The Annual Wastewater Perfor-
mance Report (AWPR) is presently
available to users and customers
of the Marine Corps Installations
EastMarine Corps Base Camp
Lejeune (MCIEAST-MCB CAM-
LEJ) Advanced Wastewater Treat-
ment Plant.
What is an AWPR? As a result
of the North Carolina Clean Water
Act of 1999, owners and operators
of wastewater treatment and collec-
tion systems are subject to important
reporting requirements. All wastewa-
ter treatment and collection systems,
including the wastewater treatment
plant at MCIEAST-MCB CAMLEJ
are required to publish anAWPR that
summarizes the treatment works and
collection systems performance over
a 12 month period. The AWPR is a
report card to provide facts about
wastewater treatment forMCIEAST-
MCB CAMLEJ and MCAS New
River. A description of the wastewa-
ter treatment process performance
and deficiencies are also provided in
the AWPR.
The AWPR is available to users
and customersof the treatmentplant.

Squadron 264 and Marine Medium Tiltrotor
Training Squadron 204 met with Japanese
officials to showcase the MV-22B Osprey
and bring them on flights, Aug. 14 and 21.
The Marine Corps is planning on bring-
ing Ospreys to Okinawa in the future. Be-
fore that happens, the Japanese government
wants to fully understand the Osprey.
I think if we are open with them and
show them exactly what the Osprey is and
what its capabilities are, then it would ben-
efit all parties involved, said Capt. Drew
Bossart, a pilot with VMM-264. We need
to address any concerns that they have and
create a level of understanding across the
board.
Bossart said incorporating the Osprey in
our Pacific forces would greatly increase the
effective range of Marine air power in that
area.
If we have the Osprey in Okinawa, it will
mean we can carry out missions faster and
farther away than ever before, said Bossart.
If we need to defend that region or if there
is a natural disaster and we need to conduct
humanitarian aid, it will be a real help to have
the Ospreys capabilities.
The Marines showed the Japanese of-
ficials static displays of the aircraft, and al-
lowed Japanese engineers to inspect the in-
ner workings of the aircraft.
A lot of the (Japanese) engineers want
to see exactly what this aircraft can do, said
Bossart. I think they know how this aircraft
can help out that region.
After touring the static displays, the Japa-
nese delegation got to see the Ospreys ca-
pabilities firsthand by flying with Marines
from VMM-264 and VMMT-204 aboard an
MV-22B.
The Marines flew the Japanese around on
routine flight patterns for 45 minutes.
When they get to fly with us, they can see
that the aircraft is safe and is a lot less noisy
than expected, said Maj. John M. Ennis, ex-
ecutive officer of Marine Medium Tiltrotor
Squadron 266, whose squadron also recently
helped demonstrate the Osprey to the Japa-
nese. When the Osprey is in airplane mode,
it is much quieter than other aircraft.
When the demonstration was over, Brig.
Gen. Gary L. Thomas, commanding general
for 2nd Marine Aircraft Wing, presented the
Japanese officials with parting gifts as a sym-
bol of friendship. To express their gratitude,
the Japanese delegation returned the gesture
with gifts from their homeland to the Ma-
rines involved.

