    JOB TITLE: Scheduler / Cost Estimator

    LOCATION: Kabul, Afghanistan

    EDUCATION: Bachelors degree in Cost Estimation, Civil or Industrial Engineering, Construction Management, orrelated field with 10+ years experience in construction estimation and scheduling. (Work experience relatedto hydropower systems, power distribution systems, hydrocarbon power generation, and substations).

    SUMMARY: Scheduler / Cost Estimator provides technical assistance, technical support, and other collaboration

    for the planning, coordination and implementation of engineering and construction activities and is responsiblefor the preparation and maintenance of accurate, standardized estimates and applicable timelines for variousconstruction projects. Additionally, coordinates and monitors all project activities and expenditures as it relatesto the estimate and project time line. This position will last between 3 to 5 years.

    REQUIRED SKILLS AND EXPERIENCE:

    Fluency in English.

    diesel power plant, hydropower plants, substations, and power distribution.o Reviews all engineering and working drawings, technical specifications, bill of

    materials/quantities and all related documents prepared and submitted by all subcontractorsto the Prime. (This review is to ensure that the construction is progressing according to thesedrawings as approved by the Prime Contractor and that the supplied materials/equipmentmeets the specifications and Bill of Quantities as stipulated in the executed Contract betweenthe Prime Contractor and Subs.);

    o Reads, interprets, reviews, and marks up schematic diagrams and documentation;

    o Monitors the commissioning of systems in conjunction with plant staff, contractors, and

    consultants to ensure compliance with applicable codes and standards;

    o Troubleshoots, monitors, and diagnoses problems in SCADA systems; Reviews operations and

    maintenance plans, training, and implementation for control systems;

    o Assesses the qualities and quantities of completed and ongoing works to ensure that it meets

    o Identifies the percentage of completed works compared to the whole project and

    o Reviews the current implementation schedule including equipment deliveries and

    construction activities and identifies the missing equipment, materials, and/or testing or toolsor construction equipment necessary to meet the critical milestone activities and informsUSAID, on a regular basis, of the project construction status including appropriate approachesrequired to support the schedule and prevent additional delays;

    o Reviews and assesses the exiting and required manpower (skilled, semi-skilled, and non-

    skilled laborers) and construction equipment at site to ensure that they are enough inquantity and quality to meet the implementation schedule.

    o Reviews all plans of action(s) prepared by the Prime Contractor and advises USAID whether it

    is realistic and practical and suggests corrective actions if required;

    o Submits, on a daily basis, a report of the completed work at site;

    o Reviews I & C man-hour estimates to perform project tasks. Regularly reviews forecast

    requirement for I & C engineering resources, and assesses whether or not these resources aresufficient;

    o Ensures I & C design integrity of work scope and deployment, use and maintenance of

    applicable codes and standards;o Promotes and implements agreed initiatives to improve cost effectiveness and productivity on

    the project; and

    Specific Job Functions:

    PURPOSE OF POSITION:

    o To provide technical assistance and engineering support to the manufacturing production

    area.

    o To ensure equipment safety, part quality, machine availability and cost reduction in an effort

    to assist machining operations in meeting policy deployment goals and KPI (Key PerformanceIndicators) targets.

    o To facilitate an environment of TPM and PM of equipment and reduction of unplanneddowntime.

    QUALIFICATIONS:

    o CNC Machining Experience through Internships/Co-ops strongly desired.

    o Hands-on general manufacturing/machining experience with supporting courses of problem

    solving, lean manufacturing, diagnostic training and accompanying math is a plus.o At least 3-5 years experience as an Engineer in a machining production environment, around

    CNC machining equipment.

    Knowledge and skills required:

    o Machine/Process Design

    o Tooling Design

    o Comprehensive knowledge of equipment for machining, processing, and assembly. CNC

    machining equipment experience/knowledge.o Management and organizational skills to handle multiple priorities involving as many as three

    to five major projects simultaneously.

    DUTIES:

    o Design, develop and implement equipment and processes for manufacturing operations as

    needed to support Value Stream Model implementation.o Manage cost reduction projects in all areas of manufacturing.

    o Provide production area with training on machines. Machine tools, process and inspection to

    perform daily productions needs.

    o Establish min/max tooling requirements through history of usage data and reliability studies.

    o Assist manufacturing production area in setup and production problems via various

    troubleshooting and problem solving techniques.o Create, control and issue process sheets to production sub-plant. Specify materials,

    treatments, machinery and tooling.

    o Design and/or make design changes in materials, machines or machine tools utilizing the ECN

    documentation procedure. Implementation of quick change tooling programs in accordancewith SMED practices.

    o Participation in kaizen teams and assumes kaizen team leader position as necessary.

    Implement and sustain 5S in offices and work areas.

    o Utilization of Company Business System tools for problem solving.
