SUMMARY

CommissionDún Laoghaire-Rathdown County Council invites expressions of interest from artists for the creation of a new artwork to be situated in the newly developed Dún Laoghaire Baths area. The commission is to commemorate the life of Roger Casement and his particular significance to the local area.

1. IntroductionDún Laoghaire Rathdown County Council wishes to commission an artist to create a new artwork to enhance and compliment changes to the Dún Laoghaire Baths site. The purpose of the redevelopment of Dún Laoghaire’s baths is to provide for the continuing public use of the area.

The commission is to commemorate Roger Casement. The commissioners are seeking a full sized representational sculpture of Casement. It is hoped the final artwork will be representative of Roger Casement and be recognisable as such for generations to come. It is the intention that this commission will celebrate all aspects of Casement’s career.

The sculpture is being commissioned by Dún Laoghaire-Rathdown County Council under the auspices of the Council’s Memorials Committee. The Committee has commissioned a number of plaques/memorials since its inception in 2010. Among these are ones to Michael Davitt, founder of the Land League, scientist Robert Mallet, statistician William Sealy Gossett, writer Samuel Beckett and comedian Dermot Morgan.

Roger Casement was born in Doyle’s Cottage, Lawson Terrace, Sandycove, County Dublin on September 1, 1864. The site of his house is less than 1 km from the proposed site of the Casement Sculpture and is the location of a plaque erected some decades ago – the original house was demolished some years ago. The significance of the area in relation to Casement is primarily that it was the place of his birth and where he spent part of his childhood – after both his parents died young he moved to live with relations in Antrim.

Casement was one of the most interesting Irishman in the late nineteenth and early twentieth centuries. He joined the civil service and held a number of consular appointments in various locations in Africa. During this time he investigated human rights abuses in the Belgian Congo. He later reported on the abuse of rubber workers in Brazil for which he was knighted in 1911.

Casement’s life changed course as he became increasingly interested in Irish nationalism. He resigned from the Foreign Office and devoted his energies to Irish independence. Most notably he went to Germany to garner their support for a Rising in Ireland. On Good Friday 1916 he landed at Banna Strand, County Kerry, where he was immediately arrested. When he was transferred to London to stand trial his last sight of Ireland was from the boat at Dún Laoghaire harbour, near the place of his birth.

At the end of a high profile trial he was found guilty of high treason and executed at Pentonville Prison on 3 August 1916. In 1965 his remains were returned to Ireland for burial.

2. SiteThe Royal Victoria baths were built in 1843 beside Scotsman’s Bay. In 1896, Kingstown Urban District Council purchased the site and built new indoor and outdoor pools which were completed in 1908 . The baths were improved and extended in the 1930s and continued with little alteration up to the 1980s, when the Rainbow Rapids waterslides opened. After these closed, the baths became derelict.

The existing Baths Pavilion together with a smaller outbuilding will be retained, weathered and secured while the remaining dilapidated outbuildings to the rear and side of the Pavilion will be removed. It is proposed to fit out the Pavilion to accommodate studio space for artists and to provide gallery and café facilities. The original Baths entrance along Windsor Terrace will be restored to provide access. An outdoor ‘café terrace’ linked to the new café will provide an attractive sitting area for viewing, eating and relaxing. It is also proposed to create new public toilet facilities at street level which will also be accessible for wheelchair users. Footpaths along Windsor Terrace will be upgraded and new street trees planted. These uses and improvements will create new life and provide enhanced public facilities which, along with the adjoining Peoples Park and the recently completed Metals Project Phase 1 will reinforce the established walking routes along Newtownsmith and the Queens Road.

A new jetty and an area for changing will be created to provide enhanced access to the water for swimmers and to provide a landing point for kayaks and canoes. The jetty will also be linked to the upgraded paths which will provide access to the East Pier. It is proposed that the existing salt water pools will be in-filled and access maintained to the water.

The site is highly visible from Sandycove, Newtownsmith and the East Pier. The site is located on a slope with a north easterly aspect and receives limited sunshine and can feel exposed when windy or when seas are rough. Its location on high ground enjoys panoramic views over Scotsman’s Bay.

The commissioners are seeking a representational sculpture of Casement. It is proposed (with the agreement of relevant government agencies) to locate the commission on a preformed concrete plinth at the end of the new jetty. The commission will be full sized (not a bust) and of a significant scale in order to complete the architectural intent of creating a marker at the end of the jetty that is highly visible from both the land and seaward sides.

The concrete plinth dimensions are c1.850m x 1.850m and c 1.5 m above the level of the jetty. The sculpture will generally occupy a spatial box of c1.75m x c1.75m x c5m over this.

3. MaterialsThe brief does not specify the materials to be used; however, the preferred materials of the commissioning body are bronze, stone or concrete. The artwork is intended to be permanent and of high quality. The materials used should take into consideration the environmental demands of the site. As a coastal location it will be of paramount consideration to make provision for tidal conditions and occasional extreme weather conditions, including high winds and wave action.The completed artwork should require minimum maintenance. Applications must include allowance for any maintenance required during the first 12 months (after the completion of installation) as a result of installation, fabrication or materials defect.

