INTRODUCTION

This booklet summarizes briefly the principal provisions of the Roseburg Forest Products Co. & Carpenters Industrial Council Pension Plan (the Plan). The Plan is the result of collective bargaining and is established jointly by Roseburg Forest Products Co. and the Carpenters Industrial Council. Careful planning has produced a Plan designed to add the security of a steady income to your retirement. All Participating Employer contributions are accumulated in the Roseburg Forest Products Co. Carpenters Industrial Council Master Pension Trust (the Master Trust), where they are held and invested pending the payment of benefits and administration expenses.

The retirement benefits under this Plan are in addition to social security or any other retirement benefit for which you may be eligible.

The Plan was established on June 1, 1961, and benefits were effective June 1, 1962. There are several thousand employees of Roseburg Forest Products Co. for whom pension benefits have been accrued under collective bargaining agreements. There also is a local union participating in the Plan for a small number of specified employees. Benefits are available to all eligible employees whose employers have agreed to participate in the Plan and have been accepted by the Board of Trustees (Participating Employers).

This booklet is intended to explain the main features of the Plan and Master Trust documents. Because it is only a summary, however, the booklet does not include all of the detail found in the official Plan and Master Trust documents. If any discrepancy exists between those documents and this booklet, the Plan and Master Trust documents are controlling and bind all parties.

For your convenience, the booklet is divided into five parts:

The Plan may be amended at any time by the Board of Trustees. If the Plan is changed in any way that materially affects your eligibility or benefits, you will be provided with an explanation of the changes. This booklet describes the Plan as currently in effect. The benefits provided for earlier periods may not be described in this booklet.

The Plan is maintained for your benefit. We encourage you to become familiar with it. If you have any questions about the Plan or your status under the Plan, you should contact the Retirement Plan Service Provider.

PART II

SUMMARY OF PLAN PROVISIONS CONCERNING PARTICIPATION, ELIGIBILITY AND BENEFITS

This part of the booklet summarizes the main provisions of the Plan relating to participation, eligibility and benefits.

PLAN MEMBERSHIP 1. Plan Membership

Employees of a Participating Employer, other than temporary, seasonal and on-call employees, working under collective bargaining agreements that require pension coverage by the Plan are eligible to participate in the Plan, subject to approval by the Board of Trustees. Certain executive and non-contract employees may also participate under rules set forth in the Plan. Employees of a union local may also participate by agreement with the Board of Trustees. An eligible employee of a Participating Employer will become a Member of the Plan on the latest of the following:

(1) The date the employee’s employer first becomes a Participating Employer under the Plan;

(2) The date the employee first becomes employed by an eligible unit of a Participating Employer; or

(3) The date the employee first completes 500 hours of service for a Participating Employer.

An employee who ceases to be a Member must requalify to receive any credit for service during the prior period of Plan membership. Plan membership ends when an employee dies or forfeits all service credit under the Plan because of a Break in Service (see Part II, Section 7).

SERVICE USED FOR BENEFITS 2. Eligibility for Past Service

An employee is eligible to receive past service credit to the extent provided in the collective bargaining agreement if the employee was on the payroll of an employer on the date the employer became a Participating Employer under the Plan for the group in which the employee was working.

3. Past Service Credit An employee who is eligible for past service credit will earn one year of past service credit for each calendar year in which the employee worked at least one day in lumber industry service, subject to the following conditions:

(1) Only unbroken service during the 25-year period prior to the date on which the group in which you are working first becomes covered under the Plan will be counted.

(2) Past service credit will not be given for more than a total of 15 years of past service.

4. Break in Past Service Past service credit is broken and all credit earned up to that time is forfeited if an employee fails to work in lumber industry service for an employer or participating union local at least one day in a period of three successive calendar years unless such failure was due to recognized military service, injury, illness, employment by a labor organization, or a lumber industry employer organization, or service with the U.S. government, Coast Guard or Public Health Service during a period of legally protected service.

5. Future Service Credit Future service credit is based on employment for which the Participating Employer is required to provide pension coverage under the Plan and is credited as follows:

In the year of retirement or death, hours will be prorated to allow fractional credit on the following basis:

Compensable hours generally include all hours for which a Member is paid or entitled to be paid by a Participating Employer, including certain limited nonwork periods such as vacation, holiday, disability, leave of absence or legally protected military service. Hours are credited for the applicable computation period or periods in which the contributions first become payable. No hour shall be credited more than once.

