The Roselle Public School District is committed to and will prepare ALL of our students for college, work

C. ROSELLE PUBLIC SCHOOL DISTRICT WINS NEW JERSEY SCHOOL PUBLIC
RELATIONS ASSOCIATION 2019 SCHOOL COMMUNICATIONS AWARD
The New Jersey School Public Relations Association (NJSPRA) named the Roselle Public
School District a winner in the 2019 School Communications Award Contest for outstanding
print and electronic collateral used in educational communications programs. Roselle received
second place in the Media Relations – Human Interest category. The compelling story that
took home the trophy at the NJSPRA annual awards event involved Dr. Charles C. Polk
Elementary School, where the Roselle community came together to donate Christmas presents
to students when their original gifts were damaged after a pipe burst in the school. The
NJSPRA School Communication Awards were developed to recognize professional school
communicators in New Jersey, and the products they develop, that go above and beyond to
disseminate important messages to their various stakeholders.
D. ACHS BAND DIRECTOR FRANK AMATO AND THE ROSELLE MARCHING RAMS
TAKE 2ND PLACE IN DIVISION IN TOURNAMENT OF BANDS COMPETITION
After three years as ACHS Band Director, Mr. Frank Amato felt the Roselle Marching Rams
were confidently ready to present their field show in competition. A first in Roselle Public
Schools history, the 35 member ACHS Marching Rams took the field on Sunday, October 6th
in the Tournament of Bands competition circuit, in Group 1A, held at South Plainfield High
School. Mr. Amato and his students represented Roselle in a professional manner, as if they
had been competing forever. Coming in 2nd place in their division, the Ram Band
received positive and critical feedback from eight judges and will be continually improving
their show. The Roselle Marching Rams went on to compete against 10 bands in their group
for the New Jersey State Championships held at Toms River High School North on Saturday,
October 19th. The Rams had a strong finish to their short, first-ever competitive season. Going
against other Group 1A high school bands from throughout New Jersey, the Rams took
9th place, a strong showing in a statewide competition so new to them. Mr. Amato and his
students received praise from the Tournament of Bands Circuit Coordinator and positive and
constructive critique from 6 judges, who also praised them for a strong start in this new venture.

V. SUPERINTENDENT’S RECOMMENDATIONS
A. RESOLUTIONS
1.1 Approve the 2020 Annual Breakfast of Champions, to be held June 20, 2020, at Downs Hall,
Kean University, 1000 Morris Avenue, Union, NJ, to recognize the academic excellence of
Roselle Public School students, at a cost not to exceed $9,433.00, with an REA donation of
$2,500.00, for a total cost not to exceed $11,933.00 [District Funded].

1.2 Adopt the Title I School-Based Parent Involvement Policies for the Kindergarten Success
Academy, Dr. Charles C. Polk Elementary School, Harrison Elementary School, Washington
Elementary School, Leonard V. Moore Middle School, Grace Wilday Junior High School, and
Abraham Clark High School, to be in compliance with the Roselle Borough School District’s
Elementary and Secondary Education Act Consolidated Application. [Attachment 1.2]
1.3 Approve the District Professional Development Plan for the 2019-2020 school year

1.4 Approve the continued use of the Marshall Principal and Teacher Evaluation Instrument for
the 2019-2020 school year.
1.5 Approve the continued use of T-Eval to record and track administrator, teacher, and staff
observations for the 2019-2020 school year.
1.6 WHEREAS, the New Jersey Department of Education issued Instruction and Program, Fiscal
Management, Governance, Operations, and Personnel accountability procedures through the
New Jersey Quality Single Accountability Continuum (QSAC), and
WHEREAS, this Board of Education has received from the Interim Superintendent of Schools,
the District Performance Review (DPR) in the areas of Instruction and Program, Fiscal
Management, Governance, Operations, and Personnel,
NOW, THEREFORE, BE IT RESOLVED that the Roselle Board of Education has reviewed
the District Performance Review (DPR) and authorizes the Interim Superintendent of Schools
to submit the DPR for the 2019-2020 school year to the New Jersey Department of Education

Professional Development
Upon the recommendation of the Interim Superintendent of Schools, approve the attendance to the
following workshops, the Board having determined that attendance at these workshops is directly
related to and within the scope of the School Administrators’/ Teachers’ current responsibilities and
the school district’s professional development plan, the Board having further found that attendance is
critical to the needs of the school district or furthers the efficient operation of the school district and is
in compliance with State and Federal travel payment guidelines:
1.8 Approve Gustavo Verzbickis, ACHS AP Spanish Teacher, to attend the CollegeBoard AP
Workshop: Spanish Language and Culture, November 5, 2019, Abington High School,
Abington, Pennsylvania, at a registration cost of $195.00, plus mileage reimbursement of
$27.16, for a total cost of $222.16.
1.9 Approve Emmanuel Fadahunsi, Math Teacher at Abraham Clark High School, to attend the
AUTOCAD 1 and AUTOCAD II courses offered at the Raritan Community College, Saturday
classes starting September 28 to December 7, 2019, at a cost of $460.00. Taking this course
will allow Mr. Fadahunsi to effectively teach AUTOCAD to students of ACHS, who may want

Upon the recommendation of the Interim Superintendent of Schools, approve the following
programs:
1.33 Approve the revision of meeting days and times as well as the funding sources of the
G&T / Title IV Robotics Club at Grace Wilday Junior High School, for up to 52 sessions on
Thursdays for one and a half hours per session, from 3:10 PM to 4:40 PM, effective October
1, 2019 through June 19, 2020, for a total cost of $3,881.40, funded as follows: $3,381.40 by
Title IV A funds, and $500 by G&T funds [Previously Board approved on August 26, 2019].

