I. CAPACITY STUDY PARTICIPANTS
This capacity study was conducted for Montgomery County Public Schools (MCPS) by the architectural firm JK architects + associates, Inc. Rosemary Hills Elementary School is located at 2111 Porter Road, Silver Spring, Maryland, and is part of the Bethesda‐Chevy Chase Cluster. The capacity study of work was performed under the direction of the MCPS Department of Facilities Management, Division of Construction.

II. SUMMARY
Rosemary Hills Elementary School (RHES) in Bethesda‐Chevy Chase cluster serves Pre‐K through grade 2. The original school structure was completed in 1956. A classroom addition was constructed in 1961. In 1973, a gymnasium addition was added on the east side of the building. The latest addition was completed in 1987, which included an addition to the boiler room on the west side and classroom addition on the northeast side connecting to the gymnasium addition and to the original building. The existing classrooms provide for a program capacity of 477 students. The Capacity Study process for RHES included a series of five meetings in 2010: February 18th, March 4th, March 18th, April 8th, and April 29th. Upon the conclusion of the fifth and final meeting, it was determined that Option 1 will integrate best with the existing conditions of the site and existing floor plan layout. It meets all requirements of the Educational Specifications, to bring the school up to a capacity of 632 by adding 6 classrooms, a dual purpose room, and support spaces. As an add‐alternate, the building will also include a classroom dedicated to the Benchmarks program, which is currently located in a relocatable classroom building on site. The superintendent released the recommended FY2013‐2018 CIP on October 28, 2011 with the following information: RHES has been assessed for modernization and has a completion date of January 2021 with planning scheduled to begin in 2015. The addition is scheduled to open in fall 2015. The schematic design of the addition will include a master planned modernization. In these meetings, a site study was explored to add more parking spaces to the site, which currently has 58 spaces. It was determined that an additional 16 parking spaces could be achieved on site without major disturbance to any existing trees on site and on adjacent residential properties.

III. OPTION 1
Option 1 provides the program spaces in a two‐story building addition located on the northwest side of the existing building, adjacent to the existing multi‐purpose room and an existing classroom that will be converted into a reading room. The new addition will connect to the existing building through a new proposed corridor. This option will also include the same reconfiguration of a portion of the existing west parking lot area as for Option 3. Option 3 provides the program spaces in the form of one‐story building additions located on the east and west side of the existing building. The addition on the east side will extend along the south exterior face of the gymnasium and connect to the existing building through a new proposed corridor. The addition on the west side will connect to a proposed corridor adjacent to the existing multi‐purpose room. An existing classroom located on the west side will be converted into a reading room. This option will also include a reconfiguration of a portion of the existing west parking lot area.