Compensable hours include hours you are disabled, up to a maximum of 100 hours per month. For this purpose, “disabled” means any physical or mental injury or disease which causes you to be incapable of performing your normal or regular work. Disability hours otherwise credited in a month are reduced by the number of hours actually worked in a month so the combination of hours worked and disability hours will not exceed 100 in a calendar month. Disability hours will not be credited for more than 24 months for any one disability or for more than 24 consecutive months for all disabilities. Proof of disability must be filed with the Administrative Office on or before December 31 of the year following the calendar year in which the disability month occurred.

Military Service or other uniformed service also counts as future service credit to the extent required by the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA) or other applicable federal law. Be sure that the Administrative Office is aware of your uniformed service.

SERVICE USED FOR VESTING AND BREAKS 6. Year of Service (for Vesting)

A year of service is accumulated for purposes of vesting, and for application of the rules regarding forfeiture of service, for each calendar year in which a Member completes 1,000 or more hours of service for a Participating Employer. Hours of service include all hours for which a Member is paid by a Participating Employer, including certain limited nonwork periods such as vacation, holiday, disability, leave of absence or legally protected military service. No credit is given for any calendar year in which a Member fails to have at least 500 hours of service for a Participating Employer—called a break year. There is no break year if the Member was absent for illness or disability, military or substitute governmental service protected by law, or maternity or paternity leave (up to 501 hours in one calendar year) for pregnancy of the Member, birth or adoption of the Member’s child or caring for such child immediately after the birth or adoption of the child, or personal or family medical leave protected by law.

7. Forfeiture of Service If not vested (see Part II, Section 9) when the Member has a break year, service credited before the break is subject to forfeiture (and will not be counted if later reemployed) when the number of consecutive break years first equals five years, or, if larger, the number of years of service (1,000 or more hours of service in a calendar year) prior to the break years. A Member who incurs a forfeiture of service will forfeit all years of service, credited service (past and future) and lumber industry service earned prior to the forfeiture. A forfeiture of service can be avoided by certain related plan service or by satisfying any of the vesting requirements of the Plan.

8. Related Plan Service Related plan service (reciprocity service) is any past or future service earned by a Member under the terms of a related plan, which is defined as any written pension plan in the lumber industry, and shall be credited as specified in this Plan. Related plan service is used only to determine whether a Member is vested, whether a Member has incurred a forfeiture of service credits, and whether a Member is eligible for a benefit, but not to determine the benefit amount. To qualify for related plan service, a Member must have completed at least two years of future service credit under this Plan, terminate employment under this Plan , and start employment under the related plan before incurring a break in lumber industry service under this Plan (see Part II, Section 9.B).

9. Full Vesting The pension credits earned by a Member who is fully “vested” cannot thereafter be forfeited. A Member will become fully vested when one of the following rules is satisfied:

A. Plan Service The Member has satisfied any of the following:

(1) Completed 15 years of credited service including at least five or more years of future service credit; or

(2) Satisfied the requirements for normal, early or disability retirement under the Plan; or

(3) Completed five or more years of future service with a Participating Employer; or

(4) While working for a Participating Employer, attained the later of age 65 or the fifth anniversary of commencing membership under the Plan, excluding any membership commencement date that occurs during any period of forfeited service.

Service forfeited because of a break will not be counted for vesting. Once vested, a Member cannot begin receiving benefits before satisfying one of the requirements for payment of benefits explained in Part II, Sections 12-14.

B. Lumber Industry Service An inactive Member may also become fully vested upon reaching the normal or early retirement date or dying before incurring a break in lumber industry service if credited with at least two years of future service credit at the time of leaving this Plan. A break in lumber industry service occurs if an inactive Member fails to work in the lumber industry at least one day in a period of two consecutive calendar years for a reason other than illness, disability, employment by a labor organization or a lumber industry employer organization, or service in the Armed Forces or other governmental service of the United States provided reemployment rights are protected by law. Lumber industry means the forest products industry in the 12 western states (Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming).