1.34 Approve the New Jersey Students Learning Assessment (NJSLA) Prep Program at
Abraham Clark High School for ACHS students who need Test Prep Assistance, 1½ hours
per day, from 3:15 PM to 4:45 PM, Mondays and Wednesdays, for a total of thirty-four (34)
days, beginning October 29, 2019 through March 20, 2020, utilizing one (1) Mathematics
teachers and one (1) Language Arts teacher, at $36.30 per hour, 51 hours per teacher at a
rate of $36.30 per hour, for a cost of $1,851.30 per teacher, for a total cost not to exceed
$3,662.60 [funded through ACHS Purchased Services Account].
1.35 Approve the Title IVA “Character Education – Chess Program” at Grace Wilday Junior
High School, on Wednesdays, 3:10 PM to 4:10 PM, for up to 24 sessions, from October 30,
2019 to May 6, 2020, for a total program cost of $1,742.40 [Title IV A Funded].
1.36 Approve the Title IVA “Character Education – Community Garden Program” at Grace
Wilday Junior High School, on Tuesdays, 3:10 PM to 4:40 PM, for up to 30 sessions, from
October 30, 2019 to June 17, 2020, for a total program cost of $1,633.50 [Title IV A Funded].
1.37 Approve the Title IVA “After the Bell Recreational Sports Program” at Grace Wilday
Junior High School, on Wednesdays, 3:10 PM to 4:10 PM, for up to 29 sessions, from October
30, 2019 to June 10, 2020, for a total program cost of $3,011.65 [Title IV A Funded].
1.38 Approve the Title IVA “Teacher – Student Mentoring Program” at Grace Wilday Junior
High School, Monday through Friday, from December 2, 2019 to May 1, 2020, for teacher
mentors to work up to one hour a week before or after school with at-risk students, for a
total program cost of $6,207.30 [Title IV A Funded].
1.39 Approve the Title I “After the Bell Arts Integration Program” at Grace Wilday Junior
High School, on Tuesdays and Thursdays, 3:10 PM to 4:40 PM, for up to 42 sessions, from
November 12, 2019 to April 23, 2020, for a total program cost of $15,239.00 [Title I
Funded].
1.40 Approve the Title I “After the Bell STEAM Program” at Washington Elementary School,
on Tuesdays and Thursdays, from 3:10 PM to 5: 10 PM, from November 12, 2019 to March
26, 2020, for a total program cost of $18,295.20 [Title I & Title I Reallocated Funded].
1.41 Approve the Title I “Girls Who Code After School Program” at Grace Wilday Junior
High School, on Wednesdays, from 3:10 PM to 4: 10 PM, from December 4, 2019 to
February 19, 2020, for a total of 10 classroom sessions, not to exceed a total program cost of
$726.00 [Title I Funded].
1.42 Approve the Leonard V. Moore Middle School Before the Bell Program – Reading NOW,
to provide Point of Entry (POE) immigrant students the opportunity to improve their reading
comprehension of on grade-level texts by the direct instruction of phonetics and sight words
through the use of Reading A-Z, and Raz-Kids, 7:20 - 8:20 AM, two days per week,
effective November 1, 2019 through May 31, 2020, at a cost of $3,127.54 towards teacher
and teacher’s aide payment [Title III-Immigrant funds – funded in full; Previously Board
Approved May 2019; Adjusted for cost].

3.9 RESOLUTION AUTHORIZING THE SUBMISSION OF A NEW JERSEY
DEPARTMENT OF EDUCATION – EXPANDING PRE-APPRENTICESHIPS IN A
NEW DIRECTION (EXPAND) GRANT APPLICATION ON BEHALF OF THE
ROSELLE PUBLIC SCHOOL DISTRICT.
WHEREAS, the New Jersey Department of Education is making funding available to
“increase the number of high school students, who are at least 16 years old, participating in
and completing pre-apprenticeship programs that are aligned to a Registered Apprenticeship
occupation recognized by the United States Department of Labor, Office of
Apprenticeship”; and,

with the proceeds going to the class of 2020.
3.16 Upon the recommendation of the Interim Superintendent of Schools, retro actively approve
the request for building use of Grace Wilday School classroom from 10-20-19 to 6-16-20
from 6 pm to 7 pm for girl scout troop 40592 meetings by Sharita Jackson troop leader.
3.17 Upon the recommendation of the Interim Superintendent of Schools, approve the use of
Abraham Clark High School, large gym on Saturday, November 16, 2019 by Michael
Smith/Kevon Beresford with no admission costs from 4 pm to 5:30 pm for The Roselle
Running Rams Mentoring and Counseling Development Basketball Clinic, Boys and Girls

3.19 Upon the recommendation of the Interim Superintendent of Schools, approve the use of the
Abraham Clark High School Large Gym, on Friday, December 13, 2019, from 6:30 pm to
9:30 pm, by Michael Smith/Kevon Beresford/ Malcolm Smith, for the Roselle Pride Annual
Alumni Game, with no admission costs but a suggested donation of $2.00 - $3.00 per person,
to benefit the Roselle Varsity Basketball Team. All costs associated with the event: security,
referees, crowd control, clock operator, should be the responsibility of the Running Rams.
3.20 Upon the recommendation of the Interim Superintendent of Schools, approve the use of
Abraham Clark High School for District Talent show on June 5, 2020 from 6 PM to 10 PM
in the auditorium. Admission is $5.00 with the proceeds going to the Project Graduation.
3.21 Upon the recommendation of the Interim Superintendent of Schools, retro actively approve the
request for building use of Washington School classroom from 10-29-19 to 6-16-20 from 6:30
pm to 7:30 pm for girl scout troop meetings by Shannon Robinson troop leader.
