Surgery is no longer a dispensing practice; this means that the Surgery is no longer responsible for making up your prescriptions. Islands View Surgery and NHS Orkney are working with three dispensing organisations - Boots (Kirkwall), Dounby Pharmacy, and Sutherland’s (Kirkwall). It is your choice where you would like your prescriptions dispensed from. When you are ready to order your prescription, contact Islands View Surgery, who will ask you your preferred choice. Islands View Surgery will notify your preferred choice, and the dispenser will then make up the prescription. Prescription packages will be delivered to the Surgery. Islands View Surgery will then notify you that your prescription has arrived, and you can then collect your prescription from the Surgery as normal. During the early stages of this transition, it would be much appreciated if you could give the Surgery at least one week’s notice before you require your prescription. If you have any questions about the new dispensing system, please contact the Surgery (821 265).

Mobile Library

There will be no mobile library service during March.
