MEMORANDUM TO: Miles Gadola, Chairperson Genesee County Community & Economic Development Commission FROM: Derek Bradshaw, Principal Planner Genesee County Metropolitan Planning Commission SUBJECT: Genesee County Solid Waste Report Genesee County Spring Household Hazardous Waste Collection The Genesee County Metropolitan Planning Commission held the Spring Household Hazardous Waste Collection on May 21, 2011 at the Genesee Area Skill Center. This event serviced 723 vehicles stemming from all sides of the county. Over 33,000 lbs of used oil, pesticides, aerosol cans and other toxic chemicals were collected. Staff also collected and recycled over 20,000 lbs of electronic waste and over 650 old tires. To expand this year’s spring collection, GCMPC partnered with Montrose Township and Waste Connections Inc. to hold another collection site on the northern tier of the county in Montrose. This collection site added 215 vehicles and nearly 20,000 lbs of HHW, E-waste, & tires to the collection totals. Genesee County Composter & Rain Barrel Sale GCMPC staff battled the heat on Saturday, June 4, 2011 to provide area residents with home composters and rain barrels at a greatly reduced rate. Genesee County residents came out in droves to get their units at the Courtland Center Mall parking lot. Between 200 and 300 residents were lined up by 9:00 a.m. in hopes of getting a composter or rain barrel for their home. The flow of customers was non-stop until around 1:00 p.m. when staff finally made it through to the end of the line. Residents continued to roll in right up until the 3:00 p.m. deadline. Residents purchased a total of 779 rain barrels and 476 composters for a sale total of 1255 units. This was Enviroworld’s most successful event of the 2011 season as it was their first sell out.

Genesee County Recycling Education GCMPC staff has been educating local students, teachers, and faculty about the how-to and overall importance of recycling in Genesee County. This school year, staff targeted mainly 5th grades students and saw an overwhelming amount of interest and support in the local school districts. Staff was present in nearly 50 classrooms and reached over 1,100 area students, not to mention the teachers and faculty. Although the school year has ended, staff does have plans to infuse this education into some summer programs, and will certainly be continuing these efforts next year.

Transportation Performance Measures There has been a lot of discussion the past several years regarding the performance measure focus of the next transportation legislation. While a SAFETEA-LU successor has not been approved it seems clear that there will be performance based requirements, and knowing that we can begin to prepare. This day long technical training is designed primarily for planning and programming personnel at state departments of transportation, metropolitan planning organizations and local planning agencies to help identify and quantify transportation related performance measures. Livable and Sustainable Communities Mobile Workshop With limited funding at all levels of government many of the discretionary grant programs are beginning to focus their awards on projects that can demonstrate that they reflect livable and sustainable principals. In 2010 HUD, EPA, and USDOT formed a partnership to begin to coordinate their discretionary grant opportunities around these principals and to release a sustainable communities grant. This day long mobile workshop will take participants on a tour of several of the many projects going on in Genesee County that reflect these principals and that combine transportation, housing, and the environment to make our community a better place. Speaker at each stop along the tour will educate participants on the project itself and the various livable and sustainable principals exhibited by the project. LRTP: Best Practices Across the Country With few exceptions long range transportation plans in Michigan are relatively the same. There are a lot of creative and innovative plans throughout the country that have broken the standard mold of what is expected of a LRTP and seem to be very effective. This session will provide an opportunity for FHWA to highlight best practices of LRTP’s from across the country to address the requirements of transportation legislation and to improve the effectiveness of the LRTP. Addressing Security in the LRTP Transportation planning organizations often struggle to properly address the Security SAFETEA-LU planning factor in the development of a LRTP. This is due to a combination of factors including the fact that each geographic area has its own unique security situation and in general the requirements are ambiguous. This session will discuss the security planning factor and how organizations can address it in the LRTP planning process. Incorporating Pavement Management into the LRTP Pavement management is a large part of what we do as transportation planners however it seems in many cases that it gets overshadowed by other focus areas in the development of a LRTP. The pavement management sections of many LRTP’s are often times no more than a snapshot of current conditions. This session will discuss the basics of pavement management and analysis and will

