District Governor’s Message
2011-2012 will be a great year for Rotary
service for you, your club, and District
5020. We have countless opportunities for
service everywhere in the world. Consider
this feast of opportunities:
In numerous countries, people are
being killed and maimed by bullets
and bombs. We can promote peace
and conflict resolution.
Many countries are infested by ugly diseases like polio,
malaria, tuberculosis and AIDS. We can help to prevent
and treat diseases.
Millions of people do not have access to safe water nor
to proper sanitary facilities. We can improve water
supplies and sanitary facilities.
Every minute, a mother giving birth dies for lack of
cheap, hygienic birthing equipment. Every minute,
about 19 young children die from causes that could be
prevented cheaply. We can improve maternal and child
health.
Millions of people are condemned to lives of extreme
poverty because they are unable to read, to write, or to
perform simple arithmetic. We can spread basic
education and literacy.
Millions of people are unable to use their productive
years for lack of basic tools to earn a living – a bag of
seeds, a sewing machine, a breeding stock of chickens.
Others are homeless on the streets in our communities.
We can foster economic and community development.
There are many reasons why nasty problems exist in the
world but there is no excuse for allowing them to continue
unchallenged. We can start by imagining solutions. This is
part of what RI President Kalyan Banerjee means by his
motto: “Reach within to embrace humanity.” All creative
acts start with an idea within someone’s mind. Let us
challenge our minds to see solutions to problems.

Governor’s Message Continued……….
The best way to open your mind to possibilities is to attend
our District conference and the RI Conventions. At these
gatherings, you will be astonished to discover what your
fellow Rotarians are doing to embrace humanity. You can
meet and converse with these amazing people. Armed with
new vision, you can build productive alliances between
Rotarians, clubs, districts, and Rotary Action Groups.
We also have to “reach within” for the strength that we need
to turn our ideas into projects that are properly planned and
funded. We will need strength to overcome doubts,
scepticism, and the inevitable resistance. Be strong in the
face of resistance: work with the few colleagues who will
embrace your idea and help to make it real. Win over the
others who need to see progress before they will join your
team.
All the machinery of Rotary exists to help you. Your club
leaders, District leaders, Zone leaders, and RI headquarters
are all available to help. Rotary is a large, complex
“machine” but there are lots of ways to learn how to use it.
The District offers various seminars and webinars on subjects
like membership, The Rotary Foundation, and International
Service. The annual District Leadership Training Assembly
offers information on a variety of subjects. Breakout sessions
at the District Conference and RI Convention provide deep
insights into the workings of the Rotary “mechanism” and the
leaders who are developing Rotary.
I hope that you will develop deep friendships with other
Rotarians and enjoy the meetings of your club. I also hope
that this Directory, our monthly newsletter, the District
website, the RI website, and The Rotarian magazine will keep
you informed and inspired.
Let us “Reach within to embrace humanity” in 2011-2012. It
will be a great year for Rotary service!

District Governor’s Goals
The following goals were developed by DG David
based on his knowledge of what the Rotarians of
District 5020 are capable of achieving.
Support & Strengthen Clubs
The District will:
promote fun, friendships, good works, and
justifiable pride in every D5020 Rotarian;
promote open communication between all
Rotarians throughout the District;
provide training so members will learn how to
use Rotary to fulfill their service ambitions;
assist Clubs to achieve and exceed the goals
that they established in their 2011-2012 plans;
operate efficiently with reduced annual dues;
and
deliver a District conference on June 22-24,
2012, that will inform and inspire our members.

Focus & Increase Humanitarian Service
The District will:
provide scholarships to worthy candidates;
continue to be a Peace Builder District by
supporting the Rotary Peace Centers;
provide grants for projects in International
Service to the limit of our District Designated
Funds;
re-qualify to participate in Rotary Youth
Exchange;
conduct a successful Vocational Training Team
project;
implement strong programs in New Generations
Service;
encourage members to exceed the total Annual
Programs Fund target, shown above, by 50%;
encourage every club to have a Literacy project
in their community or in the international
community; and
encourage the clubs that are striving to reduce
homelessness, using funds from the Bill &
Melinda Gates Foundation, to conduct the
projects well and to report appropriately.
Enhance Public Image & Awareness
In keeping with our District goal of enhancing public
image and awareness, every club should have a plan to
be recognized in their own local media for their success
as a force for good in the community.
The District Conference, with its keynote speakers, will
be publically recognized as an important event in