Fornearly 65 years, Japan and theUnitedStates
have worked together building a strategic alliance
that has been the cornerstoneof peace and securi-
ty in the Asia-Pacific region. The long and steady
presence of Marines on Okinawa, Iwakuni, and
other locations within Japan reflects our nations
commitment to the defense of this important ally,
and serves as a bridge between our cultures - one
that has forged bonds of true friendship and un-
derstanding between the American and Japanese
people. Generations of Marines have lived and
worked in Japan, maintain a deep affinity for Japa-
nese culture, and treasure themany close personal
friendships they have developed over the years.
As we look to the future, we are committed
to forward deploying our strongest capabilities in
the defense of our Japanese allies. As such, the
Marine Corps is in the process of replacing its ag-
ing CH-46E Sea Knight helicopters across the
Marine Corps as well as in Japan with newMV-
22B Osprey tiltrotor aircraft. As the senior pilot
on active duty today in the United States military,
I personally attest that there is no more definitive
way to strengthen the aviation capability of our
allied forces than to forward deploy these remark-
ably capable aircraft to the Asia-Pacific region as
soon as possible. The deployment of the MV-22
to Japan, and its eventual location on Okinawa,
is critical to the United States fulfillment of its
responsibilities under our mutual security treaty.
The first twelve MV-22s arrived at Iwakuni, Japan
on July 23, 2012.
On Aug. 14, 2012, I returned from the Asia-
Pacific region,where I spent timewithour nations
friends and allies, including our Japanese partners,
discussingmutual regional security interests. Dur-
ing my time in Tokyo, I specifically heard Japans
concerns about theOsprey first hand. I ammind-
ful that there are some who are concerned about
tiltrotor technology because of past accidents
involving the aircraft, in particular our most re-
cent mishap earlier this year in Morocco. As the
commandant, I pledge to our partners, and to the
Japanese people, that we will work with them to
allay those concerns.
As a Marine officer and a pilot, I have been
stationed both on Okinawa and at Iwakuni over
my 41 year career, and thus have flown in the
skies over most of Japan. In fact, last week I flew
one of our aging CH-46 helicopters out along
the coastline of Okinawa, across the uninhab-
ited Northern Training Area, landing back at the
Futenma Air Base. Because of these experiences
and my service chief responsibilities, I want the
people of Japan, and in particular those living on
Okinawa, to know that I care equally as much
about the safety of our friends and neighbors in
the communities around which we live and oper-
ate, as I do about my Marines who fly and op-
erate our Osprey aircraft. Ospreys operate today
in Afghanistan and off our Navys amphibious
ships throughout the world, and when required,
they fly into some of our nations most densely
populated areas, such as New York City, San Di-
ego, California, and Washington, D.C. That said,
it is my intent thatMarineOsprey pilots will make
every effort to minimize flying over heavily popu-
lated areas in Japan. Historical data gathered from
the past 10 years of flying proves that the Osprey
is one of the safest aircraft flying in the U.S. in-
ventory. Having surpassed 100,000 flight hours
last year and over 13 highly successful combat
deployments to both Iraq and Afghanistan, the
airplane has proven itsmettle in some of themost
demanding environmental conditions imaginable
including having been shot at and hit on several
occasions during combat.
Many are unaware that this notable safety re-
cord is not the product of mere chance; it reflects
a rigorous and lengthy design and development
process as well as a continuous effort to deliver
material improvements, software updates, and en-
hanced pilot training. These extensive efforts are
consistent with the U.S. militarys longstanding in-
terest in the safe operation of equipment around
the world. This information, along with the facts
from our Morocco mishap, is being shared this
week with the Japanese assessment team that is
currently examining the technical capabilities of
the aircraft.
Introduction of the Osprey into the Asia-
Pacific region will allow the U.S. to deliver to its
allies, the unprecedented capabilities the Marine
Corps brings with its MV-22s in terms of range,
lift, and speed. Whether swiftly moving forces in
response to a security threat, or transporting disas-
ter victims and delivering relief supplies in a natu-
ral disaster such as during Operation Tomodachi,
the Osprey will fly markedly faster, farther, while
carrying more than the vintage 40-year-old CH-
46 helicopter that it will replace. As our two gov-
ernments work through the details of basing the
MV-22, I remain confident in the aircrafts safety
and capabilities and the significant advantages its
deployment will bring to the Japanese and Ameri-
can people..

The annual Richlands Farmers Day is
scheduled for Saturday, September 8th at
the Richlands Primary School located adja-
cent to Highways 24 and 258. A more than
40 year tradition, Farmers Day was created
to commemorate the communitys agricul-
tural heritage.Although there are fewer small
family farms today, visitors to the area need
only drive through the community, whose
name famously reflects its strong ties to the
soil, to see a variety of crops from the tradi-
tional like corn and colton to a recent revival
of sorghum. We like to remind people that
when you say the name of the town it should
almost be like you are saying two words Rich
- Lands, says Amy Rhodes, the Richlands
Friends of Farmers Chairperson. Farm-
ing and our connection to the land is still so
much about our community identity and we
invite everyone to come out and help us cel-
ebrate that.
Activities will run throughout the day be-
ginning with a parade at 9 am. Following the
parade, opening ceremonies will take place
on the festival grounds. Throughout the day
musical entertainment from blue-grass to
gospel to southern rock will be featured on
the main stage. A variety of crafts, public in-
format ion, and community booths, as well
as a food court will be featured in the center
of the festival celebration. A historic hayride
will offer free tours through the towns historic
district. There will also be inflatables, jump-
ers, and bounce houses, childrens games,
pony rides, and a petting zoo. Children ages
4-6 may also compete for lil Miss and Mr.
Farmer. Participants dress up in their best
farmer or farmeress style and join judges
for a fun conversation about everything from
their favorite summer activity to how many
pets they have. Preregistration is requested
for the Lil Miss and Mr. Farmer competition.
In addition to the usual festival activities,
there are several special elements that dis-
tinguish Farmers Day apart from other fall
festivals including the traditional competi-
tions held during the event. Sack races, wa-
termelon eating competition, frying pan toss,
and egg toss are some of the event favor-
ites. Farmer s Day is also home to a regional
antique and vintage tractor and farm vehicle
show. Everyone looks forward to the Parade
of Power, says Rhodes, The tractors and
vintage farm trucks (many more than 75-50
years old) drive around the festival grounds
for everyone to enjoy.
