• Protocol No 85 of the Meeting of the Government of the Republic of Lithuania as of 15 December 2010
approved a provision that the State Enterprise Centre of Registers is appointed as the keeper (administrator)
of eHealth system.
• On 7 June 2011 the Seimas of the Republic of Lithuania adopts the Law Supplementing Article 2 and Part I
with Chapter III of the Law on Health System (7 June 2011, No XI-1432), which introduces eHealth concept,
appoints the Ministry of Health as the manager of the system, legalises the State Electronic Health Services
and Cooperation Infrastructure Information System (ESPBI IS).
• On 23 August 2011 the Information Society Development Committee under the Ministry of Transport and
Communications by the Ministry Order No T-120 included eHealth projects into the list of State projects of the
Implementation Measure No VP2-3.1-IVPK-10-V “Electronic Health Services”, Priority 3 “Information Society
for All”, Economic Growth Action Programme (hereinafter referred to as the List of State projects).
• On 7 September 2011 the Government of the Republic of Lithuania by its Order No 1057 Regarding Approval
of the Regulations of the State Electronic Health Services and Cooperation Infrastructure Information System
approves Regulations of ESPBI IS and appoints the State Enterprise Centre of Registers as the main system
keeper.

Using information system users may get:
• geographical location of an immovable property and its view on the electroniccadastral map,
• excerpt of register data,
• plans of building premises,
• photo of the object.

Cooperation Infrastructure Information System
• eHealth information system – a common system of electronic health records collected and stored in the database of Electronic Health
Services and Cooperation Infrastructure Information System (eSPBI IS). Electronic health records are received from information systems
of health promotion institutions or directly through the eHealthspecialists portal.
•• Health promotion institutions, which have their own information
systems, will transfer eHealth records through the integration interface. Data and electronic documents will be transferred (in HL7
standard).
• Doctors who do not have local information systems will be able to fill in, revise, etc. health records of the patient directly in eSPBI IS
through the eHealth portal for specialists after their identification and receipt of confirmation that they have the right to access and maintain
records of a concrete patient.
• Medical treatment institutions will send accounting information to ESPBI; then information about services will be transferred to health
insurance funds.
