   Natural  Areas  Strategy       2011-­‐2012  client:  Toowoomba  Regional  Council    The  government  client  required  strategy  development  for  whole  of  region  with  objectives  and  implementation  procedures  for  acquisition  and  management  of  its  natural  areas  open  space  estate.  Ross  consulted  with  client  at  staff  and  councillor  level  and  produced  draft  policy  and  implementation  guidelines  exploiting  data  on  TRC’s  GIS.      Approvals  for  coal  seam  gasification  plant         2010-­‐2011  client:  Carbon  Energy  Ltd    The  client  sought  advice  on  the  necessary  approvals  to  facilitate  connection  of  the  plant  to  the  national  grid.  Ross  researched  a  wide  variety  of  legislation,  consulted  with  client,  energy  regulator  and  client  solicitors  then  sought  and  obtained  approvals  under  the  Electricity  Act  1994  ,  local  authorities  planning  schemes  and  regulations  of  the  Department  of  Transport  and  Main  Roads.      New  power  station  sites,  western  Queensland    2010-­‐2011  client:  ERGON  Energy    The  client  required  assistance  in  business  case  development  for  two  new  solar  /  diesel  power  plants  which  were  to  augment  existing  supply  to  Charleville  and  St  George  districts.  Ross  carried  out  site  evaluations,  liaised  with  mayor  and  senior  staff  of  local  authorities,  organized  land  survey  for  both  sites,  prepared  draft  development  applications  and  assisted  in  business  case  development  for  evaluation  against  alternative  supply  options.          ‘Legacy  Way’  road  tunnel,  Brisbane                          2011-­‐2012  client:  reporting  to  B.C.C.  and  C.O.G.[Qld]    Appointed  Urban  Design  consultant  as  part  of  the  Environmental  Management  review  group  on  this  major  transport  project  entailing  tunnelling  and  road  upgrades  in  an  8  kilometre  intra-­‐urban  corridor  in  Brisbane,  Ross  provided  advice  on  conformity  to  EMP  and  suggestions  for  urban  strategy  post-­‐construction.

Hutley  Drive  Development  Application                          2011  client:  Ballina  Shire  Council,  NSW    As  part  of  the    statutory  planning    team  Ross,  working  in  liaison  with  a  group  producing  an  Environmental  Impact  Statement,  prepared  a  development  application  on  behalf  the  local  authority  to  facilitate  a  new  road  connection  between  Lennox  Head  and  Ballina.  The  project  was  assessed  as  being  of  State  significance.

 

Subic  Bay  Freeport,  Philippines    Due  diligence  /strategy  planning                      2008  -­‐2009  client:  Jebil  Ali  Free  Zone  Authority  (JAFZA)    Ross  led  a  multidiscipline  team  to  establish  all  existing  infrastructure,  site  constraints  and  opportunities  for  redevelopment  of  this  former  US  naval  base  which  comprised  numerous  industrial  -­‐style  elements  as  well  as  a  functioning  international  airport,  modern  container  wharf,  independent  power,  water  and  waste  infrastructure,  golf  course  and  residential  components.  

Consideration  of  bunkering  and  oil  storage,  water  treatment  plant  upgrades,  waste  water  systems  upgrades,  enhanced  telecommunications,  road  access  and  site  security  were  considered  and  costed.  Redevelopment  options  were  generated  and  employment  generating  options  were  scoped  and  evaluated.  Ross  then  formulated  a  Master  Plan  strategy  to  suit  client  requirements  for  short  and  long  term  investment  options.  

   Al  Sowah  Island  Masterplan,  U.A.E.                          2007-­‐2008  client:  Mubadala  PJSC    To  meet  major  expansion  aims  for  the  city  of  Abu  Dhabi,  Ross  led  a  multi-­‐disciplined  team  on  development  of  new  Master  Plan  for  this  105  hectare  island  site  destined  to  form  the  new  Central  Business  District  of  the  city.  

This  complex  project  is  to  have  dual-­‐level  roads,  light  rail  and  mass  transit  systems  serving  an  intensive  landuse  pattern  including  stock  exchange,  financial  centre,  regional  hospital  and  mix  of  highrise  office  and  apartment  development.  

The  Master  Plan  produced  provided  space  for  business,  parks,  apartments,  mosques  and  civil  administration  in  a  vertically  integrated  new  urban  area  destined  to  set  a  tone  for  urban  development  in  the  21st  century  when  it  is

fully  developed.  

The  team  obtained  municipal  government  approval  of  the  Concept  Master  Plan  and  subdivision  plan.  Ross  then  prepared  Precinct  Development  Guidelines,  Development  Control  Regulation  and  Plot  Entitlement  plans.  

 

 

 

               Currumbin  Wildlife  Sanctuary,  Gold  Coast  ,  Australia         2004-­‐2006  Economic  Analysis,  Master  planning  &  Statutory  planning    As consultant to this a native wildlife zoo on a 25 hectare site within the urban area of the southern Gold Coast, Ross provided strategic advice for the Sanctuary, which had experienced a decline in tourist numbers and revenue over the recent years, to enable the revitalisation of the Sanctuary. He recommended and obtained development approvals for new facilities. He also obtained approvals facilitating disposal of non-core assets and planning for total redevelopment of under - utilised assets.

   Horizon  Shores,  Gold  Coast,  Australia        2003  client:  Meridien    Ross  prepared  conceptual  masterplan  for  this  120  ha  marina  and  marine  industry  precinct  mid-­‐way  between  Brisbane  and  Gold  Coast.  This  plan  established  expansion  avenues  ,  assisted  appropriate  valuation  for  the  site  and  thus  facilitated  acquisition  by  the  client.

Aurora  mixed  use  resort,  Gold  Coast,  Australia  

2001-­‐2002  client:  Wright  Paterson  Shakespeare    First  as  consultant  and  then  full-­‐time  urban  design,  development  liaison  with  Ross  had  a  multi-­‐faceted  role  in  providing  input  to  design,  obtaining  approvals  for  various  levels  of  government  and  assisting  in  on-­‐site  development  for  this  50ha  site.  Ross  convinced  the  developer  to  fund  and  build  the  entire  canal  some  6kms  from  site  to  main  river  and  retrieve  payment  from  downstream  developers  at  later  stage  –  achieving  instant  market  success.                    Calypso  Bay,  Jacobs  Well,  Australia                          1999  -­‐  2000  client:  Roche  development    Originally  engaged  in  statutory  planning  for  this  residential,  village  centre,  golf  course,  canal  and  marina  development  which  had  been  partially  constructed,  Ross  with  other  consultants  produced  a  new,  workable  masterplan  to  take  the  project  to  finality  and  to  market.