Kalyan Banerjee
District 306 Governor 1980-81
Rotary Club of Vapi, Gujarat, India 1972
Zone 5 & 6 Director 1995-1998 Rotary Foundation Trustee 2001 to 2005
Kalyan Banerjee graduated in Chemical Engineering from
the Indian Institute of Technology, Kharagpur (India). He is
Director of United Phosphorus Limited, one of the largest
manufacturers of agrochemicals in India & Uniphos Agro
Industries Limited, and Chairman of United Phosphorus
Bangladesh Limited.
He has addressed the Indianapolis Convention of Rotary in
1998 and he has been Convener of 3 Rotary Institutes in Zone
5 and 6.
He is a member of the International PolioPlus Committee of
Rotary International (IPPC) and currently serves as Chairman
of the Rotarian Action Groups Committee.
Kalyan is recipient of Citation for Meritorious Service and
Distinguished Service Award from the Rotary Foundation.
He is a major donor and a benefactor to the Foundation and
has helped to make several non-Rotarians a Paul Harris
Fellow.
His other involvements include membership of the American
Chemical Society, Indian Institute of Chemical Engineers,
member of the Samsad of the Vishva-Bharati University. He
has been President of Vapi Industries Association in 2000-
2001; is a past Chairman, Gujarat Council of Confederation
of Indian Industry. He is a Trustee of several trusts such as
Jai Research Foundation, Rotary Awards for Humanity etc.
Kalyan is married to Binota, an active social worker and a
member of Inner Wheel. They have a son – Kanishka, a
Chemical Engineer with specialization in Environmental
Management, currently settled in Sydney with his wife, and a
daughter – Ruma, who has done her MBA and is currently
settled with her husband, an I.T.Engineer, in Canada. They
have currently 4 grandchildren.

District Governor 2011-2012
David and Frances Stocks David is a native of Montréal. He
graduated from the Royal
Military College of Canada in
1963 with a degree in Electrical
Engineering. He served in the
Signal Corps for three years in
Kingston, Ontario, and Calgary,
Alberta. When war games and
sleeping in tents at minus 40°F
stopped being fun, he joined
IBM’s Datacenter in Calgary.
After a few years, he left to
operate a series of small
businesses in Kamloops, BC, and Edmonton, Alberta. Later,
with a large consulting company, he sold and provided
management consulting services in Edmonton, the Seattle
area, and several states of the USA.
Frances is a native of Victoria, BC. She graduated from the
Ottawa Civic Hospital School of Nursing in 1964 and
married David the same year. They have a son, a daughter,
and one granddaughter. She worked for several years in a
veterinary clinic and then as a nurse in geriatric rehabilitation
and assessment.
From 1998 through 2006, Frances & David operated a B&B
in a historic farm west of Victoria. They are now retired in
Colwood. Frances enjoys gardening while David works on
their collector cars. They both enjoy touring in the cars and
attending car events.
David first joined Rotary in Kamloops, BC, in 1969 where he
served as Treasurer, Secretary, and President. After moving
to Edmonton, his new job and young family made attendance
difficult so he dropped out of Rotary in 1982. His
commitment to Rotary remained strong and he always carried
a copy of the Objects of Rotary and The 4-Way Test in his
wallet. He re-joined in 1998 in Sooke. He served as Chair of
the Auction Committee, Treasurer, and President while with
the Sooke Club. He also served on several boards and
commissions in the Sooke area. He is currently a member of
the Rotary Club of West Shore (Victoria). He is a Paul Harris
Fellow and Benefactor.