introduce RoadSoft as a tool to use to add a network level pavement scenario planning element to a LRTP. Service Provider Collaboration: Coordination of Infrastructure Investments Utility infrastructure runs under, over, and alongside our roads, bridges, sidewalks, bike paths, and rail corridors. Understanding and respecting the planning process of each of the public and private owners and operators of the infrastructure in our communities will benefit all. In 2010 the Southeast Michigan Council of Governments (SEMCOG) began a pilot project in Macomb County to initiate collaboration among water, sewer, transportation and energy service providers and local communities to discuss the management and coordination of infrastructure investments in the county. The information gathered from the pilot will be used to replicate the program in other SEMCOG communities. SEMCOG representatives will provide an overview of the pilot, pilot findings, and future plans for replication. Incorporating Freight into the LRTP Freight planning has become an integral aspect of metropolitan transportation planning and organizations have been working for some time now to integrate freight into their everyday activities including their LRTP. Freight planning will play an even more important role in our everyday planning in the near future as congestion on our transportation system continues to increase while the demand for freight services such as just-in-time delivery also increases. This session will provide an overview of various aspects of freight planning and will provide guidance on incorporating it into the LRTP planning process. Metropolitan Transportation Planning 101 As transportation planners we have many opportunities to attend trainings on very specific aspects of metropolitan transportation planning but opportunities for training on the overall metropolitan transportation planning process are few and far between. This two hour session will provide an overview of the metropolitan planning process. TIP, LRTP, UWP, planning factors, transit, transportation related legislation, environmental justice and public participation are a few of the many topic areas that will be discussed. Transportation Funding 101 This session provides an overview of the Federal-Aid Highway Program, focusing on various aspects of highway program financing unique to the Federal Highway Administration (FHWA). Topics include the following: the Highway Trust Fund, authorizing and appropriating legislation, the FHWA apportionment process, and a discussion of obligation limitation.

Technology and Planning: Website Design and Social Media Technology is rapidly changing and many of our agencies struggle to keep up with it especially when it comes to the delivery of services and the way we interact with the public. This session will discuss what many identify as government 2.0 or 3.0 and focuses on the delivery of service through a website and/or social media. Legislative Update This session will provide updates on major transportation legislation proposed and/or newly enacted at the time of the conference. This will be an important session to attend especially with a SAFETEA-LU successor on the horizon. Distracted Driving In 2010 the Michigan texting law and City of Troy distracted driving ordinance were put in place to address some of the issues related to distracted driving. The state of Michigan has banned texting while driving; however, the City of Troy took it to another level by prohibiting anything that would distract drivers from having complete control of their vehicle. Representatives from the Traffic Improvement Association of Oakland County and the City of Troy Police Department will provide an overview of the law and ordinance and discuss challenges with enforcement and preliminary results that they are seeing. Transportation Improvement Program (TIP) Project Lifecycle This session will take the participant through the lifecycle of a typical transportation highway project from concept to completion by examining the phases of a project at the various government entities (local road agency, MPO, and MDOT) involved with a project. How to fund a Transportation Planning Program in Trying Times It is a challenge these days to secure a 100% cash match to federal planning dollars to fund a metropolitan transportation planning program. This session will provide information on alternatives to a cash match and discuss the eligible activities and requirements for the alternatives. Livability and Sustainability There has been a lot of discussion over the past year or so regarding metropolitan transportation planning and livability and sustainability. The USDOT has formed a partnership with HUD and the EPA to begin working to better integrate livability and sustainability principals into their programs. This session will discuss the principals of livability and sustainability and how transportation planning organizations can begin to incorporate them into their plans and planning processes.

Genesee County Metropolitan Planning Commission (GCMPC) SUBJECT: Recommendation: Approval and Signature of Homeless Prevention & Rapid Re-

Housing Program (HPRP) Contract Amendment Metro Community Development, Inc. has been a Genesee County HPRP subgrantee since the beginning of the Program, responsible for issuing Financial Assistance on behalf of the homeless (Rapid ReHousing) as well as other activities including Housing Relocation and Stabilization Services for the homeless. In April 2011, MCD received approval to redistribute a portion of their award to issue Financial Assistance on behalf of Prevention clients. In order for MCD's staff to perform and be reimbursed by Genesee County for case work activities for the new Prevention clients, there must be a budgetary item established under their Agreement with Genesee County. Recently, GCMPC received a letter from MCD requesting approval to redistribute a portion of their current Housing Relocation and Stabilization award under Rapid ReHousing to a new, eligible activity of Housing Relocation and Stabilization Services for Prevention clients. The following table is provided as a summary of this request:

SECOND AMENDMENT TO SUBGRANTEE AGREEMENT BETWEEN The County of Genesee

AND Metro Community Development, Inc.