10. Special Vesting There are special vesting rules that apply to Members whose participation ends because of a permanent plant or department closure. A nonvested Member with at least two years of future service credit who does not refuse an offer of re-employment during the first 12 months, and is not reemployed prior to a forfeiture break (see Part II, Section 7), has a vested right to receive benefits starting on the early or normal retirement date. Such a Member with at least five years of future service credit also can receive disability retirement benefits if totally and permanently disabled (see Part II, Section 14). Special vesting shall not apply if the Board of Trustees does not determine that the permanent plant or department closure has existed for 12 months or if the Member has failed to accept an offer of regular reemployment by the Employer during those 12 months. Each such special closure benefit ends if the individual returns to covered employment with a Participating Employer.

BENEFITS – ELIGIBILITY AND AMOUNT 11. Death Benefits Before Retirement

If a Member dies before retirement, benefits will be paid to the Member’s spouse or other surviving beneficiary under (1) or (2):

(1) Surviving Spouse Benefit. If the Member was married on date of death and vested or eligible for early or normal retirement, the Member’s surviving spouse will receive a lifetime annuity. The surviving spouse gets the benefit that would have been payable had the Member retired immediately prior to death with a 100% surviving spouse pension in effect. The spouse’s benefit will be increased if the Member also qualified for the death benefit under (2) below and that benefit would, upon conversion to an annuity for the life of the spouse, produce a larger monthly amount for the spouse. The spouse can elect to start receiving monthly payments at the Member’s date of death, or when the Member would have reached the earliest retirement age (if later). The monthly amount of any annuity starting before the Member’s age 55 will be reduced to its actuarial equivalent value, to reflect the longer period of expected payment. The lump sum present value will be paid in place of the annuity if $5,000 or less, or if the spouse so elects when it is over $5,000.

(2) Other Death Benefit. If the Member had (a) at least two years of future service credit and had at least one compensable hour credited during the calendar year of death or the immediately preceding calendar year, or (b) died during a period of military service in which the Member could have returned to work with reemployment rights protected, the death benefit amount is equal to 50% of the contributions made for the Member for work through May 31, 1985, and 33.75 cents per compensable hour thereafter. If the Member was married and vested at date of death, that benefit will be paid to the surviving spouse only as provided under (1) above, with this other death benefit amount converted to an actuarial equivalent annuity. If not married, or married but not vested, it will be paid in a lump sum to the beneficiary(ies) named in a designation filed with the Plan before death, or if none, as specified by the Plan.

12. Eligibility for Unreduced Normal Retirement Benefits Age 62. An active or separated Member who retires at age 62 or older shall be eligible for the unreduced age 65 normal retirement benefit amount if the Member has completed five years of past and future service credits including one year of future service credit or met the requirements for full vesting (see Part II, Section 9).

Retirement means that the Member stops work for any employer that participated in the Plan or in the lumber industry.

Permanent Closure. An active Member who stops working for a Participating Employer by reason of a permanent plant or department closure, and who has 30 or more years of past and future credited service, is eligible for unreduced normal retirement benefits regardless of the Member’s age at date of benefit application. This special closure benefit ends if the retiree becomes employed in the lumber industry (see Part II, Section 10).

Unreduced 30 & Out. A Member who stops working for a Participating Employer after reaching age 55 and completing 30 or more years of combined past service and future service, not including reciprocity service or other service not counted for benefit accruals, is eligible to receive the Member’s benefit accrued as of December 31, 2012, unreduced for early commencement (Unreduced 30 & Out Benefit). The portion of the Member’s benefit accrued after December 31, 2012 is reduced for early commencement under the otherwise applicable provisions of the Plan and the result is combined with the Unreduced 30 & Out Benefit. If a retired Member starts working in the wood products industry after qualifying for the Unreduced 30 & Out Benefit and before reaching age 65, the benefit shall be reduced to the amount that otherwise would have been paid as of the Member’s retirement date. The reduction will take effect as of the first month following the start of such employment and continue as long as the benefit is payable (including the period after age 65). In order to receive this Unreduced 30 & Out Benefit, a Member is obligated to the Board of Trustees the acceptance of employment in the wood products industry.

For purpose of the Unreduced 30 & Out Benefit, employment in the wood products industry includes (1) working in the lumber industry; or (2) working for a vendor who directly sells capital equipment or repair supplies to manufacturing plants in the lumber industry, contracts to install or maintain equipment or supporting infrastructure for manufacturing in the lumber industry, or provides consulting services for capital construction or maintenance systems in the lumber industry.

