Rotarians are often ShelterBox’s first point of contact on the ground following a disaster. From helping assess disaster impact,to housing response team volunteers, to helping coordinate relief logistics, Rotarians provide vital assistance to ShelterBoxResponse Teams (SRTs). Rotary and Rotaract clubs have been working with ShelterBox to help communities in dire need ofassistance immediately following a disaster since the organization’s inception in 2000. Recently:

In January 2013, the Rotary Club of Gosford North, Australia, raised funds to equip storm-hit regions of

Madagascar with hundreds of blankets, water purification kits, clothes, school supplies, and volunteered

during on-site distribution of needed supplies. Local Rotarians in Madagascar provided instrumental

logistical support for local ShelterBox deployments.

Rotary clubs in Jordan have been working with ShelterBox and Jordanian authorities to organize rest

camps for Syrian refugees in March 2013 as travel through Jordan to seek protection in Lebanon.

Following heavy flooding in eastern Uganda, Rotarians from Mbale used Facebook to request

ShelterBox’s assistance in late March 2013. With the support of local Rotarian contacts, ShelterBox

quickly mobilized relief kits the first week of April to communities impacted by severe storm damage.

I would appreciate consideration by the Rotary Club of Ginninderra whether one of its members would be willing to home host eitherthe first or second prize winner of an English speaking competition being run by the Rotary Club of Taipei. The essence is that the firstprize winner will be studying at ANU from 18 July to 6 September and second prize winner from 22 July to 23 August. Details about thecompetition can be found in the link provided by Bruce Yang of the Taipei club.

This will be the second time that Belconnen has been involved. The first time was very successful but I am not overly confident that Ican get two host families this time.

The prize winners will be young adults, probably 21-22. They will speak fluent English, albeit with an American accent, they have donewell in a very tough competition. They need to be accommodated and fed. They will be financially self sufficient and fully understandthat there is no money from Rotary in Australia. On the weekends they will want to see Australian culture whether that be kangaroos,BBQs, skiing, trips to Canberra attractions. The best things they will both want to see so there is opportunity for one Rotarian to takeboth students to the same attraction.

If your club is able to host, the student would attend as many of your meetings as you chose to invite them. They are young adultsand it is possible that they may have organised something that clashes with one of your meetings causing them to miss it.

In terms of looking after them, there may be a need to help them get a SIM card for their phone and understand how to use publictransport. If you are driving them to university each day, you are doing too much.

Gungahlin Uniting Church

The Gungahlin Uniting Church is in the initial stages of starting a food pantry. The building is underway at the rear of the UnitingChurch on Valley Way Gungahlin.

The fit out of this food pantry is the next step. One of our Club Members who is also a member of the Uniting Church congregationmentioned this great project and how they were looking for some help with the fit out. The Aurora Gungahlin club has agreed to

donate the funds required to purchase a Large display fridge and a chest freezer has been sourced from a generous Rotarian.

There is a need for shelving for the storage and displaying of food stuffs, if your club is able to assist can you please contact eithermyself or Shirley Williams.

RAWCS Grant Application

At our last General Meeting at Kariong, the “Pink Umbrella Foundation” made 6, $1000 grants to 6 registered RAWCS Projects. Theirgenerosity was well appreciated by the Project Managers that received them.

The Foundation have contacted the Management Committee again and have offered a further 6 grants to be made at the next GeneralMeeting which will be held at Windsor on 2nd June.

From: Rowley & Denise Tompsett On behalf of PDG Bob Greeney, please find attached a copy of Bob’s report on the 2013 Council on Legislation. Some of the significant decisions are:

For instance, districts no longer need to have 1200 Rotarians before being considered for mergers, they can go as

low as 1,100 Rotarians before triggering attention. This could affect D9710 (we currently have around 1470

members but we’re slipping a little lower each year).

The per capita dues for 2013 through to 2016 have been set. Increases of US$1 per annum, which is justifiable.