District Governor 2012-2013
Judy & David Byron
Judy was introduced to Rotary through the Group Study
Exchange Program. She was selected as a Team Member and
travelled to India in January, 1998. The GSE experience was
the beginning of her Rotary journey. Judy joined the Rotary
Club of Sidney in May of 1998 and has been an active
member ever since. She has held most offices, including
Club President 2003 - 2004.
Judy has served in a number of capacities at the District level
from 1998 to the present. She was GSE Team Leader to the
Russian Far East in 2002, District GSE Chair 2003-2006,
DLTA Chair, 2003 and 2009, District Council Chair, 2009/10
and Assistant Governor, Area 4B 2006 – 2010.
Judy recently retired as a Program Officer with the
Correctional Services of Canada. Her career with the
Correctional Services of Canada has been both challenging
and rewarding. She spent 23 years facilitating treatment
programs for male offenders.
Retirement will give Judy the time necessary to serve Rotary
at the Governor level. What began as a dinner conversation
about a program entitled Group Study Exchange has led to an
exciting partnership with the family of Rotary.
Judy and her husband Dave were married in 1965. They have
two adult children and 3 grandchildren. They are fortunate to
have both children and grandchildren living in the Greater
Victoria area. Judy and Dave live on a small acreage in
North Saanich, BC.

District Governor 2013-2014
Peter & Kristine Taylor
Pete was born in New Jersey, raised in Miami and graduated
from Duke. After Coast Guard service in Hawaii, he
embarked on a career in communications, starting with DJ
work in Miami, Honolulu and San Francisco. He then went
into management as VP&GM of WJIB Boston and KFOG
San Francisco. Pete ran his own advertising and PR firm in
San Francisco for 18 years before retiring in 1996. He still
does occasional voice work.
Native Tacoman Kristine attended Stadium and UW and then
went on to the University of Oregon Medical School,
emerging as a Registered Dietitian. She and Pete met in San
Francisco where they married in 1978. Their son John went
to UW, lives in Seattle and works as an engineer in Everett.
Kristine retired from Franciscan Health System January 1,
2011.
Pete joined San Francisco #2 in 1984. While there, he served
as club president, District PR Chair and Conference Chair.
After retirement, the family moved to Tacoma. He joined
Tacoma #8 in 2002 and was President 2006-07. He has
recently served the District as Area 7 AG and Council Chair.
The Taylors live in Northeast Tacoma. Pete has served as
chair/member of numerous community organizations. He
works out five days a week; Kristine thrives on water-
walking and is active at church.
Pete is proud to be in Rotary, honored to serve as DGN, and
looks forward to working with DG David, DGE Judy, and all
of you as we strive to keep this incredible district productive
and relevant.

Rotary Clubs District 5020 is one of the largest districts in the world
There are 87 clubs, 36 in Canada and 51 in USA

Rotary Organization & Administration Clubs:
Rotarians are members of about 34,000 Rotary clubs, which
belong to the global association of Rotary International (RI).
Each club elects its own officers and enjoys considerable
autonomy within the framework of Rotary’s constitution and
bylaws.
Districts:
Clubs are grouped into approximately 535 RI districts, each
led by a district governor, who is an RI officer and leads an
average of about 64 clubs and 2,250 Rotarians. The district
administration, including assistant governors and various
committees, guides and supports the clubs. Districts are
organized into 34 Zones. Each pair of Zones elects one
director to the RI Board.
The RI Board:
The RI Board consists of the 17 Directors elected by the
Zones as well as the RI president and president-elect. The
Board meets quarterly to establish policies. It is a tradition for
the RI president, who is elected annually, to develop a theme
and emphasis for the year.
The Secretariat:
RI is headquartered in Evanston, Illinois, USA, with seven
international offices in Argentina, Australia, Brazil, India,
Japan, Korea, and Switzerland. The office of Rotary
International in Great Britain and Ireland (RIBI), located in
England, serves clubs and districts in that region. The
Secretariat’s active managing officer is the general secretary,
who heads a 650-member staff working to serve Rotarians
worldwide.
Council on Legislation:
The Council on Legislation, Rotary’s “parliament,” meets
every three years to deliberate and act upon all proposed
enactments and resolutions submitted by clubs, district
conferences, the RIBI Conference or General Council, and
the RI Board. The Council itself also makes proposals.
The Trustees of The Rotary Foundation:
The 15 directors of The Rotary Foundation are appointed by
the RI president, with the agreement of the RI Board. The
Trustees manage all business of the Foundation. The trustee
chair serves for one year and is the head of the Trustees. Each
trustee is appointed to a four-year term.