If a retired Member becomes employed by Roseburg Forest Products Co. after qualifying for the Unreduced 30 & Out Benefit, the Member’s benefit will not be reduced unless one or both of the following occur:

(1) The retired Member accumulates at least 80 paid hours of service in a calendar month for employment with Roseburg Forest Products Co. In that event, the Member’s benefit will be suspended and paid at a reduced level upon resumption, adjusted to reflect any additional amount resulting from compensable hours completed during the period of reemployment.

(2) The retired Member completes 600 or more compensable hours during a calendar year for employment with Roseburg Forest Products Co. In that event, the Member’s benefit will be reduced effective with the first month following completion of the 600th compensable hour unless already suspended as describe in (1) above. The reduced benefit will be adjusted to reflect any additional amount resulting from compensable hours completed in the period of reemployment.

13. Eligibility for Early Retirement Benefits An active or separated Member who retires is eligible for early retirement benefits as early as age 55 if the Member has earned at least 10 years of service, including at least five years of future service credit or one year of future service credit if the Member is age 60 or over.

14. Eligibility for Disability Retirement Benefits An active or separated Member is eligible for disability retirement benefits regardless of age if all of the following apply:

(1) The Member has completed at least 10 years of past and future service credits, including one year of future service credit, or five years of future service credit.

(2) The Member is totally and permanently disabled, as determined by the Board of Trustees, from a cause other than that sustained in military or naval service.

(3) The Member is actively working for a Participating Employer on the date of disability or left active work as an employee of a Participating Employer within 36 months before the date of disability.

(4) The Member continues to be disabled.

Total and permanent disability means the inability to engage in any substantial gainful activity by reason of a medically determinable impairment that may be expected to be of long, continued and indefinite duration, as determined by the Board of Trustees.

Special eligibility rules for disability retirement apply to Members affected by a plant or department closure.

15. Amount of Normal Retirement Benefits Termination On or After June 1, 2008. The normal retirement benefit amount under the above formula is the monthly amount payable to a Member for retirement at (or after) age 65, without any survivorship annuity payment after death. 16. Amount of Early Retirement Benefits Because a Member retiring from ages 55 to 64 will, on average, receive benefits for a longer period of time than if retirement started at age 65, the benefits will be actuarially reduced in accordance with the applicable table below.

The early retirement amount can be adjusted for a Member in good health to pay a larger monthly benefit until social security payments begin, and then a reduced amount for the rest of the Member’s life, so that the combined amount of Plan plus social security benefit is about the same as the Plan benefit before social security starts.

17. Amount of Disability Retirement Benefits (Any Age) Disability benefits will be computed using the benefit rates of the Plan as though the disabled Member were retiring under a normal retirement (see Part II, Section 15).

Benefits are payable beginning with the first day of the month next following the date on which total and permanent disability commenced or the first day of the sixth month before application is made, whichever is later.

18. Retroactive Disability Retirement Benefits A Member who is entitled to disability retirement payments will retroactively start a retirement benefit payment on the date that it first became payable (the retroactive annuity start date). A Member shall apply for benefits and choose among the permitted optional forms of payment. If a Member is married when the election is made, spousal consent is required if the Member elects a form of payment other than the joint and survivor annuity (as described in Part II, Section 20). The Member shall receive a make-up payment for the missed monthly payments (with interest).

19. Death Benefits After Retirement There are two forms that provide payment after the death of the retired Member:

(1) Joint and Survivor Pension. Upon the death of a Member after retirement benefits commence, benefits will be payable to the surviving spouse or contingent beneficiary if benefits are being paid under the joint and survivor pension. The amount paid to the survivor will depend on the form of survivorship benefit in force at the start of retirement.

(2) Individual Life Pension. Upon the death of a Member receiving benefits in the form of an individual life pension prior to receiving 60 monthly benefit payments, the benefits shall continue to be paid to the Member’s beneficiary until 60

payments have been made in total. The individual life pension does not include any survivorship annuity and does not have any death benefit after the first 60 monthly payments have been made.

20. Joint and Survivor Benefits The following joint and survivor forms are available at retirement:

(1) 50% Surviving Spouse Form. Unless specifically rejected by the Member and the spouse, normal, early or disability retirement benefits paid to a married Member will be paid in the form of a joint and 50% surviving spouse pension. The benefit will be actuarially reduced to take into account the joint and survivor feature. If the retired Member thereafter should die, the spouse (if then living) will receive 50 percent of the Member’s amount.

