Sector: V. HEALTH
16
1. Self-reported unmet need for medical examination and care, by income quintile – Output Indicator
Data required for these
indicators
What variables/ data are required?
Individual variables: identification data, age (incl. the group 16+ y.o.), gender, health, self-reported unmet
need for medical examination and care (reasons cumulated: ‘Financial reasons’, ‘Waiting list’ and ‘Too far
to travel’), level of activity limitation, disability status & type, marital status, self-defined current economic
status, type of contract, income (quintile);
HH variables: identification data, dwelling type, housing conditions, housing cost (types and amounts), HH
composition: type and size, total HH income, development region, area of residence computed based on
degree of urbanization (population density);
Household’s equivalised disposable income (i.e. adjusted for the size and composition of households),
before and after social transfers/ state child allowance/ child raising allowance/ means-tested social
transfers/ disability indemnity;
Social transfers in reach by the household (types and amounts):
• by function – overall and individual social transfers (state child allowance/ child raising allowance/
disability indemnity/ heating allowance/ family support allowance for two-parent/ family support
allowance for single-parent/ minimum income guarantee);
• by characteristic - non/ means-tested
Retirement and survivor's pensions are counted as income before transfers and not as social transfers.
At-risk-of-poverty threshold (calculated after social transfer);
The impact of (means-tested) social transfers represents the reduction in the at-risk-of-poverty rate in
percentage (%) due to (means-tested) social transfers, calculated as the percentage difference between
the at-risk-of-poverty rate before and after (means-tested) social transfers.
Total number of resident population by level of activity limitation;
The indicator at-the-risk-of-poverty rate from EU-SILC is calculated without self-consumption
(consumption from own resources). Only FBS reports the data with or without self-consumption.
TBD: Self-consumption (CONSO and the amounts associated to the products from FBS section 4. Agro-food
products and alcoholic beverages – balance);
Median equivalised disposable income (calculated with/ without self-consumption – TBD, and before
means-tested social transfers);
Income quintiles based on equivalised disposable income;
17
Total sum of means-tested social transfers (overall, individual)/ disability indemnity/ state child allowance/
heating allowance received by HHs;
Total income of HHs receiving the means-tested social transfers (overall and individual - family support
allowance for two-parent/ family support allowance for single-parent/ minimum income guarantee)/ state
child allowance/ disability indemnity/ heating allowance;
Number of HHs receiving the benefits;
Total number of HHs;
Population (Universe) All private households inhabited at the time of data collection or people living in it.
For administrative data: Does
the data cover the whole or
part of the analysed
population?
Not the case
What groups are not covered?
What information is not
available?
The distribution of HHs by the population density is not an available variable in EU-SILC, but can be
computed.
The sampling needs to be improved in order to ensure reliability of data on (means-tested) social
transfers’ beneficiaries, so that coverage is estimated accurately and data can be estimated based on
income quintiles.
The items regarding social transfers have to re-adjusted in order to potentially be in line with their
structure as currently delivered in the administrative system
Source type Data from survey: EU-SILC (Eurostat), because it can provide data by income quintiles; FBS (NIS) as
alternative suggested by NIS
Representative level National and regional level
The most disaggregated
statistical unit
Private households, household members
What disaggregations are
used in the M&E system?
The indicators are measured for overall social protection, by individual most important two benefits: state
child allowance and child raising allowance, by disability indemnity, and by means-tested social transfers
(overall or by individual - family support allowance for two-parent and single-parent and minimum income
guarantee). Also, other breakdowns of the indicators are:
• Development regions, area of residence and degree of urbanization (population density),
• Age and gender,
18
• Household structure, Income quintiles/ deciles (for housing cost overburden rate)

Lists of services will be provided to define what counts for “disability-related services”, “children-related”,
“integrated community level services”. Data may not be collected for all types of services.
Source type Administrative data collected by MLSJ: Routine financial reporting from all entities that allocate public
funding to social services / disability-related / vulnerable group-related/ children-related social services /
integrated community level services/ social housing.
MLSJ research (also recommended): (1) desk review of relevant documents (e.g. financial reports,
budgets) (2) key informant interviews to verify the information in the documents.
Data can be collected or cross-checked with the information from the Routine administrative survey (an
updated version of “Formular de monitorizare” (or “Raport de incluziune”)) on social services, where the
units of social services will declare the sources and amounts of funding their activities. The actual
monitoring form does not include information about all types of social services and beneficiaries (other
vulnerable groups)

surveys will be to check a child’s vaccination status in the health center records.
Household ID, Individual number for child and primary caregiver;
Child’s information: Name, Birth date
Home Based Record or Vaccination Card: some details about the record/ card, BCG vaccine (one dose),
Polio vaccine (three doses), DTP3 vaccine (three doses), Measles vaccine (one dose-1st);
Caretaker Recall or History: all questions related to the analyzed vaccines (type of vaccine administered,
number of doses, and place of administration). EPI cluster survey also explore the reasons for not being
vaccinated, side effects and proper moment of administration, information about immunization.
Health center records: Identification data about the HH, children and its parents, analyzed vaccines
checked
Population (Universe) Children aged 12–23 months. To be discussed if the children’s age needs to be adjusted to align with

Source type Household surveys: Survey items correspond to children’s immunization history, determined either by
looking at immunization records in the home, asking the child’s caretaker (recall) or both. The three main
household survey sources are the Expanded Programme on Immunization (EPI) cluster survey, the UNICEF
Multiple Indicators Cluster Survey (MICS) and the Demographic and Health Survey (DHS).
MICS & DHS use a probability-based sample (highly standardized methods) and are more extensive
surveys in terms of variables and precision to measure it. That it is why are more complex, difficult to
administer and more expensive. While, EPI has been lees standardized in design and procedures to report.

Number of homeless children - Output Indicator
Sector: VI. HOUSING
Homeless people, including homeless children – Outcome Indicator
Data required for these
indicators
What variables/ data are required?
Identification code for the respondents;
Place of living (at the moment of data collection and during the year(s)): on the street - improvised
shelters, sewage systems, cars or abandoned buildings etc.; at their friends’ or acquaintances’ places;
other places.
Details about the location: Development region; County; Locality. However, a limitation of the study will
be related to this information, because homeless people change or they have to change the location of
“staying” more frequently, maybe also during the study.
Sex, Age group and other relevant socio-economic characteristics (TBD);
Services they used during the year or another reference period;
Type of homelessness: rooflessness, houselessness, insecure housing, inadequate housing;

medical, financial, legal or force majeure reasons live in the streets, temporary live at their friends’ or
acquaintances’ places, cannot afford to rent a place, are incurring the risk of being evicted or are
institutionalized or imprisoned without a domicile or place of residence and within a 2-month period are
to be discharged/ released” (Law on Social Assistance, Article 6(z)).
60
For administrative data: Does
the data cover the whole or
part of the analysed
population?
Not the case, because a special homelessness survey will be conducted.
If for the estimation of children will be used the administrative routine reporting from local authorities,
the population of homeless (children included) will be underestimated.
What groups are not covered?
What information is not
available?
There are only incomplete estimations of the homeless population.
Source type To estimate the total number of homeless individuals in a given city, a census or a quantitative survey with
capture-recapture sampling should be carried out, at least in the cities where the presence of
homelessness is documented or in the large size urban localities. The instrument will be applied with the
support of outreach specialists and the data should be gathered via an online tool, computer or tablet
assisted, which will permit real-time correlations between interviewers.