District Governor’s Official Visit
The Purposes of the Visit
To reinforce the connection between the Club, the
District and RI.
To provide information from RI to the Club and
obtain information from the Club for RI.
To get acquainted with the Club; particularly its
service activities in the local community and
internationally.
To help celebrate the Club’s success in its local
community, in the District, and internationally.
To motivate and inspire Club leaders and members
to participate in RI programs and to provide service
to their communities and to the world.
To provide support to contribute to the success of
the Club in all avenues of service.
To recognize and promote outstanding contributions
by individual Rotarians.
Leadership Meeting Prior to the Club meeting, the DG and the AG will meet with
the leaders of the Club to review the Club’s Planning Guide
and to obtain specific information requested by the DG. At
this meeting, the officers of the Club may raise questions or
issues which they want to discuss with the DG.
The AG will work with the DG in making arrangements for
the meetings and will accompany the DG to all meetings.
If time and schedule permit, the DG would like to visit
Rotary community projects in the area before the Club
Meeting.
Club Meeting The DG, his partner, and the AG are guests of the Club. The
Governor’s presentation is the program for the visit meeting.
Please do not schedule any other program on that day.
The AG will introduce the DG.
The Club officers may ask the DG to perform a new member
induction, to award a Paul Harris Fellow, or to make any
other special presentation.
Please make every effort to have all active club members
attend this meeting. Invite spouses, partners, and guests as

well. Where possible, the DG would like to meet young
people who are guests or members of Rotaract and Interact
Clubs.
Club Meeting Protocol District 5020 is an International district so please ensure that
both National flags are displayed according to flag protocol
and that the anthems or pledge of the countries are available
to the members and guests present.

Flag Etiquette
All clubs in District 5020 should display the national flags of
Canada and the USA. These flags should also be displayed at
District meetings. When the District Governor visits, both
nations (USA and Canada) should be acknowledged with the
singing of the national anthems or other appropriate
ceremony.

“When flags of two or more nations are displayed, they are
to be flown from separate staffs of the same height. The flags
should be of approximately equal size. International usage
forbids the display of the flag of one nation above that of
another nation in time of peace. The order of precedence for
flags generally is National flags (US first, then others in
alphabetical order) as the audience looks at the flags.” US
flag on the left then Canada flag when in the US. When in
Canada it would be Canadian flag on the left then the US
flag, as the audience looks at them.

Dues and Insurance Each Rotary Club pays annual dues to Rotary International
and District 5020 for each of its active members. The dues to
RI are remitted in two semi-annual payments, in July and
January. The dues to District 5020 for the full year are
invoiced in July and they are to be paid by August 31.
Each Club within the District must carry liability insurance.
US clubs pay the premium to RI with the July dues
remittance. Canadian clubs pay the Canadian insurance
premium to District 5020 with District dues in July.

Rotary International Collection Cycle June 1 and December 1 each year clubs submit amended
membership lists for accurate Semi-Annual Report (SAR)
billing, via the Member Access area of the RI website or
email to [email protected] , or fax 1-847-733-9340. In July
and January dues are paid.
District 5020 Collection Cycle Based upon the RI Semi-Annual Report (SAR) the District
Treasurer will invoice each club for district dues in July. This
invoice includes the district dues and the conference
assessment in US dollars for US clubs, and the district dues,
the conference assessment and the Canadian club insurance in
Canadian dollars for Canadian clubs. Payment of this invoice
is due August 31.
The Rotarian Magazine To subscribe to the Rotarian magazine, the cost for 2011-
2012 is $12 US per member.

Each Rotary Club within District 5020 is required to carry
liability insurance. US clubs hold insurance through Rotary
International and Canadian clubs by way of a district
insurance program. The programs are as broad and as
comprehensive as possible. Contact the person listed below to
learn more about the coverage, to verify coverage, or to
arrange additional coverage. If your club is planning an event
that involves aircraft, watercraft, automobiles, snow-vehicles,
trailers, fireworks, demolition derbies and similar hazardous
projects you may not be covered. Inquire about coverage if
in doubt. Be certain to report all or any potential claims
immediately.