(2) Elective 50%, 75% or 100% Forms. For normal and early retirements (but not for disability retirements), if the Member is not married, or the Member and spouse have rejected the joint and surviving spouse annuity, the Member can name any beneficiary (including the spouse) to receive 50 percent, 75 percent or 100 percent, of the monthly benefit as a lifetime annuity starting after the Member’s death. If the beneficiary is not the Member’s spouse, the maximum percentage payable to the survivor may be limited by federal law. For disability retirements, a married Member may elect the joint and survivorship pension providing for payment of 50 percent, 75 percent, or 100 percent of the Member’s amount to the Member’s surviving spouse (but not to any other named beneficiary).

(3) Pop-up Individual Life Feature. If the joint annuitant (spouse or nonspouse) should die during the first 60 months of payment to the retired Member, the retired Member thereafter shall receive for life the individual life pension amount explained above in Part II, Section 19(2). The 60-payment guarantee includes all preceding joint and survivor payments.

If no joint and survivor annuity is in force at retirement, the Member will receive the individual life annuity.

21. Naming a Beneficiary Every Member can name the beneficiary(ies) who will receive payments, if any, that will be made after the Member’s death. That normally will be taken care of when the Member applies for retirement benefits.

The Member also should decide now whether to name the beneficiary(ies) in case of death before retirement. Naming a beneficiary could be important where:

• Member is not married when death occurs, or

• Member is married but not vested when death occurs (see Part II, Section 11). If no beneficiary is named, and the Plan does not automatically provide an annuity benefit for the Member’s surviving spouse, the Plan provides this sequence of beneficiaries (any survivor(s) in the lowest numbered class will receive the entire amount):

(1) Member’s lawful spouse;

(3) Member’s parents;

(4) Member’s brothers and sisters;

(5) Member’s estate.

To change the above sequence, you must get a beneficiary designation form from the Retirement Plan Service Provider, fill it out, sign it, and file it with the Retirement Plan Service Provider. You should keep a copy and review it every time there is a change in family situation (birth, death, marriage, divorce, etc.).

22. Divorce Divorce automatically revokes the prior designation of your former spouse as a beneficiary, unless a QDRO provides otherwise.

A domestic relations court can order your pension to be divided to pay a specified portion to your former spouse or for child support. The order must meet legal requirements to be “qualified” (a qualified domestic relations order or QDRO). The Plan has a recommended form of QDRO and requires approval by its attorneys before any payment can be made. You may obtain, without charge, a copy of the recommended QDRO form and the procedures governing QDRO determinations from the Retirement Plan Service Provider.

LOSS OF BENEFIT CREDIT AND BENEFITS 23. Circumstances Which May Result in Loss of Benefit Credits

Once a Member has earned retirement benefit credits, the following circumstances can cause a loss of such credits:

(1) The occurrence of a forfeiture of service before a Member has become vested (see Part II, Sections 7, 8, 9 and 10).

(2) The death of a Member before qualifying for pre-retirement death benefits (see Part II, Section 11).

24. Circumstances Which May Result in Loss of Benefits to Retirees Once a Member has retired and is receiving benefits, the following circumstances can cause a loss of such credits:

(1) If a disabled Member recovers from the disability, disability benefits will cease.

(2) If a retired Member returns to employment with a Participating Employer, for 80 or more hours in any month, the benefits under this Plan will be discontinued for a subsequent month. Benefits will be reinstated the first of the second month following the latest month of 80 or more hours for a Participating Employer. The reinstated benefit will include any additional benefits earned during reemployment.

(3) If a retired Member dies, payments will continue after death only as provided in Part II, Sections 19 and 20.

(4) If the Plan is terminated having insufficient assets to pay all benefits, benefits may be reduced or eliminated, subject to applicable legal restrictions.

(5) If a retiree receiving unreduced benefits as the result of a permanent closure described in Part II, Section 10, returns to work in the lumber industry in the 12 western states, the unreduced benefits forever terminate.

25. Circumstances Which May Result in Benefit Restrictions Some of the benefits otherwise payable under the Plan may be affected by restrictions under federal law if the Plan’s funding status falls below certain statutory measures. If this happens, you will receive notice from the Board of Trustees.

PART III

HOW TO APPLY FOR BENEFITS AND REVIEW HEARING PROCEDURES

1. How to Apply for Retirement Benefits A. Obtain an application for retirement from your union local or the Retirement Plan Service

Provider.

