Eisenhower•• NAP 426:

"The Allied Supremo Commander 1n the Uediterranean Area

Eisenhower baa reco~ended the following changes in the

"Instrument of Surrender of Italy":

"l. Change the title to "Additional conditions of the armistice

with Italy".

"2. Chango the last sentence of the preamble to read "and

have been accepted unconditionally by Marshal Pietro

Badoglio, Head of the Italian Governmont• .

"3. Omit the statement of unconditional surrender 1n para~raph

one.

"General Eisenhower and all of his senior commanders

concur in this recommendation as highly advantageous to our

progress in dafeat1ni the Garman forces in Italy in that it

will help to align the Italian Army, Navy, and civil population

on our side.

"Eisenhower urgently requests that pending a decision

on these recommendations aeoreoy in regard to the Terms of

Surrender document is "absolutely vital to our aucceaa in Italy" .

he with his son and Carlos Almagia expects to arrive by airplane

at Prestwick, Scotland October third enroute to Marrakech.

I hope you can effectively indoctrinate him during

his stop 1n U.K.

I am this date sending the following to Eisenhower:

~Inform Badoglio that it is the view of

this Government that Grandi's presence in Badoglio Government

at this time would not be acceptable. Even though Grandi

was perhaps chief figure in deposition of L~ssolini, he

had been ao closely associated with Fascism that to place

him now 1n Brindisi Government would cause much adverse

comment and misinterpretation. First accretions to Badoglio

Government should be men of unequivocal liberal and

democratic principle. It is only through the use of such men

1n responsible positions that this Government can feel

justified in supporting the present Italian Government.

~The K1ng 1 s position on the question ot

declaration of war as stated in NAF 428 is unimpressive .

Germany has already taken active belligerent steps against

Italy and the chief strength of Badogl1o•s Government ia ita

announced determination to rid Italy by force of the German

invader. An immediate declaration of war by the Italian

Government on Germany ia necessary it Italy is to be given the

status of a cobelligerent . ~

Political Commission enviaaged by tho three governments of Great

Britain, the United states , and the Soviet Union, and the Control

Commiss i on aet up by Para 37 of the long term Italian surrender

dooumont agreed to bJ the three governcents.

The Control Commlsaion acta directly under the Supreme

Allied Commander to deal with specific problema aris i ng 1n areas of

Italy liberated by Anglo- American armies . These oro problems arising

ommander and so the oommlaai on must act under his direct control.

1. Initial ontr1 of tho United States into the

Azores will be by two or more United Statea eacort vessels

from UGS-22, sailing on 25 October, 1943, and two aircraft

tro~ a CVE. In addition to the convoy eaoorts , there wi l l

be at least two othora over and above thoae normally provided.

The convoy will be routed ao as to paaa the Azores on

approximatel)' 6 November and the carrier will 'bo within

noar aircratt range ot Lagoi2B Piold, Torcoira leland, tho

afternoon o~ 6 November and the morn1na; or 7 Kov61:1lber.

2. Two oaoort vessels will proceed to Horta, Pa)'&l,

at t ime to bo designated by t he Convoy Commander, f or tho

purpose of fueling from a British oiler etationod there ;

to re~a1n not longer than 24 hours and to rejoin convoy or

carrier group after fueling.

3. At tho d.ioorotion of tho Convo)' Commander, up

to three more eacorta will be fueled at Ponta Delgada,

Sao ~iguol. Thia tuoling will bo dopondent upon tho

Lagens Field the atternoon ot 6 November, to remain there

overnight, and attor fueling, rejoin tho oarrior the

fol lowing day. This date may be del ayed it required by

weather conditions.

regard to the s ubmarine situation, will be auch aa to make

\he above operations feasible.

6 . Collllll&Dding Officers of ships and planes will have

plausible reasons for ontry. They will obtain such intelli­

gence information as practicable in regard to reactions t o

limit the prospects for the early successful development of

tho Italian operations to a secure l ine north of Rome. I am

opposed to any diversion which will in Ei senhower's opinion

jeopardize the security of his current situation in It~ly, the

buil dup of wh i ch is exceedingly slow considering the well known

characteristics of his opponent who enjoys a marked superiority

in ground troops and panzar divisions.

"It is my opinion that no diversion of forces or equipment

should pre judice OVERLORD as planned.

--'--You will recall agreement, made during your recen~

Portuguese negotiations, that any direct approach by u. s .

Government to Portuguese Government would be suspended until those

negotiations were concluded . Those negotiations were, as you know,

concluded on 17 August with signing of IlfGOT Agreement .

It was not practicable, however, to have included in

that agreement adequate provisi on for u. s . Navy facilities in

Azores, or any provision whatever for facili t ies for u. s . air

transport and air ferrying operations .

VIe both fully realize the tremendous importance to

combined war effort of establishinB Central Atlantic air transport

and ferry route via Azores, with resultant saving of millions of

~ ~h ~ctane gasoline and many thousands of pilot and engine hours

per month .

We have received information from Lisbon that the

Portuguese Government would not object to direct negotiations with

the United States looking toward the use by u. s. airplanes of the

islands, and I should like to suggest Cor your consideration that

the u. s. State Department be directed by me to make a direct approach

to the Government of Portugal with the purpose of obtaining agreement

to permit us to provide aviation faoilities in tho Azores and to

uae such facilities for our combatant and transport airplanes in

the furtherance of the Allied war effort.

I hope you will agree to this line or approach to

our common problem abd that if practicable your Representatives in

Portugal may assist and join with ours in the discussions.

\'lith reference to your Number 467 regarding another

full conference of the Combined Chiefs of Staff early in November,

it appears to me that tbere are several matters which abould

first be resolved before we meet ,

1, There should be sufficient time allowed t o

analyze the results of the current Moscow conference and al so

I think the subsequent conference we bav~ 1n mind. For us to

stage a meet ing whil e the Moscow conference is in progress

or at least before i t s results can be carefUlly considered,

probably would have unf avorable results in Russia,

2 , Combined planning teams are now planning an over-

all plan for the defeat of Japan, It is important that this

work be completed and that the respect+ve Chiefs of Staff have

an opportunity to study it before a general meeting,

3. certain outline plans from Eisenhower and

commanders in t he Pacific covering operati ons approved at

QUADRANT are to be submitted on November l, and these should

receive some consideration before we arrive at the moment

for a combined meeting.

It would be advantageous to our advance preparations

for the conference to be informed as to the subjects which you •

think we should discuss.

At the moment it seema to me that consideration or our

relations with Russia is of paramount importance and that a

meeting after our special conference with U,J, would bo in order

ever, the British do not intend to concur in the pr otocol

embod11ng the accepted t wo sets or amendments to the LOng
