    Job Title Examiner Recruitment Manager Part-time

    Purpose of Job

    To support the National Examiner Manager in China to meet agreed recruitment targets and high level

    deliverables by effectively developing and managing IELTS examiner recruitment strategy, processes,

    risks and opportunities for development.

    Context and Environment

    The British Council (operating as the Cultural and Education Section of the British Embassy/Consulate) is

    the United Kingdoms principal agency for culture and educational relations, with offices in Beijing,

    Chongqing, Guangzhou and Shanghai and together with our Hong Kong office employs over 500 people.

    We are responsible for delivering the UK and IELTS test in China. The successful candidates will join our

    fast-growing China Exams team of more than 190 staff who contribute to the delivery and management of

    the UK tests in Mainland China, the majority of which are IELTS.

    This post offers an excellent opportunity to gain work experience in an international working environment

    with the British Council developing recruitment management, quality assurance, and other valuable skills.

    Main Responsibilities

    Take on a lead role in the national recruitment of IELTS examiners

    develop a national recruitment strategy and implement higher-level capacity building deliverables

    establish recruitment needs for each region through discussion with AEDs, NEM, EPSMs and EAMs

    for each region

    keep up-to-date records related to all aspects of recruitment and share these with key stakeholders at

    a national and global level

    Conduct initial stages of IELTS examiner recruitment

    manage initial stages of examiner recruitment including communication, application approval,

    necessary checks and interview when necessary.

    liaise with key stakeholders in each region to ensure the recruitment procedure is followed through

    and to get feedback maintain high standards of recruitment, ensuring that procedures and documentation meet PSN and

    other compliance requirements

    support the recruitment of writing examiners, second markers and Senior Examiners per National

    Examiner Manager / Area Examinations Directors instruction

    Manage examiner recruitment related budgets

    plan and monitor examiner recruitment costs and other related budgets

    Risk management

    identify operational issues, opportunities and risks linked to examiner and business related operation

    Other Responsibilities

    Attendance at Exams Management Team, Examiner Support Team, local and national team meetingsas required.

    Active contribution to projects related to examiner quality and management as identified at a national

    level.

    Ensure awareness of working conditions in China test centre venues through occasional working

    visits.

    Take action for learning and development in line with corporate guidelines.

    Participation in EOD and Child Protection training and apply relevant principles in carrying out duties.

    Cover EPSMs absence as delegated from National Examiner Manager.

    Relationships (key stakeholders)

    1. Internal:

    a. Examiner Support Team; members of the Exams Management Team.

    b. EPSMs in other regions of China, National Examiner Manager, Examiner Support Coordinator,

    PSN Manager.

    c. Other PSN colleagues at a global level where necessary.

    2. External:

    a. Examiners, Examiner Trainers and EoR markers in the North and Central China region.

    b. Other external stakeholders where required.

    Other important features or requirements of the job

    The post is a 60% position and the post holder will be expected to work 3 days a week. This will most

    likely be Monday, Tuesday and Wednesday, but this could be changed according to operational

    requirements and in discussion with the post-holders line manager.

    The post-holder will be expected to remain active as an examiner and examiner trainer and this will

    involve occasional weekend work. Examining work will normally be considered extra to the duties outlinedabove and conducted out of normal working hours. Extra examining, examiner training and EoR work will