B. Since your benefit payments cannot be paid to you until your application has been received and processed by the Retirement Plan Service Provider, you should file your application at least 60 days before your retirement date. Your retirement date under the Plan will be the first day of the month following the date you terminate your employment with a Participating Employer and elect to retire under the Plan assuming, of course, that you have satisfied the eligibility requirements for retirement. If you retire directly from active employment, you will receive a partial month payment if your last day of work was not the last working day of the month.

C. When you return the completed application to the Retirement Plan Service Provider, you should enclose a copy of your birth certificate or other proof of birth. If you are married, you should also include a copy of your spouse’s birth certificate. If you are unable to obtain a birth certificate, the following may be considered by the Board of Trustees:

Baptismal certificates Citizenship or naturalization papers Passports Records of information obtained from the U.S. Census Department Insurance policies taken out at least ten years before your date of retirement Affidavit of birth Social security information

You also should submit a copy of any divorce order and your record of military or other uniformed service.

D. After receipt of the application for retirement, the Retirement Plan Service Provider will send you a statement showing the benefits and options available to you. You should select only one type of benefit by checking the appropriate block, sign the statement where indicated, and return it to the Retirement Plan Service Provider. If you are married, your spouse also must sign the statement choosing the benefit and option if the form of payment is not the joint and surviving spouse as explained in Part II, Section 20(1). Be sure to provide proof of date of birth for any contingent beneficiary. Additional forms related to tax withholding, beneficiary designation, and direct deposit may also need to be completed.

2. How the Beneficiary of a Deceased Member Should Apply for Benefits If the Retirement Plan Service Provider has not been notified of the Member’s death, the beneficiary must notify the Retirement Plan Service Provider or the local union office.

The Retirement Plan Service Provider will send a Death Benefit Distribution Form to the beneficiary, which must be returned along with a copy of the death certificate and any other required documentation. A benefit election form will then be sent to the beneficiary for completion.

3. Claims and Appeals Procedures If you claim a benefit or have a question about the Plan, you should contact the Administrative Office. Most claims and questions will be resolved informally. If you wish to present a formal claim, you should put it in writing and submit it to the Administrative Office. The Administrative Office staff will respond as soon as practicable, but not later than 90 days after receipt of your claim unless the Plan gives written notice before the end of the 90-day period that additional time is required. The notice will explain the special circumstances that require additional time and the expected date of the response. The extension will not be more than an additional 90 days.

If your claim involves benefits on disability, the time for response will be not later than 45 days after receipt of your claim, subject to extension by as many as two additional 30-day periods if necessary due to matters beyond the control of the Plan. If an extension is necessary, the Plan will notify you in writing or by electronic notice before each extension of the circumstances requiring extension and the date by which the Plan expects to render a decision. The notice of extension will explain the standards on which entitlement to a benefit is based, the unresolved issues that prevent a decision on the claim and the additional information needed to resolve the issues. If you need to provide additional information, you will be given 45 days.

If an extension is necessary to obtain information from you, the extension period may be further extended by the amount of time you take to provide the specified information.

You may have a representative to assist you or to conduct the claim, and review of any denial, for you. The Plan may require that you notify the Plan in writing about your authorization of a representative.

Determinations about your claim will be based on and in accordance with Plan documents and will be applied consistently with respect to similarly situated Members and beneficiaries.

A. Claim Denial If your claim is denied, the Administrative Office will notify you in writing or by electronic notice. The notice will state the following:

• The specific reasons for the denial.

• Reference to the relevant Plan provisions.

• A description of any additional material or information that is needed and an explanation of why the material or information is needed.

• A description of the Plan’s review procedures and your right to bring a civil action under section 502(a) of the Employee Retirement Income Security Act of 1974 (ERISA) if your claim is also denied after review.

If your claim involves benefits upon disability, you will be notified if any internal rule, guideline, protocol or other similar criterion was relied upon in the decision to deny your

B. Review of Claim Denial If you make a claim and it is denied, you may ask for review by written notice to the Board of Trustees. If your claim is denied, you must request review in writing within 60 days. If your claim involves benefits upon disability, the request must be in writing within 180 days. If you fail to request review of a denied claim within the applicable deadline, you will lose your right to bring an action in court. The Board of Trustees will review the matter and may grant you a hearing, but is not required to. The following apply in connection with the review:

• You may submit written comments, documents, records and other information.