The associate member pilot initiated by the Queanbeyan West Rotary Club, with Queanbeyan and Bungendore, in

2008 (considered at Council in 2010, leading to the pilot program starting), has been recommended for permanent

adoption.

The ability for the RI Board to consider proposals for some legislative procedures as defective in that the Board can

consider them has been changed (this affected one of our proposals at CoL 2013, regarding use of the Rotary mark

on Rotary projects).

New Generations has been returned to Youth Service.

The RI Board’s travel policies have been revised and new guidelines will be required from the Board.

There has been no change to the way Council operates, at this stage, but I sense changes coming in that many

proposals can be considered by email, and voted on electronically without the need for council to convene.

The Rotary magazine can now be taken electronically outside the US and Canada, which RDU will be pleased

about.

Some malpractices in other regions regarding nomination of RI Officers have been reviewed and revised procedures

have been put in place.

RAWCS (Project No. 51/2011-12) (District 9570) is organising a team to travelto Diani Beach/ Ukunda, Kenya to erect a perimeter coral brick andmesh fence on 17 acre property - future home of Umoja Orphanage.

No further building can proceed without the security this fence willprovide.

The Team will consist of eight members and requires men and womenwho are capable and /or experienced in wire fencing and cement/coral

block laying and related tasks.

Volunteering is the experience of a lifetime. As usual, Volunteers willenjoy the ambience, the culture, mateship, and the experience, yet

know they are contributing in a project to improve the lives of Kenyanorphan children.

Michael Mulgrew is Ginninderra's Club protection Officer. He is responsible to the Club Board for the checking and validation of allvolunteer checks relating to working with children and vulnerable persons in their community or under District 9710 Youth Programs.The Club Board is legally responsible for the protection of youth/vulnerable people under its programs.

ROTARY CLUBS in ACT

The Working with Vulnerable People Act has been enacted and it is up to individual Rotarians in the ACT to register with the Office of

Regulatory Services between now and 7th November, 2013.

1. Download the forms from the ORS website www.ors.act.gov.au/community Tab Working with Vulnerable People

2. Fill out the form

3. Take the form and the required forms of identification to either an ACT Govt Shopfront or the ORS.

4. Sit back and wait for the card in the mail.

Club Protection Officers please forward the name, card number and expiry date of each registered club member to me oniradford@transactnet.com.au for inclusion on the District Data Base.

Exemptions from registration

Under the WWVP Act Rotarians or non-Rotarians involved in a Rotary program are not required to be registered to engage in aregulated activity if the person is—

engaged in the activity (other than an overnight camp for children) for not more than—

(i) 3 days in any 4-week period; and

(ii) 7 days in any 12-month period;

or is registered under a corresponding law and—

(iii) the activity is substantially similar to a regulated activity the person is allowed to engage in under the corresponding law; and

(iv) the person is engaged in the activity for not more than 28 days in any 12-month period

A little complicated but may assist those who are reluctant to register.

The exemptions allow for volunteers to participate in a Rotary program for a limited time. It also allows for a person registeredthrough another organisation to be recognised, as well as interstate registered volunteers.

As you will be aware, Rotary District 9710 has partnered with the ACT Government to provide opportunities for families or individualsto visit Canberra as part of the Centenary of Canberra celebrations. Rotary will assist with some of the costs (through a grant from theACT Government) and Rotarians will be asked to provide some home hosting.

However, to get this project of the ground, we need the skills of Rotarians to assist the Project Committee, led by DG Phil. I haveattached a list of the organisational requirements and would ask you to circulate this to all Rotarians. Please urge all to consideroffering their services to the project - through me in the first instance. I appreciate the project lends itself to Canberra-basedRotarians, but there are also positions - such as in media and PR - where skills can be applied remotely, so assistance is soughtfrom all. (THe list was attached to the email sent (from Steve Fielding)with this message to members on 30 January)

If you need further details, please give me a call. I will call you from time to time to see if anyone has indicated interest in beinginvolved. This is an ideal forum for Rotary to promote its image in the Canberra and wider communities.

Please give this request as much impact as you are able.