4. Selection Process & CriteriaThis is an open submission two-stage commission process. At each stage the selection panel will be comprised of:

• A Councillor from the dlr Memorials Committee• Tim Carey, Heritage Officer• Bob Hannan, Architects Department• Ciara King, Arts Office• 2 x independent professional artist representatives

Stage 1This stage is open to any artists. Submissions should include the following information:

• Expression of Interest Application Form• A typed curriculum vitae (maximum 3 pages)• Examples of previous relevant work in the form of either - photographs (maximum size 30 x 25 cm) - digital images (jpegs on CD Rom or memory stick) no more than 8 images in total should be included• Typed expression of interest outlining artistic ideas, approaches and technical outline (no more than 2 typed pages)• A potential conflict of interest statement regarding the originality of the work

Stage 2A maximum of four artists, of the highest scoring in Stage 1 (please note that the minimum qualifying mark is 80), will be invited to submit a detailed proposal for Stage 2. A fee of €1,500 will be paid to artists to develop Stage 2 proposals. A site visit will be arranged for shortlisted artists and detailed architectural drawings supplied.

The detailed proposal will need to include:

• Visual representation of the proposed work in the context of the location (using maquettes, drawings, computer generated images or photographs).• Detailed description of the artwork.• A detailed explanation of the proposed materials for the artwork and its dimensions (scaled drawings, etc.).• Details of the technical specifications, construction and installation process for the artwork, including details about any contractors who will be involved in fabrication. The names and professional qualifications of all personnel to be engaged as part of the artist’s team should be included.• A detailed budget breakdown for the project.• Confirmation report from a structural engineer that the proposal is feasible (if required)

Artists may be invited to attend for interview before final selection is made.

5. TimescaleThe intended timescale of the commission is as follows:

6. BudgetThe total budget for this commission is €120,000. This amount is inclusive of VAT whether VAT responsibility lies with the artist or the commissioners. The successful artist will be responsible for the design and creation of the artwork including final installation within the budget. The budget must include all artists design fees, expenses, materials, insurances, production and manufacturing, engineer’s reports, any relevant consultations and installation fees, transport costs, and other necessary fees in order to finalise the installation of the art piece. The commissioners will be responsible for the foundations for the sculpture.

The successful artist will be required to sub-contract and project-manage all associated work for the art piece. The artist will also be required to work with and under the direction of Dún Laoghaire Rathdown County Council and their appointed representatives/design teams in relation to the interface of this commission with the main building project. The artist will also liaise with Dún Laoghaire-Rathdown County Council or their appointed representative in providing information required in securing any required statutory / technical approvals.

The successful artist will be expected to submit an itemised project budget that identifies all costs. It must cover all expenditure, design, documentation, materials, foundation costs, manufacturing, delivery to the site and installation of the finished art work, including all health and safety requirements.

7. Additional ResearchIf it is felt necessary, Dún Laoghaire-Rathdown County Council will allow €1,500 and a period of 4 weeks for additional research and technical consultation for the selected artist. Should the commission then be awarded to the artist, the €1,500 will be deducted from the overall commission budget. Contracts will be signed after the research phase, provided that the selection panel is satisfied that the commission will be successfully realised and that it fulfils Health and Safety checks.

All reasonable care will be taken with each submission, however neither Dún Laoghaire-Rathdown County Council nor VAI will take responsibility for any loss or damage which may occur in transit, storage or packing.

8. InsuranceArtists will be required to have Public Liability Insurance cover for work that they may have to undertake onsite, and Employers Liability Insurance cover for any person that they undertake to bring onsite as part of the design or implementation phase of the project, to the limits specified by Dún Laoghaire-Rathdown County Council, with an indemnity to the Council.

9. Originality & CopyrightAll applications must contain a statement that the proposed design is of the sole creation of the artist and that no other person has or will have any legal call on the work.

10. Freedom of InformationThe provisions of the Freedom of Information Act 1997-2003 apply to Dún Laoghaire-Rathdown County Council. Applicants should state if any of the information supplied by them is confidential or sensitive and should not be disclosed in response to a request for information under the aforementioned Act. Applicants should state why they consider the information to be confidential or commercially sensitive.

4.0 The Competitive Dialogue Process

4.1 This Tender will use the open process as follows:

• Initial expressions of interest are invited from artists and will be scored against the selection criteria in this document.

• A maximum of four candidates will progress to the second stage of the competition. Dún Laoghaire-Rathdown County Council (DLRCC) will pay a fee of €1,500 per short-listed applicant for the development of detailed proposals for Stage 2 of the competition.

• These proposals will be assessed by a selection panel and successful submission will be the one awarded the highest marks based on the award criteria in this document.