• Upon your request, you will be provided, without charge, reasonable access to, and copies of, all documents, records and other information relevant to your claim.

• If your claim involves a determination of disability, upon your request, you will be provided with the identity of medical or vocational experts who advised the Plan, whether or not the advice was relied upon in deciding to deny your claim.

• The review will consider all aspects of your claim and all comments, documents, records and other information that you submit, whether or not you raised the issues or submitted such information when your claim was originally considered.

If your claim involves benefits upon disability, the following also apply:

• The review will not afford deference to the initial consideration of the claim and will be conducted by a named fiduciary who is neither an individual who made the initial determination nor the subordinate of any such individual.

• If the fiduciary is reviewing a matter that is based on a medical judgment, the fiduciary may consult with a health care professional who has appropriate training and experience in the field involved in the medical judgment. That health care professional will be a person who was not consulted in connection with the claim denial and is not a subordinate of the person who was consulted.

C. Decision Upon Review The decision on review will be made within 60 days after receipt of your request for review in most cases. If there is a hearing or other special reason for delay, you will be so notified in writing or by electronic notice within the initial 60-day period and the time limit will be 120 days. If your claim involves benefits upon disability, the decision will be made within 45 days, subject to extension of an additional 45 days pursuant to notice in writing or by electronic notice within the initial 45-day period. The notice of any extension will explain the special circumstances that require additional time and the expected date of the decision upon review. If an extension is necessary to obtain information from you, the extension period may be further extended by the amount of time you take to provide the information.

SOME QUESTIONS AND ANSWERS

1. What is the minimum age at which benefits may be vested under the Plan? There is no minimum age required for vesting. Once you have accumulated the minimum service requirements (see Part II, Section 9), you are fully vested irrespective of your age.

2. Can I withdraw contributions made to the Master Trust on my behalf? No. Contributions made on your behalf are returned only in the form of retirement or death benefits provided by the Plan where the eligibility rules have been met.

3. How are benefits computed? The monthly benefit you will receive when you qualify for benefits will be determined by multiplying the benefit factor for your attained age as shown below by the years of credited service you have accumulated up to the date of your retirement, subject to a maximum of one credit per calendar year.

Your actual age (years and months) determines the benefit factor.

8. Are the benefit payments I receive from the Plan subject to income tax? Yes. All benefit payments under the Plan are taxable income for purposes of federal and state income tax. At the time of your application for benefits, you must verify how much tax (if any) will be withheld from your benefit payments. You can change this election by contacting the Retirement Plan Service Provider. Each recipient is responsible for correct reporting of all taxable income from the Pension Plan and payment of all federal and state income taxes due on such benefits received.

Tax can be postponed if the form of payment is a lump sum payable to a Member or surviving spouse and the recipient makes a timely election to transfer or make a rollover to a qualified retirement plan or individual retirement account (IRA), including a Roth IRA. Your qualifying nonspouse beneficiary may also be eligible to rollover a lump sum payment to an IRA or Roth IRA that qualifies as an “inherited IRA” established for the purpose of receiving the rollover.

You will be notified of your election rights before payment is made.

9. If, after my retirement, my contingent annuitant beneficiary should die before me, may I designate a new contingent annuitant beneficiary? Annuity. The Plan provides that you may designate only one contingent annuitant beneficiary and benefits paid to a retiree are based on the fact that there will be only one contingent annuitant beneficiary and on the age of that person. For this reason, you may not designate a new contingent annuitant beneficiary.

Nonannuity. For the 60-payment guarantee, however, you may name a successor contingent beneficiary.

10. If I am unable to obtain information from any of my past employers covering periods of employment to be applied toward my past service, where else may I obtain such information? If you have been unable to obtain information concerning past periods of employment, at the time of your retirement you should contact the Social Security Administration.

11. Where do I write to obtain a birth certificate or proof of date of birth? In the event you are unable to obtain a copy of your birth certificate from the state of your birth or other proof of date of birth, you may apply to the Department of Commerce, Bureau of Census, for a search of census records. You may obtain an Application for Search of Census Records, Form BC-600, from the Department of Commerce, Bureau of the Census, Washington, D.C. 20233.

12. What happens to my benefits if I leave the United States? If you or your beneficiary are receiving benefits under the Plan and leave the United States, you will continue to receive benefits. Arrangements should be made in advance through the Retirement Plan Service Provider for payments to be forwarded to a temporary address if necessary. Direct Deposit of your benefits is available as an added convenience for you.