This Amended Agreement for Professional Services (the “Agreement”) is made this day of 2011, by and between the County of Genesee, a Michigan Municipal Corporation, acting through the Genesee County Metropolitan Planning Commission, whose principal place of business is located at Room 223, 1101 Beach Street, Flint, Michigan 48502 (the “County”), and Metro Community Development, Inc., a Michigan Non Profit Corporation, whose principal place of business is located at 503 South Saginaw Street, Suite 810, Flint, MI 48502 (the “Subgrantee”) (the County and the Subgrantee together, the (“Parties”). WHEREAS, the Subgrantee has applied for and received County funds to provide services authorized by the U.S. Department of Housing and Urban Development (HUD) under Title XII of Division A of the American Recovery and Reinvestment Act of 2009 ("Recovery Act"). Title I of the Housing and Community Development Act of 1974, as amended (HCD Act), Public Law 93-383; and in accordance with Requirements for Homelessness Prevention and Rapid Re-Housing Program Grantees under the American Recovery and Reinvestment Act of 2009", referred to as the Homeless Prevention and Rapid Re-Housing Program (HPRP). WHEREAS, the County wishes to engage the Subgrantee to assist the County in utilizing Homeless Prevention and Rapid ReHousing funds; and WHEREAS, the Parties wish to amend the Subgrantee Agreement for Homeless Prevention and Rapid ReHousing services for the purposes of revising the scope of work and compensation. NOW, THEREFORE, the parties agree to amend the Subgrantee Agreement as follows: 6. COMPENSATION

The eighth paragraph is deleted and replaced to provide: Subgrantee’s Amended budget for the Term of this Agreement is attached as Exhibit F2. The County will not approve any expense not identified in Exhibit F2. and the County will not approve any expenses in excess of the amounts identified in Exhibit F2. Agreements In May 2011, two Non-Profit agencies submitted applications to GCMPC staff for Certification as Community Housing Development Organizations (CHDO) under regulations of the HOME Investment Partnerships Program (HOME). The Michigan Non-Profit Corporations are Genesee County Habitat For Humanity and Family Service Agency of Mid Michigan. Staff has completed the review of each application and has determined and certified that each of these agencies meets HOME eligibility requirements for CHDO designation. With the CHDO certification, each of these agencies is eligible for award of CHDO operating assistance for staff costs working on their project(s) and a percentage of their agency's (ies) operational expenses, of up to a maximum of $50,000.00 per each year that they are producing a Genesee County HOME project. Further, each of the CHDO has submitted HOME Program Project applications requesting funds to provide affordable housing. Following is a brief description of each project. Genesee County Habitat For Humanity: Has applied for $320,000 of HOME funds to construct four, new single family residential properties located in Gaines Township. Two of the homes will be barrier free and two will be visitable. One home will have four bedrooms and three will have three bedrooms. HOME funds will be used for construction costs. The lands were donated to the agency. Labor costs will be minimal, and many volunteer workers will be utilized on this project. Costs for this unique project will also be lessened through donations of some construction materials. This agency will partner Genesee County HOME funds with a separate grant from the U.S. Department of Housing and Urban Development (HUD) that is to be used for septic system and well costs for this Project. Family Service Agency of Mid Michigan: Has applied for $700,000 of HOME funds to acquire and construct two, multi family residential units, with a total of six to eight barrier free apartments on two separate parcels of property located in Flint Township. The parcels are currently owned by the Land Bank and are demolition sites under the County Neighborhood Stabilization Program (NSP). HOME funds will pay for acquisition, infrastructure costs, and will be constructed as entirely barrier free units with exterior decks and ramps. All construction labor for this Project will be contracted for and materials will be purchased. In addition, this agency has a policy to pay prevailing wages for all work performed. These rental units will be targeted to disabled persons of extremely low income, particularly those seeking to move from

nursing homes to independent living. This Project will partner with direct benefit funds provided by The Disability Network who will offer security deposit and rental assistance for any prospective tenants who will be moving from nursing homes to independent living. The Allocation Committee approved staff's recommendations to approve the agencies for HOME Program awards as listed below at the June 9, 2011 meeting. Family Service Agency of Mid Michigan: Acquisition and Construction: $700,000 CHDO Operating: $ 50,000 Genesee County Habitat For Humanity: Construction: $322,000 CHDO Operating: $ 50,000 Each of these amounts will be awarded under a separate contractual Agreement. Staff has worked with Corporation Counsel who has approved the Agreements. At this time, staff is requesting approval of the Community and Economic Development Committee for the individual awards and Agreements and approval for Julie A. Hinterman, Director-Coordinator, Genesee County Metropolitan Planning Commission to sign the agreements. Further, staff requests that this approval be forwarded to the Genesee County Board of Commissioners for their consideration and action at the June 22, 2011 regularly scheduled meeting. Thank You.