10. Description of Collective Bargaining Agreements The Plan is funded entirely from employer contributions by Roseburg Forest Products Co. paid to the Master Pension Trust. 15. Plan Termination Insurance Your pension benefits under this Plan are insured by the Pension Benefit Guaranty Corporation (PBGC), a federal insurance agency. If the Plan terminates (ends) without enough money to pay all benefits, the PBGC will step in to pay pension benefits. Most people receive all of the pension benefits they would have received under their plan, but some people may lose certain benefits.

The PBGC guarantee generally covers: (1) Normal and early retirement benefits; (2) disability benefits if you become disabled before the Plan terminates; and (3) certain benefits for your survivors.

The PBGC guarantee generally does not cover: (1) Benefits greater than the maximum guaranteed amount set by law for the year in which the Plan terminates; (2) some or all of benefit increases and new benefits based on Plan provisions that have been in place for fewer than 5 years at the time the Plan terminates; (3) benefits that are not vested because you have not worked long enough for the company; (4) benefits for which you have not met all of the requirements at the time the Plan terminates; (5) certain early retirement payments (such as supplemental benefits that stop when you become eligible for Social Security) that result in an early retirement monthly benefit greater than your monthly benefit at the Plan’s normal retirement age; and (6) non-pension benefits, such as health insurance, life insurance, certain death benefits, vacation pay, and severance pay.

Even if certain of your benefits are not guaranteed, you still may receive some of those benefits from the PBGC depending on how much money your Plan has and on how much the PBGC collects from employers.

16. Compliance with ERISA The Plan is intended to fully comply with ERISA. Any omissions or oversights will be resolved in accordance with the statute.

17. Source of Contributions All contributions are made by the Participating Employers. Employee contributions are not allowed.

18. Entities Used for Accumulation of Assets and Payment of Benefits All Participating Employer contributions are accumulated in the Roseburg Forest Products Co. Carpenters Industrial Council Master Pension Trust (the Master Trust), where they are held and invested pending the payment of benefits and administration expenses. Investments are managed by investment management firms appointed by the Board of Trustees.

All benefits are paid directly from the Master Trust. Payments are made through the Retirement Plan Service Provider.

Receive a summary of the Plan’s annual financial report. The Plan administrator is required by law to furnish each participant with a copy of this summary annual report.

Obtain a statement telling you whether you have a right to receive a pension at normal retirement age (age 65) and if so, what your benefits would be at normal retirement age if you stop working under the Plan now. If you do not have a right to a pension, the statement will tell you how many more years you have to work to get a right to a pension. This statement must be requested in writing and is not required to be given more than once every twelve (12) months. The Plan must provide the statement free of charge.

Prudent Actions by Plan Fiduciaries In addition to creating rights for Plan participants, ERISA imposes duties upon the people who are responsible for the operation of the employee benefit plan. The people who operate your Plan, called “fiduciaries” of the Plan, have a duty to do so prudently and in the interest of you and other Plan participants and beneficiaries. No one, including your employer, your union, or any other person, may fire you or otherwise discriminate against you in any way to prevent you from obtaining a pension benefit or exercising your rights under ERISA.

Enforce Your Rights If your claim for a pension benefit is denied or ignored, in whole or in part, you have a right to know why this was done, to obtain copies of documents relating to the decision without charge, and to appeal any denial, all within certain time schedules.

Under ERISA, there are steps you can take to enforce the above rights. For instance, if you request a copy of Plan documents or the latest annual report from the Plan and do not receive them within 30 days, you may file suit in a federal court. In such a case, the court may require the Plan administrator to provide the materials and pay you up to $110 a day until you receive the materials, unless the materials were not sent because of reasons beyond the control of the administrator. If you have a claim for benefits which is denied or ignored, in whole or in part, you may file suit in a state or federal court. In addition, if you disagree with the Plan’s decision or lack thereof concerning the qualified status of a domestic relations order, you may file suit in federal court. If it should happen that Plan fiduciaries misuse the Plan’s money, or if you are discriminated against for asserting your rights, you may seek assistance from the U.S. Department of Labor, or you may file suit in a federal court. The court will decide who should pay court costs and legal fees. If you are successful the court may order the person you have sued to pay these costs and fees. If you lose, the court may order you to pay these costs and fees, for example, if it finds your claim is frivolous.
